This thesis is build up on the idea that state could be described as an institution of the economic process, which imbues it with certain degree of endurance and protects it from the instability and uncertainty of the free markets. If this idea could be proved,then the mainstream tendency to exclude state from the realm of economics and leave the governance of the economic process solely to self-regulating markets will appear to be a fallacy based on the myth of liberalism. Only after this could be achieved, state could get its proper place in the existing economic system and a solution may be found to the impasse into which societies have been dragged by the free market order that is defended jauntily by liberal economists.

Final qualifying work (master's thesis) is devoted to the study of the financing of state institutions. The object of the study is the MCU "Management of housing and communal services of the city of Urai". The subject of the study are the economic relations associated with the mechanism of financing of state institutions. The main purpose of the master's thesis is to identify the main problems of financing of state institutions, as well as to develop recommendations for their improvement. The result of the work was the identification of shortcomings in the field of financing and management of budgetary funds, which allowed to develop and take the necessary measures to eliminate and optimize them. / Выпускная квалификационная работа (магистерская диссертация) посвящена исследованию вопросов финансирования казенных учреждений. Объектом исследования является МКУ «Управление жилищно-коммунального хозяйства города Урай». Предметом исследования выступают экономические отношения, связанные с механизмом финансирования казенных учреждений. Основной целью магистерской диссертации является выявление основных проблем финансирования казенных учреждений, а также разработка рекомендаций по их совершенствованию. Итогом работы послужило выявление недостатков в сфере финансирования и распоряжения бюджетными средствами, что позволило разработать и принять необходимые меры по их устранению и оптимизации.

The subject of this master thesis is the use of e-government by citizens and public administration and its impact on debureaucratization of environment. The thesis will initially focus on the characteristics of bureaucracy, de-bureaucratization and the characteristics and evolution of e-government. The first half of the practical part is devoted to e-government and debureaucratization of the citizen view, its analysis and perspective. Part of this issue is a survey which aims to understand how citizens perceive the Czech e-government. The second half is devoted to e-government and debureaucratization of public administration perspective, focusing on the size of the bureaucratic apparatus including an evaluation of the Czech e-government at the European level. The conclusion is based on lessons learned assesses the extent to which e-government fulfills its debureaucratic role.

Statens institutionsstyrelse (SiS) tar emot omkring 1 000 ungdomar till sina 23 särskilda ungdomshem varje år. Ungdomarna som kommer till SiS har fått beslut om tvångsvård enligt LVU eller LSU, eller i vissa fall enlig frivilliga insatser i SOL. Behandlingen på SiS är främst inriktad mot ungdomarnas eget beteende och det läggs inget större fokus vid ungdomarnas föräldrarelationer. Ändå är detta någonting som verkar vara av stor vikt för många av ungdomarna. Detta framkommer av de böcker som av SiS skolverksamhet årligen ges ut. Böckerna består av texter skrivna av frivilligt medverkande ungdomar på SiS ungdomshem. Många av texterna involverar deras föräldrarelationer. Uppsatsens syfte är att undersöka hur tvångsvårdade ungdomar skildrar och förstår sina föräldrarelationers inverkan i deras liv. En analys sker utifrån Bowlby och Ainsworth anknytningsteori och risk- och skyddsfaktorer. Tre teman som sticker ut är följande: föräldrar som är närvarande eller stöttande, föräldrar som brister i sitt föräldraskap eller i sin omsorg, och föräldrar som avlidit. Det framkommer tydligt att många av ungdomarna relaterar sina föräldrarelationers inverkan i deras liv till både deras dåvarande, nuvarande och även tänkbara framtida omständigheter i livet. Och även till deras fysiska och psykiska hälsa. Således är slutsatsen att en förälders roll, oavsett vilken kategori den faller inom, är viktig för tvångsvårdade ungdomar när de själva reflekterar över sina liv, omständigheter, utveckling och hälsa. Detta bekräftar även den vikt som ovanstående teorier lägger vid barn och ungas relationer till sina föräldrar. / The State Institution Board receives about 1 000 youths to its 23 different Youth Homes every year. Youths coming to live in these homes are there due to decisions on compulsory care according to LVU or LSU or in certain cases according to voluntary efforts in SOL. The treatment in these Youth Homes targets primarily the youth ́s own behaviour while there is no major focus on the parent-child relationship.Yet this particular relationship seems to be of greater importance to many youths. This emerges when you read the annual publication of texts voluntarily written by the youths themselves, published by the State Institution Board. Many stories involve the parent-child relationship. The purpose of this essay is to investigate how youths in compulsory care depict and understand the impact of the parent-child relationship in their lives. The analysis is done from Bowlby ́s and Ainsworth ́s attachment theory and risk- and protective factors. The following three themes stand out: Present or supportive parents, parents lacking in care or parenthood, and deceased parents. It is obvious that many youths relate the impact of their parent-child relationship to their circumstances of life, now, before and in a possible future as well as on their physical and mental health. And thus the conclusion is that a parent’s role, no matter what category it falls into, is important to youths in compulsory care when they themselves reflect upon their lives, circumstances, development and health. This is confirmed by the importance the above theories give the parent-child relationship.

The diploma thesis deals with an application of information security management system in the organization of public administration and local government. It defines important terms and describes the best practices which are compliant with the ISO/IEC 27000. It contains draft of security manual that can be used as an organization tool for human resources security, IT and physical and environmental security of the organization.

The State Institution for Education of Feebleminded Girls was one of the two swedish educational institutions established under state management in the 1920s and came to be the starting point for further government operations for the mentally deficient. The purpose of this paper was to investigate the activities of the State Institution for Education of Feebleminded Girls, out of what needs the institution filled in Sweden’s care for the mentally deficient. The institution has tried to be understood from the view of eugenics and the perspective of children that was current during the 1900s first half.To fulfill the purpose of the study, the archives for the State Institution for Education of Feebleminded Girls was studied and analyzed with basis of previous research on Sweden’s care for the mentally deficient and the impact from eugenics and Sweden’s child perspective.The study shows that the State Institution for Education of Feebleminded Girls mostly existed to educate students and adapt them to the community, which the institution did by education, disciplinary interventions and sterilizations. It is found in the study that the institution didn’t have any regular care of individuals in any great extent, which is also consistent with what previous research have reported concerning Sweden’s care for the mentally deficient. The study further shows that the State Institution for Education of Feebleminded Girls was largely coloured by the perception of mentally deficient as a threat to society. It appears that the institution primarily focused upon the interests of society and therefore often reduced the individual's interests and autonomy.
