The WTO, Agribusiness, and the Third Food RegimeWilhelm-Ross, Samuel January 2011 (has links)
Food regime theory emerged in the 1980s as a tool to delineate the history of the modern food system. Scholars insist that we have arrived at the third and putative corporate food regime that is dominated by a select group of agribusiness corporations. The corporate food regime"s ascent to dominance will be presented here as a product of the realization of neoliberal trade policies at the urging of the World Trade Organization. Initially promising development to fledgling countries, the WTO"s forays into agriculture have amounted to nothing less than a catastrophe for the Global South. The hope that developing countries would be able to trade their way out of debt has long been abandoned, and the gap between the developed and developing world has only been further exacerbated as a result of trade liberalization. Worse yet, the WTO"s Agreement on Agriculture was intentionally littered with loopholes that allow Northern countries to egregiously subsidize crops that are then exported off to Southern markets at artificially low prices, crippling local producers in the process. The feasibility of carbon-subsidized afforestation projects : a case study of ChinaHou, Guolong 11 November 2020 (has links)
Afforestation projects in China have substantially contributed to national CO2 sequestration and play an important role in international climate change mitigation. However, these nation-wide afforestation projects are usually funded by the national government, with very large and unsustainable investments. It is important to find alternative sources of funding to finance afforestation, and convince poor farmers to become involved in afforestation projects. Carbon-subsidized afforestation could be the solution. The current study aims to find i) whether farmers need additional subsidies to reforest their marginal farmland; if so, ii) whether the value of carbon sequestration of afforestation can offset farmers' net costs. To do this, first I determine the amount of carbon sequestration though afforestation. Second, I assess the value of carbon sequestration, the costs and benefits of afforestation projects, and the costs and benefits of crop production. Third, I investigate the optimal rotation period of the plantations considering a joint production of timber and carbon, for different species. Results show that total carbon sequestration through tree biomass and soil carbon following afforestation differs among tree species and stand age as well as across regions. Economic trees sequester less carbon than ecological trees and bamboo. Among economic trees, nut trees with an inedible hard shell sequester more carbon than fruit trees. The regional context significantly influences the carbon sequestration potential, with more carbon sequestered in southern and eastern regions than in northern regions. Bamboo also shows a remarkable carbon sequestration potential, which is even greater than Chinese fir and Poplar in northern regions. Although afforestation programs have huge potential to store carbon, the voluntary acceptance by landowners crucially depends on their economic outcome. I found that usually carbon credits can compensate for the opportunity costs of alternative land uses, except i) when highly profitable croplands are afforested, in which case carbon credits are not sufficient, and ii) when croplands that generates low incomes are afforested, in which case carbon credits are not needed. Fruit trees are the most cost-effective option for afforestation. Bamboo afforestation is economically attractive if carbon revenues is included. The minimum price of carbon credit decreases with increasing project duration because more carbon is stored when time increases. This does not hold for fast-growing trees like Eucalyptus, for which the minimum price increases with extended project duration. Given the temporal variations of joint production of timber and carbon sequestration, the carbon accounting regimes (tCER, temporary Certified Emission Reductions and lCER, long-term Certified Emission Reductions) have a significant impact on the optimal rotation as well as on the revenue. Forest managers have an incentive to use tCER accounting to finance slow-growing plantations, and lCER for fast-growing ones. I perform a sensitivity analysis detects the changes of rotation period with different carbon prices and discount rates. While the optimal decision for slow-growing species (e.g. Chinese fir) is highly sensitive to changes in both variables under tCER accounting, the results concerning fast-growing species (e.g. Eucalyptus) are most sensitive under the lCER accounting regime. In contrast, carbon revenues have a minimal impact on the optimal rotation of Poplar plantations, no matter which regime is applied. I conclude that carbon-subsidized afforestation is a feasible way to offset the opportunity costs of retired farmland and support the livelihood of farmers. The findings can contribute to the efficient and sustainable management of forestry projects using carbon sequestration, while the methodology can also be applied to other regions in the world.

Brand Communication Through Social Media Influencers: How Organizations Can Advance Effective Relationships with SMIs in BrazilGaertner, Andressa Ferreira 01 December 2018 (has links)
The purpose of this study is to shed light on how brands can build relationships with social media influencers (SMIs). By replicating Pang et al. (2016) research in different cultural settings, the present study identified internal and external influences that are important for SMIs routines in Brazil, generating additional enlightenment into the Mediating the Media model for SMIs and evaluating to what extent cultural differences may impact the proposed theoretical framework. The research was conducted in two major parts. The first replicated the method used previously by Pang et al. (2016), performing in-depth interviews with eight SMIs. In the second part of the research, a qualitative content analysis was pulled of a sampling of the participants' Instagram feeds and assessed whether the strategies exposed by the SMIs during the interviews match what each interviewee revealed. The personal aspects came up as more prevalent in the set of internal influences among SMIs in Brazil. The set of internal and external influences ultimately implied that public relations practitioners should acknowledge that SMIs seek long-term collaborative relationships with organizations. While payments ensure the sustainability of digital influencer activity as a job, interaction with brands without monetary agreements ensures relevant content to followers, creating win-win situations for both brands and SMIs and stating the importance of dialogue between both parties. Therefore, this research provides useful insights for public relations practitioners to approach social media influencers around the world in a holistic and systematic manner and re-evaluate their current media strategies to communicate via social media the brands they represent.

Impact of Government R&D Subsidies on Innovation Efficiency of China’s High-tech IndustriesLi, Jiazhong January 2020 (has links)
Innovation efficiency is a key factor influencing the position of high-tech industries in the global value chain. Through stochastic frontier analysis, innovation efficiency of China's high-tech industry from 2000 to 2016 was estimated and analyzed. Through five random frontier analysis models, innovation efficiency of new product sales revenue and number of patent applications are analyzed. Results show that the overall level of innovation efficiency in China's high-tech industry is not high. Government subsidies for innovation have a positive impact on the R&D results of new product income from China’s high-tech industry, but have a negative impact on the number of patent applications. Scale of enterprise, degree of openness of enterprise, quality of the labor force and export delivery have a positive impact on innovation efficiency of China's high-tech industry. R&D capital stock and R&D human capital stock have a positive effect on high-tech industry innovation. In high-tech industry's transition from patents to new products, there will be a low conversion rate. Results of economic analysis can help the government to make the basis for management decisions. Conclusion of innovation performance analysis provides practical normative guidance for these high-tech industries.

Future business model for district heating based on renewables in Ile-de-FrancePONCET, Thomas January 2014 (has links)
District heating is an efficient way to integrate renewable energies in the energy mix. In the French region Ile-de-France, district heating and renewables have known strong developments for several years, and they are expected to grow much more in the future. The expansion of renewable energies depends partly on their competitiveness compared to fossil fuels, which is related to public subsidies, and on the spread of district heating networks in the region. Thus, it could be assess what is the future business model for district heating based on renewables in Ile-de-France. The data at the disposal of ADEME, the French agency for environment and renewable energies, show that district heating systems based on biomass could soon become more competitive than fossil fuels, whereas systems based on geothermal heat have fairly high costs. Yet, geothermal heat is more developed than biomass, and is expected to reach the targets set by the regional action plan for 2020, on the contrary to biomass. Though the increasing competitiveness of renewables will cut the necessity of public subsidies, the difficulty to reach some regional targets might mean that further actions should be implemented. From the energy operators’ point of view, the sector of district heating will surely grow considerably and therefore represent a large potential of development for those companies.

1 Vojtěch Kotecký Czech forestry subsides coherence with environmental policy objectives Abstract: Public bodies in the Czech Republic spend on average about CZK 1.2 billion (€ 44 million) a year on subsidy schemes in forestry. Subsidies are an important instrument of public policy; they also have major environmental consequences and may influence ability of forests to contribute towards ecosystem services. Consistency of forestry subsidies with the government's environmental policy goals in the Czech Republic is investigated in this thesis. Almost half of Czech subsidy budget is appropriated to schemes that have got an element of conflict with environmental policy goals incorporated in their design; thus, a range of environmentally harmful subsidies is potentially identified here. However, a number of schemes - and, in 27% of subsidy expenditure, even the same schemes, also contribute towards the same policy objectives. Farmland afforestation payments, contributing to the government's goal of forest expansion but shown in a statistical analysis to be focused primarily on regions with high forest cover, and involving a surplus of Norway spruce with a deficit of both European beech and silver fir, are an illustration of complex nature of forestry subsidies.

This study analyzes how, in a possible electrification of the car fleet through plug-in hybrid electric vehicles (PHEV), the choice of objective function, which potentially reflects different stakeholders’ interests, may influence the resulting optimal PHEV battery range, the PHEV share in the vehicle fleet, the fleet total cost of ownership (TCO) savings, and the fleet electric drive fraction under various economic conditions and policy options.
The optimal battery range can differ considerably among objective functions, especially between the objectives of maximizing the number of PHEVs and maximizing driving on electricity. Increased viability of the PHEV, for instance, through lower battery costs, higher running cost savings, or PHEV-promoting subsidies, will strengthen this effect. Therefore, a high share of viable PHEVs in the vehicle fleet does not necessarily result in a high share of electric driving. When designing policies to promote PHEVs, both the short- and long-term policy objectives and their potential effects need to be considered explicitly.

The subject of this thesis was chosen from both a professional and an academic interest in the economic development of Oregon. Prompted by proposals made to the Oregon Legislature to initiate various forms of industrial subsidy programs to disperse economic growth and population away from congested areas, this research effort seeks to provide an evaluative analysis of the effectiveness of subsidy techniques in influencing industrial location and stimulating a sustained growth process in less developed areas.
Research was undertaken in two primary subjects: 1) theory of regional economic development and the effects of subsidies on the growth process; and 2) empirical evidence of the effectiveness of industrial subsidy programs on regional development in other areas. This is followed by an analysis of various types of subsidies and their effects on resource allocation and gross output. It was found that wage subsidies offer optimum benefits for labor-surplus areas with less distortion of capital efficiency than do capital or price subsidies. Justification for subsidies was found to be greatest using social benefits as criteria rather than maximization of economic output.
The influence of industrial subsidies on location decisions is then examined. Following an analysis of effects of subsidies on the cost structure and profit potential for the firm, financial and tax incentives are separately reviewed in case histories of subsidy programs. It was found that capital investment subsidies have had considerably more location influence than tax subsidies. In any case, however, subsidies were determined to be marginal, rather than decisive, locational factors with more basic economic criteria, such as labor availability and market access, being more influential.
Finally, cost/benefit considerations for subsidy programs in Oregon are reviewed. External effects of industrialization on rural economies are considered, and the growth center concept for maximization of economic gain is examined. Fiscal costs for state and local governments are explored for different types of subsidy programs. The conclusion is reached that programs can be devised which minimize fiscal costs while offering maximum potential economic and social benefits.

Low-Income Homeownership in Portland's Albina Community: A Comparative Analysis of Housing Quality in Market-Rate and Subsidized HousesCollopy, Carolyn Emily 01 August 2001 (has links)
Housing embodies much more than just a physical commodity. In addition to being an investment, it is our shelter, right to privacy, connection to community, and access to recreation and necessities. Homeownership has long been hailed by social and housing advocates as an economic stabilizer for low to moderate-income neighborhoods. For low and moderate-income residents (households earning 50-100% of the median income), homeownership is possible in two forms: affordable market-rate housing created by the filtering down of houses until affordable to low and moderate-income households, or through subsidized homeownership programs which develop new housing and offer financial assistance for low and moderate-income households.
The purpose of this study was to detem1ine which of these two options, market-rate or subsidized, offer higher quality affordable housing to low and moderate-level income households. Through field observation and GIS analysis, the study compared the structural, block, neighborhood amenity, crime, and proximity to CBD characteristics of affordable market-rate and subsidized houses in Portland's Albina Community. The study samples were approximately 100 houses per sample; market-rate houses consisted of houses that sold during 2000 for $125,000 or less, and subsidized houses were selected from housing created by three local non-profit development agencies.
General characteristics of the two samples revealed subsidized houses were larger and more affordable per square foot than the market-rate houses in Albina. Descriptive statistics showed little overall difference between the two samples in structural, block, neighborhood amenity, and crime characteristics. However, distribution of the two samples varied widely, and consequently subsidized houses were 1 to 2 miles closer to the CBD than market-rate houses. While quality between the two types of affordable housing is currently comparable, the study suggests these trends may soon be threatened by future maintenance needs and neighborhood upgrading.

Is there a case for in-kind income transfers?: an analysis of the low-income housing and food stamp programsBarmack, Judy 01 January 1975 (has links)
The primary objective of this research was to assess the equity and efficiency of in-kind income transfers. The analytical framework employed incorporated key concepts of the utility interdependence paradigm from economic welfare theory. This paradigm views income transfers as social goods and suggests that social as well as private benefits may be derived from the redistribution of income. This study attempted to assess some of the empirical implications of the utility interdependence argument through the investigation of the low-income housing and Food Stamp programs in Multnomah County, Oregon for FY 1973. Data were drawn from agency files, published statistics and documents, interviews with program administrators, and a survey of the records of 498 Non-Public Assistance Food stamp households. The private and social benefits and costs of the programs were estimated. The program participation rates and the socio-economic characteristics of recipient households were ascertained. Particular attention was devoted to an evaluaLion of the efficacy of in-kind transfers in inducing substitution effects or producing social benefits through the alteration of the consumption patterns of the target population. In addition to an economic analysis of in-kind transfers, the political environment of welfare legislation was detailed. The results of this research suggest that in-kind income transfers are an inefficient and inequitable method of redistributing income. All programs investigated were characterized by high administrative costs. The administrative share of the public program budget ranged from 20% in the Food Stamp Program to over 50% in Public Housing. All programs were found to be inequitable in that households with similar socio-economic characteristics did not receive similar benefits. Housing programs discriminate among the equally needy by restricting supply. In the Food Stamp Program, a complex income determination formula, which is used to calculate program benefits, results in a considerable variation in the subsidies provided to households of equivalent size and income. The low-income housing and Food Stamp programs were also found to be ineffective in producing those social benefits which are specifically related to changes in the consumption patterns of the target population as a whole. While housing programs were found to induce substitution effects by furnishing large subsidies to a small number of households, only 5% of the eligible received benefits. Programs which leave the vast majority of the poorly housed untouched were judged unlikely to significantly diminish the external diseconomies presumed to be associated with the housing expenditure patterns of the entire population of eligible. In contrast, the Food stamp Program provides less generous subsidies to all eligible applicants. Food stamp subsidies were found to be insufficient to generate substitution effects; the food consumption patterns demanded of recipient households were not different from the food expenditure patterns of comparable households with income entirely in cash. While the distribution of benefits in the housing and Food stamp programs strongly favors the poor, large numbers of non-poor are officially eligible for assistance. It was estimated that 37% of the households in the country were eligible for low-income housing and approximately 46% were eligible for food stamps. While the tight supply of housing transfers limits the growth of program participation, an enormous expansion of participation in the open-ended Food Stamp Program is possible. The economic analysis of in-kind transfer programs emphasized their deficiencies as redistributive mechanisms. However, the political potency of in-kind programs was found to be considerable. Policy-makers appear to be responsive to pressures to perpetuate and expand established programs, rather than to empirically validate the assumptions on which they are based. In view of the political popularity of in-kind transfers and the public antipathy to transfers of cash, it is probable that transfers in-kind will command an increasing share of the welfare budget.
