The diploma thesis deals with ethical dilemmas, which social worker ordinary experiences during his work at the OSPOD (Service for the Protection of Children's Rights). The aim of the thesis is to present OSPOD, documents which are part of this work and ethical connection with social work. The aim of the research is to identify the most serious ethical dilemmas and the possibilities how to solve them. The qualitative method of research using semistructured interviews is used to realize the aim of the thesis. The research is carried out at the OSPOD in Český Krumlov.

Power quality analysis using relay recorded data

Demand for electrical power is increasing everyday. Along with the increase in power demand, the characteristics of the loads are also changing. From being high power consuming, simple, robust loads, today loads are more efficient, but at the same time more sensitive. The performance and life of these highly sensitive loads depend a lot on the quality of power supplied to them. <p>Power quality is any deviation of the voltage or current waveform from its normal sinusoidal waveshape. These disturbances include, but are not limited to, sag, undervoltage, interruption, swell, overvoltage, transients, harmonics, voltage flicker and any other distortions to the sinusoidal waveform. Occurrence of one or more of such disturbances is called a power quality event. Automatic classification of these disturbances is important for quick determination of the causes and to characterize possible impacts of the disturbances.<p>Modern microprocessor based protective relays have numerous integrated functions that allow them to provide information on power quality events. It is proposed to utilize the existing numerical relays to analyze the quality of power at any point in the power system. The numerical relays can be programmed to capture the oscillographic waveform or any disturbance on the analogue signal or change of state of the digital signals and store it in the form of Common Format For Transient Data Exchange (COMTRADE) format. These records are then transferred to a central monitoring workstation for off-line analysis. <p>This thesis describes a technique to automate the classification and analysis of the power quality events using relay recorded data. The technique uses voltage duration and magnitude (as specified in the IEEE Std. 1159 - 1995, IEEE Recommended Practice for Monitoring Electric Power Quality) of three phases to detect and classify the events. The classified results are then presented in a user-friendly graphical form. Fast Fourier Transform (FFT) is used to estimate the fundamental frequency and harmonic components in power systems. The graphical user interface of the power quality analysis tool is developed using Microsoft Visual C++ IDE and the algorithms are programmed in C++. <p>The proposed technique was tested using data obtained by simulating different power system disturbances as well as on the data recorded by relays. The algorithms were able to classify the power quality events accurately. In the future, this facility will: enhance the real time monitoring of power quality and provide statistical analysis of available power quality data. From the utility viewpoint, it would allow them to monitor power quality in a cost effective manner and assist in preventive and predictive maintenance besides helping them to fix differential tariff based on the quality of the delivered power. It may also turn out to be a smart tool for them to penalize the consumer polluting the power quality.

The Effect of Development on Groundwater in the Parker Strip

From the Proceedings of the 1974 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 19-20, 1974, Flagstaff, Arizona / The 14.6 miles of the Colorado River bounded by Parker Dam and Headgate Rock Dam has been referred to as the Parker Strip. This river reach has become a high use recreation area during the past decade with 4,000 permanent residents and as many as 120,000 water enthusiasts on long weekends. The riparian area of the river is heavily clustered with mobile homes, marinas and public beaches. The means of sewage disposal is exclusively via septic tanks. Recent surveys by the Environmental Protection Agency, Arizona State Department of Public Health and the University of Arizona have localized surface water bacteria levels that may indicate a developing groundwater problem. The geohydrology of the area indicates that the septic tanks are located in Post -Pliocene Colorado River deposits. The deposits are quite thin and relatively narrow. Since the deposits are locally derived sands and gravels, the horizontal hydraulic conductivities are such that a relatively short flow time to the river may result. Intensive evaluation of the degradation of the water quality in these deposits is needed to determine if the ground water supply was jeopardized by septic tank systems.

A Bacterial Water Quality Investigation of Canyon Lake

From the Proceedings of the 1974 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 19-20, 1974, Flagstaff, Arizona / Fecal coliform counts in relation to number of swimmers along with fecal streptococci counts of water samples from Canyon Lake in central Arizona are reported. The presence of swimmers was related to an increase in fecal coliforms which was attributed to organisms shed from the swimmers and from agitation of the bottom sediments, consequently dispersing much of the bacteria contained in the benthos. From sampling of the swimming areas it was determined that livestock waste was the primary source of pollution (a greater number of fecal streptococci was found than fecal coliforms), but this interpretation could be misleading due to the higher survival rate of fecal strep than that of fecal coliform organisms.

The Effects on Water Quality by Mining Activity in the Miami, Arizona Region

From the Proceedings of the 1978 Meetings of the Arizona Section - American Water Resources Assn. and the Hydrology Section - Arizona Academy of Science - April 14-15, 1978, Flagstaff, Arizona / Intensive strip and leach mining activity within a confined region usually causes environmental impacts both on the land and on water quality. Adverse water quality effects could be realized long after any mining activity has ceased due to the continuous leaching by precipitation of contaminants from spoils piles and leach dumps. The Miami, Arizona region is unique in its surface and subsurface hydrology. Two unconnected aquifers underlay the region with both serving as domestic (private and municipal) and industrial (mining) supply sources. The shallow floodplain alluvial aquifer is hydraulically connected to surface drainage from mine tailings and leach dumps. Several wells drawing from this aquifer have been abandoned as a municipal supply source due to severe water quality degradation. Water quality in these wells varies directly with precipitation indicating a correlation between surface drainage over and through tailings and leach piles. Expansion of spoils dumps into natural recharge pathways of the deeper Gila Conglomerate aquifer has raised concern that this aquifer may also be subjected to a long term influx of mine pollutants. Questions have also been raised concerning the potential effects of a proposed in situ leaching operation on the water quality of the conglomerate aquifer.

The EU's Water Framework Directive aims to a long-term and sustainable use of our water resources and wants to ensure good water quality in Europe's water bodies. Discharge of polluted stormwater into receiving waters can be a threat to their ecological and chemical status. Municipalities are responsible for supervision of the environmental quality standards (EQS) and therefore need to gain knowledge of current stormwater management, the expected level of pollution emissions and possible appropriate purification steps to ensure that the goal of good water quality is achieved. This master thesis aims to provide this knowledge in the example case of Vallentunas urban area and wants to prepare future oversight so that it can be assessed how much the discharge of polluted stormwater into the local receiving water is a threat to its status. With the help of maps, aerial photographs, site observations and individual discussions those areas are mapped where appearance of moderate to highly polluted stormwater could be suspected. The degree of pollution at the discharge points is determined based on land use upstream and uses standard values according to the administrators assistance "Tillsyn av dagvatten" (MSL 2014). The study identifies 100 areas in need of supervision regarding their stormwater management. The information is digitized and made available to all affected departments in the municipality via the internal GIS. Through literature review this thesis highlights even the legal provisions for the supervision and its importance to the environmental quality standards and also consider the importance of the expected climate change for the stormwater pollution. The work emphasizes the importance of increased information flow and communication between the different actors that are significant for surface water management and environmental quality standards for water. For being able to look at the examination area from an international perspective the essay does a simpler comparison of the municipal supervision of stormwater management between Sweden and the state of Schleswig Holstein in Germany. / EU:s ramdirektiv för vatten syftar till ett långsiktigt och hållbart utnyttjande av våra vattenresurser och ska säkra en god vattenkvalitet i Europas vattenförekomster. Utsläpp av förorenat dagvatten till recipienterna kan vara ett hot för deras ekologiska och kemiska status. Kommunerna har tillsynsansvar för miljökvalitetsnormerna (MKN) och därför behov att få kunskap om nuvarande dagvattenhantering, förväntad föroreningsgrad av utsläppen och eventuella lämpliga reningsåtgärder för att säkerställa att målet med en god vattenkvalitet uppnås. Arbetets syfte är att hjälpa till att skaffa denna kunskap i exempelfallet Vallentuna tätort och förbereda framtida tillsyn så att det kan göras en bedömning av hur pass mycket utsläppet av förorenat dagvatten till den lokala recipienten är ett hot för dess status. Med hjälp av kartor, flygbilder, platsobservationer och enskilda samtal kartläggs områden där man kan förvänta sig uppkomsten av måttligt till starkt förorenat dagvatten. Föroreningsgraden vid utsläppspunkterna bestäms utifrån markanvändning uppströms och använder schablonvärden enligt handläggarstödet "Tillsyn av dagvatten" (MSL 2014). Undersökningen pekar ut 100 områden som har behov av tillsyn rörande deras dagvattenhantering. Informationen digitaliseras och görs tillgänglig för alla berörda enheter i kommunen via det interna GIS-systemet. Genom granskning av litteraturen belyses bl.a. även de rättsliga bestämmelserna för tillsynen och dess betydelse för miljökvalitetsnormerna samt att det tas hänsyn till förväntad klimatförändring. Arbetet betonar vikten av ett ökat informationsflöde och kommunikation mellan de olika aktörerna som har betydelse för dagvattenhanteringen och miljökvalitetsnormerna för vatten. För att se på uppsatsens undersökningsområde ur ett internationellt perspektiv görs även en enklare jämförelse av tillsynen för dagvattenhanteringen mellan Sverige och förbundslandet Schleswig Holstein i Tyskland.

Global economy is going through a transition where investments in extractive industryprojects have drastically slowed down, which results in a competition among governments for establishing regulatory incentives to make their jurisdictions more attractive. In this context, the Ministry of Economy and Finance has created a Specialized Team to Track Investment Execution, which is intended to identify all the issues and obstacles that hinder the execution of investments so as to adjust their regulatory frameworks. As a result, the aforementioned Team submitted a bill that the Congress has recently approved, Law N° 30230, known as Economic Recovery Package, which provides for a set of measures relatedto the private investment and environmental regulations.Based on the analysis of the aforementioned measures, the authors propose that this Law does not intend to reduce the environmental standards or requirements but to provide such legal security that gives investors certainty and predictability as to the regulatory framework. / La economía mundial viene atravesando una fase de transición donde la inversión en proyectos de industrias extractivas se ha desacelerado drásticamente, lo cual conlleva a que muchos gobiernos compitan por generar incentivos regulatorios que vuelvan más atractivas sus jurisdicciones. En ese contexto, el Ministerio de Economía y Finanzas creó un Equipo Especializado de Seguimiento de la Inversión, cuyo propósito es identificar todos aquellos problemas y trabas que afectan la ejecución de las inversiones, a fin de proponer la adecuación de los marcos normativos. Es así que, a propuesta del referido equipo, recientemente fue aprobada por el Congreso la Ley No. 30230, conocida como el Paquete de Reactivación Económica, que contempla una serie de medidas vinculadas con la regulación ambiental y la inversión privada.Partiendo del análisis de las referidas medidas, los autores proponen que la Ley no busca reducir los estándares o exigencias ambientales, sino mas bien alcanzar aquella seguridad jurídica que permita otorgar certeza y predictibilidad a los inversionistas respecto del marcoregulatorio.

Ochrana uživatele služeb nízkoprahového zařízení pro děti a mládež před předsudky a negativním hodnocením / The protection of users of institution for dangerous children and youth against prejudices and negative rating

Thesis concerns with the point of protection of those using institutions for dangerous youth against prejudices and negative rating. The protection against prejudices and negative rating is one of the criterions of quality standards of social services in the Czech Republic but also a criterion of the quality measure rating at the same time. This criterion will be probably removed from the czech legislation, therefore the thesis focused on consequences of this change. The first chapter is applied to the protection against prejudices and negative rating from the point of view of the czech legislation. It also describes issue of prejudices and negative rating from the point of view of various scientific disciplines which corncerning with this subject. The second chapter provides a comprehensive overview of activities of institutions for dangerous youth in the Czech Republic. The third chapter reflects request for the protection of those using institutios for dangerous youth against prejudices and negative rating in those institutions. On the basis of this reflection, the point of the mentioned request is set from the point of view of ethics and legal system. Practical issues and factor, entering into this field, are took into consideration in that part too. The protection against prejudices and negative rating is ethically substantiated, but it isn't a good tool for the quality rating of the service, because on its basis, it isn't possible to judge if the service quality is fulfilled or not. The design of the request is in breach of two sections of law about social services. The protection against prejudices and negative rating is closely connected with othe documents concerning with the human rights which have to be fulfilled by the institutions for dangerous youth.It follows that if the request will be removed from the social services standards, it won't disappear completely. The protection against prejudices and negative rating would remain in the awareness of the institution staff, but it is misleading to judge service quality on the basis of the protection.

This thesis follows the insufficiently mapped-out issue of restriction in social services and investigates the ways in which it is used towards clients. First-mentioned is the evolution of social services towards its current concept. Afterwards, important terms pertaining directly to the practical issues of social services are defined, based on the social services act. The definition of restrictions and restrictive measures, in accordance with current legislation, follows and their concept is confronted with the concept of human rights and human dignity.The work concludes with descriptions of situations where the clients human rights are violated, their solutions and also possible ways how to prevent the violation of human rights in such cases.
