Existem concep??es sobre o sert?o, seja na literatura, m?dia ou cinema, como local de seca e escassez. Contudo, existem tamb?m estudos destacando a diversidade cultural, a religiosidade e a criatividade sertaneja. Esta pesquisa objetivou compreender a experi?ncia do sertanejo no horizonte da irregularidade da oferta da ?gua. ? uma pesquisa qualitativa de inspira??o fenomenol?gico-existencial, amparada na hermen?utica heideggeriana. O ser humano (Dasein) ? entendido como ?nico ente que possui seu ser em quest?o e sempre ? ser-no-mundo. O local da pesquisa ? o S?tio Galinhas, em Ic? (CE), escolha dada por conveni?ncia, e a coleta de dados foi realizada em duas viagens de campo, al?m de observa??es e entrevistas. Foram utilizadas quatro entrevistas, com tr?s participantes homens e duas mulheres para a contru??o do texto interpretativo. As grava??es transcritas e confrontadas com as observa??es e afeta??es da pesquisadora em di?rio de campo foram compreendidas a partir da hermen?utica heideggeriana, resultando em texto narrativo. A interpreta??o das entrevistas teve como eixo a entrevista do fundador do s?tio Galinhas, sendo acrescida das narrativas dos outros quatro entrevistados. A partir de suas falas, foi poss?vel identificar que as vidas desses sertanejos s?o marcadas pela seca. Alguns passaram a economizar ?gua em decorr?ncia da experi?ncia de falta e do apelo viabilizado pela ang?stia, a for?a motriz dessa nova possibilidade de rela??o com a ?gua. Pol?ticas p?blicas no semi?rido passaram por transforma??es e desvelam o esp?rito de nossa ?poca, a ?Era da T?cnica?. Os sertanejos mais velhos habitam sua terra natal no modo da proximidade e da familiaridade, enquanto que o jovem revela um estranhamento para com a regi?o. A religiosidade se abriu como horizonte de signific?ncia dos sertanejos, inundando mundo. / Brazilian semiarid (Sert?o) is know for low and irregular rainfall, high rates of water evaporation, hot climate and a caatinga biosphere reserve taking 86% of the Northeast area of the country. The perspective on what is called Sert?o found in literature, the media and the movies reinforces the characteristics of a dry earth and scarcity. However, there are studies arguably showing the cultural diversity, religiosity and creativity of the Sert?o. The present research focuses on understanding the experience of man and women of the Sert?o (sertanejos) considering the irregularity of water resources. This is a qualitative research theoretically driven by a phenomenologic-existencial aprroach, specially supported by heideggerian hermeneutics. The human being (Dasein) is understood as the only to put his own being into matter and is always being-in-the-word. The location for the present research was the grange Galinhas, in the city of Ic?, state of Cear?, Brazil. The choice was given by concenience and the data recollection was performed during two field trips, besides regular notes and interviews. The present text brings 4 of those interviews performed with 3 men and 2 women. They structure the analytical chapters. The recordings of the interviews were transcribed and contrasted with the observations and affectation of the researcher herself, reported in a field diary to be considered under the light of a heideggerian hermeneutic and thus resulted in a comprehensible narrative. The interpretation of the inerviews worked as a guideline and the interview with the founder of the grange Galinhas was then added along the narrative. Considering the speech brought by the interviwees, it was possible to identify that the lives of those man and women of the Sert?o are marked by drought. Some of them started saving water from the experience of its lack and based on anxiety, forcing new possibilities of establishing a relationship with water. Public policies for the semiarid have changed during the past years and they reveal the spirit of our time, the ?Technological age?. Older people of the Sert?o inhabit their homeland in the mode of proximity and familiarity, while younger people refer to estrangement. Religiosity emerged as a meaningfull perspective for the people, floding the word.

It aims at having a critical reflection about the mentioned policy and making it clear that even if the experiences of settlement have important impact on the regions where they are located, its development in the semi-arid regions isn t supported by an attenuating strategic action of the restricted conditions of this type of climate. At first a reference chart is elaborated trying to show the development of the theme around the land policy and it s discussed its insertion in the political, economic and social conjuncture producing a new setting for the land reform in the country in the period of 1995-2002. Methodologically speaking, this dissertation is based on Klaus Frey s and Bol?var Lamounier s approaches and focuses on qualitative nature. It s hypothesized the idea that the universal nature in the conception of the policy and its excessive centralized management are the main causes for the low impact on the effective improvement for the families settled. In the first chapter, it s discussed the antagonisms and controversies about the economic, social and political viability of land settlement, the political fights of rural workers and their representative organization, the conceptions, organizations and resulting impacts. While the second chapter aims at showing the circumstances under which the settlements in the semi-arid regions are subjected and the critical aspects of the policy into practice, the third chapter shows the material results of the policies in the semiarid regions, commenting on considerations of qualitative nature. / Trata o presente trabalho da an?lise da pol?tica de assentamentos rurais desenvolvida no contexto da regi?o semi-?rida do Nordeste sob a responsabilidade do INCRA. Tem como objetivo fazer uma reflex?o cr?tica a respeito da citada pol?tica e tornar mais evidente que, no geral, mesmo que as experi?ncias dos assentamentos revelem impactos importantes nas regi?es onde os mesmos est?o localizados, o seu desenvolvimento no semi-?rido n?o est? sustentado por uma a??o estrat?gica mitigadora das condi??es restritas desse tipo clim?tico. Inicialmente, procuro construir um quadro de refer?ncia com o desenvolvimento da tem?tica em torno da pol?tica agr?ria e comento a sua inser??o na conjuntura pol?tica, econ?mica e social, formadora de um novo cen?rio para a reforma agr?ria no Pa?s, no qual, considero o per?odo de 1995-2002. Metodologicamente, o trabalho est? ancorado nas abordagens da Klaus Frey e de Bol?var Lamounier e tem como foco o car?ter qualitativo. Formulo como hip?tese, que o car?ter universalizado na concep??o da pol?tica e sua gest?o excessivamente centralizada, foram as causas preponderantes para o baixo impacto na melhoria efetiva das condi??es das fam?lias assentadas. No cap?tulo 1, procuro abordar os antagonismos e as controv?rsias em rela??o ? viabilidade econ?mica, social e pol?tica dos assentamentos rurais, a luta pol?tica dos trabalhadores rurais e de suas organiza??es representativas, as concep??es, as institucionalidades e os impactos resultantes. Procuro evidenciar no cap?tulo 2, os condicionantes a que est?o submetidos os assentamentos no semi-?rido e os pontos cr?ticos da execu??o da pol?tica, e, no cap?tulo 3, demonstrar os resultados materiais da pol?tica no semi?rido com considera??es de car?ter qualitativo.
