An Examination of Proactive and Retroactive Interference in Children with Attention-Deficit/Hyperactivity Disorder

One hypothesis regarding the etiology of Attention-Deficit/Hyperactivity Disorder (ADHD), is to conceptualize the disorder as an "inhibition" disorder. Furthermore, it has been suggested that inhibition is not a single all-encompassing construct, but rather a series of closely related processes. There has been limited examination as to whether children with ADHD are impaired on measures of cognitive inhibition (also known as proactive and retroactive interference). This project examined children with ADHD's susceptibility to proactive and retroactive interference in both verbal and visual-spatial modalities in comparison to typically developing children utilizing a novel coding system of the Children's Memory Scale (CMS). It was found that children with ADHD exhibited greater levels of visual-spatial retroactive interference than their typically developing peers. Additionally, children with ADHD did not differ from controls on any measure of verbal interference. Implications for clinical practice and future directions for research are discussed.

La fraude fiscale : Une analyse théorique et expérimentale / Tax Compliance Dynamics : Theoretical and Experimental Evidence

Cette thèse étudie la question des incitations dynamiques des agents économiques à frauder. Le premier chapitre introduit un modèle dynamique de fraude fiscale afin d’étudier l’impact de l’audit rétroactif sur le respect des obligations fiscales des agents économiques.Il permet de montrer qu’un accroissement de la période de prescription entraîne une diminution de la fraude fiscale et de déterminer le montant des recettes fiscales attendues par l’autorité fiscale pour différentes politiques d’audit. On établit que les audits rétroactifs génèrent des recettes fiscales espérées supérieures à celles des audits statiques. Le deuxième chapitre propose une approche théorique et expérimentale des incitations dynamiques des agents économiques à frauder. Les résultats expérimentaux confirment les prédictions théoriques : un accroissement de la période de prescription implique une augmentation des déclarations de revenus des agents. Le dernier chapitre introduit une deuxième étude expérimentale en laboratoire, dans le but de comparer l’efficience des deux politiques d’audit fiscal : l’audit rétroactif et l’audit statique (restreint à la période courante). Le principal résultat suggère que les politiques d’audit rétroactif sont plus efficaces pour réduire la fraude fiscale que les politiques d’audit statique fondées sur des fréquences d’audit élevées. / This thesis studies taxpayers' dynamic incentives to evade taxes. The first chapter introduces a dynamic model of tax evasion. We prove that higher limitation periods increase tax compliance. We also determine the expected tax revenues generated by retroactive and static auditing policies, with respect to the levels of tax rates and expected discounted penalties. We obtain that retroactive auditing generates higher expected tax revenues than static auditing. The second chapter provides theoretical and experimental evidence about subjects' incentives to evade taxes, with respect to a retroactive inspection policy. Our experimental results confirm theoretical predictions, i.e. higher limitation periods increase agents' compliance. The third chapter introduces a second laboratory experiment, in order to compare the efficiency of two main audit schemes: retroactive versus static auditing. We find that retroactive auditing policies are more efficient in enhancing tax compliance, than policies of static auditing accompanied by high audit rates.

In doing so, it will investigate a method of conveying character and narrative to a player after a given event has already taken place, hence, retroactively. The paper will present data collected through surveys and interviews held in conjunction with test sessions. The paper presents and discusses this data through compiled diagrams and interview transcripts, in order to fulfill its purpose of determining the validity of retroactive characterisation as a narrative device in games.

Intertemporal decisionmaking in the Department of Defense

Intertemporal decision-making is that process which establishes the margin between current consumption and investment of available funds. The Department of Defense (DOD) and the Office of Management and the Budget have established a 10 percent discount rate to be used in investment project evaluation. The DOD Planning, Programming, and Budgeting System is described and identified as the system wherein intertemporal decisions are made and reviewed. The incentives of decision-makers in this process are briefly reviewed and it is concluded that intertemporal decisionmaking within the DOD is not based on any clear-cut criteria, but that the investment consumption margin is determined by the interaction of principals and agents on various levels with differing goals and incentives. Available data is analyzed and it is concluded that a consumption function wherein the objective of the consumer is to smooth out the consumption of defense services over time may be the appropriate model to apply to DOD intertemporal decision-making. That model explains the observed data better than a project evaluation model with a uniform discount rate. Policy implications of the findings are described, and it is recommended that an affordability consideration be used in the model to evaluate proposed DOD investment projects. / M.A.

The molecular mechanisms of Knickkopf and Retroactive proteins in organization and protection of chitin in the newly synthesized insect exoskeleton

Doctor of Philosophy / Department of Biochemistry / Subbaratnam Muthukrishnan / In order to grow and develop, insects must undergo a process of molting, wherein the old cuticle is replaced with a new one. A thin envelope layer has been predicted to act as a physical barrier between molting fluid chitinases and the site of new chitin synthesis ensuring selective protection of newly synthesized chitin. The factors that help the new exoskeleton withstand the deleterious effects of chitinolytic enzymes remain poorly understood. In the current study a mechanistic role for two proteins, Knickkopf (Knk) and Retroactive (Rtv), was explored in organization and protection of the newly synthesized procuticular chitin. Our study demonstrated colocalization of molting fluid chitinases (chitinase-5) with chitin in T. castaneum pharate adult elytral cuticle. Presence of chitinases in the new cuticle, disproved the old theory of the envelope being a protective barrier against chitinases. Confocal and transmission electron microscopic imaging of T. castaneum pharate adult elytral cuticle suggested that Knk protein selectively colocalizes with chitin in the new procuticle, organizes chitin into laminae and protects it from the activity of molting fluid chitinases. Down-regulation of Knk expression resulted in reduction of procuticular chitin, disruption of the laminar architecture of the procuticle and severe molting defects that are ultimately lethal at all stages of insect growth. The presence and activity of Rtv protein ensures the trafficking of Knk into the procuticle. Down regulation of Rtv transcripts showed molting defects and a significant decrease in chitin content similar to those following Knk dsRNA treatment. Confocal microscopic analysis revealed an essential role for Rtv in proper trafficking of Knk from epithelial cells to within the newly synthesized procuticule. Once released into the procuticle, Knk organizes and protects chitin from chitinases. The conservation of Knk and Rtv in all insect species suggests a critical role for these proteins in maintenance and protection of chitin in the insect exoskeleton.

Le jugement d’annulation d’une décision administrative a, au Liban comme en France, une autorité de la chose jugée. Cette autorité est relative, face à l’administration, au requérant et au juge qui a rendu le jugement d’annulation et absolue face au tiers et aux autres juges.Cet effet absolu peut mettre en question les intérêts et les droits des tiers qu’ils croyaient acquis. Pour des raisons liées à la stabilité des situations juridiques, le juge administratif, en France plus qu’au Liban, fait prévaloir les droits des tiers sur le principe de légalité. Les tiers peuvent intervenir en cours d’instance ou recourir à la tierce opposition.Le juge administratif et le législateur ont mis des procédures d’incitation pour aider l’administration à respecter l’autorité de la chose jugée, ils ont même posé des procédures de contrainte.Autre cette particularité d’effet dans l’espace, le jugement d’annulation a une caractéristique d’effet dans le temps. L’annulation d’un acte administratif a pour conséquence la suppression rétroactive de cet acte. Cette disparition est parfois difficile voire impossible et provoque des dommages importants sur la sécurité des situations juridiques.Le juge administratif, français autant que libanais, a été persuadé à trouver des solutions de nature de limiter les inconvénients de cette rétroactivité, telles la théorie du service fait et la théorie du fonctionnaire de fait, et la modulation de l’effet rétroactif de jugement d’annulation. / Annulment’s judgment of an administrative decision, in Lebanon and France, has the authority of res judicata. This authority is relative facing the administration, the applicant and the judge who delivered the judgment of annulment and it’s absolute face the third parties and other judges.This absolute effect may question the interests and rights of third parties that they believed acquired. For reasons related to the stability of legal situations, the administrative court in France more than in Lebanon, upholding rights of third parties on the principle of legality. Third parties may intervene in the proceedings or resort to third opposition.The administrative judge and the legislature have incentive procedures to help the administration to respect the authority of res judicata, they even asked constraint procedures.Another special feature of this effect in space, the annulment judgment has effect characteristic in time. The annulment of an administrative act results in the retroactive elimination of the act. This disappearance is difficult sometimes even impossible and causes significant damage to the security of legal situations.The administrative judge, especially French, was persuaded to find solutions to limit the inconvenience of retroactivity, as the done service theory, the fact employee theory, and modulation of the retroactive effect of the judgment annulment.

This controversial institute comes being understood as cause of elimination of the interest of action in the criminal proceeding whenever evidenced the possibility of decrements of the punitive lapsing pretension in the retroactive modality, early in the process, even before of the act of receiving the denunciation or of pronounced the sentence, leading in consideration a hypothetical penalty surveyed by the refined circumstances until that moment. For times, after a long procedural proceeding with an intricate probatory instruction, the magistrate is obliged to pronounce the sentence, convicted the defendant and, immediately afterwards, to recognize the extinguishing of the punshability for the retroactive lapsing of the punitive pretension, playing for the thin one, all the developed intellective work in the course of the process and, mainly, at the moment of the elaboration of the condemnatory decree. It is accurately in this scene, and on behalf of the procedural economy and of the effective and coherent search of the application of the penalties, that the virtual lapsing demonstrates to its force and utility. This because it searches to move away from the Judiciary Power useless processes, that will not have resulted beneficial, contributing, only, to generate, unnecessary, more service and, consequently, greater slowness in the procedural proceeding. For the understanding of subject so controversial, surrounded of favorable and contrary arguments, one searched to analyze, in this research, in order to select its validity before the legal system, each one of the arguments advantages and against the institute. First, the consistent ones in the absence of action right; in the criminal proceeding as a pledge of the defendant and not as sanction; in the beginning of the judgment quickly; in the uselessness of the judgment of the prescribed process; e in the similarity of the decision that receives the lapsing with the acquittal. The seconds, contrary to its application, in the pretense breaking the beginning of the legality; the beginning of the innocence presumption; to the obligatoriness of the criminal action; to the possibility of amendment of complain (mutatio libelli); and to the condition of the victim in the process. However, before the ingression in the object of the controversy, there was the analysis of related institutions, such as the right to punish, the purposes of punishment, the criminal action and the proper lapsing, as extinctive cause of ius puniendi / O presente trabalho visa aprofundar o estudo da prescrição virtual ou antecipada, analisando sua utilização pelo Poder Judiciário brasileiro, principalmente pelos magistrados de primeira instância. Esse polêmico instituto vem sendo entendido como causa de eliminação do interesse de agir no processo penal sempre que constatada a possibilidade de decretação da prescrição da pretensão punitiva na modalidade retroativa, logo no início do processo, antes mesmo do recebimento da denúncia ou de proferida a sentença, levando em consideração uma pena hipotética aferida pelas circunstâncias apuradas até aquele momento. Por vezes, após um longo trâmite processual com uma intrincada instrução probatória, o magistrado é obrigado proferir a sentença, condenado o acusado e, logo em seguida, a reconhecer a extinção da punibilidade pela prescrição retroativa da pretensão punitiva, jogando pelo ralo todo o trabalho intelectivo desenvolvido no curso do processo e, principalmente, no momento da elaboração do decreto condenatório. É exatamente nesse cenário, e em nome da economia processual e da busca efetiva e coerente da aplicação da sanção penal, que a prescrição virtual demonstra sua força e utilidade. Isto porque busca afastar do Poder Judiciário processos inúteis, que não terão resultado proveitoso, contribuindo, apenas, para gerar, desnecessariamente, mais serviço e, consequentemente, maior lentidão no trâmite processual. Para a compreensão de tema tão controvertido, cercado de argumentos favoráveis e contrários, buscou-se analisar, nesta pesquisa, de modo a apurar-se sua validade perante o ordenamento jurídico, cada um dos argumentos prós e contra o instituto. Os primeiros, consistentes na ausência de interesse de agir; no processo penal como garantia do acusado e não como sanção; no princípio da celeridade do julgamento; na inutilidade do julgamento do processo prescrito; e na semelhança da decisão que acolhe a prescrição com a sentença absolutória. Os segundos, contrários à sua aplicação, na pretensa violação ao princípio da legalidade; ao princípio da presunção de inocência; à obrigatoriedade da ação penal; à possibilidade de aditamento da denúncia (mutatio libelli); e à condição da vítima no processo.
