Impacts of the Interim Federal Health Program on healthcare access and provision for refugees and refugee claimants in Canada: A stakeholder analysisAntonipillai, Valentina 11 1900 (has links)
Background: Refugees and refugee claimants experience health needs upon arrival in Canada. Retrenchments to the Interim Federal Health program (IFHP) in 2012 greatly reduced healthcare access for refugee claimants, generating concerns among healthcare providers and other stakeholders affected by the reforms. In 2014 a new IFH program temporarily reinstated access to some health services however, little is known about the reforms and more information is needed to map its impact on key stakeholders. This study aims to examine the perception of key stakeholders regarding the impact of the 2014 reforms on the policy’s intermediary goals: access and provision of healthcare.
Methodology: Data was collected using semi-structured key informant interviews with refugee health policy stakeholders (n=23), refugees and refugee claimants (n=6), policy makers and government officials (n=5), civil society organizations (n=6) and professionals and practitioners (n=6). Data was analysed using a constant comparative approach with NVivo 10 (QSR International). A stakeholder analysis was used to map out key stakeholder perceptions, interests and influences in refugee health policy and a content analysis was further employed to abstract themes associated with barriers and facilitators to access and provision of healthcare in the current situation.
Results: The findings provide information for management of stakeholder engagement revealing the perceptions of key stakeholders on the 2014 reforms: eight were opposed to the reforms, eight held mixed positions, four supported the reforms and one did not comment. Five facilitators to accessing healthcare were identified. Eighteen themes emerged under four health care access and provision barrier categories: cognitive, socio-political, structural and financial. There were four common themes perceived among all stakeholder groups: lack of communication and awareness of refugee and provider, lack of care provider training leading to unfamiliarity with IFHP, lack of continuity and comprehensive care and the political discourse leading to refugee and claimant social exclusion. Other common barrier themes included healthcare affordability for refugees and the healthcare system, fear of the healthcare system, and interaction with the Ontario Temporary Health Program.
Conclusion: The study highlights that reforms to the IFHP in 2014 have transferred refugee health responsibility to provincial authorities and healthcare institutions resulting in bureaucratic strains, inefficiencies, overburdened administration and increased health outcome disparities as refugees and claimants choose to delay seeking healthcare due to existing barriers. There are some benefits to the reforms, but the lack of support and mixed opinions among the majority of stakeholders emphasize the need for reformulation of policy with stakeholder engagement. This study recommends future refugee health reform strategies incorporate stakeholder leadership, cooperation and perspectives, as revealed in this research, to successfully move healthcare policy from theory to practice. / Thesis / Master of Science (MSc)

This study aims to understand the interface between the governance of event-led regeneration and sustainable development by taking the London 2012 Olympic Games/Lower Lee Valley area regeneration process as a case study. Since the early 1990s, there is a widespread trend towards the use of mega-events to promote a city, stimulate the local economy and regenerate rundown post-industrial areas and communities. The importance of mega-events in destination development has gained increasing attention and they are also considered as a catalyst for city regeneration. The emphasis in the aims of event-led regeneration has changed over the time and the sustainability in terms of economic, physical, social and governance dimensions has gained significant attention from both organisers and researchers. In the context of sustainable event-led regeneration, multiple stakeholder perspectives are essential and it is important to know how different actors are involved and interact in an event-led regeneration. London used 2012 Olympics to regenerate East London, one of the most deprived parts of the city. It is taken as an opportunity to explore new frontiers of interaction and cooperation between the local, regional and national stakeholders. This research adopts an integrative approach, which evaluates the changes in the built environment, social structure and stakeholder organisation together to evaluate the sustainability of the event-led regeneration governance. Data collection methods include interviews with stakeholders of London 2012 planning and organization, focus group meetings with residents living in and around the fringe of the London 2012 Olympic Park, secondary data analysis and document analysis. The research provides a sound base from which the planning of more sustainable mega-events can be undertaken by using the epistemological framework for sustainable event-led regeneration and the evaluation of their impact more fully measured across a wider stakeholder community. The conclusion emphasises the importance of the collaborative approach for the governance and resilience as critical for sustainable event-led regeneration.

Floods in The Czech Republic more often damage private property. Majority of such damages is caused by water stream itself. There are also situations, where damages are caused in case of dereliction, infringement or violation of statutory duty. The Czech legislature defines legal instrument - Compensation for Damage. This work examines how this instrument is used in cases of flood damages, where someone is guilty. We examine legal (court) processes for Compensation for Damage by an application of IAD Framework and Stakeholder Analysis. Results are as follows. The examined legal instrument is seldom used. In the conclusion there are discussed possible grounds of these research results and steps/provision for more frequent application of Compensation for Damage in consequence of floods.

The study was carried out through a qualitative method with an analysis of materials from the National Road Administration's archives, the associated Environmental Impact Assessment (EIA) and through interviews of the different operators.</p><p>My theoretical basis has been a Stakeholder Analysis and its principles, and theory about different executions of social planning.</p><p>The result showed that the decision- and consultation process has been bursting in democracy and consideration taking of the different operators' opinions, has been poor from the developer’s, in this case the National Road Administration's, side. The National Road Administration has implemented the project on the basis of its own preferences and has not more or less given some compromises to the other operators. The public felt displeased and disappointed, as there were many people affected by the road. Therefore, competition started between cities other than states and entreprenurial strategies are developed by local governments and actors for sustaing local economic development. One of the most popular place marketing strategies, mega-events such as EXPO, Olympic Games are considered as a valuable instrument to promote a region as a tourist destination, business location, and an attractive place to live and work. This study investigates an understanding of how to use a mega event as a tool in the place marketing strategy and building up entrepreneurial governance by examining the stakeholder organization of Izmir EXPO 2015 candidacy period. The research analyzes the approaches of different stakeholders of Izmir to EXPO opportunity and the impact of bidding on the stakeholder organization of Izmir. The most important conclusion of the study is that collaborative study of stakeholders can help to build up the entrprenurial city even if the city does not host a mega event.

Material Flow and Stakeholder Analysis for a Transfer & Recycling Station in Gaborone, BotswanaAndersson, Emil January 2014 (has links)
Landfilling waste material is still one of the most common methods to take care of waste in a big part of the world. Gaborone, the capital of Botswana located in the southern part of Africa is no different in this way. The major part of all waste is landfilled in Gaborone and there is only a minor part of all collected material that is recycled. One solution that earlier studies suggest is to build a transfer and recycling station in the city of Gaborone that can contribute to a more sustainable waste management. This study aims to identify the major waste streams of recyclable waste and also the major stakeholders that are active in this area through an exploratory study involving interviews, a workshop and a survey. The result of this thesis can hopefully assist in the preparations for such a transfer station. The conclusions of this study are many and contains of both hard facts and also loose ends that can contribute to pursue further studies. The first important result is that all the waste collection companies transports everything they collects to a landfill and it is only recycling organizations that are working with collection and recycling in Gaborone. These recycling organizations are a few but smaller compared to the waste collection companies in collected amounts of material. Besides these collection organizations, Gaborone City Council, the local municipality works with collection of household waste and the collaboration between these three groups that operates in the same environment is very poor. All the interviewed stakeholders showed a positive interest in the transfer and recycling station but there is only a small part of the commercial business in Gaborone that believes in a more serious waste management than landfilling. Despite that one major shopping mall actually sort out recyclables and saves 30% in waste management costs thanks to that. Another issue is the prevailing cultural contradictions that is obvious among the organizations in Gaborone. The last two bigger issues is the tremendously dull political bureaucracy that is appearing in Botswana and also that voices are raised that corruption is great beneath the surface.
