Managing and implementing occupational health and safety policies in selected Tshwane South primary schools, Gauteng Province

Occupational Health and Safety focuses on the well-being of individuals or groups of people in the workplace. Barnett-Schuster (2008:1) states that Occupational Health and Safety is a concept compiled from many different disciplines. Among others, it includes: biological hazards, physical hazards, chemical hazards, mechanical/electrical hazards and psycho-social hazards. The employer has to understand that Occupational Health and Safety should follow a holistic approach. Occupational Health and Safety is a Constitutional imperative – a command, - not a request. Chapter 2 of the Constitution of South Africa no. 108 of 1996, The Bill of Rights provides protection to such an extent that human dignity may remain intact. Therefore, compliance with Occupational Health and Safety legislation is of cardinal value to any organization or business. An organization or business can also improve their financial standing and public image by complying with Occupational Health and Safety legislation. Occupational Health and Safety in the workplace is guided by the Occupational Health and Safety Act of South Africa no. 85 of 1993, which was implemented in 1994. The Occupational Health and Safety Act further aims to present clear explanations on concepts related to Health and Safety and enables both employers and employees to gain an understanding of their distinct responsibilities. Occupational Health and Safety is a concept that has been around for decades – especially focusing on the mining sector of South Africa. Occupational Health and Safety is observed in the South African technical schools. Statistics from the Children’s Institute show that 350 000 of these children are currently not attending school. In most cases, many parents/guardians do not take the time to assess the safety of their children at school before enrolling their child. This assessment should not only be looking at security measures applied in the school, but if and how true Occupational Health and Safety measures are in place. Occupational Health and Safety (OHS) is measures put in place so that learners/children are free from risk, injury, disease or harm. The lack of Occupational Health and Safety in South African schools is in direct conflict with the Constitution of South Africa. As stated earlier, Occupational Health and Safety is a Constitutional imperative which is the responsibility and the right of each individual in South Africa. The lack of Occupational Health and Safety in South African schools is a human rights issue based on the dignity of children. The lack of Occupational Health and Safety in South African schools can be seen as a policy flaw. This study intends to create a holistic view of the managing and implementing Occupational Health and Safety in the South African school environment. Occupational Health and Safety is an integral part of teaching and learning. The research problem addressed in this study is: “How School Management Teams (SMT) experience, manage and implement Occupational Health and Safety policies in South African schools?”. The main aim of the research is to investigate how School Management Teams (SMT) experience, manage and implement Occupational Health and Safety policies in South African schools. By exploring Occupational Health and Safety in South African schools, this study would strive to obtain clarity on whether enough is being done to ensure the health and safety of learners in the school environment by means to explore the current Occupational Health and Safety management in the South African schools, identify the guidance provided on the Occupational Health and Safety implementation policy, investigate provisions for continual assessment of the process of the Occupational Health and Safety policy and provide recommendations for the lack of Occupational Health and Safety in South African schools. / Educational Leadership and Management / M. Dois aspectos caracterizam um experimentalismo institucional: a decisão do governo em repensar os mecanismos de elaboração e implementação de políticas públicas e, ao mesmo tempo, a iniciativa governamental de buscar se apropriar e fortalecer as experiências bem sucedidas no campo da sociedade civil, passando a referenciar novas políticas. E Dois casos de experimentalismo institucional serão analisados. No primeiro, o experimentalismo se funda em torno da política de segurança alimentar do governo federal e das experiências de convivência com o sem-árido, estas desenvolvidas pela Articulação do Semi-Árido Paraibano. No segundo caso, o experimentalismo é instituído a partir da implantação da política governamental de desenvolvimento territorial. Nos territórios, atores sociais e governos interagem num processo de aprendizagem no sentido de estabelecer concertações, compartilhar identidades e compromissos mútuos. Finalmente, o texto apresenta algumas considerações sobre os dois casos de experimentalismo institucional e sua capacidade para alargar as relações entre Estado e sociedade civil e para aprofundar as mudanças pretendidas e os compromissos assumidos nessa trama relacional. Além disso, sugere como esses experimentalismos contribuíram para o estabelecimento de um “novo projeto” de agricultura familiar no país. / This thesis analyses a process of “institutional experimentalism” that was implement by Lula’s1 Government, in order to establish a new paradigm in the relationship between the State and Civil Society, both to broaden the scope and deepen the changes that occurred in this relationship. Two aspects characterize this “institutional experimentalism”: firstly, the government’s decision to review the elaboration and implementation mechanisms of public policies and, secondly, the government’s initiative to incorporate, and strengthen, the successful Civil Society initiatives, using them as references for new policies. Two cases of “institutional experimentalism” are discussed. In the first one, the “experimentalism” is established around the Federal Government’s food security policy and the initiatives based on the idea of “living with the semi-arid environment”2 developed by the Paraíba Semi-Arid Region Network. In the second case, the “experimentalism” concerns the implementation the governmental policy of territorial development. In the territories, social actors and government bodies interact in a learning process that tries to establish negotiation, and share identities and bilateral commitments. Finally, the thesis presents some concluding remarks on the two cases of “institutional experimentalism” and their capacity to reinforce the relationship between the State and Civil Society and to consolidate the intended changes and the commitments that were set up in this process. Moreover, it also comments on how this “experimentalism” has contributed towards the establishment of a “new project” for the country’s family farmers. / Le présent travail analyse un processus d' espérimentalisme institutionnel, institué par le Gouvernement Lula dans le but de créer un nouveau paradigme dans la relation entre l'Etat et la societé civile, que ce soit dans le sens d’élargir cette relation ou que ce soit dans le but d’approfondir les changements qui ont eu lieu dans le domaine relationnel. Deux aspects caractérisent cet expérimentalisme institutionnel : la décision du gouvernement de repenser les mécanismes d’élaboration et d’implantation de politiques publiques et, en même temps, l’initiative gouvernementale de chercher à s’approprier des expériences réussies dans le champ de la société civile, et à les renforcer pour qu’elles servent de référence pour de nouvelles politiques. Deux cas d’expérimentalisme institutionnel seront analysés. Dans le premier, l’expérimentalisme s’exerce à propos de la politique de sécurité alimentaire du gouvernement fédéral et sur la base des expériences bien réussies de « convivence » dans la région semi-aride, expériences menées par l’Articulation du Semi-Aride de la Paraíba. Dans le second cas, l’expérimentalisme s’institue à partir de l’implantation de la politique gouvernementale de développement territorial. Dans les territoires, acteurs sociaux et gouvernements dialoguent dans un processus d’apprentissage visant à établir des arrangements, partager des identités et des engagements mutuels. Finalment, le texte présente quelques considérations sur les deux cas d’expérimentalisme institutionnel et leur capacité d’élargir les relations entre Etat et société civile, et d’approfondir les changements recherchés et les engagements assumés dans cette trame relationnelle. En outre, il suggère que ces expérimentalismes ont contribué à établir um « nouveau projet » d’agriculture familiale dans le pays.

An analysis of the role of the South African Police Service and the local government in crime prevention

Summary in English and Afrikaans / Crime is unwanted in any society because it brings about fear, anger and hatred. As people living in a world of constant change, we tend to strive for innovation which this research endeavours. The South African Police Service (SAPS) and all relevant role-players become partners in the fight against not only crime, but also community problems that threaten the well-being of inhabitants. Local Government is attempting to develop communities in municipal areas and SAPS primary function is to reduce crime. If crime is one of the main obstacles in improving the quality of life, then surely government authorities must take responsibility for local safety, and who better than these two key organisations taking the lead. This study investigates the roles of SAPS and Local Government in crime prevention in the Cape Winelands District Municipality; also whether their co-operation brings about fruitful results and what interventions are actively in place. It further explores whether their integrated approach has an impact on the safety and security of local communities. Lastly, it determines whether their collaboration is effective or not; and what additional improvements can be implemented, seeking new insights for future reference. Three hundred (300) questionnaires were distributed to senior management members of the SAPS and Local Government, as well as other relative stakeholders who contribute to increasing safety. Crime reduction influences all spheres of society, for example our economy, businesses, tourism etc. Reducing crime and building safer communities must be a priority for all South Africans. To achieve this, crime prevention programmes should be initiated at community level, since crime prevention involves responding to a few priority problems, using multi-agency approaches. Government legislation and policies urge both organisations to take the lead in implementing crime prevention projects which this study discovered. This analysis is not to re-invent the wheel but to find effective ways in strengthening partnership which leads to new knowledge in the field of crime prevention at local level. One of the basic needs of any community is the need for safety and security and this study aims to assist and contribute to increase safety using an integrated approach. / Enige samelewing het „n afkeur aan misdaad omdat dit angs, haat en negatiewe emosies aanwakker. Omdat die mensdom gedurig verandering in die gesig staar, poog hierdie navorsing om nuwe idees. Die Suid Afrikaanse Polisie Diens (SAPD) en ander rolspelers is vennote in die bekamping van misdaad, asook probleme wat die welstand van elke gemeenskap bedreig. Plaaslike owerhede beywer hulle om gemeenskappe te vestig terwyl misdaadbekamping die SAPD se primêre doel is. Hierdie studie ondersoek die rolle van die SAPD en plaaslike owerhede in die bekamping van misdaad binne die grense van die Wynland Distrikte Munisipailteit. Ook ondersoek hierdie studie of daar vrugbare uitslae en aktiewe maatreëls in plek is om misdaad hok te slaan. Verder ondersoek die studie of gesamentlike aksies enige impak op die gemeenskap se veiligheid en sekuriteit het. Ten laaste bepaal hierdie studie of die samewerking vrugte afwerp of nie; en watter nuwe metodes aangewend kan word ter verbetering in die lig van toekomstige vraagstukke rondom misdaad. Om hierdie doel te bereik, verg samemerking tussen elke vennoot, aangesien misdaadbekamping elke persoon, organisasie en regerings department se prioriteit behoort te wees. Wetgewing moedig alle rolspelers aan en in hierdie geval, SAPD en plaaslike owerhede, om die voortou te neem tydens die implementering van projekte ter bekamping van misdaad.
