The development of basketball in Taiwan : from the perspectives of theories of governance and strategic relationsJiang, Ren-Shiang January 2013 (has links)
This thesis has sought to investigate the nature of the governance system relating to basketball in Taiwanese society with emphasis on the development of basketball against the backdrop of societal development in Taiwan and in the broader political-cultural environment. Two complementary theoretical approaches are adopted in this study: those of governance theory at the meso level of analysis; and a strategic-relational approach at the macro level to explain the ways in which governance decisions are taken in strategically selective contexts which facilitate and constrain certain actions and thus outcomes. The empirical analysis draws on a qualitative case-study approach, which was based on documentary materials and semi-structured interviews. Three major cases, namely, the collapse of the Chinese Basketball Alliance, the emergence of the Super Basketball League and the sporting links with China, were selected on the basis of their significance in the operational governance of basketball. The first is a specific event, the second focuses on a particular process, and the third on the impact of context. The perceptions of the stakeholders in the specific groups were reviewed in order to compose insights into their account of the principal interests and forces in the governance system. Interview transcripts and government reports were subject to coding employing Nvivo 9 qualitative data analysis software, and coding and analysis were undertaken employing an ethnographic content analysis approach. While governance theory provides an explanatory framework at the meso-level of analysis, the thesis argues for embedding this within a wider strategic relational meta-theoretical account. This emphasises the dialectic relationship between strategic, reflexive actors and the strategic selectivity of the context of decision-making which privileges certain strategies and tactics, and explains the structural coherence (and/or patterns of incoherence) which have emerged in the evolving nature of the governance of basketball in Taiwan. By focusing on these three inter-related studies, we provided linked spatio-temporal forms of explanation of how the collapse of the CBA provided the strategic context and strategic resources for the emergence of the SBL and the Sina Basketball Club s migration to China. Subsequently the case of the SBL and Sina provided the strategic context and strategic resources for Taiwanese players migration to China as individual sportsmen. The thesis has thus produced explanations of how the outcomes of one case provide the strategically inscribed selectivity of the next which with recursively selected strategies and tactics on the part of stakeholders produces the structured coherence/pattern (and / or incoherence) of the Taiwanese (male) prospective-professional basketball system.

State, sport and politics : sport policy in Republic of China/Taiwan 1973-2002, through a strategic relations approachLiu, Hung-Yu January 2003 (has links)
This study has sought to address the nature of the evolution of sports policy in ROC/Taiwan since 1973, within the context of a strategic relations approach to the analysis of policy. These aims have been addressed by the development of the analysis of the ROC/Taiwan's position in international relations and its implications for sports policy; of the internal structure and history of the state at national level and their implications for national level policy; and finally, analysis of the local government context. In each case explanation sought to identify both the structural context of policy development and the explanation provided by individual policy actors. The empirical analysis of policy draws on the evidence provided by key actors in the ROC/Taiwan state who have played a significant role in enabling sports policy output. In order to understand sports policy mechanisms since 1973, politicians' perceptions (evidenced in a review of parliamentary debates from 1984 to 2002) provide a useful empirical picture of sports policy. Other data sources employed included government reports, and press accounts as well as interviews with policy actors. The interviewees were drawn from the central government civil service, local government, the national governing bodies of sport and the business community (n--21). Qualitative data analysis software (QSR) was used to manage and organise the data in an inductive and deductive thematic analysis. The theoretical framework on which the study draws involves a recognition that the state is influenced by particular interest groups (characterised in the thesis as the neo-pluralist position), in which elites (the neo-elitist position) often, though not exclusively, drawn from business interests (the neo-Marxist position) are in evidence. The particular make-up of these groups will vary according to the issues concerned at the particular point of time in the history of the ROC/Taiwan state on which one focuses. In the early stages of the ROC/Taiwan state, the military elite was closely allied with the business elite'and with ethnic interest groups (Mainlander Chinese groups rather than native Taiwanese). Such political and ethnic divisions subsequently had an impact on party political affiliations and on the geographic location of facilities and services as the North and Souih of"the' island, and those cities under the Kuomintang and Democratic Progressive Party control, vied with one another to capture resources.

More specifically, it seeks to examine the making of sports policy as a field of state activity and as a process involving various projects, agents and transformations, by uncovering the underlying structures and relations in the national sports policy context. The research is informed by the premises of the Strategic Relations Approach as developed by Jessop (1990), while critical theory provides the link between the theoretical foundations and the interpretation of data. This task demands an analysis which can account for the political, social and economic environments in which sports policy is made, and also for the structures and actors involved. In doing so, the thesis challenges both the traditional Marxist approach to the state, and some of the Jessopian claims about interests, strategies and global influences on policy making. The history of the modem Bulgarian state is marked by three major transformations, and the advancement of three distinct projects - Capitalism, Communism and Europeanisation - each aiming to establish a new stateness. Subsequently, it is argued that sports policy is a strategic relation, the formation of which needs to be viewed within state-society relations at particular historical conjuncture. Furthermore, this relation constitutes a process of past and present struggles, the outcomes of which are uncertain. The study draws several conclusions regarding strategic relations in sport policy making by highlighting: the relations between state projects and sports projects; the forms of state intervention in sport in various socio-political environments; the constitution of power in sports policy and state-society interactions; and the role of transnational and local forces in shaping sports policy (e.g. international sports federations and the IOC). The conceptualising and operationalising of Strategic Relations allows for three overriding tendencies pertinent to Bulgaria's sport policy to be outlined - of continuity, statisation and incongruity. One aspect of this study of theoretical interest in that, so far as can be ascertained, it is the first time that the Strategic Relations approach has been applied to a Communist state.

The governance of professional baseball in TaiwanLee, Ping-Chao January 2005 (has links)
This thesis reviews the system of governance of professional baseball in Taiwan, which has developed since its inception in 1990. The analysis undertaken reviews three case studies of major events in the baseball world in Taiwan to provide an insight into the principal interests and forces in the governance system. In theoretical terms the study employs and evaluates classical theories of the state, strategic relations theory and governance theory to describe, evaluate and explain the processes evident in the three cases. The study concludes that the governance system is characterised by a tension between mechanisms of 'modem' liberal politics, and 'traditional' forms of political clientelism.

Die Taiwan-Frage war ein Dauerproblem der internationalen Politik im Zeitalter des Kalten Krieges. Auch nach dem Ende des Ost-West-Konflikts ist die Taiwan-Frage immer noch ein gefährlicher Konfliktherd in Ostasien und das schwierigste Problem in den Beziehungen zwischen China und den USA. Die Taiwan-Frage ist deshalb ein ausgesprochen wichtiges Thema in der US-Strategie für Ostasien-Pazifik nach dem Ende des Ost-West-Konfliktes. Der Aufstieg Chinas wird die Taiwan-Frage in Zukunft unumgänglich wieder aufwerfen und könnte irgendwann einmal eine direkte Konfrontation zwischen China und den USA heraufbeschwören. In Hinblick darauf, dass das Modell des Dreiecks Washington-Taipeh-Beijing besonders gut für die strategische Analyse der Interaktion innerhalb diesen Beziehungsdreiecks ist, will die vorliegende Arbeit auf der systemischen Ebene das Modell des "Taiwan-Straßen-Dreiecks" auch anwenden, um die Taiwan-Frage aus der strategischen Perspektive zu untersuchen. Die vorliegende Untersuchung will auf den Zeitraum von 1990-2000. Dazu sind eine eingehende Darstellung und Analyse der strategischen Strukturen der Taiwan-Frage ebenso notwendig wie eine Auseinandersetzung mit theoretischen Ansätzen und deren Untersuchung in Hinblick auf die ostasiatisch-pazifische Strategie der Vereinigten Staaten. Durch theoretische Untersuchung und empirische Analyse soll diese Forschungsarbeit ein in der politischen Praxis operationalisierbares Modell der strategischen Interaktion in der Taiwan-Frage entwickeln, von dem aus die optimale strategische Option für Taiwan gewählt und somit Lösungsmöglichkeiten diskutiert werden können. / The Taiwan issue was a constant problem for international politics during the Cold War era and it has remained a dangerous source of conflict in East Asia ever since. It is the most complicated aspect of Sino-American relations. Therefore the Taiwan issue has been a decisive factor in US East Asian strategy. China s rise to power will inevitably raise the issue again in the future and this could one day lead to direct confrontation between China and the USA. So it follows that the term, strategic triangle, which was used to describe the relationship between Washington, Moscow and Beijing has now also been applied to the interconnections between Washington, Taipei and Beijing. Seeing that the above-mentioned triangular model is extremely useful for a strategic analysis of the interactions within this group, the study presented here attempts to use the model of the "Taiwan Strait Triangle" to examine the Taiwan issue in the changing international system from a strategic perspective. The study presented here concentrates on the time period between 1990 and 2000. Its fundamental prerequisites are a thorough presentation and analysis of the strategic structures pertinent to the Taiwan issue, as well as a discussion of the theories that have been considered and applied in US strategy for East Asia and the Pacific. Moreover, there is great need for further thorough examination of the developments in the Taiwan issue and the strategic configuration in the East Asian and Pacific region in terms of the fundamentally changed strategic circumstances brought about by the changes in the global system after the end of the East - West conflict.
