創意階級群聚、創意資本與人力資本對區域經濟發展影響之研究 / The Analysis of the Influence of Creative Class, Creative Capital and Human Capital on Regional Economic Development

在創意經濟的時代,創意階級被視為當代驅動經濟成長的引擎。Florida認為一個城市只要能吸引創意階級聚集,就能促進當地的經濟發展,其主張以職業別區分之創意資本較以教育程度區分之人力資本更能夠解釋區域經濟的發展。為驗證此一論點,本文以創意階級為分析對象,針對台灣都市地區進行實證,首先分析台灣地區創意階級之空間聚集程度與創意資本累積情形,進一步探討創意階級群聚、創意資本與傳統人力資本對區域經濟發展之影響效果。本研究發現台灣的創意階級聚集於主要都市地區,而創意階級群聚指標對區域經濟發展之影響效果不如創意資本指標。又創意資本指標比傳統人力資本指標更能夠解釋對區域經濟發展的影響效果。 / In the era of creative economy, the creative class is regarded as the engine of contemporary economic growth. Florida argued that cities and regions that have attracted creative workers subsequently perform better than other cities and regions. He acclaimed that the creative indicators measured by occupation are better than the traditional human capital indicators measured by education explain the regional economic development. To verify this discussion, we develop a model to examine the influence of the cluster of creative class, creative capital and human capital on regional economic development. Across our sample of Taiwan, we find that creative class measures tend to outperform conventional educational measures in accounting for regional development. The expertise in specific area is much more important than diploma. And what people learn should be connected to what people actually do that can be productive and urge the economic engine run.

La zone d'activité logistique comme levier de développement économique des territoires / The logistics center as a leverage for regional economic development

Les activités logistiques sont des leviers de la performance des systèmes productifs ainsi que d’importants générateurs d’emplois. Néanmoins, par les flux qu’elles impliquent ainsi que par les fixités qui la soutiennent (infrastructures, équipements, bâtiments, etc.), ces activités sont des sources de nuisances pour les territoires. Afin d’attirer les activités logistiques tout en limitant leurs nuisances, les acteurs publics – particulièrement locaux – y déclinent un certain nombre d’outils de régulation. Une politique publique est particulièrement mobilisée à cet effet, encouragée par l’exigence de report modal qu’implique le nouveau référentiel guidant l’action publique fondé sur la durabilité : la zone d’activité logistique, zone économique avec ses équipements propres aménagée en vue d’accueillir des activités logistiques.Cette thèse s’intéresse à l’articulation entre ces politiques d’aménagement et les dynamiques de développement économique des territoires. La première partie de ce travail met notamment en évidence trois rôles distincts que peuvent jouer ces zones d’activité logistique, deux rôles externes directs et indirects, et un rôle interne. Par la mobilisation de différentes méthodes et données originales, la deuxième partie de ce travail vise à tester la validité empirique de ces rôles. Le résultat majeur de ce travail de thèse est qu’en raison de la nature de l’activité logistique – qui s’inscrit dans des chaînes et des réseaux élargis – les retombées économiques indirectes imputables aux zones d’activité logistique sont relativement faibles / Logistics activities are fundamental leverages for the productive systems’ efficiency, but also create a lot of jobs. However, logistics activities induce negative externalities: first, by the flows created by these activities, then by the facilities supporting it (infrastructures, equipment, buildings, etc.). To attract logistics activities, while reducing negative externalities, local public authorities use a certain number of regulatory tools. To that extent, a public policy is mostly used, pushed forward by modal report necessity linked with sustainable development: the logistics center, which is an area equipped in order to host logistics activities.This thesis focuses on the articulation between planning policies and regional economic development. The first part brings to light different roles played by logistics centers: two external roles, direct and indirect, and one internal. By using original methods and data, the second part of this thesis aims to test the validity of these different roles. The major result of this work is that by nature of logistics activities – which take part in enlarged chains and networks – the wider economic impacts of logistics centers are low

With the aim to identify the best practices for small and medium manufacture firms in local production systems (LPS) in their mutual proximity and access to knowledge that improves their innovation abilities (spillovers), the correlation of institutional, organizational, social and cognitive proximities is studied, as well as firm characteristics (production, innovation, experience) with its growth (production, employees, sales). Interviews are done to 53 footwear firms from two LPS (Jaú, São Paulo, Brazil and Cali, Valle, Colombia), classified in ten intersected subgroups (region, type of product, size) that correlate in Spearman coefficient matrixes (Rho). It concludes that proximity dimensions are not a direct vehicle to achieve growth results in firms, since only cognitive proximity evidences permanent correlations with all growth indexes, although this is only for specialized LPS (one type of product for one market). It is also found that the behaviour of firms is very varied, and correlations are differentiated whether it is a specialized or diverse sector, which moves discussion to differences in the results of production models. / Com o propósito de identificar as melhores práticas para pequenas e médias empresas de manufatura nos sistemas de produção local (SPL) em sua aproximação mútua, e ter acesso ao conhecimento que poderia favorecer as suas capacidades de inovação (derramas), é estudada a correlação das dimensões de proximidade cognitiva, social, organizacional e institucional e as características da empresa (produção, inovação, experiência) com o seu crescimento (produção, empregados, vendas). São entrevistadas 53 empresas de dois SPL calçadistas (Jaú, São Paulo, Brasil e Cali, Valle, Colômbia), classificadas em dez subconjuntos intersectados (região, tipo de produto, tamanho) que se correlacionam em matrizes de coeficiente de Spearman (Rho). Conclui-se que as dimensões de proximidade não são um veículo direto para alcançar resultados de crescimento nas empresas, dado que só a proximidade cognitiva evidência correlações com todos os indicadores de crescimento, mas apenas nos SPL de carácter especializado (um tipo de produto, para um mercado único). Além disso, verificou-se que o comportamento das empresas é diverso, e que as correlações se manifestam diferenciadas se o setor é especializado ou diverso, que muda a discussão para as diferenças nos resultados dos modelos de produção.

The objective of the research is to launch light in the debate on the regional and municipal development, presenting the recent hypotheses supplied by literature. Of complementary form, had for specific objective presents the results of the Research of Basic Information of Cities - PIM, of Brazilian Institute of Geography and Statistics (IBGE), in two surveys carried through together to the Brazilian local governments (1999 and 2009). It analyzes the instruments of economic promotion used by local governments and the influence of the development variables, as the Local Human Index of Development (HID-L) and the Local Gross Domestic Product (GDP-L). The research sample that factors as HID-L and GDP-L has significant influence in economic promotion of cities and must be taken in account in the definition of the local strategies of development / Esse trabalho analisa o estado da arte da promo??o econ?mica nos munic?pios brasileiros de m?dio e grande porte (com popula??o acima de 50.000 hab.). Considering that these developments differ from any business because it was there is of principles and doctrines aspects that distinguish them from other companies, especially those related to the inter-cooperation and concern for the community. It arose from the assumption that "It is likely that the agribusiness cooperatives in the west of Parana state are suitable for strategic management of inter-cooperation for development, generating economic and social growth and contributing to regional economic development." The first analysis examined the relationships of inter-cooperation that these cooperatives have with each other. Subsequently, we examined their growth, considering the Gross Sales, Fixed Assets, Equity, increasing the number of cooperative members and employees, increase within the last ten years. Then there is the efficiency to manage the Capital, to calculate the Economic Value Added, to evaluate whether the cooperatives add value or destroy the capital of its members and financial independence, to know whether they have sufficient capitalization to cope with new investments without compromising its operating results. Finally, we sought whether the cooperatives contribute to the growth of the municipalities where they are located. With all these perspectives of analysis, it is concluded that the cooperatives should get tested for inter increase and improvements in its management to do with the new requirements of market competition, satisfying serve their members in a better way and contribute more to the growth of the communities in which they are inserted. / Esta pesquisa, cujo título é O Crescimento e Desenvolvimento Sócio-Econômico das Cooperativas Agroindustriais do Oeste do Paraná , apresenta uma nova metodologia de análise de cooperativas. Considerando-se que estes empreendimentos diferem de uma empresa qualquer, pois existem os aspectos de princípios e doutrinas que as distinguem de outras empresas, principalmente aos que se referem à intercooperação e à preocupação com a comunidade. Partiu-se da hipótese de que É provável que as cooperativas agroindustriais do Oeste do Paraná estejam adequadas a uma gestão estratégica de intercooperação para se desenvolverem, gerando crescimento econômico e social e contribuindo para o desenvolvimento econômico regional . A análise examinou primeiramente as relações de intercooperação que essas cooperativas mantêm entre si. Posteriormente, examinou-se o crescimento delas, considerando o Faturamento Bruto, o Ativo Permanente, o Patrimônio Líquido, o aumento do número de cooperados e de funcionários, no período dos últimos dez anos. Em seguida, verificou-se a eficiência que possuem ao administrar o Capital Social, calculando-se o Valor Econômico Agregado, para avaliar se as referidas cooperativas agregam valor ou destroem o capital de seus cooperados e a independência financeira, conhecer se possuem capitalização suficiente a fim de fazer frente aos novos investimentos sem comprometer demasiadamente seus resultados operacionais. E por fim, buscou-se saber se essas mesmas cooperativas contribuem com o crescimento dos municípios onde estão localizadas suas sedes. Com todas essas perspectivas de análise, concluiu-se que as cooperativas analisadas devem buscar aumento de intercooperação e melhorias na sua gestão para fazerem frente às novas exigências de competitividade no mercado, satisfazer melhor a seus cooperados e contribuir mais com o crescimento das comunidades em que estão inseridas.
