My diploma thesis was focused on evaluation of degree of success of project "Education of Humanities at BUT" within a scope of Operational Programme Human Resources Development 2004 - 2006 implementation. I presupposed from formulation of the paradigms using theoretical concepts of public policy, education and management to practical analyses Project phases. I put the cardinal emphasis on the implementation phase, which I remeted to research. I evaluated the Project implementation as extraordinary successful on the base of outputs of expert interwiews, focus group and questionnaire within a scope of the research. I tried to compare this Project with another one, similar project settled in any other Member Strate of the European Union. I reached that similar projects in other Member States have not been realized, the only comparable one was Portugese Project in the programming period 1994 - 1999 focused on increasing competitivness of students of high schools. This finding led to conclusion that the Project realized at BUT was unique and its successful realization could be considered as a leading case in the area of Structural Funds of the European Union in the Czech Republic.

Costs and Conditions of Citizen Support for the EU : A time-series cross-sectional analysis of the effect of EU structural funds on support for European integration in 153 European regions (2004–2019)

The aim of this study is to look further into whether higher levels of EU structural fund payments to European regions come with higher levels of citizen support for European integration. The question is relevant in light of rising levels of Euroscepticism in some areas of Europe along with the momentous approval of subsidy packages following the Covid pandemic, nearly doubling the EU’s expenditures. The research question is examined using a time-series cross-sectional design, combining survey data on individual’s opinions on European integration with data on EU payments to European regions. Using a larger data set on EU payments than previous studies, the results are contrary to some previous studies focusing on the effect of EU funding in less prosperous regions, or studies using Eurosceptic voting as the dependent variable, but corroborate the results of the most recent study with similar design and data. Analyses of how the effect is conditioned on country group or level of affluence show mixed results, indicating a need for further research on the effects of EU spending on citizen support for European integration.

This diploma thesis is focused on the European Policy for economic and social cohesion, its goals and financial instruments. Four Structural Funds allow the European Union (EU) to grant financial assistance to resolve structural economic and social problems in the member states of the EU. The thesis concentrates on one of the Structural funds, namely the European Social Fund (ESF), the main financial instrument allowing the Union to realise the strategic objectives of its employment policy. The Human Resources and Emplyment Operational programme, the Prague -- Adaptability Operational Programme and the Education for Competitiveness Operational Programme are the Czech Operational programmes financed by the ESF. The last one is then closely described and attention is aimed mainly at the Priority Area 2.3 -- Developing human potential in research and development. The practical part of the work deals with the characteristics of the project cycle from the point of view of the Ministry of Education and with the analysis of projects applied in the Priority Area mentioned above.

For futher purpose of thesis, the attention is focused on czech business environment, national programme documents and Operational programme Enterprises and Inovations, which was chosen as the the most convenient. Practical part is represented by business plan San Gimignano, which could possibly apply for european resources. The output of this master thesis is analysis of potentional abovementioned gain and factors of possible success.

Temos aktualumas: ES struktūrinių fondų parama daro reikšmingą poveikį visos šalies ekonomikai, todėl jos skyrimas bei poveikis yra itin aktualūs klausimai. Kadangi ES struktūrinių fondų lėšų paskirstymą atlieka valstybinės institucijos, atsiranda galimybė diskutuoti apie jų panaudojimo kryptis bei efektyvumą, teikti pasiūlymus efektyvesniam lėšų panaudojimui ir įsisavinimui. Parama žmogiškojo kapitalo plėtrai labai svarbi siekiant didinti šalies darbo rinkos konkurencingumą, skatinti gyventojų ekonominį aktyvumą bei užimtumą. Didinant gyventojų užimtumą skatinamas visos šalies ekonomikos augimas. Temos naujumas: Temos naujumas pasireiškia naujausios informacijos (publikacijų, statistinių duomenų, gyventojų nuomonės) apie ES struktūrinių fondų paramą žmogiškojo kapitalo formavimui bei plėtrai pristatymu bei analize. Human capital plays an important role in economic growth as the economic and social development are closely linked to investment in human capital. There is allocated almost 40 percent of total funds dedicated to the operational program of development of Human Resources to increase qualitative employment and social scope. 2. Following the survey of public opinion it was found out that the implementation of developed strategies are being considered extremely poor, while there is a great need to increase economic activity and employment. Increase of economic activity and employment of the population is a problem area. 3. There is lack of support shown for the formation and development of Human capital of the EU Structural Funds after the interview carried by the specialists. Although the support helps to create a more competitive workforce, it is often allocated not considering the real needs of society. Vliv vybrané investice spolufinancované ze SF EU na rozvoj vybraného venkovského mikroregionu / Impact of an investments co-financed from EU Structural Funds for the development of th rural microregion

The main target of this diploma thesis is to confirm the hypothesis that the project "Ski resort Lipno regional winter sport centre" has an unquestionable and a region wide impact on social and economical development of the municipality Lipno nad Vltavou as well as on the whole micro region Lipensko. Within the assessment of social and economical costs and benefits and based on a set of methods used to evaluate projects of ROP NUTS II Southwest which was also a financial source of this project, it was possible to prove the existence of significant and positive impacts on social and economical development of both municipality Lipno nad Vltavou and the whole micro region Lipensko (new jobs, increase revenue of other tourism subjects in this area etc.). Total social and economic effect of the investment is financially positive. It was confirmed by means of the cost- benefit analysis. Present value (PV) is 330 million CZK, net present value (NPV) of the project is about 133 million CZK. Economic rate of return (ERR) reached 11.47 %, profitability index (NPV/I) reached 0.67 CZK net discounted profit per 1 CZK invested in 8 year payback. All these values are positive and it is possible to state that this project has a great value added and it brings good societal benefits.

At first the thesis focuses on describing historical context of Czech Republic{\crq}s entry to the European Union. It also specifies evolution of the relations of the Czech Republic and European Union, common commercial policy of Union, its Inner market and after-effects of the entry of Czech Republic to EU. It is foremost aimed at characterization of historical evolution of European Structural Funds that serves as the financial instruments of the regional policy of the European Union. I paid attention to every individual structural fund and also to the principles of programming periods. It mainly concerns about the European Social Fund. This thesis also describes the possibilities of Czech companies to apply for financial support from the EU. The practical part recounts the process from the beginning (which means decision to apply for financial support) through the completion of application form, evaluation of projects till the signature of agreement and the realization. This work should be able to serve as a guide for Czech companies, which would like to apply for the finance support from EU.

The thesis is focused on finding administrative costs of the selected public spending program - the Operational Programme Education for Competitiveness. The work presents the theory of public expenditure, public spending projects and administrative costs to the extent required. There is also described the Operational Programme Education for Competitiveness itself. The core is in the analysis of administrative costs for the three types of projects, the administrative burden is watched in the selected projects at various levels of implementation structure. The values observed are compared, evaluated and commented. The problematic areas are formulated pursuant to the observed data. To determine the necessary data has been used a questionnaire survey.

This thesis explains the reasons of the establishment and development of the European Union's policy for economic and social cohesion, the topics it tries to solve, and instruments through which it provides the member states the financial help. Because, as it can be seen from the caption of this thesis, I describe two operational programmes -- Operational Programme Development of Human Resources and Operational Programme Education for Competitiveness, I concentrate on the European Social Fund, as it is the source of the financial help in the Czech Republic for these two operational programmes. That is why this thesis also pays attention to the application of the structural policy in the Czech Republic with the emphasis on the area of education. It introduces the crucial documents needed to be approved as long as we want to receive money from the EU and it deals with the two operational programmes and its coherence. In the last part of this thesis the weaknesses and strenghts of the implementation of those operational programmes are highlighted.
