elementos do sistema de inovação do setor de papel e celulose brasileiro. Buscou-se o entendimento do projeto sob a perspectiva de um de seus participantes, a Aracruz Celulose,
analisando como a empresa se insere no sistema setorial e verificando o impacto gerado pela inserção da empresa no SSI na evolução da Aracruz. Para isso, estabeleceu-se um
entendimento dos principais determinantes da inovação, segundo a tradição Freeman-Aalborg da abordagem dos sistemas de inovação. Tal tradição fundamenta-se em três pilares básicos: o conhecimento, os processos de aprendizado e as interações entre os diversos atores dos SI. O foco principal de análise desta tradição refere-se ao âmbito espacial, mais especificamente ao nível nacional, com interesse no confronto de estratégias de política econômica e padrões econômicos. Porém, outros níveis de análise derivam da referida tradição a exemplo do caso aqui analisado.
A abordagem dos SI utilizada neste trabalho é aquela que se dedica especificamente ao nível setorial. Nessa, o interesse está em entender como tecnologias e produtos se
desenvolvem em setores específicos, quais são seus elementos básicos e qual a influência de cada um dos elementos na evolução destas tecnologias e produtos. Esta dissertação ressalta que a articulação dos elementos dos sistemas setoriais de inovação, tanto no projeto Genolyptus quanto na evolução da Aracruz, tem grande impacto no
desenvolvimento de inovações. Ressalta-se, também, o importante papel desempenhado pelo Estado e a importância da base de conhecimento acumulada, dos processos de aprendizado e dos relacionamentos e interações entre diferentes atores do sistema no desenvolvimento de
inovações / Twitter is a online microblogging, launched in 2006, with updates (tweets) limited to 140 characters, allowing its use also on mobile devices like phones. The objective of this study was to characterize the relationships present in
Twitter, including interpersonal relationships between individuals and groups and between the individual and society, from the contents of the updates posted and interviews with users of the platform. We used as reference the work of Robert Hinde, which emphasizes the study of basic descriptive relationships, considering its internal aspects and different levels of complexity, namely,
interactions, relationships, groups and society. Also referenced theories from the analysis of social networks, such as the theory of small worlds, of weak ties and networks without scale. A qualitative research study consisted of two phases, the first documentary in nature, in which the posts were analyzed (n = 2000) of 200 users taking as criteria capixabas dialogue, theme and functionality in order to establish categories of relationship. The second phase consisted of interviews of users (n = 10) dealing with topics concerning the use of Twitter and its role in social relations of the participants, including their interpersonal relationships with groups and with society more broadly seeking to identify changes brought by Twitter for relationships. Data analysis led to the conclusion that settle on the platform two types of relationship. A first, in which Twitter is used as a device of external relationships social media reproducing its aspects and demands. A second, where relationships are based on the
information exchange, in which the traded value in relationships is the quality of the content of the messages from subjective criteria of interest, preference and
characteristics. In this relationship, the attraction is linked to users who have power over certain type of information that is valued by its influence leading to

Previous issue date: 2016-07-28 / Nenhuma / A promulgação da Política Nacional de Resíduos Sólidos – PNRS realinhou o cenário do saneamento básico brasileiro, com atribuições atreladas a todos os envolvidos no ciclo de vida do produto. Como instrumento de planejamento para esta política, destacam-se os planos de resíduos sólidos, obrigatórios inclusive para captação de recurso federal. Salienta-se que a PNRS determina que os sistemas de logística reversa devem ser executados pela cadeia produtiva dos materiais, porém compete aos gestores públicos, a fiscalização e monitoramento dos mesmos. Assim, este estudo buscou analisar a implementação, por todos os envolvidos na cadeia, das rotinas de logística reversa das embalagens plásticas de óleos lubrificantes na Bacia Hidrográfica do Rio dos Sinos. Para alcançar o objetivo proposto, a pesquisa foi subdividida em etapas. Inicialmente, as metas estipuladas no Acordo Setorial foram analisadas de modo comparativo com as metas propostas nos planos inerentes a PNRS, sendo eles: plano nacional, estadual do Rio Grande do Sul, Regional e 26 planos municipais. A seguir, como a ênfase desta pesquisa permeou o estudo da responsabilidade compartilhada no sistema de logística reversa de embalagens plásticas de óleos lubrificantes (SLREPOL), foi possível conhecer o comportamento dos diversos atores envolvidos neste sistema. Por fim, a efetividade da responsabilidade compartilhada foi avaliada a partir da reflexão sobre o comportamento dos diversos atores envolvidos no sistema de logística reversa e o papel estipulado na legislação vigente. Os diversos atores foram estudados utilizando-se das técnicas de entrevistas com gestor público estadual da FEPAM e do MMA, representante da empresa de coleta das embalagens plásticas; visitas técnicas à Central de Triagem e empresa recicladora; envio por email de 26 questionários aos municípios do Pró-Sinos (com 39% de retorno); e, aplicação de 143 formulários em pontos geradores de embalagens. Os municípios foram divididos em grupos de acordo com o impacto, devido à quantidade de pontos geradores de embalagens (PGE). Foi possível concluir que não ocorre diálogo entre Estado e Municípios, quanto à temática logística reversa de embalagens plásticas de óleos lubrificantes. A fiscalização e monitoramento do sistema são pontuais e esporádicos, e ainda não ocorrem em todo o comércio varejista de óleos lubrificantes. Após 15 anos, o SLREPOL ainda não é obrigatório em todos os estabelecimentos geradores de embalagens plásticas de óleos lubrificantes na área estudada. / The enactment of the National Solid Waste Policy - PNRS realigned the scene of Brazil's basic sanitation, with responsibilities linked to everyone involved in the product life cycle. As a planning tool for policy, we highlight the plans of solid waste, including mandatory for federal fund raising. Please note that the PNRS determines that the reverse logistics systems must be performed by the supply chain of materials, but it is for the public managers, supervision and monitoring of the same. This study sought to examine the implementation by all involved in the chain of reverse logistics routines of plastic packaging of lubricating oils in the basin of the Rio dos Sinos. To achieve the proposed objective, the research was divided into stages. Initially, the goals stipulated in the Sectoral Agreement were analyzed comparative way with the goals proposed in the plans inherent in PNRS, namely: national, state of Rio Grande do Sul, regional and 26 municipal plans. Next, as the emphasis of this research permeated the study of shared responsibility in the reverse logistics system of plastic packaging of lubricating oils (SLREPOL), it was possible to know the behavior of the various actors involved in this system. Finally, the effectiveness of shared responsibility was evaluated from the behavior of the reflection of the various actors involved in the reverse logistics system and the role stipulated by law. The various actors were studied using the techniques of interviews with state public manager FEPAM and the MMA, representative collection company of plastic packaging; technical visits to the Screening Center and recycling company; e-mailing questionnaires to 26 municipalities of the Pro-bells (39% return); and application of 143 forms in packs of generating points. The municipalities were divided into groups according to the impact due to the amount of packaging generator points (PGE). It was possible to conclude that there is dialogue between the state and municipalities, as the theme reverse logistics plastic packaging of lubricating oils. The inspection and monitoring system are occasional and sporadic and does not occur throughout the retail sale of lubricating oils. After 15 years, the SLREPOL is not binding in the generating facilities of plastic packaging of lubricating oils in the study area.

Regional whole-of-government in Central Queensland: a sociocultural interpretationBarton Loechel Unknown Date (has links)
Over past decades, governments within Australia and throughout the Western world have sought to establish multi-sectoral planning processes that operate at a regional scale. Research on these processes has tended to focus on the challenges of ‘joining-up’ government and non-government sectors to create robust, effective and democratic regional structures and processes. Far less attention has been paid to integration within and between the various entities of government involved within these regional governance initiatives. This thesis, therefore, investigates the role of inter-governmental integration, or ‘whole-of-government’ activities, in relation to regional multi-sectoral governance. The institutional forms, enabling and constraining factors, and implications of inter-governmental arrangements between the various agencies and levels of government are examined. The study applies a sociocultural approach to institutional analysis. Commonly known as grid-group cultural theory, this approach provides a conceptual framework for identifying the fundamental social dynamics underlying differing forms of social organisation and governance. This framework specifies the primary forms, modus operandi and enabling social contexts of inter-institutional integration. These are, respectively: coordination by authority within hierarchy; cooperation through self-interest based collective action within competitive individualism; and collaboration through trust and a sense of commitment to the group within a communitarian social context. This study sought to investigate whole-of-government within regional governance through examination of two contemporaneous region-wide, multi-sectoral planning projects in Central Queensland, Australia. These were, namely, Central Queensland: A New Millennium, covering planning across a broad suite of issues, and the Fitzroy Basin Association, more specifically focussing on natural resource management planning for the region. Both bodies were in the process of implementing their regional plans at the time of this study. A qualitative case study methodology was employed in research, involving in-depth interviews with government officials, examination of project documents, and participation at meetings. The research data were analysed to identify the main processes and perceived outcomes of the two projects, and underlying factors relating to these. The two regional planning processes were generally perceived to have resulted in widely differing levels of success, and with many of the same government officials involved, there was considerable scope to contrast the whole-of-government structures and processes applied in the two cases. Analysis of the case material in the light of the theoretical framework and broader literature emphasised the nested and subordinate nature of regional whole-of-government efforts within the broader system of government. This system was revealed as characterised by horizontal fragmentation between departments and between jurisdictional tiers of government (Federal, State, and Local) but strong vertical integration within departments. The research highlighted the importance of central level political commitment to regional level integration efforts. Support is seen as particularly important in the form of 1) the political will to direct high-level coordination between departments and to advance cooperation between tiers of government; 2) sufficient resources allocated to regional plan implementation in order to motivate inter-governmental cooperation at a range of levels; and 3) the granting of sufficient autonomy to ensure effective devolution and regional level ownership that assists cooperation and collaboration at the regional level. In the light of the decisive importance of central level support, it was found that while high quality regional level leadership of regional whole-of-government processes is a necessary condition for their success, it is not a sufficient condition. To be effective, regional whole-of-government leadership requires both meaningful devolution and substantive central support. The study identified the multiple and contradictory forms of inter-governmental relations that comprise the social contexts at different levels within the broader system of government. In particular, the case study comparison suggested that success at the regional level relies on the application, at all levels, of forms and mechanisms of inter-governmental integration that are appropriate to the specific social contexts within which they are embedded.

Two subsections deal with deductions / after looking carefully at the wording of theses subsections I will try to determine whether the one is alternate to the other, or whether the narrow interpretation that the Department of Labour gives to the statute is accurate. A narrow interpretation of the law states that the employee must sign an acknowledgement of debt. However, employees often refuse to sign an acknowledgement of debt, thereby frustrating the law. Could this possibly have been the intentions of the drafters? Surely not, yet the Department of Labour, by having a narrow interpretation of the law, see it as such and as a result the employer is left out of pocket. In this mini-thesis, I will look at the way the law should be interpreted and the way it should be applied in practice.</p>

Design Of A Slotted Waveguide Array Antenna And Its Feed SystemTop, Can Baris 01 September 2006 (has links) (PDF)
Slotted waveguide array (SWGA) antennas find application in systems which
require planarity, low profile, high power handling capabilities such as radars. In
this thesis, a planar, low sidelobe, phased array antenna, capable of electronically
beam scanning in E-plane is designed, manufactured and measured. In the design,
slot characterization is done with HFSS and by measurements, and mutual coupling
between slots are calculated analytically. A MATLAB code is developed for the
synthesis of the SWGA antenna. Grating lobe problem in the scanning array, which
is caused by the slot positions, is solved using baffles on the array.
A high power feeding section for the planar array, having an amplitude tapering to
get low sidelobes is also designed using a corrugated E-plane sectoral horn. The
power divider is designed analytically, and simulated and optimized with HFSS.

The main aim of this dissertation is to evaluate Turkish science and technology policy documents, namely &ldquo / Turkish Science Policy: 1983-2003&rdquo / , &ldquo / Turkish Science and Technology Policy: 1993-2003&rdquo / , &ldquo / National Science and Technology Policy: 2003-2023 Strategy Document&rdquo / , and Turkish ever-first foresight study &ldquo / Vision 2023&rdquo / to discuss the impacts of those documents to Turkish science and technology and make some further policy recommendations for the future. For this reason, first, the history of Turkish science and technology policy making processes is summarized and the targets of the documents are examined. Second, the outcomes and the realization of the goals are discussed in terms of science and technology indicators and R& / D intensification among some leading industrial sectors of the country such as automotive, textile, clothing and information and communication technologies. In addition, the R& / D intensification of Turkish total manufacturing is analyzed via using Sanjaya Lall&rsquo / s industry categorization method. Turkey intensely exports resource based and low technology goods while importing medium and high technology ones. The scarce of demand for technology and R& / D which is the main reason behind the malfunction of technology policies, is basically depended on the mentioned structure of Turkish industry. Finally, it is concluded that in spite of some achievements, the implementation of Turkish science and technology policy documents are of insufficieny depended on the lack of political authority and responsibility and of the coordination among industry, institutions and society as a whole.

Impacts of foreign retail entry on the host country : the Canadian apparel industryEvans, Elizabeth January 2012 (has links)
By the later decades of the twentieth century, retail internationalization was no longer the activity of a few multi-national retailers; revising the traditional view of retailing as a national business and the need to understand the process of internationalization. Academic research enriched the understanding of this activity, moving away from the early use of surveys to delve into the specific processes of the retailers in order to properly analyze foreign expansion activity. Initial research focused on the perspective of the firm, contributing to knowledge of the why, where, and how of the internationalization process. As this research expanded its scope, it became necessary for researchers to explore when internationalization occurs and to document what was the impact of internationalization on the host country. This call for research was made by Dawson (2003), who proposed a framework for the study of foreign impact on the domestic retailers of a host country. This study utilizes the Dawson model to measure, analyze, and explain the when and what of the retail internationalization process. In recognition of the complexity of the retail internationalization process, it was determined that the study would focus on one type of impact: changes in sectoral competitiveness. It was also determined that this study should be undertaken in a market and retail sector where substantial foreign entry had occurred and could potentially be measured, analyzed and explained. Therefore, the study is undertaken in the Canadian apparel sector between 1989 and 2007. The study was conducted as a mixed method research in two stages: an empirical study of market data and an interview study of industry experts. Since retail functions at the local level, the shopping centre was used as a microcosm of the market and provided empirical evidence to measure impacts in a temporal sense and by intensity. The interviews with industry experts were used to collaborate and explain the mall data, providing important first-hand context to explain the retail internationalization process. This study contributes to the validation of the Dawson model as a tool to measure and explain the impacts of foreign entry on a host country’s sectoral competitiveness, and through its methodology will provide the necessary modifications to the model for continued study of the retail internationalization process.

A partir de un modelo de ajuste dinámico en el mercado laboral se estiman costos de movilidad intersectorial del empleo para Argentina durante el período 1996-2009, siguiendo la metodología desarrollada en Artuç, Chaudhuri and McLaren (2010). Considerando los parámetros estimados se computan simulaciones para evaluar el impacto potencial de shocks comerciales y tecnológicos sobre la asignación sectorial del empleo, los salarios sectoriales y el bienestar de los trabajadores. Nuestros resultados indican la presencia de altos costos de ajuste en el empleo, lo que implica un ajuste lento en el mercado de trabajo como respuesta a shocks tecnológicos y comerciales. Encontramos que los costos son mayores para los trabajadores no calificados respecto de los trabajadores semi calificados, no difieren entre el sector del país que comprende al Gran Buenos Aires y la Región pampeana respecto al resto del país y presentan una estructura sectorial similar a la hallada por Artuç et al. (2010) para Estados Unidos. / This paper estimates workers’ intersectoral switching costs based on a dynamic model of labor adjustment using data for Argentina (1996-2009). The estimated parameters are incorporated into a neoclassical model of trade to simulate the dynamic equilibrium impact (on welfare, wages and labor allocation) of trade shocks and technological changes. The approach used in this paper follows the method developed in Artuç, Chaudhuri and McLaren (2010). Our estimates show that Argentinian workers face high average intersectoral adjustment costs. This result suggests that the adjustment of the labor market in response to shocks is slow.

烏拉圭回合談判時期,GATT締約成員首次將服務貿易談判納入GATT體系下,為讓談判代表效率地針對服務項目進行服務貿易市場開放之談判,秘書處參考聯合國CPC暫行版的服務分類,提出了W/120。儘管秘書處於「承諾表填寫準則」中明確地指出,成員得以使用W/120以外的方式填寫承諾表,然而,W/120仍成為多數成員填寫承諾表之主要依據。而自WTO成立至今,多數會員仍係依W/120之分類填寫其承諾表。
然而,在這二十年間服務貿易之蓬勃發展下,有些服務已逐漸轉型,亦有些新興的服務項目產生,致使會員開始討論W/120服務分類不足的問題。從會員討論之過程中,得以發現W/120各服務部門幾乎皆存在著不同的分類問題,而亦有不少會員提案建議如何改善之。
相較於目前有些會員選擇以爭端解決的方式處理服務分類之問題,本文更為支持會員主動改善W/120,並且讓一種新分類被會員接受與使用之程度達到目前W/120被使用之程度。本文認為,由於改善W/120此解決方式得以處理的分類問題較個案解釋方式更為廣泛與全面,又得以兼顧會員之需求,設計出最適合會員使用的新分類,以及使新分類維持得更為持久,是故,將分類改善得更為清楚以及更具彈性,不僅得以避免爭端發生,亦得以確保未來談判時會員承諾之穩定性,實為較案例解釋方式更佳之解決途徑。
