Nous établissons quelques bornes supérieures et inférieures et comparons ce nouveau modèle aux modèles de communication classiques et quantiques étudiés dans la littérature. Nous montrons que la complexité de la communication d’une fonction sur un canal avec délai est bornée supérieurement par sa complexité de la communication modulo un facteur multiplicatif d/ lg d. Nous présentons ensuite quelques exemples de fonctions pour lesquelles une stratégie astucieuse se servant du temps mort confère un avantage sur une implémentation naïve d’un protocole de communication optimal en terme de complexité de la communication. Finalement, nous montrons qu’un canal avec délai permet de réaliser un échange de bit cryptographique, mais que, par lui-même, est insuffisant pour réaliser la primitive cryptographique de transfert équivoque. / We introduce a new communication complexity model in which we want to determine how much time of communication is needed by two players in order to execute arbitrary tasks on a channel with delay d. We establish a few basic lower and upper bounds and compare this new model to existing models such as the classical and quantum two-party models of communication. We show that the standard communication complexity of a function, modulo a factor of d/ lg d, constitutes an upper bound to its communication complexity on a delayed channel. We introduce a few examples on which a clever strategy depending on the delay procures a significant advantage over the naïve implementation of an optimal communication protocol. We then show that a delayed channel can be used to implement a cryptographic bit swap, but is insufficient on its own to implement an oblivious transfer scheme.

Use and Misuse of Cognitive Enhancers by Students at an Academic Health Science CenterBossaer, John B., Gray, Jeffrey A., Miller, Stacy E., Enck, Gavin, Gaddipati, Vamsi C., Enck, Robert E. 01 January 2013 (has links)
Purpose: Prescription stimulant use as "cognitive enhancers" has been described among undergraduate college students. However, the use of prescription stimulants among future health care professionals is not well characterized. This study was designed to determine the prevalence of prescription stimulant misuse among students at an academic health sciences center.
Method: Electronic surveys were e-mailed to 621 medical, pharmacy, and respiratory therapy students at East Tennessee State University for four consecutive weeks in fall 2011. Completing the survey was voluntary and anonymous. Surveys asked about reasons for, frequency of, and side effects of nonprescription misuse of prescription stimulants. Given the sensitive material, an opportunity to win one of ten $50 gift cards was used as an incentive.
Results: Three hundred seventy-two (59.9%) students completed the survey from three disciplines (47.6% medical, 70.5% pharmacy, and 57.6% respiratory therapy). Overall, 11.3% of responders admitted to misusing prescription stimulants. There was more misuse by respiratory therapy students, although this was not statistically significant (10.9% medicine, 9.7% pharmacy, 26.3% respiratory therapy; P = .087). Reasons for prescription stimulant misuse included to enhance alertness/energy (65.9%), to improve academic performance (56.7%), to experiment (18.2%), and to use recreationally/get high (4.5%).
Conclusions: Prescription stimulant misuse was prevalent among participating students, but further research is needed to describe prevalence among future health care workers more generally. The implications and consequences of such misuse require further study across professions with emphasis on investigating issues of academic dishonesty (e.g., "cognitive enhancement"), educational quality, and patient safety or health care quality.

School System Improvement through Building Leadership, Adult Learning, and Capacity: A Consideration of Instructional Rounds as a Systemic Improvement PracticeWarnock, Teresa Georgeanne 12 1900 (has links)
The problem of the study was determining the supportive conditions related to instructional rounds (rounds) to understand better what conditions may allow for sustained systemic improvement over time. Three Texas school districts were studied to understand the perceptions of district leaders, principals, teacher leaders, and teachers with regard to the sustainability of instructional rounds as a systemic improvement practice, the supportive conditions necessary for sustainability, the salient characteristics that differentiated rounds from other improvement practices, and the potential of rounds to build organizational capacity. Observation of network rounds visits and document analysis was conducted to determine alignment of perception with observation and documents. Findings include perceptions, themes, and critical factors for the sustainability of rounds as an effective systemic improvement practice. Supportive conditions emerged as the most significant perception expressed by the participants. Implications for action for school districts beginning or continuing implementation of instructional rounds are suggested based upon findings from participant perceptions and observation of networks. Suggestions for future research are shared. With supportive conditions in place, instructional rounds has the potential to serve as an effective systemic improvement practice.

yes / Two recent detailed reports, by the U.K Northern Ireland Office (NIO) - January 2004 1 and the U.S. Council on Foreign Relations (CFR) - February 2004 2, provide further insights into current policy and technology developments in the U.K. and U.S.
The NIO report is the 4th and final report of a U.K wide Steering Group set up by the Secretary of State for Northern Ireland in Summer 2000, with the objective:
To establish whether a less potentially lethal alternative to baton rounds is available; and to review the public order equipment which is presently available, or could be developed, in order to expand the range of tactical options available to operational commanders. 3
In her foreword to the report Jane Kennedy, Minister of State for Northern Ireland notes that:
Despite a protracted and international search for a commercially available product, we have been unable to find anything that meets the criteria of an acceptable, potentially less lethal alternative to the baton round currently in service which provides an effective capability that does not expose officers and the public to greater risk in violent public disorder.4
The NIO Report has sections looking at the Defence Science and Technology Laboratory (DSTL) programme on the development of less lethal technologies (particularly the Attenuating Energy Projectile and the Discriminating Irritant Projectile); commercial off the shelf product evaluations and update (12 Gauge Sock Round Assessment); Water Cannon; the U.K. use of less lethal technologies (with a focus on L21A1 baton rounds, CS sprays and the Taser). The CFR report provides a strong endorsement for non-lethal weapons. A key finding states:
Wider integration of nonlethal weapons into the U.S. Army and Marine Corps could have reduced damage, saved lives, and helped to limit the widespread looting and sabotage that occurred after the cessation of major conflict in Iraq. Incorporating NLW capabilities into the equipment, training and doctrine of the armed services could substantially improve U.S. effectiveness in conflict, post-conflict, and homeland defense. 6
Interestingly, in describing the nonlethal capability sets (NLCS) which have been deployed in Kosovo and Iraq, and which help to provide a continuum of force between ¿don¿t shoot¿ and ¿shoot¿ 7, the CFR seems to distinguish between NLWs (rubber balls [grenades and shotgun munitions], bean bags, riot shields, Tasers, net entanglers, and caltrops), and equipment such as flash-bang grenades, laser dazzlers, and bullhorns of which it states ¿It is important to note that these are not weapons but non-lethal capabilities¿ 8
The CFR recommends expanded deployment of NLWs in the armed services, longer ranges for non-lethal payloads using precision delivery and fusing systems, and further development of millimetre-wave area-denial system (HPM weapons such as VMADS) and the advanced tactical laser (ATL). The report also argues for the need to have a bigger Joint Non-Lethal Weapons Directorate (JNLWD) or a new Non-lethal Joint Program Office (NLJPO) and for

closer links with the Joint Forces Command (JFCOM). In the opinion of the authors the JNLWD should also have more access into classified programmes throughout all branches of the armed services so as not to duplicate non-lethal development initiatives.
To stimulate incorporation of NLWs throughout the U.S. Armed Services the CFR advocates two approaches: (1) top-down planning in the Defense department and (2) creation of demand for these [NLWs] weapons from the field as personnel gain experience with prototype equipment. 9 They argue there is a need for the top-level military and civilian leadership to be educated about NLW capabilities, not only for warfighting and peacekeeping, but also in `homeland defence in isolating a hot zone in the aftermath of a biological attack' 10.
