Returning to post-Katrina New Orleans: Exploring the processes, barriers, and decision-making of African Americans

This qualitative case study explores the post-Katrina experiences of African Americans in Houston and in New Orleans. When the levees failed, residents from New Orleans were scattered across the country. Houston housed the largest population of displaced low-income African Americans from New Orleans. As the rebuilding process began, housing, employment, education, and healthcare policies in New Orleans changed. These institutional changes employed urban revitalization and poverty removal strategies adapted to disaster recovery. This study differs from previous research by examining these changes with an intersectional approach. It explores how African Americans frame obstacles as they attempt to return to a city with reformed housing, employment, education, and healthcare policies. To do this, I analyze three different cases 1) those that returned to New Orleans, 2) those still displaced in Houston, and 3) those that relocated to Houston after returning to New Orleans for over a year.

Opção de investimento em instituição de longa permanência situada em São Paulo / Investment option in long-stay institutions located in São Paulo

O objetivo deste trabalho foi identificar uma opção de investimento em ambientes residenciais especiais, mais conhecidos no Brasil como instituições de longa permanência, com um formato jurídico e uma estrutura de governança corporativa que assegure perenidade institucional, além de um formato econômico-financeiro flexível que priorize qualidade de vida para os residentes. Três aspectos subsidiaram o propósito deste estudo e puderam ser comprovados ao final: uma parcela representativa da população pesquisada não acredita que os rendimentos a serem recebidos da previdência social ao se aposentarem sejam suficientes para sustentá-la; as pessoas não confiam nas organizações atuais no que tange aos cuidados oferecidos aos seus residentes e ambientes residenciais especiais que ofereçam garantias de qualidade de vida são opções de investimentos a futuros usufrutuários. Um fator intimamente ligado ao assunto é a mudança da pirâmide etária, caracterizada pelo aumento da população com faixa etária superior aos 60 anos de idade. Enquanto a população com menos de 40 anos deve diminuir 2% de 2008 a 2050, o grupo com 60 anos ou mais deve aumentar 256%. Outro aspecto determinante são os portadores de necessidades especiais, que precisarão de organizações confiáveis para quando os familiares não puderem oferecer-lhes cuidados adequados. Instituições nacionais e internacionais com formatos diferenciados foram analisadas e mais de 1500 pessoas foram pesquisadas na região metropolitana de São Paulo e arredores. Os resultados culminaram com a definição do perfil de investidores potenciais. Este trabalho pode gerar alguns desdobramentos, tais como estudos que evidenciem a necessidade de educação e de cultura financeira objetivando propiciar aposentadoria com rendimentos que proporcionem condições sociais de qualidade, outros modelos jurídicos, pesquisas em outras cidades, refinamentos das informações geradas na primeira pesquisa e possíveis variações em relação ao perfil do investidor potencial. / The objective of this work was to identify an investment option in special residential environments, better known in Brazil as institutions of long permanence, with legal format and corporate governance, which assures institutional perenniality and also a flexible financial-economic format that gives priority to the residents quality of life. The purpose of this study was subventioned by three aspects, which were proved at the end: a significant part of the population researched does not believe that the social security income will be enough for a living when they retire; people do not trust the current organizations concerning the offered care to its residents and special residential environments that guarantee quality of life are investment options to future beneficial owners. One factor closely related to the subject is the population pyramid change, characterized by an increase in population over 60 years of age. While the population below 40 years old must decrease 2% from 2008 to 2050, the group over 60 years old must increase 256%. Another determining aspect is the handicapped, who will need trustworthy organizations to when their family is not able to offer them appropriate care. National and international institutions with exclusive formats were analyzed and more than 1500 people were researched in São Paulo metropolitan area and surroundings. The results have culminated with the definition of the potential investor profile. This work can create some unfolding, such as studies that enhance the need of education and financial culture with the objective of providing retirement with interest that provide high-quality social conditions, other legal models, researches in other cities, refinement of the information generated on the first research and possible variations concerning the potential investor profile.

This thesis analyzes the relationship between the capitalist system and the individual in Edward Bond&rsquo / s plays, Saved, Lear, Red, Black and Ignorant and The Tin Can People. Bond argues that the capitalist system is irrational and cruel since it violates the individual&rsquo / s inherent right to freedom, to dignity and to the pursuit of happiness. The capitalist system in Bond&rsquo / s mind shares some certain features with Karl Marx&rsquo / s analysis of the capitalists system. These features are the class conflict, inequality and inhumanity. The study aims to detect these features in the aforesaid four plays. Also, the study focuses on the function of social institutions in the plays. According to Edward Bond, social institutions in the capitalist system contribute to the continuation of the system because they preserve the interests of the ruling class, and induce injustice. The capitalist system and its institutions create alienated and dehumanized individuals. Individuals&rsquo / certain existential needs are not fulfilled in the capitalist system. In Erich Fromm&rsquo / s theory, the existential needs of individuals presented in Bond&rsquo / s plays are a frame of orientation and devotion, rootedness, and effectiveness. This study will show that these needs are denied within the given systems. As a result, Bondian characters develop some defensive strategies in order to be able to survive / they turn to violence, comply with the system or revolt against the system.

Legal mobilization and policy change : the impact of legal mobilization on official minority-language education policy outside Quebec

The doctoral thesis investigates the impact of legal mobilization and judicial decisions on official minority-language education (OMLE) policy outside Quebec using a model of judicial impact derived from New Institutionalism theory. The New Institutionalism (NI) model of judicial impact synthesizes the dominant approaches to judicial impact found in the US literature, which are reviewed in Chapter Two, and transcends them by placing them within a framework based on the New Institutionalism. / The model, as developed in Chapter Three, proposes that certain factors will increase the probability of judicial decisions having a positive influence on policy, such as whether incentives are provided for implementation. The model argues that institutions---as structures and state actors---have important influences on these factors. Furthermore, the NI model recognizes that institutions play a partial and contingent role in the construction of policy preferences and discourse and in mediating the political process more generally over time. / Chapter Four demonstrates that the NI model can be applied usefully to reinterpret existing accounts of how legal mobilization and judicial decisions impacted the struggle over school desegregation in the US---a case that provides a heuristic comparison to OMLE policy as it concerns the question of how and where minorities are educated. / Chapters Five through Seven describe OMLE policy development in Canada from the latter 1970s until 2000, with case studies of Alberta and, to a lesser extent, Ontario and Saskatchewan. Chapter Eight reveals that legal mobilization by Francophone groups cannot be understood without reference to institutional factors, particularly the Charter of Rights and funding from the federal government. The policy impact of legal mobilization was influenced strongly by the Supreme Court's 1990 Mahe decision and by federal government funding to the provinces for OMLE policy development, while public opinion appeared to be a least a moderately constraining force on policy change. Chapter Eight further reveals that legal mobilization and judicial decisions helped Francophone groups gain access to the policy process and shaped the policy goals and discourse of actors within the process over time. / Chapter Nine bolsters confidence in the conclusions generated in Chapter Eight by demonstrating how the explanations provided by the NI model, which emphasize the direct or mediating influence of institutional factors, are superior to explanations generated by a Critical Legal Studies (CLS) approach, a "systems" approach, a "dispute-centered" approach, and by Gerald Rosenberg's model. The thesis concludes by suggesting avenues for future research on judicial impact, particularly research that is focused on comparative institutionalism.

Our material of analysis is the discourse of institutions, such as the legislation, public agencies, companies, non-governmental organizations, and the discourse of those who have a disability about this issue. Our study is theoretically and methodologically based on presuppositions on the historical-cultural perspective of human development, more specifically the conceptions of Vigotski and Bakhtin. The researcher position, as a professional working in this area and the main interlocutor in the research, is also problematized. A pesquisa foi desenvolvida numa instituição de longa permanência, a Vila São Vicente de Paulo, fundada em Atibaia - SP em 1924. A metodologia usada foi a pesquisaação, utilizando-se no processo de reconstrução da história institucional e da história dos sujeitos imagens fotográficas do acervo oficial associadas à história oral. A análise dos dados foi composta: a) da visão panorâmica das narrativas individuais produzidas da seleção de imagens; b) discussão dos principais temas levantados em cada segmento associando-os aos conceitos encontrados na literatura: afetividade na velhice asilada, declínio físico e finitude (asilados), valorização das atividades e dos relacionamentos sociais (voluntários) e visão administrativa do cuidar de velhos (gestores); c) interpretação das fotografias excluídas. A afetividade e a sexualidade dentro do asilo são vividas de forma emblemática, ou seja, há estratégias do cotidiano, como as festas, para poder expressá-las. A finitude é um tema constantemente presente no discurso. Os voluntários pretendem ser o vínculo com o mundo externo e proporcionar atividades sociais consideradas fundamentais. Existe a preocupação dos gestores em administrar a instituição oferecendo mais do que alimentação, cuidados de saúde e habitação, mas a maioria sente que não tem formação gerontológica para fazê-lo / Abstract: Intending to improve the long-term care institutions, this study aims to analyze how three distinguished groups - dwellers, volunteers and managers - affect na institution's history and the new significance of their own lives concerning their relationship with it. The research was developed in Vila São Vicente de Paulo, a long-term care institution in Atibaia, SP, founded in 1924. The methodology used was action-search using photographs from the institution?s collection, and oral history throughout the history reconstruction. Data analysis involved three steps: A) overview of the individual narratives, recorded from the chosen photographs, b) discussion of the themes considered the most important ones for each group na linking them with concepts of the literature: affect in the old age in an institution (for the elderly), bodily decay and finitude (dwellers), valorization of activities and social relationship (volunteers) and perceptions of caring for older persons (managers); c) interpretation of the photographs which were not chosen. Affection and sexuality in the institution are dealt with in symbolic ways, with daily strategies like parties and events. The theme finitude is frequently mentioned somehow. The volunteers intend to link institution and extramural community, and provide activities considered (by them) fundamental. the managers concern about caring for the institution and offering more than only proper alimentation, health caring and homes, but many consider themselves insufficiently prepared concerned knowledge / Mestrado / Gerontologia / Mestre em Gerontologia
