Organiser la pratique sportive des personnes handicapées : entrepreneurs et dynamiques institutionnelles dans la construction de l'action fédérale / Organize sport for people with disabilities : entrepreneurs and institutional dynamics in the construction of federal action

Bouttet, Flavien 09 November 2015 (has links)
In the late 2000s, many mainstream sports federations are structured to organize a way of practicing sports for people with disabilities. International and local transformations promote this new form of federal action. The transformation of international and local sports organizations promotes this new form of federal action. On a national level, public policies also encourage the federations to be more invested with people with disabilities. However, the federal action organized for people with disabilities must also be understood through the commitment of individual actors. The analysis of seven federations, as institutions, demonstrates the construction of a new category of actors, often identified as 'disability referents' and that can be characterized as entrepreneurs within their federation. These actors, supported by their leaders, invest the organization of with the practice of sports by disabled people and rally a large number of federal actors to develop the projects. Highlighting these entrepreneurs’ social skills is also possible through the analysis of cooperation with actors outside the federation. The study of these relationships with specific federations or with the Ministry of Sports, especially through the “pôle ressources national sport et handicaps”, highlights struggles about how to organize the practice of sports by disabled people. These struggles reinforce the visibility and positioning of the actors involved in the process of federal commitments. They also allow the characterization of a national "sports and disabilities" space in full recombining in front of the challenge of integrating people with disabilities in the sports world.

Compliance with best practice governance systems by National Sports Federations of South Africa

Burger, Salmar January 2004 (has links)
The introduction of the 2002 King Report on Corporate Governance for South Africa has placed new emphasis on companies to attain higher and more consistent standards of governance. Based on widely recognised and supported governance frameworks it also inspired a rising expectation of accountability and transparency across every aspect of society and also other types of organisations. Through the establishment of the guidelines found in the King II Report the doors have been opened to sport and its various bodies to draw from the experience of corporations and to make use of some of these guidelines in the development of their own guidelines aimed at their own respective needs and purposes. The sports industry and especially its governing bodies need guidelines for proper governance due to the raised level of interest and impact of sport lately. As a result of the corporatisation of sport and increased professionalism, a greater need for proper business management and governance models within sport becomes apparent. The government has also placed renewed emphasis on the need for sport to become more professional in the manner in which it governs itself. If the sports industry cannot achieve this by means of proactive voluntary action and self-regulation, it runs the risk of legislative regulation, which threatens to undermine the sanctity of flexibility and self-regulation which has been central in the development of sport. This study presents a first attempt to determine the levels of non-adherence by national sports federations of South Africa to the principles of best practice governance, identified as the pillars of good governance. These principles are taken from the King II Report, and also the guidelines developed during the first Governance-in-Sport conference. This, a national study in which all South African national sports federations were approached and asked to participate, carries the support of Sport and Recreation South Africa as well as the South African Sports Commission. / Dissertation (MAdmin)--University of Pretoria, 2004. / gm2014 / School of Public Management and Administration / unrestricted

L'encadrement par l'Etat des prérogatives des fédérations sportives françaises / Supervision by the state prerogatives of french sports federations

Reynaud, Jean-Baptiste 02 May 2013 (has links)
French sports federations have developed without any state intervention. They had their own prerogatives to organize competitions in their respective sporting discipline. By virtue of their association status, they were entirely governed by private law. However, following a decision taken in 1974 by the Board of State confirming the existence of a public service delegated to the federal structure, the legislation gradually devote the principle of granting their prerogatives by the Ministry of Sports through two acts: the ministerial approval and delegation of public service. Since the issuance of these acts is synonymous powers recognized federations by state law and that the delegation leads to publicize their legal status, this study aims to establish the content of the framework of federal prerogatives. The ministerial approval and the delegation lead for the federations beneficiaries, various constraints to supervise their operations and which tend to reduce their autonomy. It is about a frame of textual nature, contained within the legislation. Although these legal requirements are uniformly applicable to these federations, the attribution of their powers by the Sports Ministry is heterogeneous. The examination of this ministerial frame, apprehended notably through its interventionist policy towards disciplines of kickboxing, led to consider its uncertainties and the tracks of a reform of its legal framework.
