Governing cultural difference: the incorporation of the Aboriginal subject into the mechanisms of Government with reference to the development of Aboriginal radio and television in Central Australia

In 1970, the Federal Government made preliminary moves to establish a broadcasting service in the Northern Territory for Indigenous Australians. However, Aboriginal people would not be invited to run this service themselves, nor would it be used to 'maintain' Aboriginal cultural traditions. Rather, these new facilities would deliver programs that 'informed' Aboriginals about 'plans for their future advancement'. By 1985, the position had changed dramatically. The government was now funding 'Aboriginal-controlled' media organisations throughout the country 'to restore and rebuild' Aboriginal 'cultural identity'. It was also underwriting the launch of an Aboriginal-owned commercial satellite service covering a third of the Australian continent. In this thesis, I have attempted to understand the policies that led to this remarkable change in government thinking. In undertaking this work, I have not attempted to construct a 'resistant' Aboriginal 'voice', positioned against 'the media establishment' and the state to explain these transformations in Aboriginal policy. Although such a voice routinely appears in the literature on Aboriginal broadcasting, I argue that such an approach simply replicates the rhetoric surrounding the state's own policies of 'Aboriginal self-determination' and, more problematically, masks the complex operations of government itself. It also assumes the pre-discursive existence of a particular kind of Aboriginal agency, without considering the specific conditions that gave rise to it. In this study, I have sought to demonstrate how this agency was largely constituted through the policies of Aboriginal self-determination. I argue that under these policies, the state would no longer act on Aboriginals as it had in the past. Rather, Aboriginals would be invited to act on themselves in managing programs proffered by the state. Through these means, the Aboriginal 'self' became an indispensable element in the operations of the government. However, since the Aboriginal self would be expected to carry out the work of the state, it also became the object of intense governmental scrutiny. Here, I show how a multiplicity of governmental technologies emerged throughout the 1970's that served to regulate, channel and enhance Aboriginal subjectivity in accordance with a number of governmental ends. In undertaking this task, I have focused primarily on the development of the 'incorporated Aboriginal association'. I will argue that such bodies not only allowed Aboriginal people a degree of 'self-management', but also provided the state with an institutional framework through which it could constitute both a competent and verifiable Aboriginal agency. The Central Australian Aboriginal Media Association, CAAMA, was one of numerous bodies established under these governmental technologies. The development of this complex organisation will serve as the main case study in this thesis. In taking this analytical approach, I have adopted one of Michel Foucault's primary objectives which is to examine the ways in which the human subject is constituted through relations of power, and attempted to respond to the following set of queries Foucault poses: How was the subject established, at different moments and in different institutional contexts, as a possible, desirable, or even indispensable object of knowledge? How were the experiences that one may have of oneself and the knowledge that one forms of oneself organised according to certain schemes? How were these schemes defined, valorised, recommended, imposed? (Foucault, Subjectivity and Truth, 2000:87)

This study represents an attempt to answer the question: How can educational administration contribute to the economic and social development plans in developing countries? Although major emphasis must be given to this question, some thought will be given to the educational problems and needs that face developing countries and the new techniques of educational administration which can be used to meet them. Moreover, in an attempt to apply the findings acquired the research will eventually focus on· Egypt, as one of the developing countries, to identify to what extent Egypt's educational administration addresses the needs of the economic and social development plans. Objectives of the Study The purpose of the study was fourfold as follows: 1. To investigate the role of educational administration in the economic and social development plans in developing countries. 2. To delineate the educational problems and needs of developing countries and to determine how educational administration can help to meet them. 3. To identify new trends and techniques in educational administration which may be helpful to the economic and social development plans in developing countries. 4. To develop a case study and some models which will provide direction to educational administrators who wish to contribute to Egypt's economic and social development plans.

This thesis examines narratives of the future and their impact on late-modern constructions of the self. The argument is made that neo-liberal narratives have effectively promoted an idealised narrative of the self that views the achievement of a desired future for individuals as primarily a function of personal autonomy, effort and intention. The thesis contends that this narrative is promoted in society through multiple trajectories involving an array of social forms and institutions. Education policy and media are considered as exemplary examples of the sorts of social forms and institutions where this idealising narrative is promoted. A limited range of education policy narratives and media narratives are then examined. The position is taken that the adoption of neo-liberal ideals of the self relies on a supporting context of other narratives of the self and society. These are explored. A governmental framework (Rose, 1998) is used to consider the implications for child and adult subjects of the adoption of an individualised culpability for future success, or lack of success within what is argued is a subjectifying discursive regime of the self. Resistance to this governing regime is considered from a number of theoretical perspectives. The contention is made that effective resistance is likely to be local, partial and continuous rather than involving or resembling a disjunctive ideological shift. The thesis engages with post-structuralist ideas and hence is written from a perspective that necessarily incorporates a local and personal narrative.

Nonetheless, the realities and experiences of Maori youth are still not being fully addressed in national policy. This has implications for the support and resourcing of Maori youth development initiatives. Maori youth are members of a range of groups including whanau, hapu, iwi and Maori communities in te ao Maori as well as the wider youth population and New Zealand society. The histories, experiences and viewpoints of each distinct group contribute to diversity in the Maori youth population which presents challenges for Maori youth development. Maori development goals do not adequately focus on Maori youth and youth development theory does not fully consider culture. The challenge is to successfully integrate Maori culture and youth culture in a relevant and meaningful manner so that Maori youth can positively contribute to Maori development and wider New Zealand society. This study examines purakau (narratives) about Maui (Polynesian ancestor) as a template for the analysis of Maori youth development. Interviews were undertaken with a group of Maori youth from the Manawatu region. The research showed tikanga and ahuatanga were relevant to the contemporary daily lives of the participants. The study found that positive development and the realisation of potential for Maori youth was affected by individual and environmental influences. This thesis concludes by making recommendations for policy, practice and further research. Finally, it offers a culturally appropriate theoretical approach for positive Maori youth development.

A Bit of Give and Take: Older Volunteers' Sources of Value and Worth

This thesis is a study of older volunteers and their feelings of being valued and of worth within that role. The perceptions of older volunteers and their managers within three participating non-government organisations, government and organisational policy documents and relevant legislation and literature in the fields of ageing and volunteering provided data for the research. Changing political, economic and social conditions together with ageing of the Australian population have resulted in human services being increasingly contracted to non-government organisations. This in turn has resulted in more services than hitherto being delivered by volunteers many of whom are older people. Population ageing implies that there will be an increasing need for human services provision in the first half of the twenty first century. Whether there will be sufficient volunteers to maintain these services will depend at least in part on the responsiveness of organisations to their volunteer base and the effectiveness of their recruitment strategies. This research indicates that a sense of mastery over their circumstances is critical to volunteer satisfaction. Volunteers discussed their perceptions of maintaining control over their circumstances through the process of initiating volunteering arrangements and negotiating role changes in response to their changing health or abilities. Managers recognised the need to be responsive to the changing abilities of older volunteers and identified strategies for maintaining the volunteer contribution. Management style and in particular communication emerged as integral to volunteer satisfaction and an awareness of and responsiveness to differing motivators was important, particularly in relation to social networking and making a worthwhile contribution as a source of feeling valued.

Climate change caused by greenhouse gas emissions has the potential to cause widespread damage to the environment. As scientific and political consensus converged on the necessity to take action, a large number of countries negotiated the Kyoto Protocol to the United Nations Framework Convention on Climate Change in 1997, with the goal of limiting these emissions. Australia under the Howard Government initially played an important part in these negotiations, but refused to ratify the Protocol. The government cited the lack of binding targets on developing countries and the potential for harm to the Australian economy as the reasons it rejected the agreement. International relations theory studies large-scale political forces and analyses their interplay in the global political system. Realism is a model of international relations that views countries as self-interested, security-driven bodies that exist in a state of international anarchy. This study examines whether realist theory offers a satisfactory explanation for the Howard Government’s decision not to ratify the Kyoto Protocol. The study focuses on six realist ideas and examines the evidence for each. Based on thematic analysis of textual data taken from official political archives and newspapers from 1998–2004, it suggests that realist theory does provide an adequate explanation of the Howard Government’s rejection of the Kyoto Protocol.
