Economies with public projects: theory and experimental evidence

This dissertation concerns economies with public projects. Public projects are a special case of public goods which size is not necessarily measured by units and which are either built at some fixed cost or not built at all. Our theoretical studies of public projects are based on personalized prices for access to the public project rather than personalized prices for the units consumed of public goods as in the literature on Lindahl equilibrium. Furthermore, the private provision of public projects is experimentally investigated with a double oral auction market for assets that are required in order to produce public projects. The first paper (Chapter 2), "Economies with Multiple Public Projects" (joint work with Robert P. Gilles), discusses an economy with multiple public projects each separately produced by a distinct provider operating under a different cost function. In an economy with the non-Euclidean representation of multiple public projects space we show that the two welfare theorems hold for valuation equilibria in which a public project is financed through a (non-linear) system of taxes or subsidies, called a valuation system, and that the core allocations are equivalent to the set of valuation equilibria with a nonnegative valuation system. Furthermore, if a Euclidean space is used to describe the public projects specified to the standard case of public goods, every Pareto efficient allocation is supported as an affine valuation equilibrium which is characterized with a price per unit of public good and a lump sum tax or subsidy. The second paper (Chapter 3), "Market Provision of Public Projects: Some Experimental Results" (joint work with Sheryl B. Ball), presents experimental evidence on the provision of a public project which is produced by a coalition of economic agents in the population. A double oral auction asset market is employed as the trading institution for assets that are required in order to produce the public project. The experimental environments differ by rules about who can produce the project, information about the benefits to the other agents of the project, and parameters which include the symmetry and size of individual valuations of the assets and the magnitude of social benefits from the project. We find that individually rational client outcomes which are identified by a theoretical analysis based on Chapter 2, are more likely in some environments than others, and suggest that these findings may have implications for the usefulness of this mechanism for public project provision. The third paper (Chapter 4), "Economies with Costly Trade Links," is an application of the model of economies with public projects to the case of an economy with endogenous formation of costly trade links between industries in different sectors of the economy. The trade links reduce transaction costs, but inevitably incur set-up costs. We prove that the two welfare theorems hold for trade equilibria in which each trade link is separately financed with budget neutrality as well as profit maximization. Furthermore, we introduce an industry-wise efficiency concept which requires that no industry can insure itself a better outcome for the industry itself by changing the industry's trade structure, and show that Pareto efficiency strictly implies industry-wide efficiency. The fourth paper (Chapter 5), "Efficiency and Egalitarian-Equivalence in Economies with a Public Project" (joint work with Robert P. Gilles), is an application of the model of economies with public projects to the equity concept of egalitarian-equivalence. An allocation is egalitarian-equivalent if there exists a fixed commodity bundle (the same for each agent) that is considered by each agent to be indifferent to the bundle that he/she actually gets in the allocation under consideration. A public project is also produced by a coalition of economic agents as in Chapter 3. We prove that there exist efficient egalitarian-equivalent allocations, which are not equivalent to the set of valuation equilibria and also may not be in the core. / Ph. D.

Causes of rework on building construction projects in Nigeria

Published Article / Construction projects all over the world involve many challenges, particularly for large public projects. The emerging complex nature of construction activities has brought with it characteristic features, such as, cost increases, delay in the delivery of project, to which rework (carrying out an activity more than one time) has a high contributing factor, stemming from imperfection. This study identified the sources of rework on construction projects in Nigeria from three perspectives: the client, contractor, and consultant. The study was concentrated on the South West part of Nigeria. The quantitative research method was adopted. Random sampling technique was employed in the selection of sample size. A total of one hundred and twenty (120) questionnaires were analysed using inferential statistics. The following are the findings of this study: the contributions of the client leading to rework are in the form of poor communication, inadequate construction planning and poor management practices. From the consultant, they are: lack of understanding and correct interpretation of customer requirements, constraints in carrying out activities and inexperience of personnel and on the part of the contractor they are: wrongly laying of forming course, poor quality concrete, and poor plastering. Based on the conclusions reached, the following recommendations were drawn. They are: the development of a standard information gathering format relative to clients 'by designers and clients' writing down their intentions before visiting designers; formal technical training should be given to foremen on permanent appointments with organisations, attention should be given for adequate supervision, and construction methods should be analysed before selection and their use.

Assessment and Development of Contractors’ Mitigation Practices Towards Risks out of Contractors’ Control in the Saudi Construction Industry

abstract: Recent studies have identified that contractors in the Saudi construction industry are not the main party that cause risks as owners and other parties have the major share of causing risks. However, with the identification that risks out of contractors’ control are a leading cause of low performance, there is a lack of efficient risk mitigation practices in Saudi to manage these risks. The main aim of this dissertation is to assess the current practices applied by contractors to minimize risk out of their control and develop a risk mitigation model to manage these risks. The main objectives of the study are: investigating the risks that are out of contractors’ control, assessing the contractors’ current risk mitigation and performance measurement practices, and finally developing and validating a risk mitigation model to minimize risks out of contractors’ control and measure performance of involved project parties. To achieve the study aim, a mixed methodological approach was adopted. Theoretical approaches were utilized to review previous research and to develop a conceptual risk mitigation framework followed by a practical approach that is considered with collecting data from contractors. The quantitative method was mainly used to meet the study objectives through distributing a survey in the form of a questionnaire. As a consolidation of the study findings, the top ranked risks that are out of contractors’ control were identified. Furthermore, the results identified that the contractors’ current risk management and performance measurement practices are not effective in minimizing projects risks caused by other parties and ineffective in measuring performance of all parties. The developed model focuses on increasing accountability of project parties through mitigating project parties’ activities and risks with measuring the deviations and identifying sources of deviations. Transparency is utilized in the model through sharing weekly updates of the activities and risks combined with updated information of performance measurements of all project parties. The study results showed that project risks can be minimized and projects’ performance can be increased if contractors shift their focus using the developed model from only managing their own activities and risks to managing all project parties’ activities and risks. / Dissertation/Thesis / Doctoral Dissertation Construction Management 2018

O estudo da gestão de projetos voltado a empreendimentos de infraestrutura ainda é incipiente no Brasil. Entretanto, esse assunto tem grande importância para o crescimento econômico nacional, para a indústria da construção civil, para a gestão e políticas públicas, e para o bem-estar da população. A eficiência da gestão desses empreendimentos, e do alcance dos resultados esperados, tem relação direta com as influências do contexto a que estão submetidos e das diversas partes interessadas envolvidas em seu ciclo de vida. O objetivo desta pesquisa é analisar aspectos do contexto dos empreendimentos de infraestrutura, o papel e influência das principais partes interessadas envolvidas, e estudar a aplicabilidade de métodos de gestão de projetos existentes e em uso no mercado, a fim de auxiliar na melhoria do desempenho desses empreendimentos por meio de planejamento, monitoramento e controle mais eficientes. Usando uma abordagem qualitativa de estudo de caso, esta pesquisa examina dois casos de empreendimentos de infraestrutura de grande porte na Região Metropolitana de São Paulo. A revisão bibliográfica realizada propicia a fundamentação teórica e, também, traz dados de casos que já foram analisados em estudos anteriores, corroborando com os resultados desta pesquisa. Como resultado, foram criadas 14 recomendações que auxiliarão os gestores de projetos e suas equipes a pensar e avaliar quais as melhores maneiras de fazer uma gestão de projetos mais eficiente e segundo as especificidades e necessidades de cada empreendimento. As recomendações abordam assuntos relacionados ao contexto dos empreendimentos de infraestrutura, aos aspectos da gestão pública, aos métodos de gestão de projetos, e dá atenção especial às principais partes interessadas envolvidas nesse tipo de empreendimento. / The project management study for infrastructure projects is still incipient in Brazil. However, this issue is of great importance for national economic growth, for the construction industry, for public management and public policies, and for the well-being of the population. The efficiency of the management of these projects, and the achievement of the expected results, is directly related to the influences of the context to which they are submitted and of the various stakeholders involved in their life cycle. The objective of this research is to analyze aspects of the infrastructure projects´ context, the role and influence of the main stakeholders involved, and to study the applicability of existing project management methods used in the market, in order to help improve the performance of these projects through more efficient planning, monitoring and control. Using a qualitative case study approach, this study examines two cases of large infrastructure projects in the Metropolitan Region of São Paulo. The literature review provides the theoretical basis and also brings data from cases that have already been analysed in previous studies, corroborating with the results of this research. As a result, 14 recommendations have been created that will help project managers and their teams think and evaluate the best ways to manage projects more efficiently and according to specific needs of each project. The recommendations address issues related to the context of infrastructure projects, aspects of public management, methods of project management, and pay special attention to the key stakeholders involved in this type of project.

O processo BIM (Building Information Modeling) apresenta-se como alternativa para trazer mais transparência nas etapas de projeto e obra. Neste trabalho, buscou-se investigar a aplicação do processo de projeto em BIM em obras públicas do Centro de Referência de Assistência Social (CRAS) de Santa Catarina, sendo este o primeiro projeto desenvolvido pela Secretaria de Estado do Planejamento (SPG) em BIM. Este trabalho visa analisar reduções de aditivos de prazo e custo, comparando com as mesmas obras realizadas em dois editais, sendo que no Edital A foi utilizado o processo de projeto tradicional (CAD) e no Edital B foi utilizado o processo BIM para o projeto. O trabalho foi desenvolvido em 3 etapas: a primeira refere-se aos projetos desenvolvidos em CAD (Edital A) e engloba 61 obras licitadas, sendo 46 construídas com aditivos de custo e de prazo extremamente elevados; a segunda etapa, com projetos em BIM (Edital B), abrangendo 50 obras; e a última etapa teve por objetivo realizar a comparação entre elas. Para isso foram realizadas entrevistas com envolvidos nos projetos, construção e fiscalização, além de 2 visitas para auxiliar na investigação durante a execução de obras do Edital B. Os resultados apontam que nas obras do Edital B, somente uma delas foi executada dentro do prazo e custo estabelecido originalmente, uma obra possuiu aditivo de prazo e atendeu o custo original e outras 3 obras foram finalizadas com aditivo de prazo e custo até julho de 2018. Embora muitas obras do Edital B tiveram a necessidade de aditivos, os resultados obtidos demonstram ganhos em relação ao Edital A. No que se refere aos aditivos de custo, o projeto desenvolvido no processo BIM, os dados corretos de quantitativo, juntamente com a revisão do projeto foram um dos principais responsáveis pela redução dos aditivos de custo. Os aditivos de prazo sofreram influências diversas, sendo a principal delas com causa desconhecida, observada nos dois editais analisados, além de fatores relacionados à contratação, planejamento e contrapartidas dos municípios. Em aditivos de prazo, fatores relacionados ao projeto apareceram com menor relevância. / The increase of cost and schedule delays in public construction projects, mostly in developing countries, brings the need to find solutions for this issue. BIM process is understood as an alternative to achieve more transparency in the design and constructions stages. This paper aims to investigate the BIM design process of public constructions of Centro de Referência de Assistência Social (CRAS) of Santa Catarina, which is the first project designed by this State in BIM process. This study aims to analyze reductions of costs overruns and schedule delays, comparing the same project in different bids: the Edital A was designed by traditional process (CAD) and the Edital B was designed in BIM process, analyzing the design and construction stage. This study was developed in three stages: the first investigated the projects made in CAD and construction of Edital A, which includes 61 constructions, but only 46 was built, presenting extremely high schedule delays and costs overruns; the second stage aims to analyze the Edital B, with project reviewed and designed in BIM and 50 constructions; and the third stage refers to the comparison between the first and second stage. In addition, interviews were conducted and two visits to the constructions of the Edital B were required. The results indicate that in the constructions completed of the Edital B, only one construction project was finished according to the cost and schedule originally established, one construction had only schedule delay and another tree were concluded with schedule delays and costs overruns until July 2018. Even though, the constructions of Edital B had cost overruns and schedule delay, the results show gains in relation to Edital A. The design in BIM process with the appropriate quantitative takeoff and the review of the original design were the main responsible for the reduction of the cost overruns. In terms of schedule delays, these were influenced by several factors, the main factor has unknown cause and was observed in both analyses (Edital A and B), besides there are factors related to contracting, construction planning and counterparts of municipalities. The causes related to the design process has shown less relevance in terms of schedule delay.

To this end, a study was developed in three stages: first observations and Survey evidence on the desktop managers were conducted to understand the shared public projects in their particular circumstances. In the second stage, we applied an exploratory Survey into two groups: a first group of managers from the private sector or other public companies, and the second group, formed only for managers of sponsoring agency, in order to understand how it behaves to view study group compared with other groups on the topics studied. The third step consisted of open and structured interviews with the group of managers and content analysis. The results indicated that: (i) the use of management tools increases the efficiency of project implementation, (ii) the tools used, such as the Logical Framework and some tools suggested by the PMBOK Guide , allowed a clear vision of the project objectives, including regional partners, and ensure greater standardization of procedures, (iii ) the use of management tools has expanded the ability to measure the results of projects, facilitating their monitoring, and (iv) reducing conflicts and regional political interference. / O objetivo da presente dissertação é descrever, a partir da visão dos gerentes de uma agência pública de fomento de infraestrutura social; de que forma os projetos públicos compartilhados podem ser mais eficientes com a adoção de ferramentas de gerenciamento de projetos. Para tanto, foi desenvolvido um estudo em três etapas: na primeira foram realizados observações e levantamento de evidências no ambiente de trabalho dos gerentes visando entender os projetos públicos compartilhados em suas circunstâncias. Na segunda etapa, foi aplicado um Survey exploratório em dois grupos: o 'grupo agência', formado apenas com gerentes da agência de fomento e o 'grupo controle' composto por gerentes do setor privado e de outras empresas públicas, de modo a perceber como se comporta a opinião de cada grupo sobre os temas estudados. A terceira etapa consistiu em entrevistas abertas e semi-estruturadas com gerentes da agência de fomento, e posterior análise de conteúdo das falas, para o entendimento das questões propostas. Os resultados indicaram que: (i) o uso das ferramentas de gerenciamento aumenta a eficiência da execução dos projetos; (ii) as ferramentas utilizadas, como o Quadro Lógico e algumas ferramentas sugeridas pelo Guia PMBOK, permitiram uma visão clara dos objetivos do projeto, inclusive por parte dos parceiros regionais, além de garantir maior padronização de procedimentos; (iii) o uso da ferramenta Quadro Lógico ampliou a capacidade de mensuração dos resultados dos projetos, facilitando o seu monitoramento, e (iv) reduzindo os conflitos e a interferência política regional.

The result is identification of methods that are frequently used both abroad and in Czech Republic. Values differ based on the category of value. The paper identifies methods, comments on them and classifies them.

The diploma thesis deals with the evaluation of a public investment project for the regeneration of brownfields. The first part describes the issue of brownfields, causes of their occurrence and reasons for their regeneration from a theoretical point of view. It also defines public project and methods for its evaluation. The second part contains a cost benefit analysis of a public project of Central Polytechnic Workshops. These will be one of several projects within the renovation of the historic Winternitz Mills in Pardubice. The aim of the work is to determine indicators of economic efficiency based on socio-economic flows and assess the feasibility of this project‘s implementation.

However, designing and implementing public services that meet the real needs of citizens, increasing thus its effectiveness has been a challenge for managers as a whole, but mainly to municipal managers. The study context, within the city of Florianópolis, is the Life in Traffic Project , linked to the Road Safety in 10 Countries Project, conducted by an international consortium of partners. The project was launched in Brazil in July 2010, led by an interministerial working group chaired by the Ministry of Health. The aim is to reduce risks associated with traffic and to save lives by using a directed approach. It was started as a pilot project in 27 capital cities, including Florianópolis. The diagnosis showed the inability of the project managers to meet the targets set by the Ministry. This was mainly because of the absence of a method able to aid designing of new services to reduce road traffic morbidity and mortality, counting on an active participation of all stakeholders. Regarding the problem, the paper presents the objective to propose a methodology for design and implementation of effective public services in the context of Project Life in Transit in the city of Florianópolis, from the conceptual assumptions of research, Design Services and Project Management. Based on the theoretical framework of the New Public Service, the research looks for tools that help the formulation of propositions in the field of design and the development of public projects. Action research was chosen as the methodological procedure, and data collection was carried out using documentary analysis, participant observation and action research diary. The result is a six step method, described and tested in the context of Florianópolis, which aims at supporting the process of design and implementation of more effective municipal services, from the intense involvement of stakeholders. The steps are: Problem Delimitation and Understanding; Solution Prospection, Generation and Filtering; Prototype Preparation; Design and Implementation of the Project; Monitoring and Evaluation; and Redesign. The method has generated impact, contributing to the results of the project locally. Furthermore, it may be adopted in other Secretaries of Florianópolis and in other Brazilian cities that participate in the Life in Traffic Project . O contexto estudado, dentro do Município de Florianópolis, é o projeto Vida no Trânsito, vinculado ao Road Safety in 10 Countries Project, realizado por um consórcio internacional de parceiros. No Brasil, foi lançado em julho de 2010, sendo liderado por um grupo de trabalho interministerial presidido pelo Ministério da Saúde. Tem como objetivo reduzir riscos associados ao trânsito e salvar vidas a partir de uma abordagem direcionada. Como experiência piloto, foi iniciado em 27 capitais, entre elas Florianópolis. O diagnóstico demonstrou a incapacidade dos gestores atenderem as metas definidas pelo Ministério, sobretudo em função da ausência de uma metodologia que os auxiliasse a conceber novos serviços para a redução da morbimortalidade no trânsito com uma participação ativa de todos os stakeholders. Diante da problemática, o trabalho apresenta como objetivo a proposição de uma metodologia para Design e Implantação de Serviços Públicos efetivos no contexto do Projeto Vida no Trânsito no município de Florianópolis, a partir dos pressupostos conceituais do Design de Serviços e do Gerenciamento de Projetos. Tendo o Novo Serviço Público como pilar fundamental, o trabalho busca no campo do design de serviços e do desenvolvimento de projetos públicos ferramentas para a formulação de proposições. Como procedimento metodológico, optou-se pela Pesquisa-Ação, utilizando na coleta de dados o levantamento documental, a observação participante e o diário de pesquisa-ação. O resultado é uma metodologia, detalhadamente descrita e testada no contexto de Florianópolis, que visa a apoiar o processo de design e implementação de serviços públicos municipais mais efetivos, a partir do intenso envolvimento dos stakeholders. Esta é composta por seis etapas: Delimitação e Compreensão do Problema; Prospecção, Geração e Filtro de Soluções; Elaboração do Protótipo; Concepção e Implementação do Projeto; Monitoramento e Avaliação e; Redesign. Além do impacto gerado nos resultados locais do projeto, a metodologia poderá ser adotada em outras secretarias da prefeitura de Florianópolis e nos demais municípios participantes do Projeto Vida no Trânsito. Além das contribuições práticas, o trabalho inova ao aliar fundamentos teóricos de diversas áreas de conhecimento, entre elas: o Novo Serviço Público, o Design de Serviços e o Gerenciamento de Projetos.

This work has been written to elucidate the problems of feasibility study, as valuating document of public projects and its creating in practice. In the theoretical part I have explained the public projects, possibility of their financing as well as one of the cost methods of their evaluation, e.g. cost benefit analysis. I have described the application eCBA, which is nowadays compulsory annex to application for subsidies from the structural sources in many cohesion regions. A content of the practical part is creating of the feasibility study for the construction project which has already been done. Not only its traditional forms but its development in application eCBA too. These outputs fully replace feasibility study just in cohesion region Southeast.
