Saúde mental e os novos paradigmas de cidadania e inclusão social na sociedade contemporânea / Mental health and the new paradigms of citizenship and social inclusion in contemporary society.

Este estudo tem por objetivo analisar as categorias de cidadania e inclusão social na política de desinstitucionalização nos sujeitos em sofrimento psíquico diante do processo de individualização na teoria social contemporânea. Assume como hipótese que a saída do hospital psiquiátrico por si só não garante a inclusão social e nem o livre exercício da cidadania. Considerado o objetivo desta pesquisa, optou-se por fazer uma pesquisa bibliográfica como procedimento metodológico. O material de estudo foi dividido em três conjuntos: (1) 56 artigos científicos, visando a compreender a visão da academia; (2) um conjunto de legislação, composto de 10 leis que implementaram a política de desinstitucionalização no Brasil e a reforma dos serviços de saúde psiquiátrica, visando a compreender as ações do Estado; (3) quatro Relatórios Finais das quatro Conferências Nacionais de Saúde Mental, para também compreender a participação da sociedade civil. Para a análise do material, utilizou-se uma combinação de duas técnicas complementares: leitura bibliográfica com a análise de conteúdo. Dentre os vários processos que caracterizam a sociedade contemporânea, optou-se por analisar a individualização que impacta nas formas de exercício da cidadania e na inclusão social. Na análise dos resultados da categoria de cidadania foram identificadas associações em relação à interdição civil, liberdade, moradia, saúde, trabalho, educação e participação política. Relacionadas à categoria de inclusão social foram identificadas as referências à família, estigma, laços sociais, autonomia, contratualidade e trabalho. Os resultados obtidos indicam que o campo da saúde mental não está em completa consonância com as transformações da sociedade contemporânea, o que provoca um descolamento da realidade social da própria politica de desinstitucionalização e, portanto, maior dificuldade para a efetiva inclusão social e o exercício da cidadania desses indivíduos. / This study aims to analyze the categories of citizenship and social inclusion related to the deinstitutionalization policy of individuals in psychological distress, considering the individualization process in the contemporary social theory. The hypothesis is that leaving the psychiatric hospital does not guarantee the social inclusion and the exercise of citizenship. Considered the objective of this research, it was decided to do a literature review as a methodological procedure. The object of this study has been divided into three groups: (1) 56 scientific papers reviewed in order to identify how the academy deals with this issue; (2) a set of legislation, made up of 10 laws that have implemented deinstitutionalization policy in Brazil and the reform of psychiatric health services analyzed in order to understand the State\'s actions; (3) Reading of the four Final Reports of the Fourth National Conference of Mental Health, to understand how the civil society has been participating in this process. As a research tool to analyze the material mentioned above, we used a technique of reading literature focusing on content analysis. Among the various processes that characterize contemporary society, we chose to examine the individualization that affects the forms of citizenship and social inclusion. In analyzing the citizenship category, associations between the civil interdiction, freedom, housing, health, work, education and political participation were found. Related to the category of social inclusion were identified references to family, stigma, social ties, autonomy, contractually and work. The result of this study shows that the field of mental health is not in complete harmony with the changes of contemporary society, which causes a detachment of the social reality of the deinstitutionalization policy and therefore it is more difficult to guarantee an effective social inclusion and the exercise of citizenship of these individuals.

Programa segundo tempo : um estudo sobre os objetivos e os processos de avaliação e de construção de indicadores de impacto

O esporte é visto como um aliado na promoção da inclusão social. Diante disso, os governos de diferentes países têm desenvolvido projetos sociais esportivos para populações de baixa renda, em especial para crianças e jovens. Os objetivos desses projetos são, geralmente, superdimensionados quando se referem a questões sociais, ultrapassando as potencialidades esportivas. Além disso, os processos de avaliação de projetos sociais esportivos são ainda incipientes. Dessa forma, o desenvolvimento de processos de avaliação que busquem mensurar os efeitos destes projetos tornase essenciais, afim de justificar investimentos públicos, reconhecer boas práticas e prestar contas à sociedade. Entre os projetos sociais esportivos existentes no Brasil, destaca-se o Programa Segundo Tempo (PST), iniciativa do Ministério do Esporte que conta desde sua implementação, em 2003, com a parceria de prefeituras e compreende todo o território nacional. Diante da relevância do PST, este estudo se propôs a identificar e analisar os objetivos e os processos de avaliação do PST, no período de 2007 a 2017, e sugerir indicadores de impacto. Trata-se de um estudo de natureza qualitativa. Em relação aos procedimentos de pesquisa, foram realizadas entrevistas semiestruturadas com equipes do PST. Para a análise das informações, utilizou-se a técnica de análise de conteúdo. O estudo identificou que, ao longo do tempo, ocorreram alterações e adequações nos objetivos do PST. Além disso, observou-se a ampliação da produção literária e científica do PST, assim como as capacitações pedagógicas foram adaptadas e hoje abordam questões relacionadas às atividades cotidianas dos núcleos Percebeu-se também a expansão do número de convênios, a importância da criação de um processo de avaliação e, em 2015, a criação da Equipe de Avaliação Pedagógica. Atualmente, a Equipe de Avaliação Pedagógica do PST está desenvolvendo processos de avaliação focados na capacitação pedagógica, na qualificação das aulas e na autopercepção de competência dos alunos. Os indicadores mais citados na pesquisa foram os relacionados aos impactos diretos do PST, devido a uma maior vinculação com os objetivos do programa e por possibilitarem uma aferição mais precisa. Sendo assim, foi sugerido a implementação de um processo de avaliação em níveis, o qual considera que um núcleo com melhor infraestrutura ou com RHs mais qualificados tem condições de ter um processo mais completo de avaliação, assim como maiores probabilidades de atingir seus objetivos. Concluindo, os gestores do PST demonstraram uma constante preocupação em readequar seus objetivos a reais possibilidades de um projeto esportivo social, assim como voltaram seus olhares ao desenvolvimento de um processo estruturado de avaliação, criando a equipe de avaliação pedagógica direcionada para o desenvolvimento de um sistema de avaliação que considera as condições de cada núcleo e dos RHs. Com a implantação desses instrumentos de avaliação, acredita-se que o PST terá condições de prestar contas da sua contribuição social para o País e possibilitar a sua continuidade e ampliação. As such, governments in various countries have developed sports projects for low-income populations, especially children and young people. However, the objectives of these projects typically exceed their capacity to address social issues by overestimating the potential impacts of sports. In addition, the processes for evaluating social sports projects are still incipient. As such, developing evaluation processes for measuring the effects of these projects has become essential for justifying the public investments, recognizing good practices and being accountable to society. The Segundo Tempo Program (PST), a social sports projects of the Brazilian Ministry of Sports, has worked in partnership with local governments nationwide since its creation, in 2003. Given the importance of the PST, the purpose of this study is to analyze the program’s goals and evaluation processes from 2007 to 2017 and to suggest impact indicators. The study is qualitative. Regarding the research procedures, semi-structured interviews were conducted with PST teams. To analyze the information, the content analysis technique was adopted. The study identified that, over time, the PST’s objectives have undergone changes and adjustments. Furthermore, an expansion in literary and scientific production on the PST was observed, and the program’s pedagogical capacities were adapted to encompass issues related to the day-to-day activities of centers. Expansion also was observed in the number of agreements, the importance of developing an evaluation process and, in 2015, the creation of the Pedagogical Evaluation Team Today, the PST Pedagogical Evaluation Team is developing evaluation processes focused on pedagogical training, on improving the quality of classes and on the self-perception and competency of students. The indicators most cited in the study are related to the PST’s direct impacts, given better alignment with the program’s objectives and the possibility of more accurate measurements. Accordingly, the implementation was suggested of a stratified evaluation process that takes into account the fact that centers with better infrastructure and better-qualified human resources present conditions that allow for a more complete evaluation and ensure a higher likelihood of their objectives being met. In conclusion, the PST’s managers demonstrated constant concern with realigning objectives with the actual possibilities of a social sports project, and shifted their focus on developing a structured evaluation process supported by the creation of a pedagogical evaluation team focused on developing an evaluation system that takes into account the conditions of each center and its human resources. With the implementation of these evaluation instruments, it is believed that the PST will present the conditions for rendering an account of its social contribution to the country and for ensuring the program’s perpetuity and growth.

Culturally Competent Health Promotion as a Social Inclusion Mechanism: A Study of Ontario Community-Based AIDS Service Organizations

Ontario is a culturally diversified society. Its population composition has changed drastically in the past few decades to include large numbers of individuals with cultural norms differing from that of the majority. This poses challenges to public health, such as HIV prevention. Identifying practices that promote social inclusion in these communities is an important step toward the maintenance of cultural diversity and elimination of social exclusion. Culturally competent health promotion is one example of socially inclusive practices. Cultural competence refers to practices that take into consideration the cultural and linguistic nuances of a specific community or group. This thesis will be guided by the research questions: (1) What are the main health promotion practices of Community-based AIDS Service Organizations (CBAOs)? (2) How do the activities of these organizations promote social inclusion? This thesis uses qualitative methodology to study the CBAO as the unit of analysis. Data were collected from operators at three ethno-cultural CBAOs in Ontario: South Asian; Black, African, and Caribbean; and Portuguese. CBAOs are organizations within the community that provide HIV prevention resources, as well as support for persons living with HIV/AIDS in the community. The practices demonstrated at CBAOS in these communities illustrate three related mechanisms present that promote social inclusion: (a) community networking, (b) community knowledge and involvement, and (c) community-specific resources. These mechanisms can be used to inform practices at other community-based organizations in Ontario.

My big interest in sports was what shaped my choice of subject for the essay. The purpose of this study has been to explore the social meaning of team sports for functionally impaired persons. In order to fulfil the purpose of the essay I formed following questions: How do the actives experience their participation in team sports? And how important is the social intercourse in team sports to the individual welfare? The methods I’ve used have been qualitative with an ethnographic approach. I have used participant observations and field interviews to gather my empirical material. To analyze this material I have used theoretical concepts such as: group membership, social skills, social interaction, social inclusion and social exclusion. In this essay I have found out that team sports promotes people’s social skills. Therefore team sports are, according to my studies, a beneficial form of social work.

Development from Participation in Women’s Groups : Experiences from Bolivia

This report is the result of a field study conducted in urban Bolivia on women‘s group in which women are organised in order to work, get social support and personal capacity building under the responsibility of a licensed psychologist. The study sought to examine the groups by focusing on the experiences of the women in relation to the process of empowerment and the development of the community. Semi-structured interviews were conducted with half of the women participating in the group. Results showed that weekly capacity building workshops and social inclusion have positive effects on the women‘s development in terms of self-confidence and communication skills. The economic development has not been what the women expected and they showed great disappointment regarding that. The results were further analysed by the use of Bronfenbrenner‘s bioecological perspective, an analysis in which the main conclusion drawn was the positive effects of strong development from interaction between actors within the women‘s microsystems. A conclusive analysis has proposed more active participation from the women and more control over the progress of the groups to further promote the process of empowerment.

Nyanlända elever i svensk skolkontext : En studie om nyanlända elevers möjligheter till inkludering i undervisningen ur ett interkulturellt perspektiv

The purpose of this study is to understand how teachers in the preparatory class and regular class, in the meeting with newly arrived pupils, plan and carry out their teaching. This in order to facilitate social interaction and learning in the classroom, from an intercultural perspective. The examination was conducted through interviews with four teachers from the schools that I selected. The teachers gave their perspective on their approach to newly arrived pupils, through interviews. The result shows that the teachers have ambitions to start from the newly arrived pupils' own ideas and from their prior knowledge. They use these aspects as a starting point in the child's continued learning. You can see the tendencies of the intercultural approach in education that involves respectful responses that relate to the pupils' background, life and knowledge. The intercultural approach that largely pervades the teaching of the researched school allows the newly arrived pupils to have access to a school that accepts and respects them. The conclusion is that when these teachers educate, they use various teaching methods and they also offer each pupil the opportunity to gain knowledge and feel socially included. Teaching strategies that benefit the newly arrived pupils and that includes the pupil both educationally and socially in the classroom, has been described by every teacher. And the result shows that each pupil has individual abilities and needs for learning. The newly arrived pupils are included in the regular classroom with the other pupils, but yet they are excluded from the regular lessons because of teacher's teaching strategies that can be seen as flawed from an intercultural perspective. This result shows that the newly arrived pupils are prevented from participating in the didactic and the social inclusion in the regular classroom with the other pupils, which also can result in them falling outside and pointed out as different.

Interest, Understanding, and Behaviour: Conceptualizations of Sexuality Education for Individuals with an Autism Spectrum Disorder Using a Socially-Inclusive Lens

Research shows that there is a gap between interest and experience in the area of sexuality for individuals with autism. Also, although these individuals have unique learning requirements pertaining to their sexuality, there is no consensus on the provision and content of such education. Using a socially inclusive theoretical lens founded on existing models of disability and competence, this bilingual study (a) developed a conceptual framework of sexuality education, as understood by adolescents living in Ontario with a diagnosis of high-functioning autism and their caregivers; (b) used extant texts to support the conceptualization provided by youth and caregivers; and (c) identified personal strengths and barriers, as well as societal supports and barriers that impact sexuality education for these youth. Using a qualitative orientation, this study employed in-depth interviews, surveys, and a literature review to better understand the topic under investigation. Twenty participants from 8 families took part in these interviews, including 9 adolescents and 11 caregivers. Survey and extant textual-analysis data were used to support the findings. Sexuality education content was conceptualized as a combination of facts and sociosexual norms, with emphasis on outcomes. Additionally, safety and pleasure were identified as important content areas, including the historically absent aspect of shared enjoyment. Some content areas were part of a greater discourse of normalization. Sexuality education was seen as a combination of formal and informal activities that are developmentally appropriate, proactive, and take place across various settings and groupings. Caregivers were cited as the primary providers of informal education, whereas schools and other community partners were seen as formal providers of education. Various supports and barriers were identified, some of which were viewed as both. Themes related to media and technology pervaded all findings. This study provides further emic and etic understanding of the subject with implications for practice, policy, and theory.
