A presente pesquisa é uma abordagem geográfica da revolução russa. Mais precisamente um enfoque sobre o movimento dos sovietes dentro daquela ruptura social, cujo recorte temporal situa-se entre 1905-1921 e o âmbito espacial, o território do antigo império czarista. Para tanto, este trabalho partirá do pressuposto de que o movimento de conselhos que surgiu durante a conjuntura revolucionária na formação territorial russa, representou o engendramento de novas territorialidades em um cenário de definhamento da territorialidade estatal. Nessa perspectiva, nossa dissertação considerará ainda que as territorialidades sovietes foram um importante eixo estratégico que os bolcheviques - enquanto agentes da ruptura mobilizaram para a reafirmação da autoridade do Estado no âmbito geográfico da antiga soberania czarista. / The present research is a geographical approach of the Russian revolution. More precisely it is focused on the soviets movement within that social disruption, whose time frame lies between 1905 and 1921 and, its spatial ambit, the territory of the ancient tsarist empire. Therefore, this work starts from the assumption that the councils movement that emerged during the revolutionary conjuncture, in Russian territorial formation , represented the engendering of new territorialities, in a scenery of dwindling of the state-owned territoriality. In this perspective, our dissertation still considers that the soviets territorialities were important strategic axis that the Bolsheviks, as agents of the disruption, mobilized to reassertion of State authority, within the geographical ambit of the ancient tsarist sovereignty.

The Platinum Boom in Rustenburg and the Bust of the Community : A case study of the Natural Resource Curse in South Africa

The dependence on natural resources is not a new phenomenon and it has posed issues in undiversified economies. The social impact that the booming of the mining industry has on the local level is still an area in need of investigation. The case study seeks to understand how the platinum mines of the boomtown Rustenburg have impacted the local social fabrics through 22 qualitative interviews in Rustenburg. The city is situated on the North West Province Platinum Belt and produces half of the world's platinum. The boom in the platinum industry is responsible for Rustenburg's influx of people and economic growth. The analysis adopts the assumptions of the Linear Model of the Social Disruption theory and the Psychological Process of the Place Person Process Framework. The central assumption of the Linear Model is that population growth and population density leads to the informal ties of the population being weakened. Meanwhile, the psychological process assumes that groups and individuals relate to a place through psychological interaction. The study finds that the boom of the platinum industry has disrupted the social fabric through a loss in informal ties and the phenomenon of broken families has become common. The influx of people in a combination of weak institutions has led to an unhealthy society where unemployment and the crime rates are high and people are suffering from bad health conditions. It is understood that mining has changed the attitudes of the people toward Rustenburg, and has created a mining mentality. The study contributes to the understanding of the social impact of the resource curse on a local level by investigating how booms in mining industries impact the social fabric on a local level and how the impact is expressed locally. The empirical findings of the study can be beneficial for local stakeholders of Rustenburg with the purpose of improving local policies.

It stresses the importance of public policies on socioeconomic and cultural context, recording the progress represented by those initiatives. It shows the rupture occurred after 2001, with the rise of a government that, in addition to rescue and continue the best practices of previous administrations, promoted popular participation, consolidating in a planned manner, policies based on the consolidation of social rights implemented by the first time in the history of Alterosa by social service professionals. Starting from a plural approach, it ensures an academic production that makes of the public policy innovative research object in the region; it provides specific knowledge about public policy and Social Work, and at the same time, it demonstrates the importance of political practices, both in maintaining conservatism, as in the reconstruction process of a new mentality: liberating, citizen and committed to social policy. It emphasizes the importance of councils, of popular participation and social control in the preparation and execution of public policies, where each person, in the countryside or in the city, feels himself the subject of his own history.
