The relationship between school and city planning in the Austin-Round Rock MSA

This professional report examined the relationship between school and city planning in the Austin-Round Rock Metropolitan Statistical Area (MSA). Six municipalities were selected for the study based on their type of locale: Large or Mid-size Central City, Urban Fringe of Large City, or Rural. Both elected or appointed and staff officials were invited to participate in an electronic survey. Through the survey, data was collected on the current interactions and communications between school and city planning officials. The survey also asked respondents their opinions on the desired relationship between school and city planning and the importance of various influencing factors on school planning. The data was examined by the size of the municipality and type of position held by the respondent to look for similarities or anomalies across the various classifications. The conclusions of this report provide recommendations for the desired relationship between school and city planning based on the survey conducted locally and the background information gained through research. / text

Schools have always played an important role in modern society. They are a reflection of local values and changing educational and societal trends. The 21st century brings with it a multitude of challenges as we design schools and communities that embrace and engage learners in an era of global communication and unfettered knowledge exchange. This project explores the concept of a school-centred neighbourhood in response to these changes. Through a case study review of Grande Prairie’s Community Knowledge Campus, the study looks at the social influences of a multi-use school facility through the use of indicators of social capital, lifelong learning and learning-based community development. Interviews with school and municipal planners as well as facility users are used to explore the intended purpose of the development and to measure the effectiveness of this concept. The study concludes that multi-use school facilities have a measurable impact on the promotion of these social elements and thus contribute to the creation of a school-centred neighbourhood. Six recommendations are presented at the end of this study for use by school and municipal planners. These include: i) central locations and community linkages, ii) efficiencies and flexibility through multi-use school facilities, iii) the promotion of joint-use agreements, iv) coordinated school board capital planning and municipal land use planning, v) establishing a common planning language between schools and municipalities and vi) community planning and neighbourhood design through CKCs.

Em que pesem os esforços de organismos internacionais e os avanços políticos, sociais e econômicos que Brasil tem vivido, desde as últimas décadas do século passado, nosso ensino, ainda hoje está voltado para um aluno ideal, desconsiderado, e excluído, o aluno que não se enquadra nesse padrão. A teoria é essa, a prática dos professores no cotidiano das escolas, que optaram por ser inclusivas, não é diferente. A história que escrevemos diz da escuta das idéias e das práticas dos professores de escolas da Rede Municipal de Ensino de Belo Horizonte, em Minas Gerais, que desenvolveram a proposta do Programa Escola Plural. Nos nossos diálogos, nos nossos encontros e de ambos, encontros e diálogos, tratamos da concepção de ensino e aprendizagem, da finalidade da escola, do currículo, da avaliação, enturmação, formação de professor; da diferença e da igualdade; da inclusão e da exclusão, e da angústia que nos desampara e nos liberta para construir nossa própria história. Esta investigação apontou que, para além de decisões políticas, são necessárias ferramentas teóricas que nos encaminhem para a inclusão de todos, numa educação para todos. Foi assim, que as histórias que lemos, ouvimos e contamos, também, nos contaram outras histórias. In that despite the efforts of international organizations and of political, social and economic that Brazil has experienced since the last decades of the last century, our education, even today is toward an ideal student, disregard, and excluded, the student who does not fits that pattern. The theory is that the daily practice of teachers in the schools, who have chosen to be inclusive, is no different. The story says that wrote the interception of ideas and practices of teachers from schools in the Municipal Network for Education in Belo Horizonte, Minas Gerais, who developed the proposal of the School Plural. In our dialogues, in our meetings and both meetings and dialogues, dealing with the design of teaching and learning, the purpose of the school, the curriculum, assessment, groups, training of teachers; the difference and equality, of inclusion and exclusion, and the anguish that we desampara and frees us to build our own history. This research showed that, apart from political decisions are necessary theoretical tools that we move to the inclusion of all, an education for all. It was thus that the stories that we read, hear and we, too, told us other stories. The story of these teachers, who lack training and continuing opportunity to rebuild the competence and professional skills to work with the new and different. The history of integrating different in those schools, has created another story: the inclusion of more "different". A Tale of Two Silos: Collaborative School Facility Planning in Post-Katrina New Orleans

Cities and schools are traditionally planned in separate silos by local governments and school boards. Collaborative school facility planning (CSP) unites these two silos and integrates decision-making by city and school entities. This research addresses the relationship between urban planning and school facility planning in New Orleans, Louisiana, where CSP is particularly important in light of rebuilding efforts since Hurricane Katrina. The researcher examines the extent, challenges, and opportunities for CSP in New Orleans. Based on interviews and recent planning texts, little collaboration existed in the past; but the decommissioning of 52 New Orleans public school facilities presents an unmistakable opportunity for improved CSP in the near future. The broader implications of this thesis suggest that an alternative model for CSP is needed for low-growth, urban communities whose primary concern is not new school construction but old facility closure and reuse.

Os dados foram coletados por meio de análise de documentos administrativos e entrevista com os membros do Conselho Escolar da gestão vigente para identificar a participação na elaboração do Plano Plurianual de Gestão da Escola Técnica Estadual “Antonio Devisate”. Com a pesquisa conclui-se que os dispositivos legais e administrativos não garantem a plena atuação e participação do Conselho de Escola no processo de elaboração do Plano Plurianual de Gestão, o que permite identificar o descompasso entre os aparatos legais e a realidade escolar. / This present study has as main focus the performance of the School Council in the elaboration of the Plurianual Plan of Management of the State Technical School "Antonio Devisate", with the objective of identifying the limits and possibilities of participation of the members of this collegiate organ in the process of elaboration of the school plan The School Council is a deliberative organization that is present at the State Technical School "Antonio Devisate" and in all technical schools of the Centro Paula Souza, an autonomous state of São Paulo, under the same regiment and administrative apparatus. For the analysis and understanding of this reality, the study presents educational policies; the characterization of the School Council; the legal parameters governing the design of the Plurianual Plan of Management of the State Technical School "Antonio Devisate"; and the participation of the School Council in the process of preparing the Plurianual Plan of Management. In order to investigate the reality, the empirical research of qualitative approach was carried out, having as object of study the School Council of the State Technical School "Antonio Devisate". The data were collected through analysis of administrative documents and interviews with the members of the School Council; the legal parameters governing the design of the Plurianual Plan of Management of the State of the current management to identify the participation in the elaboration of the Plurianual Plan of Management of the State Technical School "Antonio Devisate". With the research we conclude that the legal and administrative provisions do not guarantee the full participation and participation of the School Council in the process of elaboration of the Plurianual Plan of Management, which allows to identify the mismatch between the legal apparatuses and the school reality.

A partir do caso de gestão estudado, buscamos discutir mecanismos de gestão pedagógica a partir da sistematização de informações sobre o trabalho escolar, construídas nas reuniões de conselho de classe, realizadas no contexto da Escola Campestre, no município de Ouro Preto, Minas Gerais. Os objetivos definidos para este estudo abarcam: i) a construção de mecanismos para a efetivação da gestão pedagógica da escola por meio de informações produzidas nos conselhos de classe que ocorrem ao final de cada bimestre e do ano letivo; ii) a compreensão do processo de funcionamento dos conselhos de classe que ocorrem na escola; iii) a identificação dos fatores que impedem ou dificultam que as propostas construídas nos conselhos de classe se materializem em ações de planejamento ou replanejamento das ações pedagógicas. A questão que norteou toda a descrição do caso e o desenvolvimento da pesquisa é a seguinte: que medidas podem ser adotadas pela equipe gestora da Escola Campestre para que os conselhos de classe se tornem efetivamente espaços de diagnóstico e monitoramento da aprendizagem dos alunos, e como usar os dados e evidências produzidos nos conselhos para subsidiar a gestão pedagógica da escola? Propomos a coleta de informações a partir de instrumentos de intervenção utilizados antes e durante os conselhos de classe, com a finalidade de buscar elementos gerados nos conselhos que dão subsídios a uma proposta de ações de monitoramento e avaliação do trabalho escolar, que resulte em um processo de ensino-aprendizagem satisfatório para todos os alunos. A análise dos dados obtidos por meio dos instrumentos de intervenção que foram usados nos conselhos de classe do 1º bimestre mostrou que a equipe escolar precisa se apropriar melhor das informações sobre o trabalho realizado para planejar sua prática pedagógica. Os resultados da pesquisa, aliados aos referenciais teóricos que discutiram os conselhos de classe como instância de avaliação e monitoramento do trabalho escolar, bem como a ação dos docentes como gestores do processo de aprendizagem dos alunos, serviram de base para a elaboração do Plano de Ação Educacional (PAE), que é constituído de três seções: formação continuada e em serviço para a equipe escolar; criação de um grupo de estudos e de planejamentos; organização dos registros dos conselhos de classe realizados na escola. Estas ações foram planejadas no sentido de dinamizar os conselhos de classe como espaços coletivos de diagnóstico e de planejamento do trabalho escolar. / The present work was developed under the Professional Master in Management and Evaluation on Public Education (PPGP) from the Center for Public Policies and Evaluation on Education offered by the Federal University of Juiz de Fora (CAEd / UFJF). The management case studied aims to discuss pedagogical management mechanisms based on the information systematization about school work constructed in the class council meetings held in the context of Campestre School in the city of Ouro Preto, located in the state of Minas Gerais / Brazil. This study includes: i) the mechanisms building for the pedagogical management effectiveness through information produced in class councils meetings which occur at the end of each bimester and at the end of the school year; ii) the process understanding of the class councils functioning that happen in the researched school; iii) identify the factors which prevent or hinder that the proposals built in class councils meetings materialize themselves in actions of pedagogical actions planning or re-planning. The question that guides the case study and the development of the research is the following: what measures can be adopted by the Campestre School management team so that class councils can effectively become spaces for the diagnosis and monitoring of student learning, and how to use the data and evidence produced in the councils to subsidize the pedagogical management in school? So, it was proposed to collect the information from intervention instruments used before and during the class councils with the purpose of looking for elements generated by the councils that will give subsidies to propose actions of monitoring and evaluation of the school work that result in a satisfactory teaching and learning process for all students. The results of this research, together with theoretical references which discuss the class councils as instance of school work evaluation and monitoring, as well as the teachers’ action as managers of the students learning process, served as basis for the Educational Action Plan (PAE) elaboration. Thos plan consists of three sections: continuing education and in-service training for school staff; creation of a study and planning group; organization on class councils records. These actions were planned in order to stimulate the class councils as collective spaces for the school work diagnosis and planning.

Skolan - en spegel av samhället : En fallstudie om kommunens möjligheter att förebygga skolsegregation / School - A reflection of society : A case study on municipality´s possibilities to prevent school segregation

This case study explores school segregation prevention in Karlstads municipality. It adresses the division in Swedish schools based on students backgrounds and socioeconomic status, hindering education quality and limiting diverse interactions. Residential segregation and school choice contribute to the issue. Temporary solutions, like expanding existing schools, have been implemented, but a long-term approach is needed to maintain teaching quality and avoid overcrowding. The study acknowledges the impact of school choice freedom and the presence of private actors on the municipality´s ability to control student compositions. Within this context, the study examines the municipality´s capacity to control student flows through various measures such as reorganizing school units, constructing new schools, or adapting existing ones. Additionally, the study explores how localizing secondary schools can potentionally prevent school segregation. The study emphasize considering student composition and addressing segregation when planning school locations, particulary within the context of the proposed new secondary school in Karlstad.  The study finds that the free school choice limits municipality´s control over student flows and composition, leading to school segregation. Neo-liberal education reforms have created a market-driven school sector with private schools and free school choice. The responsibility for human development and success now lies with the local community and individuals. While attracting students based on status affects student flows and compositions, it does not prevent school segregation, as primarily resource-rich students change schools, reinforcing societal differences. Changing catchment areas, involving mixed residential areas, can partially prevent segregation but requires collaboration between politics, the municipality and the local community for legitimacy to overcome resistance. The study also finds that localization alone cannot prevent school segregation. Free school choice continues to hinder and limit the municipality´s efforts to combat segregation. Factors beyond the school´s control require actions beyond the the education sector. School choice based on socioeconomic status and student demographics increases dispaities and leads to homogeneous student compositions. While strategic localization can influence student compositions to some exent, it is insufficient when competition and school choice come into play. School localization cannot effectively counter schoolsegregation when students can opt out and attractiveness is crucial. However, ignoring free school choice is not an option for a successful investment in a new school. Factors like populaition growth and new housing in central areas contribute to increased demand, but the primary factors is students preference for central schools. Localization must consider this to compete for students and ensure sufficient capacity, benefiting students with choice while negatively impacting those remaining at unselected schools as their resources decrease.

O estudo circunscreveu o período entre os anos de 1961 e 2005, considerando, em seu âmbito de ação, as publicações das chamadas Leis de Diretrizes e Bases da Educação Nacional - nº 4.024/61, nº 9.394/96 e a Lei nº 5.692/71. A pesquisa foi realizada, em um primeiro momento, mediante consultas via internet e, numa segunda etapa, presencialmente, nas bibliotecas de cada uma das instituições selecionadas. Como indicações para apreciação, na fase inicial desta investigação, foram escolhidos sessenta e um trabalhos, entre dissertações e teses que, de alguma forma, traziam referências sobre o assunto em tela. Após um exame preliminar, foram descartadas vinte e seis obras que não atendiam as necessidades deste estudo, contribuindo, para a continuidade das avaliações, uma quantidade de trinta e cinco trabalhos. Com estas dissertações e teses restantes, foi realizada uma leitura mais minuciosa dos textos e apontadas as relações com o tema, permanecendo, para a realização de análises mais pormenorizadas, apenas seis dissertações que demonstraram, ainda, maiores afinidades e identidade com o assunto em questão. Finalmente, em uma abordagem qualitativa, construiu-se uma amostra do panorama estadual, sobre a produção acadêmica, referente ao Planejamento Escolar. Em vista das conclusões obtidas, pode-se inferir que para este tema os estudos e pesquisas são escassos e insuficientes. O campo de trabalho encontra-se praticamente inexplorado, o que vem demonstrar, por hipótese, o pouco interesse da academia por algumas questões ligadas às práticas concretas do cotidiano escolar. / Abstract: This study aimed at researching, selecting and evaluating the occurrence of the theme school planning present in dissertations and theses presented at some of the most important universities in the state of São Paulo. It was considered the time range between 1961 and 2005, taking into account the acts of the Directives and Basis Law (Leis de Diretrizes e Bases da Educação Nacional) - Law 4,024/61, 5,692/71 and 9,394/96 . We first started our work by searching the Internet, then, on a second stage, visiting the libraries in each of the elected education institutions. At first, we selected sixty-one papers, among dissertations and theses, which made any reference to the subject. Then, after a detailed analysis, twenty-six of those were disregarded for not attending this study requirements. Therefore, the evaluation was carried out in thirty-five papers which were thoroughly read and related to the theme. By doing that we were able to select the only six dissertations that really reported about our investigation topic. Finally, following a qualitative approach, we were able to build a sample of the academic production concerning school planning in the state of São Paulo. We concluded that for this specific theme the studies and researches have been scarce and insufficient. In other words, the field of planning is practically unexplored, which suggests the little interest in subjects related to the genuine educational ordinary action. / Doutor
