A Whole Community Approach to Emergency Management for the United States Virgin Islands

Public-private partnerships in emergency management are widely encouraged in the academic literature, yet the government of the United States Virgin Islands (USVI) tends to view collaboration from the private sector as an impediment to good policy. This occurs in spite of the island nation's geography that makes it susceptible to natural and human caused disasters. The purpose of this correlational study was to use public choice theory to explore, from the perspective of potential private sector collaborators, whether sufficient support exists in the private sector to support the USVI government in emergency management efforts. A modified version of the Mulhearn Sustainability and Community Collaboration Survey was distributed to business owners (n = 156). These data were used to determine whether a statistically significant relationship between USVI preparedness and collaborative governance exists. The results of the linear regression were significant, (p < .001) and suggest private sector company owners believe that collaborative governance can increase USVI preparedness. The recommendation is that the USVI government and the Virgin Islands Territorial Emergency Management Agency involve the private sector in the planning, operations, and logistics of emergency management to prepare for any emergency such as natural disaster or terrorist action. The positive social change implication is based on the recommendation to the USVI government that the private sector be more involved in the planning, operations, and logistics of emergency management, thereby potentially improving emergency response in the event of a catastrophic event.

Partnerships : an opportunity to restore meaning to the 'human' in human services

This research study is about partnership working in the human services using community mental health as a context. The purpose of this type of research has relevance today as governments at all levels in Australia are adopting partnerships as social policy tools to address social problems. The rationale for these policies appears to be based on recognition that large social problems require holistic responses through the working together of multiple agencies. However despite the volumes of material about the programmatic means for enacting partnerships I found little which attended to the micro practices of partnership. The lack of guidelines on how to engage in partnership becomes problematic as partnerships in social service contexts have complexities and can be difficult to enact. Moreover actors may feel undermined when it is taken for granted that they have the necessary knowledge and skills to enact partnerships. A case study is conducted on how partnerships are enacted within Bethany Outreach Services, a pseudonym used to represent a psychosocial support service in the Perth metropolitan area. Semi-structured in-depth interviews are conducted with seven participants engaged in a partnership within community mental health. The literature is analysed for its contribution to the critical question of how to “do” partnership. Case examples are utilised to contextualise key principles of partnership. Key elements of theoretical perspectives are applied as a way to better understand how partnerships might work better. Narratives from the literature and the experiences of people as seen through this case study are examined to arrive at some key elements of partnership. Despite their complexities partnerships provide an opportunity for actors to engage their humanity and build relationships based on human qualities such as respect, communication and the sharing of resources. These qualities build social capital, which can be developed in new partnership contexts to address new problem domains. It is through these qualities that partnerships might give meaning to the 'Human' in Human Services.

Valuing additive involvement in university-industry partnerships: do government collaborators engage at scales that optimize their value-added?

Collaboration between academic and corporate entities has increased in recent years. On many occasions Government actors (e.g. federal laboratories) will participate in these collaborations, especially when advanced technologies are involved. The following inquiry considers the degree to which the federal entities add (scientific) value to University-Industry partnerships and how this value is spatially mediated. Quantifying degrees of the value that Government actors induce across the spectrum of University-Industry collaborative arrangements is useful for identifying scales at which intervention by federal agents is more effective and/or justified. It is anticipated that the value-added by federal agents in University-Industry collaboration is not spatially uniform but will exhibit greater profitability across specific scales of interaction. Comparing these against actual scales of interaction provides room for discussion on whether Government actors engage Universities and Industry at scales that optimize the value they introduce to these partnerships.

Pastaruoju metu daugelyje šalių privatus sektorius yra vis intensyviau įtraukiamas finansuojant ir įgyvendinant valstybės ir savivaldybių investicijų projektus, susijusius su viešosios infrastruktūros plėtra ir viešųjų paslaugų teikimu. Vis dėlto Lietuvoje viešojo ir privataus sektorių partnerystė yra naujovė, bendrų projektų įgyvendinimui trukdo netobula įstatymų bazė, neigiamas visuomenės nuomonė, praktikos ir žinių šioje srityje trūkumas. Todėl tikslinga šiame darbe išanalizuoti ir įvertinti visas aplinkybes, kurios trukdo viešajam sektoriui bendradarbiauti su privataus sektoriaus atstovais, supažindinti su VPSP būkle ir perspektyvomis Lietuvoje. Darbe keliamas tikslas yra išanalizuoti viešojo ir privataus sektorių bendradarbiavimo Lietuvoje alternatyvas, daugiausia dėmesio skiriant pagal partnerystės principą įgyvendinamiems projektams. Šio tikslo siekiama pirmiausia supažindinant su viešojo ir privataus sektorių partnerystės samprata, svarbiausiais principais ir esme. Pateikiama pagal partnerystės schemas Lietuvoje įgyvendinamų projektų apžvalga ir vykdymo tendencijos, atlikta detalesnė VPSP reglamentuojančių teisės aktų analizė ir vertinimas. Taip pat pasitelkus anketinę apklausą siekiama įvertinti tarpsektorinio bendradarbiavimo savivaldose galimybes. [toliau žr. visą tekstą] / Recently in many countries private sector are increasingly involved in financing and implementation of state and municipal investment projects related to public infrastructure and public service development and improvement. However, in Lithuania, public-private sector partnership implementation remains a novelty, as joint projects implementation are hampered by imperfect legislation, negative public attitudes, practices and lack of knowledge in this field. It is therefore appropriate in this work to examine all the circumstances that prevent public sector to cooperate with the private sector. Accordingly, PPP condition and prospects in Lithuania are analyzed. The aim of this work is to analyze alternatives of public and private sector cooperation, focusing on projects that are implementing under partnership principle. This objective is reached presenting concept of public-private sector partnership, the main principles and point. Also in this work are presented a review of projects implementing under partnership schemes, a more detailed PPP legislation analysis and evaluation. There is also given a questionnaire survey to assess cooperation opportunities in municipality of Lithuania. Results of survey presented that raised hypothesis was approved. Esta dissertação dedica-se ao estudo das consequências da aplicabilidade da pena privativa de liberdade e das condições de possibilidade de legitimá-la, através de propósitos ressocializadores. Parte-se do princípio de que a pena carcerária é um mal que ainda se apresenta necessário, e para tanto não merece total extinção, mas sim significativas reformas. Toma-se como base dessa hipótese a desvinculação dos crimes que atingem bens jurídicos de maior relevância e propostas alternativas de encarceramento. Como fundamento, analisa-se os reflexos do encarceramento e suas diferentes propostas, enquanto medida indutora à reincidência, pretendendo sugerir propostas de modificação dos caminhos que provocam o sempre crescente índice de reincidência, embasando-se na participação da sociedade nos processos de reconstrução da dignidade profissional do apenado e do egresso. Nesse contexto, sugere-se que as parcerias entre o poder público e a iniciativa privada haveriam por emprestar ferramentas hábeis a esse desiderato, sugerindo o estudo e a implementação de estratégias que minimizem os efeitos perniciosos da pena convencional. O propósito último é estabelecer processos interativos que liguem a sociedade ao infrator com vista à inclusão desse último à vida social / The broad aim of this dissertation is critically develop a social and legal analysis of the actual, situation of the political system of imprisonment in the penitentiaries of Brazil. Specifically, the focus of the research is directed toward those people who were condemned to imprisonment through long length sentences, due to have been accused and convicted of serious crimes against individuals, the social order and its security. The hypothesis raised here based upon careful empirical observations is that the State, alone, is weak and unprepared to cope with programs of re-socialization of these people; there is no serious academic and educational strategies directed to help them to reach dignity and professional and social respectability; nor have been introduced effective policies toward a professional training, or re-training, in order to integrate them in industrial or commercial activities. By contrast, what has happened is that prisons have frequently be transformed in a web of delinquence, tying, inside and outside the prisons, criminal leaders and their gangs. So, once they leave prison, (when and if they do) they are again engaged in different types of criminal actions. Objectively, this research tries to conceive a new and revolutionary project, on the basis of establishing agreements between state partners and private ones, concentrating both money, social services, and technologies, able to provide educational and professional means and efforts, not only in order to low the level of criminality, but mainly to create new and more effective alternatives to the prisoners to reach moral, social and professional reintegration within the community, as well as regain their citizenship

This study is part of the research between institutions entitled The educational provision in kindergarten: arrangements between public and private (Borghi coordinator, 2010), financed by the National Council for Scientific and Technological Development (CNPq) and developed within the Group Studies and Research in Educational Policy (Greppe). More specificalIy, the research is a descriptive analysis in all the cities selected, considering: the first year of partnership, the type of private partner institution, the justification for the adoption and maintenance of the partnership, the term governing partnerships; subsidy format of public power partner institutions, the year of integration of the institutions to the education system, the age served by private institutions and partner and de accounting form of the enrolIments covenanted in the school census. A análise é focada na forma de atuação da Empresa Brasileira de Pesquisa Agropecuária (Embrapa), no caso brasileiro, e do Instituto Nacional de Tecnología Agropecuária (INTA), no caso argentino. Analisam-se as principais características da indústria sementeira e do mercado de sementes referentes às culturas de soja, milho e trigo, as três principais cultivadas nos dois países. No caso da soja, observou-se nos últimos anos um forte avanço na utilização de sementes geneticamente modificadas (GM). Porém, os dois países adotaram estratégias distintas em relação à introdução dessa nova tecnologia em seu território: a Argentina adotou uma política liberalizante, apostando nos transgênicos como forma de ampliação de sua competitividade agrícola; o Brasil adotou uma postura mais cautelosa, mas acabou por liberar o plantio da soja GM em função, entre outras coisas, da já expressiva utilização dessas sementes pelos produtores rurais (que adquiriram as sementes no mercado paralelo). Ações diferentes são observadas nos casos do milho e do trigo, pelas diferentes dinâmicas técnico-produtivas dos dois segmentos de mercado. Os mercados de sementes analisados na tese passam por grandes mudanças nos ambientes técnico-científico, institucional e legal, o que têm alterado os papéis desempenhados pelos setores público e privado no processo de pesquisa agrícola. Diferente do que ocorreu durante a Revolução Verde, o setor privado tem sido o protagonista principal dessa "nova fase" da pesquisa agrícola. Por outro lado, as Instituições Públicas de Pesquisa (IPPs) têm realizado esforços para acompanhar esses avanços e, em alguns casos, antecipar-se a eles. São discutidas na tese as principais questões que afetam as articulações público-privadas na pesquisa e na comercialização dessas culturas nos dois países, com destaque para as políticas de propriedade intelectual e de transferência de tecnologia adotadas pelas duas IPPs. Neste contexto, observa-se um processo de co-evolução das organizações considerando os contextos técnico-científico, legal, regulatório, econômico, dentre outros, em que estão inseridas - reforçando a idéia do aprendizado e que as instituições econômicas não apenas evoluem, mas co-evoluem. / Abstract: The thesis concerns the institutional arrangements and forms of organization of agricultural research in Brazil and Argentina. The analysis focuses on Embrapa (Empresa Brasileira de Pesquisa Agropecuária) in the Brazilian case and INTA (Instituto Nacional de Tecnología Agropecuaria) in the Argentinian case. It analyze the main characteristics of the plant breeding industry and seed markets for the three main grains grown in both countries, that is soybeans, wheat and corn. In the case of soybeans, it was observed in recent years a significant progress in the use of genetically modified seeds (GM). However, both countries have adopted different strategies in relation to the introduction of this new technology: the Argentina implemented a liberalization policy, investing in transgenics as a way of increasing its agricultural competitiveness; Brazil adopted a more cautious, but finally liberate the planting of soybean GM depending on, among other things, the already significant use of these seeds by farmers (who purchased the seeds on the parallel market). Different actions are observed in the cases of corn and wheat due to different technical-productive dynamics of both market segments. The seed markets analyzed in the thesis go through major changes in the technical-scientific, institutional and legal environments. This situation has changed the roles performed by public and private sectors in the process of agricultural research. Unlike what took place during the Green Revolution, the private sector has been the main protagonist of this "new phase" in agricultural research. On the other hand, the Public Agricultural Research Institutes (IPPs) have made efforts to keep up with such advancements and, in certain cases, anticipate them. Are discussed in the thesis the main issues that affect the public-private linkages in research and commercialization of these crops in both countries, with emphasis on the policies regarding intellectual property and technology transfer adopted by the IPPs. In this context, there is a process of co-evolution of organizations considering the technical, scientific, legal, regulatory, economic, among others, contexts in which they operate, reinforcing the idea of learning and that economic institutions do not just evolve but co-evolve. / Doutorado / Doutor em Política Científica e Tecnológica
