Trata-se de um estudo de Geografia Regional, que se aproxima da Geografia Histórica, buscando compreender a partir do discurso regional as representações sociais sobre a região e os significados políticos dessas representações. O veículo escolhido para a apreensão do discurso foi o jornal mais antigo da região, ainda editado, que é simultaneamente também um dos sujeitos produtores do discurso regional. O jornal, documento de domínio público, é reconhecido nesta tese como um espaço de diálogo de atores sociais (jornalistas, acadêmicos, empresários, políticos etc.) que enunciam e têm a região como importante base territorial nas relações de poder. No conjunto de discursos apreendidos no jornal e de três obras referenciais sobre a formação da região, identificou-se através das diferentes denominações e imagens regionais, contidas nesses discursos, representações sociais sobre a região. Do Sertão do Vale do Paranapanema à Região de Presidente Prudente, passando pela Alta Sorocabana e 10ª Região Administrativa, percorreu-se sua história centenária identificando duas formas como a região é representada socialmente: a região do devir e a região do atraso. Dessa identificação, levantou-se a hipótese de que o discurso, político em sua essência, significa e ressignifica a região tornando suas fronteiras voláteis e indefinidas, atuando no sentido de ampliá-las, o que demonstra que a região tem grande importância nas relações de poder que se dão em âmbito regional. A região é, portanto, além de um espaço de identidade e convivência, um espaço de conveniência política. / This study is about Presidente Prudente s region in the west of São Paulo State. This region was constituted in the summit of the coffee plantation expansion in São Paulo State in the century XX. Through to Regional Geography study and the Historical Geography it s looking for to understand the regional speech and social representations and the political meanings of them. The local oldest newspaper play a part of the role to building this regional speech then it was chosen to indentify theirs subjects. This thesis uses a newspaper like a recognized public document whose is a space for dialogue between social subjects (journalists, academics, entrepreneurs, political etc.). Those subjects enunciate and consider the region as well as important territorial base in the relationships of power. In the group of speeches studied in this newspaper and others three referencial academic works it was possible to identify differents denominations for regional imaginary means contained in those speeches and social representations. From the of Paranapanema Valley to Presidente Prudente Region, going by Alta Sorocabana and 10th Administrative Region, it was traveled by centennial history identifying two forms socially represented: the region of the devir (to become economically developed) and the region of the delay (to fail economically). The hypothesis building is that a regional speech gives significations and new signifactaions for region that turning their borders volatile and indefinite. The effect of indefined borders is acting in the sense to enlarge the region area influence, what demonstrates that has great power importance in this space. The region is, therefore, the space of social identity and coexistence and the space of political conveniences.

Desenvolvimento regional e dinâmicas territorias : o caso do Corede Norte, RS

O tema deste trabalho centra-se no desenvolvimento regional articulado em diferentes categorias de análise dentro de uma perspectiva econômica. Este enfoque apoia-se em dois aspectos: diversidade e convergência. A diversidade é verificada no campo dos agentes sociais, ou seja, a população, capital humano e suas formas de produção do território. Já a convergência é interpretada na perspectiva política através dos distintos interesses e negociações que viabilizam as dinâmicas regionais. O objeto de estudo constitui-se num contexto regional, o COREDE Norte, no RS, que tem como centro urbano estratégico Erechim, no período compreendido basicamente entre 1991 e 2010. A pesquisa tem como problema de investigação a análise de como tem ocorrido o processo de desenvolvimento na região do COREDE Norte e, mais especialmente, em Erechim. Parte-se da premissa de que o desenvolvimento regional está diretamente relacionado ao conjunto de variáveis capital, trabalho, capital humano e tecnologia, que tendem a adicionar valor e que potencializam os valores econômicos e sociais de uma dada região. Para as análises destas quatro variáveis, o trabalho foi decomposto em 14 indicadores, tendo sido utilizados 111 dados estatísticos, os quais serviram para ratificar a hipótese central da pesquisa. Este trabalho reforça a ideia de que deve ser considerada a criação, no Brasil, da figura jurídica da Região, pois principalmente dadas nossas dimensões territoriais, a divisão em Estados e Municípios tem se apresentado insuficiente para a gestão focada no desenvolvimento. Também mostra a necessidade de que se efetivem as atitudes em escala regional, visto que somente com o fortalecimento de um conjunto de municípios poderemos ver cidades com melhores índices de desenvolvimento e, por consequência, que ofereçam melhor qualidade de vida a seus habitantes. / This work’s theme focuses on regional development articulated in different categories of analysis within an economic perspective. This approach relies on two aspects: diversity and convergence. Diversity is verified in the field of social agents, ie, population, human capital and its forms of production of the territory. Already convergence is interpreted in political perspective through the different interests and negotiations that enable the regional dynamics. The object of study is constituted in a regional context, the COREDE North, in the RS, which has a strategic urban center, Erechim, in the period basically between 1991 and 2010. The research’s question problem is the analysis as has been the development process in COREDE North’s region and more particularly in Erechim. It starts with the premise that regional development is directly associated to the set of variables capital, labor, human capital and technology, which tend to add value and that maximize the economic and social values of a given region. For the analysis of these four variables, the work was broken down into 14 indicators have been used 111 statistics, which served to confirm the central hypothesis of the research. This work reinforces the idea that the creation should be considered, in Brazil, the legal concept of the Region, as especially given our territorial dimensions, the division into states and municipalities has presented insufficient for management focused on the development. It also shows the need to give effect to the actions at the regional level, since only the strengthening of a number of municipalities we see cities with better development indices and therefore providing better quality of life for its inhabitants.

Pretende-se equacionar os caminhos do Desenvolvimento Regional na União Europeia, os conceitos de Competividade Territorial e Coesão Económica e Social a nível regional, na União Europeia. Os temas da Competividade e da Coesão Regional na União Europeia vão sendo abordados ao longo dos vários capítulos da dissertação. Procura-se abordar as directrizes da União Europeia quanto à Política Regional Estrutural, os Fundos Regionais Estruturais Comunitários, bem como o debate sobre a Questão Regional e suas indicações para a Política Regional. São apresentados os fundamentos de autores de referência e procura-se analisar a articulação das suas ideias com as directrizes da União Europeia sobre os caminhos a seguir na Política Regional. Destaca-se ao longo da dissertação a Estratégia de Lisboa - Renovada, e as acções-chave que vão sendo propostas nos Documentos, quer a nível nacional, quer da Região Norte de Portugal, que vão de forma recorrente ao encontro dessa estratégia.

The Relationship Between Regional Policy And Regional State Aid Policy In The European Union And Implications For Turkey

The aim of this thesis is to investigate the relationship between regional policy and regional state aid policy in the European Union and to evaluate the implications of this relationship on the transformation of the regional policy approach of both the EU and the member states with specific focus on the implications for Turkish regional policy in the process of EU accession. After providing a critical review of regional policy and regional state aid policy in the EU, this thesis lays out the possible alternatives for regional policy following the enlargement of the Union in 2004. The analysis shows that in the absence of a significant increase in the funding directed to regional policy at the EU level despite an increase in regional disparities and as a result of more strict regulations on regional state aids granted by member states / a trade-off exists, especially for less-prosperous member states, between national growth and reduction of regional disparities. Thus, achieving a proper balance between competitiveness and cohesion in the EU necessitates the coordination of national and EU level funding for regional development. The implications for Turkey is that in order to achieve national convergence with the EU in the short run and to reduce regional disparities in the long run, Turkey needs to revise its regional policy and regional state aid policy as to strategically coordinate national and EU regional policy funding.

The ecosystem : A conceptual framework for identifying the ecological implications of planning options

The current problem of environmental deterioration is the result of society's perceived independence from nature. Through adoption of a systems perspective, however, one recognizes the need to relate man to his natural environment. In particular the concept of the ecosystem provides a theoretical model that recognizes the complex interdependence of man, land, and living systems. The development and application of the ecosystem concept suggests a variety of necessary changes regarding the traditional view of man/environment relationships and their incorporation into the planning process. These changes include: (1) the necessity of recognizing the symbiotic relationship between man and land; (2) the development of a boundary-oriented view of ecosystem stability; and (3) the need to adopt a planning strategy involving small yet diverse interventions to provide alternatives of action, maximum diversity of public choice, and systems stability. Samarbete mellan kommunal översiktsplanering och regional utvecklingsstrategi

Kommunernas översiktsplaner ska enligt gällande lag (SFS 2007:713) samordnas med det regional tillväxtarbetet. Samtidigt förekommer det idag stora svårigheter kring att skapa en koppling mellan den kommunala och regional nivån. Syftet med studien är att granska hur Region Örebro län och Region Jönköping län samt kommuner inom regionerna valt att utveckla ett samarbete mellan den regionala och kommunala nivån. Målet med studien är att skapa kunskap som utvecklar förutsättningar för ett samarbete mellan kommunala översiktsplaner och den regionala utvecklingsstrategin. Studiens metoder grundas i kvalitativa semistrukturerade intervjuer med tjänstepersoner inom de valde regionerna och kommunerna. Parallelt har även analyser av dokument genomförs för att skapa ett generellt perspektiv. Region Örebro län och Region Jönköping län innehar ett pågående arbete av strukturbilder för regionen där målet är att skapa en starkare koppling mellan och gentemot kommuner. Resultatet visar att respektive aktör har ett behov av en mer samordnad regional planering där de främsta metoderna för samordning anses vara dialog och mötesplatser. I varierande grad förekommer det idag samarbete inom olika behovsområden som exempelvis turism, utbildning och kommunikationer. Resultatet visar även att samarbetet mellan kommuner och region är av betydelse för att exempelvis kunna möta särskilda samhällsutmaningar som ett lågt befolkningsantal. Förordningen (2007:713) om regionalt tillväxtarbete anses ha skapat en medvetenhet om samarbete mellan kommuner och regioner. Dock upplevs kunskapen kring hur samarbetet ska ske rent praktiskt saknas inom kommuner och regioner vilket leder till svårigheter. Den bristande kunskapen gällande hur samarbetet ska utföras rent praktiskt och hur arbetsprocessen skall generera i handlingskraft innebär ett hinder för aktörerna. Det finns en vilja och ett uttalat behov av ökat samarbete men det saknas idag såväl arbetsmetoder och mälsättningar för detta samarbete. / The Swedish regulation (2007:713) illustrate that the strategic plans of the municipalities should be synchronized with the regional development work. Today there are difficulties in creating a relationship between the municipalities and the regional level. The purpose of this study is to examine how Örebro county and Jönköping county have chosen to develop a collaboration with the municipalities. The aim is to present methods to develop cooperation between the municipal and regional level. The methods of this study are based on qualitative semi-structured interviews. The interviews have been done with one person from each selected region and municipality. The results show that the actors find a need for a more synchronized regional planning, where the main methods to develop a cooperation are dialogue and meeting places. Örebro county and Jönköping county has an ongoing work of structural images of the region. The goal of the structural images is to create a stronger link towards the municipalities. The results show that cooperation between the actors are of great value. There are a present cooperation in various areas such as tourism, education and commuting. The results also show that the cooperation between the actors is important to meet challenges as for example a low population. The Swedish regulation (2007:713) about regional development has created an awareness of the connection between regions and counties. However, the knowledge about how to work with the cooperation is lacking in municipalities and regions and the lack of knowledge leads to difficulties. There is a will and a need for increased cooperation, but there are no working methods or goals for the regional partnership.
