Informal settlement upgrading and the effect of governmentality on women's social networks : a case study of New Rest and Makhaza, Cape TownMassey, Ruth Thokozile 12 1900 (has links)
Thesis (PhD)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: It is estimated that 70% of sub-Saharan Africa’s urban population resides in informal settlements. Cape Town (South Africa), in particular, has a projected 223 informal settlements within its boundaries (which house almost 136 000 households). The national government has attempted to meet housing needs through the upgrading of informal settlements. In situ upgrading has been seen as a particularly popular route to follow. This study aimed to investigate the City of Cape Town’s governmentality in the in situ upgrading of Makhaza and New Rest in Cape Town and explore the implications of this governmentality for women’s social networks in these two settlements. The study focused on the governmentality elements of rationalities, practices and techniques and counter-conduct. A review of the literature shows little attention has been paid to the various governmentalities (practice, techniques and rationalities) that exist within informal settlement upgrading. The literature has also not paid much attention to how the governmentality of those undertaking informal settlement upgrading, relates to women’s social networks (and their governmentality) within upgraded sites.
The research made use of qualitatively-driven methodologies and approaches, employing the techniques of Neighbourhood Social Mapping, Social Network Assessment (SNA), semi-structured interviews, questionnaires, transect walks, observational studies and secondary data gathering. The study found, amongst other things, that the governmentality (rationalities, techniques and practices) used by the City to plan and implement the upgrading of informal settlements differs from that of the women’s social networks. The profound differences in governmentalities have meant that the settlements do not meet the needs of the women and their social networks. In response the women have redesigned their new settlement to meet the needs of their social networks. Integral Theory is used in this thesis to map and better understand the differing governmentalities and their relationship and was used to propose an Integral approach in managing differing governmentalities. The thesis suggests that, in order to understand fully and respond appropriately to the challenges faced in upgrading, those in power need to be aware of and include all perspectives and actors within their upgrading process and practice. / AFRIKAANSE OPSOMMING: Daar word beraam dat 70% van sub-Sahara Afrika se stedelike populasie in informele nedersettings woon. Kaapstad (Suid-Afrika), spesifiek, het ‘n beraamde 223 informele nedersettings binne die grense (wat omtrent 136 000 huishoudings huisves). Die nasionale regering het onderneem om behuisings behoefte te voorsien deur die opgradering van informele nedersettings. In situ opgradering is gesien as ‘n besonder gewilde roete om te volg. Hierdie studie het gepoog om die City of Cape Town (die Stad) se governmentality te ondersoek in die opgradering van Makhaza en New Rest in Kaapstad. So ook om die implikasies van hierdie governmentality vir vroue se sosiale netwerke in hierdie nedersettings te verken. Die studie het onder andere bevind dat die governmentality (rationaliteite, tegnieke en praktyke), soos gebruik deur die Stad om opgradering van informele nedersettings te beplan en implimenteer, verskil van die van die vroue se sosiale netwerke. Die diepgaande verskille in governmentalities het gelei daartoe dat die nedersettings nie voldoen aan die behoeftes van die vroue en hul sosiale netwerke nie. In reaksie daarop het die vroue die nuwe nedersetting herontwerp om in hul sosiale netwerk behoeftes te voorsien. Integrale Teorie is in hierdie tesis gebruik om die verskille in governmentalities en hul verwantskappe uiteen te sit en beter te kan verstaan en ook om die Integrale benadering in die hantering van verskillende governmetnalities voor te stel. The social terrain of endemic tuberculosis in and around Cape TownMurray, Emma Jane 12 1900 (has links)

challenges of the 21st century, despite the availability of effective treatment over the
past 50 years. The rising incidence of transmitted (primary) drug resistant TB threatens
the very fabric of conventional TB control efforts, which are already strained by a
rampant human immunodeficiency virus (HIV) epidemic. Ongoing transmission of
Mycobacterium tuberculosis is a key factor that sustains the TB epidemic in endemic
areas such as the socio-economically deprived townships of Cape Town, South Africa.
My research explores the disease context, or social terrain, of TB in this endemic setting.
It is primarily concerned with how the social terrain of endemic TB may contribute to
ongoing transmission and the potential that it holds for enhancing TB control efforts.
Analyses of qualitative data from eight township research sites in and around Cape
Town show that pragmatic and novel approaches are required to pierce through the
enormity of TB as a political and economic problem. Broadening the current biomedical
focus on treating individual patients, to include more holistic community-based
interventions, can and should be developed.
Data were collected as part of qualitative pre-intervention community surveys conducted
in 2005 and 2006 for a public health intervention trial (ZAMSTAR) performed in Zambia
and South Africa. Twenty-four communities were selected as research sites and this
study draws on the survey data collected in the trial’s eight South African sites. Although
the data were collected for the ZAMSTAR trial, the aims and analyses presented in this
study - which seek to improve our understanding of how the social terrain is meaningful
for TB control - remain independent of ZAMSTAR.
Through a retrospective analysis of the South African data, I inductively present three
distinctive ways in which the social terrain is meaningful for TB control. First, the
interaction between social cohesion and social diversity may be an important variable
that predicts community response to public health interventions aimed at reducing the
prevalence of TB in these endemic areas. This is demonstrated by triangulating
ZAMSTAR’S adaptation of a social systems model with further analysis of the research
sites. Second, the study identifies a common discourse running through the sites that
stigmatizes TB as both a dirty and HIV-related disease. It is argued that this may be
significantly contributing to TB diagnostic delay and I call for more holistic approaches to
TB control that can reduce perceived marginalization and TB-HIV stigma. Third,
congregate settings emerge as noteworthy visible features of social terrain that clearly
have the potential to facilitate TB transmission within communities. The pre-intervention
surveys qualitatively described public spaces within each research site and the use
thereof. Basic principles of TB transmission are applied to these descriptions,
developing a novel method of mapping the relative transmission risk possibly posed.
Innovative use of similar approaches could identify likely transmission “hot spots” that
may serve as focal points for targeted interventions, such as adjustments that increase
ventilation or encourage TB suspects to seek urgent medical diagnosis and treatment. / AFRIKAANSE OPSOMMING: Die beheer van tuberkulose (TB) bly steeds een van die grootste gesondheids
uitdagings van die 21ste eeu, ten spyte van die beskikbaarheid van effektiewe
behandeling vir die afgelope 50 jaar. Die stygende insidensie van oorgedraagde
(primêre) middelweerstandige TB bedreig die wese van konvensionele TB kontrole
programme, wat reeds gebuk gaan onder die oorweldigende impak van die menslike
immuungebrek virus (MIV) epidemie. Ononderbroke oordrag van Mycobacterium
tuberculosis is ‘n kardinale faktor wat die epidemie onderhou in areas soos die sosioekonomies
agtergeblewe dele van Kaapstad, Suid-Afrika. My navorsing ondersoek
sosiale terrein (konteks) van TB in hierdie hiperendemiese konteks. Dit is primêr
gemoeid met die moontlike bydrae van die sosiale terrein tot voortgaande TB oordrag en
die potensiaal wat dit mag inhou om TB kontrole te verbeter. Analise van kwalitatiewe

(ZAMSTAR) in Zambië en Suid-Afrika. Die studie sou poog om die TB prevalensie

A cross-sectional study of tuberculosis among workers in Tygerberg Academic Hospital, Western Cape province, South AfricaAyuk, Julius Nkongho 12 1900 (has links)
Thesis (MMed)--Stellenbosch University, 2013. / ENGLISH ABSTRACT: Introduction: The morbidity and mortality associated with tuberculosis (TB) disease is of grave
consequences for the health and employment of afflicted individuals. Healthcare workers are identified
amongst high risk groups in communities. The prevalence/incidence of TB is dependent on the presence
of associated risk factors which varies in diversity and intensity in different communities and
workplaces. Understanding the risk factors operating in any given environment is indispensable to any
tuberculosis control programme.
Objective: The objective of this study was to describe the occurrence and trends of TB disease as well as
to determine the risk factors associated with the disease among Tygerberg hospital employees.
Method: A cross-sectional descriptive study design with a nested case-control component was used to
determine the occurrence (and trends) and risk factors of TB disease respectively.
Occurrence and trends of tuberculosis: The frequencies, distribution and trends of TB disease from 2008
to 2011 were obtained by calculating and comparing the annual incidence rates for each variable. Cases
were identified from the occupational health clinic TB register, while the various denominator data were
obtained from the Human Resource database.
Determination of risk factors: Cases were recruited from the occupational health clinic TB register and
controls were randomly selected from unaffected workers during the study period. Self-administered risk
factor questionnaires were completed by both cases and controls. Multivariate logistic regression analysis
was used to determine the association between known and suspected risk factors and the occurrence of
TB disease amongst employees. Results: Sixty six cases of TB disease occurred in the workforce during the study period resulting in an
annual average incidence rate of 397/100,000 population (95% CI: 307/100,000-505/100,000). Twenty
three (34.8%) of the 66 cases occurred in Housekeeping staff, making them the most affected sub-group
[1181/100,000 population (95% CI: 747/100,000-1768/100,000)]. The rate of TB disease in nurses was
1.7 times (95%CI: 1.4-2.0) that of doctors. Workers in the 40-49 years age-group experienced the highest
incidence [490/100,000 population (95%CI: 329.6/100,000-706.8/100,000)] of TB disease compared to
the other age-groups. There was no obvious difference in gender occurrences. Disease rates varied
among different racial groups, with the highest rate in black employees [1473/100,000 population,
(95%CI: 924/100,000-1981/100,000)]. Distribution of TB disease in the institution was widespread, with
security department being the most affected [2500/100,000 population (95%CI: 311/100,000-
9262/100,000)]. There was a downward but statistically insignificant (annual range 9-23; p=0.28) trend in the rate of disease occurrence over the study period. No previous training on TB prevention (OR: 2.97,
95% CI: 1.15 - 7.71), HIV (OR: 67.08, 95% CI: 7.54 – 596.64) and working without knowledge of TB
risk profile of the workplace (OR: 8.66, 95% CI: 1.10 – 67.96) were associated with TB disease
occurrence.
Conclusion: Occurrence of TB disease among Tygerberg hospital employees was low compared to that
of the general population of its drainage areas. Disease occurrence in the facility was wide and varied
with respect to occupational groups, workplaces and time. Well-established risk factors for TB infection
(and disease) were found to be determinants of disease occurrence in the facility.

Evaluation of the use of flood attenuation controls for the management of urban stormwater impacts in Cape Town, South AfricaHotchkiss, Timothy Stephen 03 1900 (has links)
Thesis (MSc)--Stellenbosch University, 2015. / ENGLISH ABSTRACT: In the context of rapidly expanding cities, it is imperative that urban planning in South Africa has
sufficient guidance regarding stormwater and river corridor management, in order to provide
solutions that address issues of flood risk and the environmental health of river systems.
Attenuation of stormwater runoff, the focus of this study, is one of the most important structural
mechanisms used for the mitigation of many of the negative impacts caused by uncontrolled urban
runoff. Typically, it involves the use of attenuation ponds or wetlands, which temporarily store
runoff during a storm and release flow downstream at a reduced rate so as to mimic natural flow
patterns.
The focus of urban stormwater management and flood control has historically been on the
protection of human life and property. However, in recent decades, through growing environmental
awareness and the advancement of the concept of sustainable development, urban stormwater
management has become a growing field of research worldwide, with a broader focus which
considers not only flood control, but also water quality, aquatic biodiversity and the amenity value of
urban drainage systems. Flood attenuation controls are becoming more widely used within South
African urban areas, primarily due to policies or legislation brought into effect by local authorities.
However, there is often little understanding regarding the positive and perhaps negative effects that
these attenuation controls are having on receiving watercourses downstream.
Three case studies were assessed by means of stormwater modelling simulations to evaluate various
flood attenuation practices which are currently in use in South Africa. Two of the study areas, the
Mosselbank River Catchment and the Bayside Canal Catchment, were selected in areas of Cape
Town where future development has been proposed by spatial planners. The third study area, the
Upper Kuils River Catchment, was evaluated in terms of the performance of existing attenuation
facilities in an area which is already almost completely developed. The study found that attenuation
facilities constructed with a single culvert-type outlet structure, designed to reduce flows during
large storm events, do not mitigate the impact of post-development runoff occurring during lower
recurrence interval storm events. Attenuation facilities with multi-stage outlet structures were
found to be much more effective at mimicking pre-development flow during a range of storm
events. It was also found that because attenuation does not reduce post-development runoff
volumes to pre-development levels, but merely reduces peak flow rates, the cumulative runoff from
multiple attenuation controls across a large (>30 km2) urban catchment resulted in higher runoff
peaks in downstream watercourses.
The study concluded that more widespread use of stormwater Best Management Practices (BMPs)
and Sustainable Drainage System (SuDS) controls allows a greater portion of runoff to infiltrate,
resulting in less runoff volume and therefore reduced peak flows downstream, especially during low
recurrence interval storm events. In addition, the study recommended the use of detailed
catchment-wide stormwater modelling to understand specific catchment dynamics holistically, thus
increasing the potential for designing effective attenuation controls in urban stormwater systems. / AFRIKAANSE OPSOMMING: In die konteks van die vinnige tempo van stedelike uitbreiding, is dit noodsaaklik dat stedelike
beplanning in Suid-Afrika plaasvind met in aggenome van voldoende riglyne vir die bestuur van
stormwater en rivierkorridors, ten einde oplossings te vind vir die kwessies van vloedrisiko en die
omgewingsgesondheid van rivierstelsels. Vloedvertraging, wat die fokus van hierdie studie is, is een
van die belangrikste strukturele meganismes wat gebruik word vir die verligting van talle negatiewe
impakte wat veroorsaak word deur onbeheerde stormwaterafloop in stedelike gebiede. Tipies
behels dit die gebruik van vloedvertragingsdamme of vleilande, wat afloop vertraag tydens 'n storm
en dus vloei stroom-af teen 'n verlaagde tempo uitlaat met die doel om natuurlike vloeipatrone na

Drie gevallestudies is geëvalueer deur middel van numeriese modelstudies wat verskeie benaderings
van vloed beheer, wat tans in Suid-Afrika gebruik is, in ag neem. Twee van die studie areas, naamlik
die Mosselbank en die Bayside-kanaal opvanggebiede in die Kaapse metropool, is gekies in areas
waar toekomstige ontwikkeling in die vooruitsig gestel is deur stadsbeplanners. Die derde studie
area, die opvangsgebied van die bolope van die Kuilsrivier, is in terme van die prestasie van
bestaande stormwater infrastruktuur in 'n gebied wat reeds byna heeltemal ontwikkel is,
geëvalueer. Die studie het bevind dat vloedvertragingsfasiliteite met 'n enkele duiker
uitlaatstruktuur, wat ontwerp is met die doel om die vloeispitse tydens groot storms te demp, nie
die impak van die na-ontwikkeling afloop, wat gedurende storms met laer herhalingsinterval
voorkom, verminder nie. In terme van vloedvertragingsfasiliteite met 'n veelvuldige uitlaatstruktuur,
is dit bevind dat voorontwikkelingsafloop tydens 'n reeks van groot en kleiner storms veel meer
effektief nageboots word. Daar is egter ook bevind dat die demping van die vloedspitse nie die naontwikkeling
afloopvolumes verminder tot voorontwikkelingsvlakke nie, maar slegs tot die
vermindering van maksimum snelhede lei. Die gevolg is dat die totale afloop van ‘n kombinasie van
‘n aantal vertragingsdamme oor 'n groot (> 30 km2) stedelike opvanggebied ‘n hoër spitsvloei in die
stroom-af riviere tot gevolg het.
Die studie het bevind dat die wydverspreide gebruik van bestebestuurspraktyke (BMPs) en
volhoubare stedelike dreineringstelsels (SuDS) tot die infiltrasie van ‘n groter gedeelte van die afloop
lei, wat laer afloopvolume en dus verminderde spitsvloei stroomaf tot gevolg het, veral gedurende
storms met ‘n lae herhalingsinterval. Daarbenewens word die aanwending van gedetailleerde
modellering van stormwatersisteme binne die groter opvangsgebied aanbeveel ten einde ‘n meer
holistiese begrip van spesifieke aspekte van die opvangegebied dinamika, om sodoende die
potensiaal vir die ontwerp van effektiewe vloedvertragingskontroles in stedelike stormwaterstelsels

Cape curtains : a study of selected Cape Town theatres, 1843-1916Neethling, Miemie January 2002 (has links)
Thesis (MDram)--Stellenbosch University, 2002. / ENGLISH ABSTRACT: This study aims to reconstruct the history of the Capetonian theatrical venue of the
second half of the 19th century. It explores the many different venues used for theatrical
activities. Venues discussed include amateur theatres such as the Hope Street Theatre,
Roeland Street Theatre, Haupt's Theatre and the Drury Lane Theatre. Due to the
extensive research already done on the African Theatre on Riebeeck Square and the
Garrison Theatre they are only briefly mentioned as part of the background to the social
dynamics of Victorian Cape Town. Quite often venues such as banqueting halls,
drawing-rooms and wine stores doubled as theatrical venues. Halls discussed include
the Oddfellows Hall, the Mutual Hall and the Drill Hall. Although the main objective of
the study was the theatrical venue, it is impossible not to mention the different drama
companies that occupied these venues. Therefore, the activities of the drama
companies were also discussed to a certain extent, because of the strong
interrelationship between company and theatre house. These include, among others,
the companies of Sefton Parry and Disney Roebuck.
For the purpose of this study the theatrical venue has been defined as an indoors space,
which is divided into two clearly demarcated areas, namely the stage and the
auditorium. Because of this definition the early African theatrical activities are not
included in this study and it deals rather with the Western theatre tradition, namely that
of the early Dutch and English artists. The study deals primarily with the dominant
English theatre post-1850 and the shift from amateur to professional theatricals.
Professional theatres include the Theatre Royals of Harrington Street and Burg Street,
the Exhibition Theatre and the Good Hope Theatre. At the end of the thesis parallels
are drawn between the 19th and 20th century theatre houses such as the Opera House
and the Tivoli Theatre. Another issue addressed by the study is the quest for a
permanent theatrical venue or building in the early Cape theatre tradition. / AFRIKAANSE OPSOMMING: Die studie poog om die geskiedenis van die Kaapse teaters te herstruktureer. Dit
ondersoek die verskillende plekke en geboue wat vir teater aktiwiteite gebruik is
gedurende die tweede helfte van die 19de eeu. Amateur teaters wat bespreek word is
onder andere, die Hoopstraat Teater, die Roelandstraat Teater, Haupt se Teater en die
Drury Lane Teater. Die Afrika Teater op Riebeeck Plein en die Garnisoen Teater vorm
nie deel van hierdie studie nie, aangesien daar alreeds heelwat oor hierdie twee teaters

die oorskakeling van amateur na professionele drama. Professionele teaters wat
bespreek word is die Theatre Royals (Harrington Straat en Burg Straat), die Exhibition

The Cape Town International Convention Centre : a positive economic impact created through the legalisation of gamblingVoges, Pierre 04 1900 (has links)
Thesis (MComm)--University of Stellenbosch, 2004. / ENGLISH ABSTRACT: The legalisation of gambling in South Africa was perceived by many as an
unnecessary vice that would bring social decay in a country that is already battling to
cope with a wide array of social woes, such as unemployment, crime, etc. Anti
gambling protestors argued that South African society is not sufficiently developed to
cope with an industry that diverts money from normal household budgetary
expenditure patterns to the many forms of gambling that suddenly became legal.
Protestors also argued that gambling tax is just another tax on an already overtaxed
society. Many of these arguments were justified and the legalisation of gambling was
clearly an issue, which had to be dealt with carefully.
Politicians, the custodians of a well-managed political system through pro-active
policies that will be to the benefit of a country and its people were in a particularly
difficult position with the creation of a legalized gambling industry and had to weigh
policy between the advantage of additional tax revenue and the disadvantage of
adding to the social ills of South African society. In terms of the Constitution of South
Africa gambling was a concurrent competence and the respective provinces had an
opportunity to develop gambling policy that will be beneficial to the relevant
province. Although the national Gambling Act provided the broad parameters in
which provincial legislation had to be developed, provinces had ample opportunity to
be innovative in respect of provincial gambling legislation.
After the legalisation of gambling provinces moved quickly to ensure that casinos
were developed, mainly to create a larger revenue base through gambling tax. Most
provinces were cash-strapped, as their share of the national budget was not sufficient
to deal with the long list of provincial development priorities. A way had to be found
to supplement the national government contributions and gambling tax was an
attractive option.
The Western Cape Province moved somewhat slower in the promulgation of
provincial gambling legislation. There was a clear realisation that gambling was going
to have a massive social impact on the population of the Western Cape and therefore
had a clear objective to find ways to develop casinos in such a way that it would
offset the negative impact of gambling.
This thesis did not place any emphasis on the quantification of the social impact (such
as lack of productivity, loss of employment, bankruptcy, domestic violence, divorce,
etc). The objective was to show that the allocation of a gambling licence could be
used to create infrastructure that is not linked or related to a casino. Such
infrastructure is normally in high demand in cities or regions, which are emerging as
tourist destinations, but the infrastructure would not be developed by the government,
as the capital cost is too high, nor by the private sectors as the profit margins are too
low.
The Western Cape used its allocation of five casino licences in terms of the National
Gambling Act to create an impact on the whole of the region by dividing the province
into five regions and allocating a casino licence to each of the regions. Since 1994 Cape Town and the Western Cape have gained prominence internationally
as a tourist destination. It was soon clear that the city and region would not be able to
cope with the influx of tourists due to a lack of hotel rooms and other tourism
infrastructure. It was also clear that the tourism industry would not show the required
growth without facilities, such as a convention centres. It is particularly a convention
centre that became an urgent element in Cape Town as convention business has
become a rapidly growing business with a potentially significant impact in terms of
convention expenditure and the resulting economic impact on a city.
The Western Cape developed gambling policy determinations made it clear that in the
case of the five regions, casino bid companies were obliged to include tourism
infrastructure that would add value to a particular region. It was made clear that such
infrastructure should not necessarily be linked with a casino and could be off-site. The
policy determinations were clear in its stipulations that stand-alone casinos would not
be entertained in the adjudication process.
The development of an international convention centre became an important criterion
in the allocation of a casino licence in the Cape Metropole. Although casino bid
companies included different kinds of infrastructure in their bids (mostly projects that
would have a positive impact on tourism) the development of an international
convention centre became a strong factor and the casino licence for the Cape
Metropole was allocated to the company that included the development of an
international convention centre in the their casino bid application.
Although convention centers are rarely profitable they are known to change the face
of cities and regions in terms of their economic impact, not only the impact in terms
of urban renewal opportunity, but also attracting domestic and international
convention center delegate expenditure and the expenditure on hotels, food and
beverage, transport, and general tourism expenditure. The direct, indirect and induced
economic impact of this expenditure in the Western Cape and Cape Town result in the
off-setting of the negative social impact and ensure that the benefits of the legalisation
of gambling is extended to projects that would be unlikely developments in the
absence of a casino licence allocated.
The study undertaken demonstrates the economic impact (direct, indirect and
induced) of the Cape Town International Convention Centre. It also shows the impact
of the center on the promotion of tourism, including convention center delegates
returning to the Western Cape for leisure purposes in the future. It culminates in the
conclusion that the allocation of a casino licence should not only be the development
of a stand-alone casino, but also the creation of tourism infrastructure that offsets the
negative impact of gambling. / AFRIKAANSE OPSOMMING: Die wettiging van die dobbelindustrie was deur baie mense gesien as ‘n
onnodige euwel wat net sou bydra tot sosiale verval in ‘n land wat reeds
gebuk gaan onder ‘n wye verskeidenheid sosiale probleme, soos
werkloosheid, misdaad, ens. Anti-dobbel stemme het argumenteer dat die
Suid-Afrikaanse gemeenskap is nie genoegsaam ontwikkel om ‘n
industrie te hanteer wat geld kanaliseer vanaf normale huishoudelike
besteding na die vorme van dobbel wat gewettig is nie. Anti-dobbel
stemme het verder genoem dat dobbel net ‘n verdere belasting is in ‘n
gemeenskap wat reeds oorbelas is. Baie van hierdie argumente het gewig
gedra en die wettiging van die dobbelindustrie was duidelik ‘n kwessie
wat versigtig hanteer moes word.

dobbellisensie gebruik kan word om infrastruktuur te skep wat nie direk
verwant is aan ‘n casino nie. Sodanige infrastruktuur is gewoonlik in
aanvraag in stede en streke wat ontluik as toerismbestemmings, maar
hierdie tipe toerisme-infrastruktuur sal nie deur die regering ontwikkel
word nie weens ‘n tekort aan die nodige fondse, maar ook nie deur die
privaatsektor nie weens die gebrek aan aantreklike winsmarges.
Die Wes-Kaap Provinsie het die vyf casinolisensies wat aan die provinsie
toegedeel is in terme van die Nationale Dobbelwet gebruik om ‘n impak
in die hele Provinsie te maak deur die Provinsie in vyf streke te verdeel
met ‘n lisensie toegedeel aan elk van hierdie streke.
Kaapstad en die Wes-Kaap het sedert 1994 internasionale prominensie
verkry as ‘n internasional toerismebestemming. Dit was egter gou
duidelik dat die stad en die streek nie die verwagte stroom van toeriste sal
kan hanteer met die gebrek aan hotelkamers en ander toerismeinfrastruktuur
nie. Die toerismesektor sal ook in gebreke bly om te groei
sonder ander fasilitiete soos ‘n internasionale konferensiesentrum. Die
gebrek aan ‘n internasionale konferensiesentrum het gelei daartoe dat
Kaapstad konferensies begin verloor het weens die gebrek aan voldoende
fasiliteite. Die internasionale konferensie-industrie toon uitstekende
geleenthede vir ekonomiese groei deur die konferensieganger besteding
en die impak op die ekonomie van Kaapstad en die Wes-Kaap.
Die Wes-Kaap het dobbelkriteria ontwikkel wat dit duidelik gemaak het
dat casino lisensie-aansoekers daartoe verplig was om toerismeinfrastruktuur
by hulle aansoek in te sluit wat sou bydra tot die
waardetoevoeging in die onderskeie streke. Dit is ook duidelik gemaak
dat sodanige infrastruktuur nie noodwendig fisies aan ‘n casino gekoppel
hoef te wees nie en kon ook weg van die casino perseel ontwikkel word.
Die beleidskriteria het dit verder ook duidelik gemaak dat alleenstaande
casinos nie oorweeg sou word nie.
Die ontwikkeling van ‘n internasionale konferensiesentrum het ‘n
belangrike beleidsoorweging geword in die toekenning van ‘n
casinolisensie in die Kaapse Metropool. Alhoewel casino maatskappye ‘n
verskeidenheid infrastruktuurelemente in hul aansoeke ingesluit het
(meesal projekte wat ‘n positiewe impak op toerisme sou teweeg bring)
het die ontwikkeling van ‘n konferensiesentrum ‘n uiters belangrike oorweging geword in die toekenning van ‘n casino lisensie en die lisensie
vir die Kaapse Metropool is derhalwe toegeken aan die maatskappy wat
die ontwikkeling van ‘n konferensiesentrum in die suksesvolle aansoek
ingesluit het.
Alhoewel konferensiesentrums byna nooit winsgewend is nie, skep
sodanige sentrums die moontlikheid van stedelike vernuwing en ‘n
ekonomiese impak deur die besteding van konferensegangers op hotelle,
voedsel, drank, vervoer en algemene toerismebesteding. Die direkte,
indirekte en geleide ekonomies impak van hierdie besteding lei daartoe
dat die negatiewe sosiale impak afgeskaal word en lei derhalwe daartoe
dat die voordele van die wettiging van dobbel verder gevoer word deur
projekte wat onwaarskynlik sou wees in die afwesigheid van die
toekenning van ‘n casinolisensie.
Hierdie studie demonstreer die ekonomiese impak (direk, indirek en
geleide) van die Kaapse Internasionale Konferensiesentrum. Die studie
demonstreer verder die impak van die studie op die bevordering van
toerisme , insluitende konferensiegangers wat na Kaapstad terugkeer vir
vakansiedoeleindes. Hierdie impak kulmineer in die gevolgtrekking dat
die toekenning van ‘n casinolisensie behoort nie net te lei tot die
ontwikkeling van ‘n alleenstaande casino nie, maar ook die ontwikkeling
van toerismeinfrastruktuur wat daartoe lei dat die negatiewe sosiale
impak afgeskaal word.

An educational psychologist's perspective in understanding the experiences of residential youth care workersCarstens, Alison Lee 12 1900 (has links)
Thesis (MEdPsych (Educational Psychology)--University of Stellenbosch, 2007. / As primary caregivers (such as residential youth-care workers) are the first teachers of children and spend much more time with the child than any other service provider, educational psychologists need to implement programmes that include primary caregivers in actively working with the youth in their care. This calls for educational psychologists to gain a rich understanding of the experiences of youth-care workers in order to work collaboratively in rehabilitating youth at risk within the youth’s ecosystem.
The study attempts to explore the experiences of youth-care workers in residential facilities, using the ecosystemic perspective. A proposed outcome of the research is to contribute to the skills and interventions educational psychologists can use in collaborating with and supporting youth-care workers in residential facilities to rehabilitate youth who are at risk successfully. Qualitative research within the interpretive/constructivist paradigm was employed as the research design. Research was based at two residential facilities in an outlying area of Cape Town, from which four youth-care workers and two youths were drawn as a sample. The data was collected through six semi-structured interviews, observations over a 10-month period at one of the facilities, and photographs of youth-care workers and children.
The review of literature and the findings of this research uncovered many experiences that appear to typify residential youth care. These experiences include the multifaceted nature of the role that youth-care workers fulfil in a residential facility; three types of emotional affect experienced by youth-care workers working in facilities; the significance of healthy youth-care worker-child relationships and the importance of these relationships in the successful rehabilitation of youth at risk; and the levels of support and training required in order to perform the task of successfully rehabilitating youth at risk in residential settings.

Tale of two townships : race, class and the changing contours of collective action in the Cape Town townships of Guguletu and Bonteheuwel, 1976-2006Staniland, John Luke Seneviratne January 2012 (has links)
This thesis examines the emergence and evolution of ‘progressive activism and organisation’ between 1976 and 2006 in the African township of Guguletu and the coloured township of Bonteheuwel within the City of Cape Town. In doing so it compares both how activism has changed over time (including as a result of democratisation) and how it differed between and within these two communities. Whilst at heart an empirical study of activism it seeks to move beyond the specificities of the cases studied to also draw broader conclusions about the nature and causes of collective action and organisation. Drawing on both social movement and class theory it aims to shed some light on the fundamental question of the relationship between structure and agency - why do people act and what defines the form of action they take? It combines a quantitative study of the changing relationship between race, class and state policy with qualitative studies of activism in Guguletu and Bonteheuwel. These two studies cover in detail: the development and unfolding of the riots of 1976; the great boycott season of 1979/80 which saw large numbers of Africans and coloureds across Cape Town drawn into school, bus and consumer boycotts; the development of activism between 1980 and 1985, including the impact of the United Democratic Front; the township unrest of 1985-7; the transition period between 1988 and 1994; and post-apartheid activism in the two communities. It draws on theories of class which recognise the importance of peoples’ positions within the state’s distributional networks (citizenship), experiences and expectations of social mobility and the impact of historical experience of class formation on expectation (moral economy). In doing this it shows how differences in race, education, age and labour market position all interacted to pattern activism in the case studies. Struggles in Cape Town throughout the period 1976-2006 were not dualistic conflict between classes, races or between the oppressed and forces of global capital, nor were they mechanistic responses to the opening and closing of political space. They were complex coalitions of competing and collaborating class forces which were defined by the underlying nature of the city’s political economy and which emerged in interaction with changing opportunities for action.

Views of patients on a group diabetic education programme using motivational interviewing in underserved communities in South Africa : qualitative studySerfontein, Stephanus Johannes 12 1900 (has links)

Diabetes is a significant contributor to the burden of disease in South Africa and to the reasons for encounter in primary care. There is little structured and systematic education of patients that supports self-care. This study was a qualitative assessment of a diabetes group education programme in Community Health Centres of the Cape Town Metropolitan District. The programme offered four sessions of group education and was delivered by trained health promoters using motivational interviewing as a communication style. The aim of the study was to evaluate the programme by exploring the experiences of the patients who attended.
Methods
Thirteen individual in depth interviews were conducted. Each patient had attended the educational programme and came from a different health centre in the intervention arm of a larger randomised controlled trial. The interviews were audiotaped, transcribed and then analyzed using the framework approach.
Results
Patients expressed that they gained useful new knowledge about diabetes. The use of educational material was experienced positively and enhanced recall and understanding of information. The general experience was that the health promoters were competent, utilised useful communication skills and the structure of sessions was suitable. Patients reported a change in behaviour especially with diet, physical activity, medication and foot care. There were organizational and infrastructural problems experienced specifically with regards to the suitability of the venue and communication of information regarding the timing and location of the sessions.
Conclusion
This study supports the wider implementation of this programme following consideration of recommendations resulting from patient feedback. However, only patients who attended the educational sessions were interviewed and the results of the larger controlled trial must still be obtained.

Street trading in Cape Town CBD : a study of the relationship between local government and street tradersVan Heerden, Schalk Willem 12 1900 (has links)
Thesis (MA)--Stellenbosch University, 2011. / ENGLISH ABSTRACT: The constitution of the Republic of South Africa (1996) states that local governments are responsible for the creation of a socioeconomic environment that enables citizens to make a living for themselves. It is on the grounds of this responsibility that the study is based on the relationship between street traders and the City of Cape Town within the Cape Town CBD. This relationship is investigated with the aim of assessing what the nature of the relationship is between street traders and the City of Cape Town. A survey was conducted wherein 71 street traders were interviewed and to complement the survey interviews were conducted with individuals from local government and the private sector who deal with street traders on a daily basis. The survey results indicated that there is a positive relationship between traders and the City of Cape Town, but that local government does not live up to expectation when it comes to the facilitation of informal business development. At the hand off these findings; policy interventions are put forth that would lead to the creation of a facilitative relationship between the City of Cape Town and street traders. Proposed policy interventions are focussed on the improvement of channels of communication between street traders and local government. The proposed policy framework places emphasis on the active participation of local government in the formalisation process of informal traders. The study concludes by proposing policy intervention that would promote a facilitative relationship between street traders and local government and contribute to a sustainable street trading economy in Cape Town. / AFRIKAANSE OPSOMMING: Die grondwet van die Republiek van Suid Afrika (1996) daag elke plaaslike owerheid uit met die taak om ’n sosio-ekonomiese omgewing te skep wat dit vir landsburgers moontlik maak om ’n bestaan te kan maak. Dit is op grond van hierdie verantwoordelikheid dat die studie gebaseer is op die verhouding tussen straathandelaars, binne die sentrale sake kern, en Kaapstad se plaaslike owerheid. Die verhouding tussen straathandelaars en die Stad Kaapstad is ondersoek met die doel om die aard van die verhouding te omskryf. ’n Vraelys is uitgedeel aan 71 straathandelaars en om die opname te komplementeer is onderhoude gevoer met individue van beide die openbare en privaat sektor wat saam met straathandelaars werk op ’n daaglikse basis. Die resultate van die vraelys het gewys op die positiewe verhouding tussen handelaars en die Stad Kaapstad, alhoewel dit aan die lig gekom het dat plaaslike owerhede nie voldoen aan verwagtinge ten opsigte van die fasilitering van informele besigheidsontwikkeling nie. Beleidsmaatreëls wat ’n fasiliterende verhouding sou bewerkstellig; sowel as ’n beleidsraamwerk word voorgestel aan die hand van die bevindinge van die opname. Die voorstelle is grootliks gegrond op die verbetering van kommunikasie tussen die plaaslike owerhede en straathandelaars sowel as die aktiewe deelname van die plaaslike owerheid in die formaliseringsproses van informele handelaars.
