Previous issue date: 2006-08-28 / The crisis that the Brazilian State have been crossing throughout the last decades has revealed intense oscillations in the the way of life of the population reality. In the health area, specifically of buccal health, new alternatives of attending to demands for odontological services have been increasing from the 1990 decade. The research had as objective to analyze the demand of the services of the clinic-school of odontology of the UFRN to identify the socio-economic profile of the users and the inflections of the standards of the National Politics of Buccal Health. The methodology is based on a dialectic perspective and a quali-quantitative boarding. It was used as instrument of data collection forms with open and closed questions, applied to two distinguished groups of citizens: 53 users of the services and 12 pupils of 9th and 10th term of the Odontology Course. The results reaffirm that, with the aggravation of the crisis of SUS (Sistema ?nico de Sa?de- Single Health System) grow the difficulties of accessing the odontological services of the users majority. The subjects of the research make use of a regular socio-economic condition, with high school, own house, formal bond to labor and monthly medium income between 1 and 2 minimum wages. The conclusive analyses point to the selective and exculpatory character of the buccal health right, mainly, those users who find themselves in situation of extreme poverty and social vulnerability. Immediate and of lesser cost odontological assistance is what it s aimed, but the standards praised in the Public Politics of Buccal Health walk in another direction, requiring a bigger strongness of the formation bases and implementation of the programmatical actions since the academic field until the effectiveness of Politics of Buccal Health as a right while as a right to attention and care / A crise que o Estado brasileiro vem atravessando ao longo das ?ltimas d?cadas tem revelado oscila??es marcantes na realidade do modo de vida da popula??o. Na ?rea de sa?de, especificamente de sa?de bucal, novas alternativas de atendimento ?s demandas por servi?os odontol?gicos t?m se tornado crescentes a partir da d?cada de 1990. A pesquisa teve como objetivo analisar a demanda dos servi?os da cl?nica-escola de odontologia da UFRN e identificar o perfil s?cio-econ?mico dos usu?rios e as inflex?es das Diretrizes da Pol?tica Nacional de Sa?de Bucal. A metodologia est? fundamentada numa perspectiva dial?tica e numa abordagem quali-quantitativa. Utilizou-se como instrumento de coleta de dados formul?rios com quest?es abertas e fechadas, aplicados a dois grupos de sujeitos distintos: 53 usu?rios dos servi?os e 12 alunos do 9? e do 10? per?odo do Curso de Odontologia. Os resultados reafirmam que, com o agravamento da crise do Sistema ?nico de Sa?de (SUS) crescem as dificuldades de acesso aos servi?os odontol?gicos pela maioria dos usu?rios. Os sujeitos da pesquisa disp?em de uma condi??o s?cio-econ?mica regular, com ensino m?dio, casa pr?pria, v?nculo formal de trabalho e renda m?dia mensal entre 1 e 2 sal?rios m?nimos. As an?lises conclusivas apontam para o car?ter seletivo e excludente do direito ? sa?de bucal, principalmente, ?queles usu?rios que se encontram em situa??o de pobreza extrema e vulnerabilidade social. housing in the city of Diadema and know the factors that interfere in the
development of this habitational politics process during the period 1983-2008. It will
be presented from the right of living with dignity perspective.
Introduced by an analysis of the cities formation, especially in the metropolitan areas
and concerning the right of living in sustainable cities and the right of citizenship. This
study is designated to identify the internal and external factors in the city of Diadema
that have influenced the Habitational Politics driven to the slum area from the Rights
perspectives. This research was built through documental source, data mining and
interviews with spokespersons involved in the Diadema politics.
In short, it is indicated by the current analysis that the popular interaction, the
continuing of the priority to theses programs between managers were the main
factors to the consolidation of the city habitational politics and also for the access to
the land and housing in the urbanization process in Diadema slums / Esta dissertação tem como objetivo estabelecer uma reflexão sobre o processo de
urbanização de favelas na cidade de Diadema, e conhecer os fatores intervenientes
na maturação dessa política, no período de 1983 a 2008, estudados na perspectiva
do direito à moradia digna.
Partindo da análise sobre o contexto da formação das cidades, principalmente nas
regiões metropolitanas, e tendo como referencial o conceito de direito às cidades
sustentáveis e o direito à cidadania, este estudo identifica os fatores internos e
externos, à cidade de Diadema, que influenciaram a Política Habitacional para os
Núcleos de Favela. Utiliza fontes documentais, levantamento de dados e entrevistas
com interlocutores dessa política na cidade.
A análise indica que a participação popular, a continuidade da prioridade dada ao
programa de urbanização, entre as sucessivas gestões administrativas, e o avanço
dos instrumentos legais que tratam do tema, foram fatores decisivos na consolidação
da política habitacional da cidade e também fundamentais para garantir o acesso à
terra e à moradia, no processo de urbanização de favelas em Diadema

Les révolutions de l’Est ont induit la fragmentation des Etats qui s’est accompagnée, sur le plan interne par une renaissance des partis ethniques ; ce qui ne va pas sans poser de problèmes à la démocratie politique. Les transitions et a fortiori les consolidations démocratiques font émerger un double phénomène d’interaction entre les acteurs et le système, dans la recherche d’un nouvel équilibre. Les partis ethniques se politisent alors que le système s’ouvre à l’acteur ethnique. On assiste donc à un réajustement évolutif du système devant la nouvelle donne. Le système s’ouvre aux nouvelles demandes à caractère ethnique de différentes façons et à différents degrés : entre la légalisation et la tolérance. Côté acteurs, les partis ethniques rentrent progressivement dans le jeu politique ; de différentes façons et à différents degrés. Dans notre champ problématique les relations interactives se déploient entre acteurs multi-niveaux (partis-Etats) et dans les divers champs (politique, sociétal et juridique). Leurs connexions sont croisées entre l’espace étatique et internationale, public et civil, politique et sociétal ; avec les Etats d’accueil ou d’origine, mais aussi, les Etats-tiers. Ils sont à velléités indépendantistes ou simplement des lobbies politiques. Nous avons essayé de mettre en lumière les principaux aspects de la complexité de la question ethnique dans les jeunes démocraties politiques ‘‘en consolidation’’. La problématique ethnique des PECO peut-elle nous aider à compléter en actualisant certaines visions généralistes des sciences politiques ? Les acteurs impliqués sont ainsi invités à éviter les pièges des nationalismes perçus comme ‘‘mesquins’’, voire ‘‘chaotiques’’ tout en servant la cause d’une plus souple intégration politique alias la ‘‘paix démocratique’’. / The revolutions of Eastern induced fragmentation of States were accompanied internally by a revival of ethnic parties, which is not without its problems in political democracy. Transitions and even more democratic consolidation are emerging a double phenomenon of interaction between actors and the system in search of a new equilibrium. Ethnic parties then politicize the system opens the ethnic actor. We are witnessing an evolutionary adjustment of the system to the new situation. The system opens to the new demands ethnic ways and to different degrees: between legalization and tolerance. The actors involved are invited to avoid the pitfalls of nationalism perceived as '' petty '' or '' chaotic '' while serving the cause of a more flexible policy integration to the ‘‘democratic peace’’.
