Livelihood assets and survival strategies in coastal communities in Kerala, India

Marine fish stocks are under serious threat of depletion due to increasing numbers of resource users with competing interests, resulting in degradation and the decline of fish catch. Using qualitative and quantitative techniques such as in-depth interviews, focus group discussions, household surveys and remote sensing and GIS, this study addresses: (1) the complex and inter-related nature of resource dependency, (2) the role of assets in determining survival strategies of households in artisanal fishing communities in Ponnani, India, (3) how asset degradation impacts resource-dependent households, (4) how households develop survival strategies, and (5) considers access to social, political, physical, human and financial assets. Information is organized using the Sustainable Livelihoods Framework (SLF) with modifications to suite the local complexities. Results show that households - engaged in diverse activities, including fishing, fish processing/marketing/culture and daily labour - evolved property rights of natural resources over generations. The Pathemari cargo business’s limited knowledge of fisheries compared to artisanal fishers, and the government led modernization resulted in resource degradation. Therefore, artisanal fishers living in coastal wards threatened by intense erosion, abandoned traditional occupations in pursuit of livelihood security. Results from image analysis and derived thematic maps indicate increased erosion of 0.35 sq km shoreline coinciding with government development initiatives. To improve livelihood options, the results indicate that 50% surveyed accessed political assets such as fishers’ cooperatives and only 20% accessed financial assets such as government sponsored schemes and loans. In-depth interviews and focus group discussions revealed many limiting factors of access, specifically marginalization and lack of financial assets: only 6% surveyed could raise enough money to migrate. With changes in technology, from harvesting to processing, gender roles are being radically altered. Women are losing jobs and income. Politically, the study revealed that local participation helped governing bodies prioritize on housing, roads, water and sanitation. Analysis of the information through the modified SLF suggests three strategies to enhance the asset base of coastal poor: strengthening grassroots organizations; transforming state relations; and developing new alternatives to conventional coastal development practice. Finally, the study suggests resource management policies to improve the households’ livelihood options and well-being.

A merry chase around the gift/bribe boundary

This thesis questions whether it is possible to locate a boundary between gift and bribe that can survive comparison across cultures and history. This question is addressed in a multidisciplinary way, engaging the literature on the current use and the history of the language of bribery, studies of gifting and reciprocity, and the anthropological and philosophical literature on relativism. The approach is non-linear—like a hound on a chase, stopping in medieval England, ancient Athens and various societies in the modern world. It is concluded that if there is a universal gift/bribe boundary, it is likely based on a norm of reciprocity rather than on a foundation of assumptions that incorporate modern capitalism and Weberian bureaucracy. This implies that global anti-bribery initiatives, as presently conceived, are ill founded. An alternative account, founded on reciprocity and conventionalism, is postulated as a more secure foundation for locating a gift/bribe boundary.

The transformative power of T’xwelátse: a collaborative case study in search of new approaches to Indigenous cultural repatriation processes

This collaborative study investigates the events that led to the repatriation of the Stone T’xwelátse from the Burke Museum of Natural History, University of Washington Seattle, USA to the Noxwsá7aq people of Deming Washington, USA and to the Stó:lō people of Chilliwack, B.C. Canada. Stone T’xwelátse is the first ancestor of the Chilliwack people who was transformed to stone by the transformer This research grew out of the desire to learn about and share the positive lessons learned during the repatriation process and to investigate if these experiences could benefit repatriation processes in Canada, specifically the province of B.C. This work establishes the current legal setting for cultural repatriation processes in Canada, the United States, and internationally, tells the ancient and contemporary story of Stone T’xwelátse, and examines the impact of Indigenous law, differing worldviews, community capacity, and relationships on cultural repatriation processes. An analysis of the conflict is presented through the identification of the key challenges and successes. The events of the repatriation, as told by the research participants, support the argument for the implementation of John Paul Lederach’s Conflict Transformation Theory practices in future cultural repatriation processes. Using Participatory Action Research and Indigenous Research methodologies data was gathered through participant interviews to form the result of the study: How to Work Together in a Good Way: Recommendations for the Future for Museums, Communities, and Individuals from the Participants of the Stone T’xwelátse Repatriation Research Project and Museum Professionals. These recommendations were formed to share the lessons learned from the Stone T’xwelátse repatriation and also to state changes that the participants would like to see implemented in cultural repatriation processes in Canada. Stone T’xwelátse is now with the Stó:lō people fulfilling his role to teach the people “how to live together in a good way.”

Counting on their migration home: an examination of monitoring protocols and Saanich First Nations’ perspectives of Coho (Oncorhynchus kisutch), Chinook (O. tshawytscha) and Chum (O. keta) Pacific Salmon at Goldstream River and Saanich Inlet, Southern Vancouver Island, British Columbia

Records of abundance of salmon that return to their natal spawning stream (escapements) are important indices that can assist with monitoring, conservation, and management of a salmon population over time. On their own, however these data reveal very little about the habitat, ecosystem and human communities that salmon encounter on their journey from freshwater to sea and back again. This research examines monitoring protocols for Goldstream River salmon stocks (coho, chinook and chum Pacific salmon). It includes and reaches beyond biostatistics from stream surveys to gauge First Nations’ artisanal fishing activities at Goldstream River and Saanich Inlet as well as their commercial chum fishing endeavours in Saanich Inlet on south Vancouver Island, British Columbia. Methods included summations of major themes from interviews on traditional ecological knowledge (TEK) shared by local Saanich First Nation fishers whose families have lived in the communities around Goldstream River and Saanich Inlet for more than 200 years. Analyses of Goldstream salmon escapements for the period 1932 to 2004 and native harvest statistics of chum caught from Saanich Inlet between 1982 and 2004 are integrated with results from analysis of TEK research undertaken for this project. Key recommendations arising from the results of this research are: stream habitat restoration in response to loss and degradation of salmon-bearing streams; modification of stream survey procedures to measure for morphological and physiological attributes including indicators of the health of Goldstream salmon; monitoring and eliminating sources of pollution to Saanich Inlet waters; implementing precautionary measures to ensure that overfishing of Goldstream salmon and shrimp in Saanich Inlet does not recur; and safeguarding naturally abundant Goldstream chum populations at the river. Under current management of the Goldstream chum fishery, the maximum carrying capacity (K) or target escapement of chum that the Goldstream River spawning grounds sustain is 15,000. Based on population assessments as well as physiography and ecosystem dynamics, I infer that Goldstream River’s K for its natural chum population is between ~16,000 and 18,000; ~1,500 for the mixed stocks of natural and hatchery enhanced coho; and ~50 for chinook (based on the river’s naturally occurring populations between 1932 and 1973) or ~385 enhanced chinook (based on the returning population from 1975 to 2002 since hatchery enhancement took place). A co-management relationship exists between Fisheries and Oceans Canada (DFO) resource managers and the Saanich First Nations bands (Saanich Tribal Fisheries councilors). Improvements to communication, collaboration and information sharing between DFO resource managers, Goldstream hatchery operators and Saanich First Nations with regards to decisions made about Goldstream salmon stocks are, however, necessary. In this thesis, I propose a model with recommendations for compatible fisheries management goals and techniques including adaptive management and ecosystem-based management to address this problem.
