Investigating the effects of the proliferation of commercial broadcasting on public service broadcasting: the case of Rivers State of Nigeria Broadcasting Corporation

1992 marked a turning point in Nigeria’s broadcasting history as the country formally deregulated her broadcast space. However, it was not until March 2002 that the first commercial radio station was established in Rivers State, a broadcast environment hitherto monopolised by Radio Rivers. The coming of the first independent radio station in Rivers State in March 2002 was followed by the establishment of two other stations in October 2003 and November 2003 respectively. As important as these events in broadcasting in Rivers State are, however, media scholars have argued that in most societies where such change has taken place, public service broadcasters have tampered with their values of being an open space where individuals and groups can come together to be educated, informed, and entertained. This study investigates the extent to which the proliferation of commercial broadcasting outlets has affected Radio Rivers’ public service programming and scheduling. Using a combination of qualitative and quantitative research methods, through in-depth interviews and analysis of the mandate and programme schedules, the study established that while Radio Rivers still maintains some public service values, its current programming policy is driven by the need to compete with the commercial broadcasters. This is evidenced in the decrease in the programme space allocated to current affairs and educational programmes on the schedule, (the genre of public service broadcasting), and the increase in attention to advertisements and entertainment programmes, (the genre of commercial broadcasting). The study also confirms the adverse effects of dwindling financial resources as forcing public service radios to compromise on their public service values, as majority of programmes on Radio Rivers current programme schedules are now geared towards attracting advertisers rather than serving the public good and interests. However, the study proved that it is not in all cases that the entry of commercial broadcasters into Rivers State broadcast space has undermined Radio Rivers public service values. Indeed, in leading to the expansion of interactive, news, and the diversification of entertainment programmes spaces on Radio Rivers’ programming schedules, the proliferation of commercial broadcasters has yielded some positive effects on Radio Rivers public service values and contribution to the public sphere. The study further highlights the need for some policy reforms at Radio Rivers, such as the introduction of licence fees, increased government funding and loosening government’s current control over the station. In addition, there is the need for the edict establishing the station to be amended to reflect the current trends in broadcasting in Rivers State, and above all to reposition Radio Rivers to sustain public good and public interests in its programming.

Die territoriale staat is die hoeksteen van die bestaande politieke orde en terselfdertyd die meester-konsep van die staatlike paradigma. Wetenskapsbeoefening volgens hierdie paradigma is gemik op die instandhouding van die territoriale staat en funksioneer dus as 'n defensief-konserwatiewe politieke projek. Uitsluitsel oor welke vrae en antwoorde as wetenskaplik ter sake kwalifiseer, word gegee aan die hand van die behoeftes van die bestaande territoriaalstaatlike orde. Antwoorde kwalifiseer as wetenskaplik houdbaar alleenlik indien dit met die belange van die bestaande territoriale staat vereenselwigbaar is en nie die staatlike status quo sal ontwrig nie. Intellektuele aktiwiteit wat nie die staatlike gebaseerde status quo ter wille is nie en dit moontlik mag ontwrig, haal in terme van hierdie paradigma moeilik die drumpel van wetenskaplikheid. Benewens die feit dat die produkte deurlopend die staatlike orde onderskraag, vervul dit ook die strategiese funksie om uitdagers van die staatlike orde te domestiseer en in die diens van die staatlike orde te plaas. Die prominentste produkte van wetenskapsbeoefening volgens die staatlike paradigma word ontleed: - staatsbou, dikwels verkeerdelik voorgehou as nasiebou; - demokrasie wat onderhewig aan die dissipline van die staatlike paradigma tot staatlike demokrasie omvorm is; - menseregte wat burgerlike afhanklikheid van die staat bevorder en die staat sodoende teen opposisie vrywaar; - die misdaad, hoogverraad en die intemasionaalregtelike figuur van selfbeskikking wat deur die staatlike paradigma tot 'n staatsdienende staatlike selfbeskikking omvorm is. Die staatlike paradigma word egter onder toenemende spanning geplaas en daar bestaan die moontlikheid van 'n rewolusionere herwaardering van verskeie sleutel-konsepte wat deur die staatlike paradigma gevange gehou en in diens van die bestaande staatlike status quo gedomestiseer is. Die rewolusionere vrystel van hierdie konsepte kan die weg baan na 'n nuwe politokrasie anderkant die staatlike orde. / The basic thesis emanating from this research holds that scientific enterprises within certain fields of the legal science are undertaken in pursuance of a tacit statist paradigm which consistently preserve the political status quo. The territorial state is both the keystone of the existing political order and the master concept of the statist paradigm. Scientific activity according to this paradigm seeks to protect the territorial state and functions as a defensive conservative political project. The scientific relevance of questions and answers is determined by the exigencies of the existing order composed of territorial states. Answers are viewed as scientifically authentic only if they are compatible with the interests of the prevailing territorial state and when they do not pose a threat of disruption to the existing statist status quo. Intellectual activity that does not affirm the statist predicated status quo and which poses the risk of disruption of the this order would seldom qualify as scientific in terms of this paradigm. This study examines the historical establishment of the statist paradigm and debunks the main pillars of the paradigm. The foremost products of scientific activity in accordance with the statist paradigm are then analyzed. These products invariably safeguard the statist order and also succeed in domesticating the challengers of the statist order and placing them in the service of this order. The most outstanding developments of the scientific endeavour in pursuance of the statist paradigm are analyzed, which are: - state building, often inaccurately portrayed as nation building; -democracy which, subjected to the discipline of the statist paradigm, had been transformed into statist democracy; - human rights which cultivate civic dependence upon the state, thus safeguarding the state against opposition; -the crime ofhigh treason and the international law concept of self-determination which was transfigured by the statist paradigm into a state serving statist self-determination. The statist paradigm is however placed under increasing tension and there is a possibility of a revolutionary reappraisal of several key concepts which the statist paradigm has kept in captivity and which have been domesticated and placed in the service of the statist status quo. The impact of the 1974 revolution on religious freedom in Portugal, 1974-2009

Oppression and dictatorship were rife in this traditional Roman Catholic Portuguese state. The Portuguese Empire collapsed and the period immediately after the 1974 Revolution was marked by Communist influence. However, democracy rose with the 1976 Constitution and its subsequent Revisions addressing various aspects of freedom but neglected to address religious freedom. Specific legislation pertaining to freedom of religion was only adopted more than three decades later in 2001. Consequently, the study intended to reveal the status of religious freedom in Portugal as a result of the 1974 Revolution. The hypothesis of this study is that there was resistance to the implementation of religious freedom in Portuguese legislation and society which continued until 2009, the point at which this study ends. Relevant legislation regarding religious freedom was the adoption of the 2001 Religious Freedom Act followed by the signing of the 2004 Concordat. Thus, this important question is relevant, was religious freedom respected in Portugal in 2009? Subsequently, this study tested and proved the hypothesis that religious freedom was not fully applied in Portuguese legislation and society up to the period under study. The adoption of the 2004 Concordat proved that there was still confusion regarding the legal status of religious freedom in the country. The methodology used to collect the data for this study included numerous articles, letters, national and international legislation, anecdotal evidence as well as literature and in-depth interviews to collect oral historical information. This study is located in the theoretical framework of the transformative theory of religious freedom. The thesis revealed that even if the 1974 Revolution brought in freedom of religion the concept still lacks full implementation according to Articles 18, 19, and 20 of the Universal Declaration of Human Rights (UDHR) and Articles 9, 10 and 11 of the European Convention on Human Rights (ECHR). / Christian Spirituality, Church History and Missiology / D. Forming a New Art in the Pacific Northwest: Studio Glass in the Puget Sound Region, 1970-2003

The studio glass movement first arose in the United States in the early 1950s, and was characterized by practitioners who wanted to divorce glass from its industrial associations and promote it as a fine arts medium. This movement began in a few cities in the eastern part of the country, and in Los Angeles, but gradually emerged as an art form strongly associated with the city of Seattle and the Puget Sound region. This research studies the emergence and growth of the studio glass movement in the Puget Sound region from 1970 to 2003. It examines how glass artists and Seattle's urban elites interacted and worked separately to build the support structures and "art world" that provided learning and mentoring opportunities, workspaces, artistic validation, audience development, critical and financial support, which helped make glass a signature Puget Sound art form, and the role that artist social networks, social capital, cultural capital and cultural policy played in sustaining this community. In particular, the research seeks to explore the factors that nourish a new art form and artist community in second-tier cities that do not have the substantial cultural and economic support structures found in the "arts super cities" such as Los Angeles, New York City, and San Francisco. This study contributes to the growing literature on artist communities, and the roles played by social capital, cultural capital, urban growth coalitions and policy at different stages of community development. Results can assist policymakers in formulating policies that incorporate the arts as a form of community development.

By reconstructing the interaction between the indigenous people and the Chinese state over a long period of time from the Tang dynasty to the Qing, this thesis argues that the anomaly of indigenous contact with the state in the southwest, unlike the Pearl River delta or even Fujian, is the very long duration of contact and the persistent representation of the indigenous as part of the dominant (Han) tradition, despite the Han claim to superiority. / In my visits to Gaozhou, Leizhou and Hainan, I was attracted by the interesting phenomenon that Madam Xian (Xian Furen) or the God of Thunder (Lei shen) is worshiped not only as a deity, but also as an ancestor. The deities had been blended in with the ancestor because in the late imperial period, local people had changed the foci of their territorial worship as they became become part of the Chinese polity. / This paper draws on a variety of sources---including official documents, the images of the subjection of the natives, the temples, and the performance of ritual and so on---to voice the indigenous point of view. It goes into the history of Hainan, Leizhou and Gaozhou to relate changing religious practices with social changes and the contact between the indigenous and the state. It also relates history to ritual practices as they are currently observed. Research findings suggest clear differentiation of institutional identities through time. Before 1978 when China embarked upon a process of ambitions reform efforts, the typical image of a university was 'a university of the masses', which actually relegated them to a 'tool' for the powers that be. After the Cultural Revolution, universities adopted the role of a 'frontier' and a 'national builder'. However, with the presence of the state and its tight ideological control, universities around that time were labeled as 'socialist universities' under the leadership of the party. Since 1992, universities have become increasingly involved in the market as the 'market economic system' has been developed and China has become more active in the global economy. The logic of the market and its mechanisms are no longer novel to universities. A trend forward corporatization can even be identified in the higher sector. / Since the late 1970s, higher education has undergone significant reform across the world, from the Western countries to the Chinese Mainland. In the Chinese Mainland, a central theme in higher education reform has been the debate on the construction of organizational forms for higher institutions. / The concept of 'identity' is adopted as the focus of research. Organization theorists believe that an organization, like a person, has an identity in modern society. Organizational identity, moreover, is closely related to the state and the market. It is argued that an organizational identity is usually constructed as a result of the interaction between the institution, the state, and the market. In this context, the change and re-constitution of the identity of Chinese universities are explored. This study adopts the nattative approach and Peking University is selected as the case for study. / The major underpinning of the study is that China is still---by centralized administration. Between 1949 and 1978, the characteristics of universities were mainly constructed between the state and universities in the presence of a planned economic system and the absence of a market. Since the implementation of which the market was introduced to the higher education as a spere for exploration, the state has remained the most important and the most powerful 'stakeholder'. Thus, many characteristics of the corporatization of Chinese higher education differ from those in the West. Some superficial, or even distorted forms of corporation can be identified in China. However, little significant change has taken place in terms of the organizational structure and administration governance of higher institutions. It is hoped that the study can contribute to our understanding of the kind of change that have affected universities, and to help us reflect on past decisions, policies, and incidents. As all above, Ven. Ju Zan served as an active coordinator between the central government and Buddhist sanga, tried his best to avoid the potential contradiction during the adaptation of Chinese Buddhism to socialism. Confronted with the inevitable social-political reformation launched by the powerful communist regime, Ju Zan did not fully surrender his faith, but did whatever he can to make Buddhism survive from the dramatic changes. / As the Korean War broke out in 1950, Chinese government decided to send a voluntary army to the front line and mobilized the whole country to support the war. Ven. Ju Zan reinterpreted the Mahayana doctrine, emphasized the concept of compassionate killing and repayment of kindness based on patriotism, justified the legitimacy of Buddhist participation in the Resist America Aid Korea Movement. And the Buddhists successfully proved their patriotic and political loyalty to the socialist regime. / The main purpose of this research is to survey how Chinese Buddhism adopted itself to socialism though the case study of Ven. Ju Zan during the founding period of People' Republic of China. Since the communists assumed power, the new government carried out a series of socialist reform in order to reconstruct the whole society. Buddhists also have to make adjustment for survival. / To adapt the ideological change after 1949, many progressive Buddhist scholars tried to link up Buddhism and Marxism, created a type of new Buddhist doctrine system with the name of Buddho-Marxist Syncretism. The main concern of these syncretists was clarifying the validity of Buddhism in the socialist era. Although Ven. Ju Zan believed that Buddhism and Marxism are consistent, he noticed the potential risk of excessive demonstration would blur the boundary between them. Then Ju Zan persuaded all the Buddhists should pay more attention to the Self Remolding Movement. / Ven. Ju Zan played a distinctive role as the leader during this adapting process. The innovation of Chinese Buddhism after 1949 can be regarded as the legacy of the Buddhist reform initiated by Master Taixu in the Republic period. Ju Zan is an excellent follower of Tai Xu and greatly influenced by him. Ju Zan is also an activist with critical consciousness. After the death of Mater Tai Xu in 1947 and the triumph of Chinese Communist Party in the civil war, he decided to cooperate with the communist regime and carry out the refonn of Buddhism.
