The objective of this thesis is to summarize the effects of drugs, especially of the cannabinoids and amphetamine type stimulants, and to analyse which of these substances leads to high-risk activities, that could endanger life, health or result in damage to property. One of these activities, an important one, is driving under the influence of drugs. Driving itself is a complex demand, involving perception, decision making, psychomotor skills, knowledge, as well as attitudes and personality characteristics. Substance use and abuse has an impact on the functioning of the brain and mental processes and therefore on the performance of the driving task. Driving under the influence of drugs is a high risk activity which endangers not only the driver but also their surroundings. In the last few years, the Czech Republic registered a rapid increase in the number of impaired drivers, namely at police check points and in car accidents. The young drivers are mostly under influence of marijuana, respectively tetrahydrocannabinol (THC). Its negative effect on driving results from impaired co-ordination, slowed complex reaction time and in space and time distortion. The second group of drugs which can impair drivers is amphetamine type stimulants. Amphetamines are frequently sought by truck drivers, especially long-haul drivers, in Western Europe for its stimulative effects. In the Czech Republic the methamphetamine, Pervitin, is much more common. Intoxication is characterized by increased wakefulness, increased physical activity, increased respiration, rapid heart rate and an irregular heartbeat. The risk factors for driving are a lack of concentration and an overestimation of one{\crq}s own capabilities. After the acute phase of intoxication subsides, fatigue or states of narcolepsy may occur. Another amphetamine-based drug is methylenedioxymethamphetamine, MDMA or Ecstasy. This synthetic substance, chemically related to mescaline, is dangerous due to its ability to regulate body temperature. On rare but unpredictable occasions, this can lead to sharp hyperthermia, resulting in liver, kidney and cardiovascular system failure, and death. It can also cause hallucinations. All common drugs are easily detectable with ``drug test-cards{\crqq}, which are used during police checks around the the world. The Czech Republic is currently testing their utilization and is preparing legislation accordingly. Utilization of these tests during random checks could help to decrease the number of fatal road accidents and could help to decrease the number of impaired drivers on the roads.

The thesis deals with the comparison of accident assessment methods and their optimization in the Czech Republic and other selected countries. The work is based on the methodologies of individual countries, which were examined and then compared and evaluated in terms of practical use. The gained theoretical knowledge was applied to practical examples in the form of selected section of roads and crossroads. Every area was evaluated and compared in terms of accident rate.

Diploma thesis deals with the possibilities of using GPS when analysing road accidents. The history and structure of U.S. global positioning system, Russian GLONASS system and European Galileo system are described. GPS receivers are sorted out by the possibility of use. The thesis deals with the methods of refinement GPS and how the vehicles can be monitored using GPS. In the practical part of this diploma thesis measurements with several types of navigations were made. And a comparison of accuracy of measured data with the real situation where the car was found at the moment of measuring followed and how fast was gone.

Medical expenses refer to all medical and related expenditure reasonably incurred in respect of bodily injuries sustained. This then constitutes the primary loss in incidences of bodily injuries. However, it is accepted that bodily injuries infringe in the main the non-patrimonial aspects of the individual’s bodily integrity which is a personality right. Notwithstanding this trite provision of our law, the dissertation contends that medical expenses as a head of damages is inherently patrimonial. In essence, the true nature of medical expenses as a loss that ultimately affects both the patrimonial and non-patrimonial interests of the individual, is considered. Furthermore, the dissertation analyses the assessment and quantification mechanisms in our law, and makes a comparative study with the corresponding positions in England and Australia. Inégalités sociales et territoriales de mobilité et d’accidents corporels de la route chez les jeunes / Socioeconomic inequalities in daily travel and road traffic injuries among the young

L’objectif de la thèse est de mesurer en France l’influence des inégalités socioéconomiques individuelles et contextuelles sur la mobilité, l’incidence et la gravité des accidents corporels chez les enfants et les jeunes de moins de 25 ans. Des analyses originales sont effectuées à partir des bases de données suivantes : le Registre des Victimes d’accidents corporels de la circulation du Rhône, l’enquête ménage déplacement (EMD) de 2005-06 et une enquête épidémiologique de type cas-témoins réalisée durant la thèse. Excepté pour les victimes à deux-roues à moteur les incidences d’accidents lors de l’usage des différents modes de transports (voiture, vélo, marche et rollers) sont plus élevées chez les habitants des communes d’habitation défavorisées. Le sexe est également un facteur déterminant et très variable selon les modes de transport. L’effet de facteurs socioéconomiques sur la gravité des blessures d’accidents des jeunes, les différences socioéconomiques individuelles et contextuelles d’usage des modes de transports, de motorisation des ménages et d’accès au permis de conduire sont également étudiés. L’enquête de type cas témoins permet ensuite de pousser l’investigation en s’intéressant simultanément aux accidents, à la mobilité et à certains facteurs intermédiaires comme les comportements à risques (routier et non routiers) des jeunes. La reconnaissance des inégalités sociales de mobilité et d’accidents corporels peut permettre d’orienter les campagnes de prévention sur l’existence de zones et de groupes à risques / The aim of this thesis is to measure the influence of individual and contextual socioeconomic factors in daily travel, traffic injury incidences and severity of injuries when it comes to young persons of under 25 years of age in France. Original analyses were made using the following databases: the Rhône road trauma Registry, the Lyon Household Travel Survey 2005-2006 (HTS) and an epidemiological case-control survey conducted during the thesis. Except for casualties of motorized two-wheeler crash incidences for the different categories of road users (motorists, cyclists, roller-skate users and pedestrians) were generally higher among the inhabitants of deprived municipalities. Depending on categories of road users huge gender differences were also observed. The effects of socioeconomic factors on injury severity, individual and contextual socioeconomic differences in the use of modes of transport (daily travel), car ownership and access to driver’s license were also studied. The case-control study allows the investigation to focus simultaneously on injuries, daily travel and intermediate-risk factors such as risk behaviors factors of young people. The recognition of social inequalities in daily travel and traffic injuries allow focusing prevention campaigns on the existence of higher risk areas and groups

Baigiamajame darbe yra išnagrinėti dažniausiai pasaulyje naudojami eismo įvykių sukeltos ekonominės žalos vertinimo metodai, aprašytos žmogaus gyvybės vertinimo metodikos, pateiktos skirtingose šalyse apskaičiuotos eismo įvykio sukeltos ekonominės žalos reikšmės. Naudojant dvi skirtingas eismo įvykio sukeltos žalos vertinimo metodikas bei naudojant 2009 metų statistinius duomenis apskaičiuotos tais metais Lietuvoje eismo įvykių padarytos ekonominės žalos reikšmės. Yra apskaičiuotos vieno eismo įvykio vidutinė žalos reikšmė bei visų eismo įvykių, kuriuose žuvo arba nukentėjo žmonės žalos reikšmės. Darbo pabaigoje yra padarytos išvados dėl išnagrinėtų metodikų tinkamumo Lietuvai bei pateikti pasiūlymai kur šios metodikos galėtų būti panaudotos. / In the graduation dissertation methods, that are the most frequently used over the world, for estimating road accident economic losses are overviewed, methods for evaluation of human life are described and also there are given road accident economic losses monetary values in different countries. Using two different methods for an economic evaluation of road accident losses and using 2009 statistics monetary values of economic losses, which occurred during that year because of road accidents, were calculated. An average cost of a single road accident and also the cost of all road accidents, where people were killed or injured, were calculated. In the end of the dissertation conclusions are made about the suitability of the researched methods for Lithuania and also there are given proposals where these methods could be applied.

This thesis deals with the topic of extrication of people trapped incrashed vehicles regarding the construction of the vehicle. Part of the resources needed for this theses was taken from a literary survey drawn up with the help of the Research and scientific library in Hradec Králové according to the given topic and key phrases. The first part of the thesis deals with specific parts of the constructions of cars. This part is followed by description of road accidents, various kinds of accidents and possible deformations of cars after accidents. The thesis deals with extrication itself made by fire brigades, suitable procedures, kinds of interventions and means of used technical equipment. Another part suggests ways of saving trails and evidence during road accident interventions. Final part of the thesis is focused on overall analysis of the given problem based on personal experience, suggestions, negative aspects of the current situation and differences in training of possible situations with reality at the site of the accident.

T-intersections are one of the most common places where collisions happen. An intelligent traffic mirror is one the possible solutions to reduce the accident rate. The mirror detects the situation around the intersection, process the data and provides the driver with an information, whether the situation is safe and the driver can enter the junction safely. The aim of the thesis is a feasibility study of reliable detection of non-stationary objects based on cameras. The core of the intended product – the detection algorithm – detected the object on short distance from the camera reliably but as the distance was growing, the detection quality degraded. One of the possible solutions to achieve better detection results on longer distances may be achieved by using a camera with greater zoom. Based on the example improvement proposal, the feasibility of the solution based on optical methods was finally confirmed.

The master‘s thesis focuses on the risks of transporting dangerous goods by road. The introductory part deals with related legislation of the Czech Republic is analyzed, followed by international legislation. In the European Union, the transport of dangerous goods is regulated primarily by the European agreement concerning the International carriage of dangerous goods by road (ADR). Between 2002 and 2019, master‘s thesis analyzes and describes the statistics of traffic accidents with the presence of dangerous goods. Furthermore, this master‘s thesis also analyzes the characteristics of the sources of traffic accident risks, and when activating the risk, the possible effects of traffic accidents and subsequent leakage of dangerous goods are described. In fulfilling the aims of the master‘s thesis, agreement was found in the causes of traffic accidents in statistics and in the literature in the fact that in 80% it is the fault of the human factor. Analysis of a set of 10 large accidents with the presence of dangerous goods using a modified "What, if" method identified impacts on public assets. Based on these identified impacts, measures were proposed that would be appropriate to apply in the public interest.
