Analysing the spatial persistence of population and wealth during Apartheid / Pieter Du Toit Niemand

This dissertation undertakes an analysis of the spatial persistence of population in South Africa over the period 1911 to 2011. A comprehensive review is given of the history and development of geographical economics in order to understand the dynamics of the forces of agglomeration. In addition the history of the development of South Africa is discussed and special focus is directed to the geographical, economic and political factors that gave rise to the unequal distribution of population and wealth in the country. In the empirical analysis Zipf’s law was applied and it was found that South Africa’s population was more evenly spread in 1911. With the application of the law to the 2011 data the Pareto exponent of the OLS log-linear regression indicated that urban agglomeration was more persistent. Although this might indicate that apartheid did not influence agglomeration in South Africa it is argued that the nature of the agglomeration was in fact influenced by restrictive measures placed on the urbanisation of the population and industrial decentralisation policies. It is indicated that the apartheid policy altered the equilibrium spatial distribution of population and wealth which lead to a smaller than optimal primate and second largest magisterial districts, too many secondary cities of similar size, and also too many small and uneconomical rural settlements. / MCom (Economics), North-West University, Potchefstroom Campus, 2015

There is no single resource so essential to sustaining life and livelihoods than water (UNDP, 2005). Water is furthermore a strategic resource that not only gives life, but is also a catalyst for development; therefore water has to and must be at the centre of all development plans (Buyelwa, 2009). Water can be the limiting factor for economic growth, upliftment and social development due to its scarcity and uneven distribution. Strategic spatial interface and relationship with water resource planning and management is fundamental to development and realisation of spatial potential. Strategic spatial planning has many components of which the Spatial Development Framework forms the key regulation to guide development and inform investment opportunities. The goal of this study is to determine the degree to which water resource management and planning is incorporated in Spatial Development Frameworks in context of strategic spatial planning. Concurrently international strategic spatial planning procedures and water resource management principles are investigated to correlate the local situation with international trends. A Goal Achievement Matrix (GAM) with ten assessment principles is developed as a tool for evaluation of strategic spatial planning and water resource management documents in terms of the local municipal level. This GAM may be used and implemented as a comparative evaluation tool to compare the degree of integration and implementation of water resource management and strategic spatial planning of local municipal authorities internationally. The percentage score as achieved in evaluation of the GAM indicates the degree of integration of water resource management and planning with strategic spatial planning. The cumulative result of the GAM scored 68% which can be used as a degree of comparison in future studies with other local municipalities, even on an international level. Measured in terms of the different authority levels the local level performed the worst with a 50% GAM score whilst the national level has a high GAM score of 86%. The low local level score indicates that exceptional legislation and policies on national level are not sufficient to eradicate poverty, provide water for all and provide for long-term sustainability if the implementation at local level falters. The low local level score may also be attributed to a lack of institutional capacity and lack of appropriate skills. It is concluded that Spatial Development Frameworks (as a component of strategic spatial planning) and water resource management and planning on a local level are not effectively integrated and it is recommended that water resources and planned future development must be effectively managed and integrated in order to ensure sustainable communities at local level. As a planning recommendation, the Guidelines for the Development of Spatial Development Frameworks developed by the Department of Rural Development and Land Reform must be extended to incorporate the integrative approach between strategic spatial planning and water resource management as a fundamental aspect. The main objective of this study is to evaluate the socio-spatial impacts of the restructuring of a locality, Karab&uuml / k, which was shaped under a different development strategy, namely, import substitution industrialization strategy. Karab&uuml / k case shows that establishment of Karab&uuml / k Iron and Steal Factories was decided on the basis of political and social priorities of a period when there was limited competitive environment and such priorities have lost their primacy under the export oriented growth strategy in a highly competitive international environment. The recent experience shows that Karab&uuml / k fails to cope with this reality and the industrial base of the locality ever increasingly fails to support the economy of the city. The thesis is also an attempt to show the socio-spatial repercussions of this failure on the locality. It will be shown that, closing down the Factories would have important negative impacts upon the whole city, rather moderate policies have been followed by various governments during the recent decades by partly placing the burden on the workers themselves. In the long term, however, survival of the factory seems to be difficult, if not impossible. Therefore, the future for the city itself looks quite bleak.

Prague homesteads (agricultural or farm buildings, later summer houses and mansions, manufactories or villas) have become a part of the City of Prague during the urban development, or have been destroyed. Nowadays, still preserved homesteads are significant historical monuments, but also landmarks of the urban landscape and the important source of local identity, and therefore worthy of conservation. Nevertheless, it is crucial to find their modern utilization and to maintain their cultural-historical values. The aim of this master's thesis is to sum up possibilities of renovation and utilization of poorly maintained Prague homesteads and to formulate recommendations to owners, investors and other people participating in animation process of these buildings based on the analysis of examples of still renovated Prague homesteads.

Para isso, foram realizadas entrevistas semiestruturadas com os gestores municipais e os atores privados dos municípios de Macaé e Rio das Ostras e com os pesquisadores que desenvolvem trabalhos sobre o tema do desenvolvimento socioespacial na região. Como proposta para fomentar as potencialidades identificadas nos municípios e na região, apoia-se no conceito de governança territorial sustentável, no qual os consórcios intermunicipais podem ser um bom caminho. / [en] The present study aimed to evaluate further possibilities of economic diversification, dissociated from the oil and gas sector, particularly for the cities of Macaé and Rio das Ostras, with a view to socio-spatial development based on work and income generation. So as to achieve this study s objective, semi-structured interviews were conducted with local managers and private actors from the cities of Macaé and Rio das Ostras, and also with researchers who develop works on the topic of socio-spatial development in the region. As a proposal to stimulate the capacities identified in these cities and in the region, the present study relies on the concept of sustainable territorial governance, in which inter-municipal consortia could be a good route.

A subject didactic analysis of the development of the spatial knowledge of young children through a problem-centred approach to mathematics teaching and learning Researchers and educators are in agreement that it is very important that the spatial knowledge of the young child should be developed from the first years of school. In order to develop these skills the appropriate materials and activities need to be designed. This can only be realised through proper research methods that not only acknowledge the cognitive abilities of the young child, but also the social and cultural backgrounds of the children. This implies that due attention should be given to language, beliefs, cognitive skills, socio-economic background, schooling and teaching systems. The immediate worlds of the children should be used in developing the spatial skills of these children. The work that is described in this document is an effort to describe the complexity of such a research endeavour. The development of the spatial skills of young children were investigated through three different instructional/executional media namely language, drawing/writing and physical constructions. The three major variables that were described as influencing the spatial development in the different media were the task that was given to the children, the objects that the children worked with and the dimension and viewpoints of the objects and situations. Economic, social and political/institutional assessment of spatial development initiatives (in South Africa)

Thesis (MA)--Stellenbosch University, 2001. / ENGLISH ABSTRACT: The Spatial Development Initiatives (SDIs) became the Department of Trade and Industry's (DTI) official policy in 1995/6 to accommodate problems, such as unemployment and empowerment, through sustainable development. We consequently pose the question whether the government has realised a strategic fit, i.e. whether the initial intention with the SDI strategy has consequently been achieved and, if not, what the main lessons are to fill the strategic gap? This question will be addressed in five chapters. The first chapter will provide the reader with the necessary background information on these initiatives. Before concluding (Chapter 6), the following three chapters will follow the inherent logic of the SDI strategy, i.e. economic investments are crowded in (Chapter 3) through a facilitating and mediating role of government (Chapter 4) in order to solve employment and empowerment (Chapter 5). Each realm, i.e. economic- political/institutional-and social, is evaluated on its contribution to the success of the Spatial Development Initiative. On the one hand it is difficult to say categorically whether or not there was a strategic fit, because the strategic aims were not initially written out in measurable detail. If the aim was to employ and to empower, while strengthening the institutions, we could qualitatively discern only when institutional capacity building (like in Lubombo) was a clear aim, that the resulting effect of the SDI strategy was significant. The employment and empowerment efforts may have been more disappointing than hoped for. But again this is difficult to discern because it may be too early to observe the trickle down effects. Neither is it easy to measure the many achievements that were recorded, and still then, they will probably look very relative because of the immensity of the problem. In 2001 the South African Government acknowledged that it has failed in its empowerment programme, while a Presidential Summit was convened in 1998 to search for employment solutions. Against this background and given that not more effort is made to measure the results of the efforts to create employment, has to indicate that the SDIs have not left behind an impression of having performed well in terms of their strategic aim. On the one hand this was because government strongly tended towards attracting foreign investment while paying too little attention to the subsequent needs of SMMEs. Moreover is there a need for an integrated and long-term development plan that allows rational choices to be made. Nevertheless, the fact that evaluations are commissioned and that government publicly admits a mistake could be the signs of a learning organisation, which again is the start of a positive process. / AFRIKAANSE OPSOMMING: Ruimtelike Ontwikkelings Inisiatiewe (ROI's) het die Departement Handel en Nywerheid se amptelike beleid in 1995/96 geword om probleme soos werkloosheid en swartbemagtiging deur middel van volhoubare ontwikkeling aan te spreek. Ons stel gevolglik die vraag of die regering 'n strategiese plan gehad het waarbinne die ROI inisiatief gepas het, of dit gewerk het en wat die lesse te leer is? Hierdie kwessie sal in vyf hoofstukke aangespreek word. Die eerste hoofstuk voorsien die leser van die nodige agtergrondinligting oor dergelike inisiatiewe. Die samevatting is hoofstuk ses, maar dit word deur drie ander hoofdstukke voorafgegaan: 'n logiese beoordeling van die ekonomiese determinante (hoofstuk drie), die fasiliterende rol van die regering (hoofstuk vier) en die suksesse, al dan nie, van werkskepping en bemagtiging (hoofstuk vyf). Elke tema word beoordeel in die lig van die vraag of dit bydra to die sukses van ROI's. Aan die een kant is dit moeilik te verklaar of daar 'n strategiese plan was omdat so 'n plan nie vooraf uiteengesit was nie. Indien dit die bedoeling was om werkgeleenthede te skep en om bemagtiging te bevorder, sou mens slegs na enkele inisiatiewe hoef te kyk, bv die Lubombo Plan. In so 'n geval was die suksesse tog beduidend. In die algemeen was die werkverskaffings- en bemagtigingsresultate egter teleurstellend. Dit is moontlik steeds te vroeg om 'n finale oordeel uit te spreek. Op hierdie stadium is dit geen eenvoudige taak om prestasies in die lig van die groter problematiek te meet nie. Bv in 2001 het die regering bevestig dat bemagtigingsprogramme in die lig van die presidensiele beraad van 1998, misluk het. Teen hierdie agtergrond word die indruk geskep dat die ROI's moontlik nie hul strategiese doelwitte bereik het nie. Sedertdien het die regering daarna gestrewe om buitelandse direkte investering na Suid-Afrika te lok deur middel van privatisering en klein, mikro en medium ondernemings te vestig. Die planne was moontlik meer suksesvol. Al hierdie inisiatiewe behoort in 'n enkele langtermyn ontwikkelingsplan opgeneem te word sodat rasionele keuses gemaak kan word. Dan sal daar duidelikheid wees oor die rol en plek van ROI's. Dit bestaan nog nie. Nietemin doen die regering reeds beoordelings van hulle planne met die oog om dit te hersien en die erkenning dat sekere planne nie hulle mikpunte bereik nie, is tekens daarvan dat 'n leerproses aan die orde van die dag is wat tog 'n positiewe begin was.

The aim of this master thesis is to evaluate the development of the region of National park Czech Switzerland on the basis of the development of social, economic and environmental dimension. The debate about sustainable development which has been held world-wide for many years is connected to discussion of the instruments which would be able to evaluate implementation of sustainability concept. Many indicators were already evolved on world-wide, national and local level. Mainly local indicators will be discussed and a set of indicators suitable for small municipalities will be applied. The theoretical part of the thesis is devoted to definition, history, principles and other implications of sustainable development. Next chapter is addressed on the indicators of development. Theoretical base of development of indicators is amended with a summary of existing indicators, especially on the local level in the thesis. The region of the National park Czech Switzerland is introduced in the practical part of the thesis. Nine municipalities whose cadastral territory is partially located on the territory of national park belong to the region. For the evaluation of their development a set of indicators was chosen on the basis of predefined criteria.
