This thesis is focused on the theme of Personnel Management, which currently, due to a growing economy, is becoming increasingly important. The aim of this thesis is to analyze and assess the differences between the private-sector approach to personnel management and the public sector approach, especially in the areas of recruitment, remuneration, and evaluation of employees. If there are differences between the sectors, the aim is to find out what differences are, and suggest solutions. The thesis is divided into two parts, theoretical and practical. In the first part, theoretical, the process of recruitment and selection of employees is described in detail, in terms of their remuneration and evaluation. The second part, practical, includes and analysis of staffing activities in organizations that willingly provide information for the preparation of this thesis. It also evaluates the differences between private companies and public organizations.

This thesis presents a comparison evaluation and remuneration system in selected institutions, public administration and private sector and evaluating their effectiveness. The aim of the work is based on personal interviews with recruiters in selected institutions determine differences but also the connection between the two sectors and to recommend possible improvements to processes within the institution. The theoretical part explains basic knowledge of evaluating and rewarding employees. These theoretical knowledge is then examined in the empirical part. Based on the questionnaire research is determined the current situation between Czech employers and employee preferences. From personal interviews with recruiters ensues specific differences between the sectors, but also among the institutions themselves within the sector. The conclusion presents recommendations and outcomes from the obtained information.

Diploma thesis tests the existence of luck premium on U.S. CEOs' compensations. Luck premium means that in case of high principal-agent costs, CEOs are rewarded for random luck and not only for their productivity. Thesis uses financial crisis in 2008 as a breaking event after which attention and control of CEOs' remuneration by owners, public, and media intensified. Using regression with fixed effects on panel data between years 2004 and 2012 thesis proved impact of luck premium before 2008 while the influence was not significant after 2008. Results were not robust for other model specifications, which might be caused by selectivity of the dataset. Thesis then presents overview of theoretical approaches to CEOs' compensation analysis and recommendations for optimal compensation set-up.

[pt] Este estudo tem como objetivo analisar a relação entre remuneração de administradores e a adoção de boas práticas de governança corporativa nas empresas brasileiras de capital aberto. Este não é um tema novo e, particularmente nos últimos anos, tem crescido a quantidade de pesquisas abordando este assunto no Brasil. Porém, o número de trabalhos no país ainda é reduzido, em função da menor disponibilidade de informações e do menor tamanho do nosso mercado em comparação ao norte-americano. Esse estudo traz uma grande contribuição ao tema, por ser o primeiro a considerar a mais ampla base de dados (em relação ao número de empresas e ao período) pública disponível sobre remuneração de executivos em empresas brasileiras de capital aberto. Os resultados indicam que, controlando por diversas características da firma e considerando a governança corporativa de uma maneira agregada, empresas com boas práticas de governança corporativa tendem a pagar remunerações mais elevadas a seus executivos, o que pode parecer contraditório, em vista a literatura internacional e nacional sobre o tema. Entretanto, ao considerar a governança corporativa de forma mais ampla, foi encontrado que as dimensões de transparência e estrutura de controle possuem relação positiva com remuneração de executivos, ao passo que as dimensões conselho de administração e direitos dos acionistas possuem uma relação negativa. / [en] This study analyses the relation between executive remuneration and corporate governance in Brazilian listed firms. This topic is not new and the number of papers on this subject has been increasing over time. However, the literature on executive remuneration is not vast in Brazil when compared to the international market, because data is not easily available. This work contributes to the literature by building and analyzing the largest dataset (regarding the number of companies and years) on executive remuneration of Brazilian listed companies. Our results indicate that, after controlling for firm characteristics and considering corporate governance as an aggregate variable, companies with better governance pay a higher remuneration to their executives, both in absolute and relative terms. This result seems contrary to the international literature. However, when governance is analyzed more broadly, we find that disclosure and ownership structure are positively related with executive remuneration, while board practices and shareholder rights have a negative relation with remuneration.

[pt] Partindo da premissa que as estratégias de remuneração são um dos importantes instrumentos que influenciam a cultura de uma organização, além de serem determinantes na atração e retenção de pessoas com qualificação adequada ao trabalho; esta pesquisa teve como objetivo analisar o alinhamento entre estratégias de remuneração e cultura organizacional para que a empresa atue com eficácia em um ambiente dinâmico e competitivo. Para tal, com base no referencial teórico sobre cultura organizacional e na tipologia cultural de Charles Handy, foram feitas entrevistas com o corpo diretivo e aplicados questionários aos gestores da Fundação Petros de Seguridade Social, fundo de previdência complementar fechado, criado inicialmente para garantir a aposentadoria complementar dos funcionários da Petrobras, que atua no mercado multipatrocinado e que desta forma, concorre com outras empresas do segmento na captação de novos participantes. Concluímos que é possível determinar estratégias de remuneração que se alinhem a cultura e auxilie a organização no alcance dos objetivos definidos. Também identificamos que a organização analisada necessita aumentar o componente variável de remuneração final, tornando-a fruto do atingimento de metas coletivas e individuais caso queira responder com competitividade às pressões do ambiente. / [en] Assuming that compensation strategies are one of the important instruments that influence the culture of an organization, and are crucial in attracting and retaining suitably qualified people to work, this study aimed to analyze the alignment between compensation strategies and organizational culture for the company to act effectively in a dynamic and competitive environment. To this end, based on the theoretical framework of organizational culture and the cultural typology of Charles Handy, interviews were conducted with the board of directors and questionnaires were administered to the managers of the Fundação Petros de Seguridade Social, a pension fund, initially created to ensure retirement supplement of Petrobras employees and currently operates in the multiemployer market, and thus competes with other companies in the sector by attracting new participants. We conclude that it is possible to determine compensation strategies that align the culture and help the organization in achieving defined organizational objectives. We also found that the analyzed organization needs to increase the variable component of final compensation, making it the fruit of the achievement of individual and collective goals in order to respond to competitive pressures from the environment.
