This thesis examines the impact of the housing experiences of resettled refugees. It reiterates that becoming a refugee was not a matter of choice, but for those in refugee situations it was imperative to seek refugee status for their survival. This study focuses on the housing experiences of the Auckland Somali resettled refugees and seeks to identify the effect of housing policy and provision in Auckland. It also demonstrates the links of housing to employment, education and health. Refugees face considerable resettlement challenges based on differential factors such as ethnocentrism, immigration status, household composition and socio-economic conditions. These barriers are exacerbated by a lack of English language proficiency, a variety of educational backgrounds and unfamiliarity with institutional practices, especially during their early years of adaptation as relative newcomers to New Zealand.The vulnerable position of this group in housing markets requires up to date information to increase the provider's awareness of housing experiences and their impact on the resettlement process. In turn, an increased knowledge allows evidence-based decisions for appropriate intervention, policy, and strategy developments to facilitate optimum resettlement outcomes. Policy formulation and effective implementation must focus on the identification of suitable services to address the specific barriers experienced by this group. The empirical evidence supports previous findings that there were close correlations between the participants housing experiences that are the types of housing they occupied and their income.The study developed and implemented a Participatory Research Design involving a case study approach with multiple data collection methods. The primary field data was collected from focus group participants through a workshop of qualitative discussion and a survey.

The installation of a large-scale works such as Irap?, considered one of the largest hydroelectric dams in Brazil, covers an area of great proportion and promoted the displacement of many families, mostly composed of peasants. Thus, many people were relocated elsewhere. Wanted then how to analyze the "hit" by Irap? and resettled in Alto Jequitinhonha establish new relations with the territory and recreate a sense of belonging in that territory. This analysis is thus directed to the actions and practices created by resettled in the new place they are in. The findings of this work show that changes occurred in the affected livelihoods caused by the installation of the dam and that the sociocultural processes of resettled will not be played again in the current territory in which they are.

影響都市更新事業實施之關鍵因素分析 : 以臺北市中正區某整建住宅都更案為例 / The analysis on the influential factors for an Urban renewal project in Taipei

有鑑於都市地區建築物老舊衰敗、避免重大災害發生、區域環境逐漸惡化以及復甦都市機能,政府自民國87年發布實施都市更新條例以來,迄今已20載,惟事業實施速度緩慢成效堪慮;以台北市為例,35年屋齡之老舊住宅幾達住宅存量之55%以上,目前所能更新者僅11,388戶(包含違建戶),為總存量之1.12%而已,對於如何加快都更速度已廣為各方關注;然近年來若干都市更新事業之實施糾紛頻傳,以致各界議論紛紛,評論不斷;本研究之宗旨無意再行發掘更多潛藏問題與實施障礙,乃針對台北市所存11,219戶屋齡超過40餘年重建迫切之整建住宅,就20年來專家學者之評論、理論基礎、文獻回顧、實務案例等所生之影響因素,加以綜合整理,藉由邏輯性的統計分析,冀能釐清都更事業實施過程中住戶及專家所關切之關鍵影響因素之相對關係,俾便有助於供各界參考。 本研究以台北市中正區某整建住宅實施都市更新重建事業為實例,就文獻回顧之理論基礎、法律規範之要件及程序、透過實務訪談與問卷調查方式,探討影響『整建住宅自力更新』之評估準則與指標要素,歸納為「法規制度面」、「共識整合面」、「分配制度面」、「規劃設計面」、「財務金融面」等五項評估準則,並由實務訪談延伸「法規明確易行」等二十個影響要素,依此建置層級架構,運用「分析網絡程序法,ANP」進行定量定性分析,其間輔以專家決策分析軟體(Expert Choice 2000版)及運用微軟Excel軟體2010版,進行問卷調查統計分析。 問卷調查結果分析整宅自力更新首重評估準則為「分配制度面」、權重為24.60%,在五項準則中約占整體權重四分之一比例;而影響要素中指標整體優先排序最高為「公平公開的分配方式」8.23%,達平均權重值5%之1.65倍之多,無論專家或住戶咸認都市更新後所創造的再發展價值應以公平公開方式進行再分配為優先選項,其後另二優先指標為「第三部門介入輔導」及「信任關係」的建立,其要素權重分別為8.13%及6.33%,對於繁雜的都市更新重建事項,住戶顯示專業弱勢地位,亟需公正第三方部門進行介入輔導;而團體中住戶領導者的無私奉獻將有助於群體中產生信任、凝聚向心力,順利推動以再開發利潤為共同資源、社區重建為目標的集體行動-都市更新事業之開展。 研究建議在類屬整建住宅等相對弱勢居住族群區域中進行都市更新重建事業時,應優先考慮以公平公開方式進行分配更新後價值,藉由公辦都更抑或自組更新會方式實施皆屬之。由於相對經濟弱勢族群之都更相關專業知識欠缺,應藉由第三公正單位積極介入進行輔導,以導正部分錯誤訊息與觀念。而財務金融面之強化將有助於都更得以順利推動實施,主要在於融資貸款興建成本費用之廉價取得,並藉由信託機制以保障重建事業得以完成。關於後續之研究建議繼續進行後半部實施決策之選擇分析,以完整(整宅)都市更新實施方式決策之分析。對於統計操作之建議為:於各影響評估準則中,慎選具指標性之相同個數影響要素以進行問卷調查,以免優先權重遭遇稀釋之疑慮以致結果數據難以客觀相互比較;篩選指標要素亦不宜繁多,期評比者免於評斷疲累以致統計數據之信、效度頓減。 / In view of the old decay of buildings in urban areas, to avoid the occurrence of major disasters, the gradual deterioration of regional environment and the revival of urban functions, the fulfillment so far has been 20 years since the enforcement of the Urban Renewal Ordinance in 1998, but the slow pace of its implementation have been worried; in Taipei City, for example, the old building over 35 year-old scales housing stock 55% above, up to now which can be rebuilt amounts only 11,388 households including some of illegal’s, for the total stock of 1.12% only. How to accelerate the urban renewal has been widely concerned, but in recent years, several renewal implementation disputes emerged, making controversies constant; The purpose of this study intends no longer to explore more potential problems and obstacles of implementation, but aims the 11,219 resettled tenements in Taipei, aged more than 40 years old and being urgently reconstructed, Integrates the reviews of theories, literature and practices to find out the influential factors of the renewal implementation. Through logical statistical analysis, try to clarify the relative relationship between the key factors of concern to the residents and experts in the process of implementation, so as to facilitate the reference to the field of urban renewal. This study takes an project of the urban renewal and reconstruction in Zhong-zheng District of Taipei City as an example, based on the theories of literature review, the elements and procedures of the legal, and through practical interviews and questionnaires, this study explores the influential criteria and indicators of the "Urban Renewal", and concludes the five criteria of "legal institution", "consensus integration", "allocation system", "planning and design" and "financial support". Besides, from the practical interviews, it derives "clarity and feasibility of the regulations" and other 19 factors. According to these factors, it organizes the hierarchy, and using the "Analysis of Network Process, ANP" for quantitative and qualitative analysis, while supplemented by analysis software of Expert Choice 2000 and Microsoft Excel 2010, carries on statistical analysis of the questionnaire survey. According to analysis results, it appears the first priority criteria to be "allocation system" weighting 24.6%, about one-fourth proportion of the overall weight of five criteria, and it’s main factors "fair and open distribution method" weights 8.23% , priors to all the others, up to 1.65 times the average value of 5.0%. Ether experts or residents recognize the value of the redevelopment created by urban renewal should be redistributed in a fair and open manner. The subsequent two priorities show "intervention and guidance of third party" and "the erecting of trust relationship", the weight for each is 8.13% and 6.33% respectively. For complex urban renewal reconstruction matters, the residents acknowledge the professional deficiency, the urgent need for counseling of impartial third party, and the community leaders with the selfless dedication will help to generate trust, cohesion, and smoothly promote such a collective action with the redeveloping benefits for common resources and community reconstruction as the goal. This study suggests that in the case of urban renewal and redevelopment in areas of relatively disadvantaged living groups such as the Resettled Tenements, priority of the influential factors should be given to “fair and open distribution method”, with government implementation or self-renewal will be accomplished either. The lack of expertise for the disadvantaged residences could be guided by a third impartial organization to modify some of the error messages and inappropriate concepts. The enhanced financial measures will help smoothly implementing the project also, the main reason lies in the low cost of construction financing, and the guarantee of the reconstruction completion by trust mechanism. The follow up study should be suggested to continuously study the second half of the decision-making to carry out the choice of analysis of urban renewal as a whole. The suggestion for statistical operations is to carefully select the representative same number of influential factors in each criteria for conducting the survey, so as to avoid any weight dilution and cause difficulty for objective comparison with each other.

PERSPECTIVES OF MENTAL HEALTH SERVICES FOR REFUGEES IN THE U.S.: FOCUS ON RESETTLEMENT AGENCIES

<p>As of June 2020, there were nearly 71 million displaced persons worldwide fleeing their homes due to conflict and war (“Figures at a Glance,” UNHCR, 2020). One of the critical needs following displacement and subsequent resettlement is to address the immense psychological turmoil refugees may have endured. Despite the need for care, refugees often face barriers to accessing mental health care after resettlement, including inadequate translation services, poor provider cultural competence, and difficulty navigating services (Asgary & Segar, 2011). An important aspect in meeting the mental health needs of resettled refugees in the U.S. are the refugee resettlement agencies that help refugees rebuild their lives post-resettlement. Thus, this study focused on the mental health providers working with resettled refugees within refugee resettlement agencies. <a>Through the use of mixed methods, this study collected quantitative and qualitative data across three phases to 1) obtain a greater understanding of the available mental health services within refugee resettlement agencies, 2) examine cultural competence in mental health providers working within these agencies, and 3) identify the culturally competent strategies mental health providers use to improve access to mental health services in this context</a>. The results of this study, including an integration of the data across phases, and a discussion complete with 12 suggestions for mental health providers working with resettled refugees are presented. We hope the results and implications of this study will contribute to our understanding of, and subsequently address, the issues related to mental health service accessibility experienced by resettled refugees.</p>

Vliv zániku německé komunity na nynější komunitu / The influence of the downfall of the German community on the current community

This dissertation is focused on the transfer of citizens of German nationality after the Second World War from the borderlands of the North Moravian Velké Losiny village as well as on the impact of this transfer on the current community in Velké Losiny. The goal of this dissertation is to learn whether the transfer of the former German community from Velké Losiny and the resettlement with new residents influences the newly created community and how. A comparative study was created to support this goal and compare the originally populated Bludov village and the newly populated Velké Losiny village. Their development was analysed in seven periods (to 1918; 1918-1938; 1938-1945; 1945-1948; 1948-1960; 1960-1989; 1989 until today) and in eleven categories (population, nationality, regional origin, political orientation, administration, settlement type, living conditions and architecture, popular culture, languages of daily communication, relationship towards their home). These categories were selected on the basis of studies and research undertaken in the North Moravian, South Moravian and Bohemian borderlands describing the influence of the resettlement of the German population. 在民國50年代興建的臺北市整建住宅社區(簡稱整宅)歷經近50年的超值使用及增建、違建的超負荷累贅,已使整宅更新改建議題,成為都市統理者與追求社會公平正義的都市計畫研究學者關注的焦點,自民國70年代就取得整宅更新迫切需求的共識,為何又歷經近30年的整宅更新研究與推動,遲遲不見整宅更新的明顯成效,令無數關心社會邊緣弱勢族群整宅住戶的研究學者苦研其癥結,思謀對策提供都市統理者發揮統合公權力,展現整宅更新決策執行的有效方法。 本研究鑑於整宅更新議題的學術研究,有從公私協力方向做實施思考者,有從容積獎勵的提高思考者,有從政府強制公權力排除整宅更新障礙思考者,其思考方向都在以整宅之外部因素做思量,欠缺由整宅住戶社會網絡結構思考者。而本研究除了關注整宅更新的外部因素,更注重整宅住戶的內部因素,也就是摒棄外部與內部的區隔,融洽內外部的更新因素,統合思考整宅更新的全面因素。 本研究就臺北市整建住宅社區全體23處做研究母體,以臺北市信義區吳興街二期整建住宅社區為研究樣本,做社區個案全體住戶普查,以住戶基本社經資料、社區內外部統合社會網絡互動關係,社區住戶關注的影響更新關鍵因素為問卷調查內容,加上對整宅更新研究學者、更新主管機關承辦人員、更新實施建築業者、更新規劃諮詢推展機構、不動產估價師、建築師及稅務、法律等整宅更新有深入鑽研的相關產、經、學界做全面深度訪談,探尋整宅更新現階段的法令規範,實施推展狀況,研究成果與心得,求出整宅更新現階段的阻礙難行癥結,藉資本研究主題的深入瞭解,使整宅更新的困境較清晰浮現,俾以謀求解決對策。 本研究結論:一、整建住宅社區更新有集體行動困境 二、關鍵行動者有信任危機與道德風險 三、不確定風險的承擔機制薄弱 四、選配房屋意願不容易滿足 五、建築融資責任主體有爭議 六、期待利益超越現實 七、政府對整宅社區更新輔導態度消極 本研究提出建議:一、政府依法展現公權力,強制排除非理性反對更新者,積極參與更新推展過程 二、建立社區強聯結管道,透明更新作業系統,爭取社區認同與支持 三、建立風險管控機制 / The Taipei Resettled Tenement Communities were formed in the early years, However; Resettled projects are stalled mostly by reasons of - over usage, increasing buildings and buildings constructed without licenses. Those reasons make resettled tenement communities become to be a new issue to a lot of researchers and scholars. Renewal and /or reconstruction are urgent needed in these communities nowadays. According to academic researches of renewal issue, there are thinking points from public and private interests and bonus regulation, but there is no taking point from the social network of reconstruction. Not only the renewal elements of resettled tenement, but also the residents are the focus of my research. Through those elements deliberate the impacts of renewal. The research takes 21 resettled tenement communities of Taipei city as a population. During the communities the second period of the resettled tenement community in Wu-Xing St as a research sample carries out a census. From those residential backgrounds, interaction of social network in communities and the impacts of renewal as the questionnaire and makes an in-depth interview from people of industry, economy and academy. The key of the questionnaire consists of residential background, interaction of social network in communities, the impacts of renewal and the interview of specialists in industry, economy and academy. Finally, we can understand the bottleneck of renewal and the strategy for solution. It concluded in seven points: (1) the dilemma of collective actor. (2) the crisis from key actor. (3) the weak mechanism to uncertainly risk. (4) the unsatisfied willing of chosen house. (5) the debt in reconstructed finance. (6) the overtaking interests. (7) the passive attitude from government. It provided several suggestions that one is government should exclude irrational against in forced and positively to participate the process of renewal. The other is to build up connection in community, to purify the work of renewal, and to strive for support and identification in community. Thirdly is to build up mechanism to carry on risk.
