The Inflation Sensitivity of the Swedish Pension System : A study on how inflation affects the equality of consumption between Swedish pensioners

The much-debated topic of the pension system together with the currently elevated levels of inflation give rise to the question of how well the pension system is equipped to deal with a prolonged period of inflation. The current system was introduced in the 1990s and since then it has been operating in a period of low and stable inflation. The purpose of this project is therefore to study the inflation sensitivity of the Swedish pension system and the purchasing power of Swedish pensioners. Since the Swedish pension system consists of different parts and each part has a different inflation sensitivity, this allows me to study the inflation sensitivity of some typical cases of pensioners who has their own unique mix of pension income. I measure inflation sensitivity through the concept of equality of consumption, where utility from consumption is derived primarily from the discretionary spending that exceeds necessary expenses for survival such as food and shelter. Through this, I analyse economic inequality as measured by the amount of discretionary spending and evaluate how inflation affects these amounts for different typical cases of pensioners. The data in this study is gathered from official sources such as Pensionsmyndigheten and Statistiska Centralbyrån. I find that the nominal inflation protection provided by the Swedish pension system is high for most theoretical cases. However, inflation erodes real purchasing power for Swedish pensioners, especially for those not eligible for the housing supplement and for those who lack an occupational pension. The basic protection adds inflation protection for pensioners with a relatively low income, while occupational pensions add inflation protection for pensioners with a relatively high income. The findings suggest that the median pensioner is more adversely affected by inflation when compared to other income levels, as measured through discretionary spending.

Emerging Capabilities and Firm Performance in the Cloud Computing Environment

New capabilities required to succeed in the new Cloud environment represent a radical change for software companies, which have to transition from selling on-the-premises software products to providing subscription-based cloud services (aka Software-as-a-Service or SaaS). While emerging SaaS vendors have led the exponential growth of the market, the traditional software industry has been disrupted. The purpose of this dissertation is to analyze which capabilities are driving the performance of software firms in today’s cloud-computing environment by drawing upon the resource-based view (RBV) of the firm. What is the optimum spending across the primary firm capabilities (e.g., service delivery, R&D, marketing and sales) to maximize financial performance? This dissertation focuses on publicly-traded SaaS companies using publicly-available information from financial databases, corporate investor relations materials, and industry research. It is comprised of two essays. The first essay is a quantitative study based on secondary data. The second essay includes an extensive literature review, an analysis of in-depth interviews of practitioners, and mini case studies. Together, the essays contribute to RBV theory and provide useful insights to help assess the quality of execution of SaaS growth strategies and improve financial planning and performance in the software industry for the cloud computing environment. Although the results come from firms in the SaaS industry, the findings from this study could cautiously generalize to firms in other emerging technology industries. Does military expenditure threaten the poor? A multi-method analysis of the guns vs. butter tradeoff

This article examines the often studied guns vs. butter tradeoff within the context of federal military spending and means-tested social welfare spending in an effort to focus academic attention on the impact of military expenditure on America’s poorest populations. Using OLS regression on federal budgetary data ranging from 1962 to 2020, I test for a tradeoff between military spending as a proportion of the discretionary budget and means-tested welfare spending as a proportion of the mandatory budget. I also include several covariates that previous literature has shown to be relevant to a potential tradeoff — including war status, poverty rate, unemployment rate, economic growth, inequality, and legislator ideology — to determine whether they play a mediating role between military and means-tested welfare spending. I also conduct a qualitative analysis of platforms published by the Democratic and Republican parties during select election years between 1940 and 2020 in order to find a causal mechanism for a budgetary tradeoff. These analyses conclude that there is significant statistical evidence of a tradeoff between these two spending categories, and that party attitudes about who/what is more deserving of federal funding — which are consistently expressed by each party throughout the 80-year period — provide a causal mechanism for such a tradeoff. These attitudes, which are constructed through the priorities expressed in platforms over time, cause legislators to provide funding to groups (either the military or the American poor) that they find deserving, and subtract funding from those they find undeserving. In finding that military expenditure directly undermines life-saving assistance, this article encourages greater study of how seemingly unrelated budgetary decisions (especially those relating to national defense) may play an active role in America’s worsening inequality crisis.

Highway Finance in the United States: An Empirical Model

This thesis seeks to construct an empirical model of highway finance in the United States, and in particular, to examine the relationship between highway-user revenues and highway spending. It provides a general overview of the current highway system, including the federal-aid highway program, and the flow of highway funds between different levels of government. It also examines issues relating to highway-user revenues. A review of the literature failed to provide any "standard" model of highway spending and no previous studies of spending across all levels of government. Using data from the 50 states and the District of Columbia over the three-year period 1998-2000, regressions were run on the dollars spent on highways in each state from all levels of government. The independent variables included highway-user revenues (as defined by the Federal Highway Administration) in each state from all levels of government, lane-miles, daily vehicle-miles of traffic, land area, percent of land area classified as urban, population, gross state product, annual average wage, percent of traffic consisting of trucks, and average winter temperature. OLS estimates using the classical linear regression model were found to be unreliable, and attempts at using a growth rate model provided poor overall fit. Opportunities for future research are identified, as this is an important issue that should be of interest in public policy decision-making. / Master of Arts

Human development as a factor in military expenditure

This study explores the relationship between human development and military expenditure across a broad spectrum of developing countries. The United Nations Development Programme releases an annual report on the state of human development in the world. The report includes four composite measurements of different aspects of human development: Human Development Index, Human Poverty Index, Gender-related Development Index and Gender Empowerment Measure. This study uses multiple regression to determine the existence and strength of causal relationships between the independent variables and different measurements of military expenditure. Special attention is provided to the role of gender empowerment in shaping the behavior of countries. Attention is also paid to the unique human development and military issues of the Middle East, although countries on every continent are included in the analysis. The study concludes that Military Expenditure as a proportion of central government spending is moderately influenced by human development in general and strongly influenced by gender empowerment in particular. On the other hand, human development has a more limited impact on Military Expenditure as a proportion of Gross Domestic Product.

Cette thèse met en exergue des recommandations sur le rôle des politiques de gouvernance, structurelles et fiscales pour atteindre une croissance pro-pauvre et inclusive. Le premier chapitre qui est introductif, présente le contexte de la thèse et discute brièvement les principaux problèmes de données ainsi que les faits stylisés sur l’inégalité et la pauvreté. Le deuxième chapitre analyse les effets de la bonne gouvernance sur la croissance pro-pauvre et inclusive au niveau macroéconomique. Il montre que tous les indicateurs de la gouvernance impactent positivement la croissance des revenus et la réduction de la pauvreté tandis que seuls deux indicateurs : l’efficacité du gouvernement et la règle de droit favorisent une croissance inclusive. Le troisième chapitre analyse comment les gouvernements peuvent réduire les inégalités de revenu en ajustant la composition des dépenses publiques tout en gardant le niveau total inchangé. Les résultats montrent que réallouer les dépenses de défense vers les dépenses d’éducation et de santé et en particulier les dépenses sociales et d’infrastructure, est associé à une réduction des inégalités dans les pays avec une stabilité politique. Le quatrième chapitre fournit une perspective micro-économique, en étudiant comment une meilleure performance des firmes dans le secteur informel peut promouvoir la prospérité partagée dans un contexte de fragilité. Ce chapitre montre que la performance des firmes est un facteur clé expliquant les différences de revenus entre les entrepreneurs. En outre, les résultats montrent que le capital humain et les compétences managériales sont des déterminants importants de la performance des firmes informelles. / This dissertation provides some evidence-based policy lessons focusing on the role of institutional, structural, and fiscal policies in achieving pro-poor and inclusive growth. The first chapter gives an overview of the dissertation and briefly discusses the main data issues and some stylized facts on inequality and poverty. The second chapter examines the role of good governance in fostering pro-poor and inclusive growth at the macroeconomic level. It shows that while all features of good governance enhance pro-poor growth, only government effectiveness and the rule of law tend to promote inclusive growth. The third chapter provides a cross-country analysis investigating how governments can reduce income inequality by changing the composition of public spending while keeping the total level fixed. The results show that reallocating defense spending towards education, and health spending and in particular social and infrastructure spending, is associated with reduced income inequality in countries with political stability. The fourth chapter provides a microeconomic perspective, focusing on how better performance of informal firms could promote shared prosperity in a context of fragility. It shows that firms’ performance is a key factor in explaining income differences between entrepreneurs. In addition, the chapter finds that human capital and managerial skills are important engines of informal firms’ performance.

Given the challenges and opportunities presented by the new political dispensation, both locally and abroad, the evolution of financial management and budgeting systems is analysed. Specifically, elements of each budgetary system that stood the test of time to the present, are studied. International case studies of countries that have undergone (or are undergoing) the transformation process successfully, or otherwise, are fully discussed to serve as invaluable lessons and experience for South Africa on its quest for a smooth and swift transformation, to prevent it from ending up as just another unsuccessful transformation. This then serves as a broad foundation for an appropriate financial management and budgeting system which is proactive in the transformation process. South Africa will not reinvent the wheel. Unlike other countries that waited for transformation problems to fall upon them, the South African financial management and budgeting system manipulates the financial management policies. It achieves this by broadly defining the objectives to be achieved through prioritisation and reprioritisation, formulate clear strategies for shortterm, medium-term and long-term plans, goals, processes, functions and activities. It applies all the positive elements of input-orientated systems, activity/ performance measuring systems, objective/goal-orientated system, medium term expenditure framework and multi-year budgets studied and drawn from lessons and experience of other countries.
