The diploma thesis named Introducing quality standards for social and legal protection of children from the point of view of social workers of the institution of social and legal protection of children enables an insight into the issue of how social workers of the institution of social and legal protection of children view the introduction of quality standards for social and legal protection of children. The amendment of Act No. 359/1999 Coll., on social and legal protection of children, has brought significant changes in the activity of institutions of social and legal protection (OSPOD / BSLPC), especially in the field of applying instruments of social work. The conditions for a quality performance of the contents of this responsible work are created by means of standardisation. Standardisation means determining obligatory procedures in the performance of particular management activities as well as minimum parameters for a quality performance thereof (Macela, 2012). The thesis is divided into several parts. The first chapter defines the basic terms of the subject in question. The thesis is devised theoretically and draws on relevant professional literature. It deals with the specifications of social and legal protection of children (SLPC), what kinds of principles of social and legal protection of children there are, the SLPC social workers, the conditions for the performance of the profession of SLPC social workers. Further, the chapter explains terms of quality, social work, the family and the child. It defines perception and which factors may influence perception. Appropriate attention is given to the legislation of quality standards for the institutions of social and legal protection of children, the content and objective of quality standards of the institutions of social and legal protection of children, the process of standardisation and the availability of social and legal protection and the conditions for the performance thereof. The second chapter determines the objective of the thesis and research questions. The third chapter characterises the set examined and the methodology of work chosen for this purpose, the techniques of collecting data, analysis of data and the realisation of the actual research, including the ethics of the research. The fourth chapter deals with the outcomes of the thesis. The main objective of the thesis was to identify how social workers perceive the introduction of quality standards for social and legal protection of children. To achieve the objective of the thesis, I chose the strategy of the qualitative research, method of questioning and the technique of a semi-structured interview. The interviews were realised in the course of July 2016 in the research sample of ten staff members of the institution of social and legal protection of children who work at the position of a SLPC social worker in communities with extended powers, situated in the Region of South Bohemia. The communication partners were chosen by the method of purposive sampling. Based on the objective of the thesis two research questions were set up: Which factors influence the perception of social workers of the institution of social and legal protection of children within the introduction of quality standards for social and legal protection of children? Which aspects of the introduction of quality standards for social and legal protection of children are perceived by social workers of the institution of social and legal protection of children as positive or negative? As has emerged from the research, the changes resulting from the introduction of the standards that social workers of the institution of social and legal protection of children regarded as positive included the improvement in workplace equipment and setting a limit for the number of families that a social worker may work with at one time. 1 Abstract Thesis name: Persons with mental retardation and their quality of life in context of Social Services transformation. Purpose of this thesis is to describe process, history, progress and risks of transformation of Social Services in Czech Republic. Target of this thesis is not transformation of Social Sevices in Czech Republic generally but it is targeted on Nalžovický zámek organization, Social Services provider where transformation is in progress from 2013. In thesis I investigate how clients using supported housing perceive this service in context of quality of their life. My thesis includes theoretical base focused on mental retardation, social services, institutional care. Purpose of this thesis is not representative research or academic analysis of data. Used information are extract from professional literatury and Ministry of Labour and Social Affairs website. Main used method is narative interview. Thesis has six chapters. Results of my research are presented in chapter five and I consider this chapter as most important. Research shows clients of supported housing perceive this service in a very positive way and are satisfied. Feel this opportunity as a new way how to make quality of their life better.

The thesis investigates social workers' interpretation and approach to quality standards of social services, both in terms of lived experience, and in terms of individual concepts and understanding of the workers themselves, especially with regard to their experience in a particular organization. The thesis also deals with the interpretation and approach of social workers to the protection of fundamental human rights and freedoms of clients in quality standards. The thesis theoretically describes and depicts the current situation regarding quality standards and the forthcoming changes. Interpretations and approaches to quality standards are investigated by the analysis of interviews with social workers on this issue. The thesis deals with the protection of human rights in social services and their guarantee in the form of selected quality standards, and examines quality standards in terms of values, rights and freedoms of clients that they are protecting. This work describes whether and how social workers perceive values, human rights and freedoms that are behind quality standards of social services and how they interpret them and use them in their practice, as evidenced by opinions of the social workers. Quality Standards of social services are also investigated in terms of ethics, particularly ethical values and analyzes the approach of social workers to quality standards.

The thesis topic ``Requirements for telephone crisis intervention for victims of human trafficking{\crq}q was chosen because of the author{\crq}s personal experience. The thesis aims to map out a comprehensive picture of a specialised helpline for trafficked persons and to compare its requirements with those of the helpline for the general public. Human trafficking is a criminal act which entails an abusive breach of human rights. Recent expansion in Europe is often connected with a specific migration situation, so it is a current topic. Human trafficking is widespread throughout the whole of the Czech Republic, and as the victim is prevented from moving freely and is torn from their familiar surroundings, it is important that they have unlimited access to a contact. For that reason, initial contact with victims of human trafficking is often made through telephone crisis intervention, which must be highly professional. The working theory deals with telephone crisis intervention, human trafficking, workers and clients. It explains TCI in the context of clarification of formats and different types of services. Online counselling is described further, help-line working methods are clarified and the basic service principles are outlined. Another area of focus is help-line workers and their training, cooperation and supervision. The next chapter concerns human trafficking and explores legislative problems, the human trafficking mechanism, forms, routes, causes and consequences. The final aspect is clientele, and explains the use of the term trafficked person and victim of human trafficking, and describes the risks to clients who contact help-lines. The aims of this thesis were to clarify the characteristics of telephone crisis intervention for issues of human trafficking; to compare the conditions of a worker dealing with specialised telephone crisis intervention with general telephone crisis intervention for the whole population; to map out the working procedures within telephone crisis intervention; to map out the working procedures within online counselling. The author believes that aims of the thesis were met. Qualitative research was used to achieve the aims of the thesis. Data was obtained through interviews conducted by the author. The data gathering technique used was to conduct a semi-structured interview with open question. The interviews lasted for approximately one hour and were composed of two parts. The research sample included two groups of participants {--} workers providing telephone crisis intervention services. The first group was made up of 10 workers who work on specialised help-lines directed at human trafficking. The second group was comprised of 10 workers providing telephone crisis interventions for the general populace. The author formed three hypotheses based on the results of this qualitative research. There is the same need to complete the basic course of crisis intervention for consultants working on the ordinary help lines as for the consultants working on specialised help lines. Consultant on specialised help lines is more focused on providing a service of legal information than the consultant working on the ordinary help lines. Younger help-line consultants on the help lines for victims of trafficing don't see exactly the specifics of that line. The author believes that the work could be useful for organisations providing specialised help-lines for victims of human trafficking.

The thesis deals with the topic of ?The importance of quality inspection of the provision of social services in meeting the Quality Standards for Social Services in sheltered housing facilities?. The inspection is a social policy tool of the Ministry of Labor and Social Affairs the purpose of which is the inclusion of persons threatened by social exclusion. The main objective of the thesis was to determine the effect of the inspections on the quality of provided social services in sheltered housing facilities. Based on the gathered data the following hypothesis was formulated: The quality of the provided social services in sheltered housing facilities is not directly affected by the inspection. One of the partial objectives of the thesis was to determine the effect of the inspection of the provided social services on lives of residents in sheltered housing facilities and the following hypothesis was formulated for the purpose: The inspections of the provided social services do not have any significant impact on the lives of residents in sheltered housing facilities. The qualitative research related to the main objective used the technique of a semi-structured interview. The method selected for the qualitative research for the partial objective was inquiring by means of a questionnaire. The surveyed group consisted of 15 employees and 67 residents of sheltered housing facilities in Veselí nad Lužnicí, Ústí nad Orlicí and in Brno. Based on the above mentioned facts and the completed research I believe that the objectives of the thesis were met and the hypotheses were tested by means of two qualitative surveys.

Implementering av miljökvalitetsnormer för vatten i samband med miljökonsekvensbeskrivning / Implementation of Environmental Quality Standars for Water in Connection with Environmental Impact Assessment

EU:s ramdirektiv för vatten kom år 2000 och har som uppgift att förbättra vattenkvaliteten inom unionen. Direktivet är rättsligt bindande för medlemsstaterna och har målet att samtliga vattenförekomster i EU ska nå minst god status. I arbetet med vattenförvaltningen används begreppen statusklassificering, som är ett mått på rådande vattenkvalitet i vattenförekomsten, och miljökvalitetsnormer, som den vattenkvaliteten vattenförekomsten ska ha vid en viss tidpunkt. Statusklassificeringen består av ekologisk och kemisk status. Ekologisk status bedöms utifrån kvalitetsfaktorer (exempelvis växtplankton, näringsämnen), som bedöms av parametrar (exempelvis biovolym, total fosfor), och kemisk status utifrån EU bestämda gränsvärden för prioriterade ämnen. 2015 kom Weserdomen, som är ett förhandsavgörande från EU-domstolen om tolkning av ramdirektivet för vatten, rörande medlemsstaternas skyldighet att inte lämna tillstånd till projekt som orsakar en försämring av status eller äventyrar miljökvalitetsnormen samt innebörden att en försämring av status föreligger då en kvalitetsfaktor ändras en statusklass. Weserdomen har förändrat rättsläget för miljökvalitetsnormerna och har i Sverige skapat stora osäkerheter vid tillstånd och miljökonsekvensbeskrivning (MKB), med behov av att på sikt förändra lagstiftningen. Syftet med examensarbete är att studera hur Mark- och miljööverdomstolen hanterat Weserdomen vid prövning samt hur miljökvalitetsnormerna för ytvatten bör hanteras i MKB för projekt. För att undersöka detta genomfördes en litteraturstudie, en rättsfallsstudie av Mark- och miljööverdomstolens domar samt en studie av detaljnivån på redovisningen av miljökvalitetsnormerna i MKB för projekt. Litteraturstudien visar att Weserdomen innebär ett skärpt rättsläge för miljökvalitetsnormerna, att ekologisk status har fått samma rättsverkan som kemisk status samt att svensk lagstiftning behöver anpassas till det nya rättsläget. Rättsfallsstudien visade att miljökvalitetsnormerna fått en viktig roll i tillståndsprövning och att bedömning av påverkan ska göras utifrån kvalitetsfaktorer och har stor betydelse vid prövning. Utifrån studien över detaljnivån i MKB ställs större krav på redovisning av påverkan på kvalitetsfaktornivå. Dock finns utrymme att förbättra motiveringen av relevanta och icke-relevanta kvalitetsfaktorer. / The EU Water Framework Directive came in the year 2000 and its aim is to improve the water quality within the union. The directive is legally binding for all member states and sets out to achieve good status for Europe’s all water bodies. In the work of water management are the following two terms commonly used, the concept of status classification, a measure of the water quality in a water body, and Environmental Quality Standards (EQS), the time when a certain water quality should be reached. The status classification consists of ecological quality and chemical quality. Ecological quality is assessed based on quality factors (e.g. phytoplankton, nutrients), which are assessed based on parameters (e.g. biovolume, total phosphorus), and chemical quality is assessed from an EU-defined limit value. In 2015 came the Weser ruling, a preliminary ruling by the European Court of Justice regarding interpretations in the Water Framework Directive. The Court found that the member states are required to not give permission to a project that could cause a deterioration of status or jeopardize current environmental quality standard in a water body. Regarding the interpretation of when a “deterioration of status” occurs, the Court found that it occurs when a quality factor is lowered by one statues class. The Weser ruling has changed the legal situation around the environmental quality standards, which in Sweden has led to major uncertainties among authorizations and Environmental Impact Assessment (EIA). In Sweden, an adjustment of the law is considered needed. This master thesis main purpose is to study how the Land and Environment Court of Appeal has dealt with the Weser ruling in trial and how Environmental Quality Standards for surface water should be managed in EIA for projects. The thesis consists of a literature study, a study of cases in the Land and Environment Court of Appeal and a study of the presentation of Environmental Quality Standards in EIA in projects. The study shows that the Weser ruling leads to a stronger interpretation of the Environmental Quality Standards, gives the ecological statuses the same legal value as chemical statues and lead to a need for adaption of the Swedish legalization to the new legal position. The case study shows that Environmental Quality Standards plays an important role during trial and that the impact assessment should be done on at the level of quality factors and is of great importance for the trial. The study of presentation in EIA shows higher demands on impact assessment at the level of quality factors, but still has room for improved motivation of relevant and non-relevant quality factors.
