Supplier Evaluation and Selection Process for Public Procurement in the Swedish Electricity Industry

Rapidly changing business environment, increasing and fluctuating customer demand, the recent development and employment of technology are crucial reasons for companies to strive for better quality, shorter lead time and lower costs. The supplier evaluation and selection process is an increasingly important activity in the supply chain in order to enhance the company’s competitiveness by reducing the costs and simultaneously maintaining the same quality of products. The focus of this thesis is on the supplier evaluation and selection process for public procurement in Swedish electricity industry. Specifically, the work combines the literature and the empirical findings gathered from the case company Växjö Energy (VEAB) to develop a supplier evaluation and selection process for the public procurement in Swedish electricity industry. It was concluded that the supplier evaluation and selection process for public procurement has basically four steps. The steps are 1. Identifying the needs and the sourcing method; 2. Setting the pre-requirements; 3. Supplier evaluation and 4. Supplier selection. In addition, the developed supplier evaluation tool innovatively combines the advantages of the value-added model with the advantages of AHP model. Moreover, this developed supplier evaluation and selection process would help the public procurement departments in Swedish electricity industry to improve their current practices in selecting the suppliers by highlighting the important steps and developing the evaluation model in a way that enhance its credibility to provide a more precise and reliable results.

To summary and compile various study and theory of supplier management and evaluation, and to analysis the infrastructure and characteristic of each method. 2. Based on previous study and cases reviewing, this study aims to study how a multinational company well management the suppliers from different countries, and how to elevate the company¡¦s benefit by building up the multinational supplier evaluation and management system. The result of the study of case company shows good effects after the establishment of SEAP system. The analysis on purchasing risk, technical ability, supplier behavior management ability, direction management ability, informatics technology management and performance on strategy, economic and technique, showed better result after the establishment and adoption of SEAP system. The study also indicated that the benefit and advantage derived from the establishment of well supplier evaluation and management system. All multinational companies should not ignore its importance. In addition, this study also suggests several important though in the management of multinational suppliers, which include: a company should well established the relationship with the suppliers with an all-directional though and well, to view the suppliers the partners to share the benefit, to establish a well rewarding system and communication mechanism, and to have a common consensus on quality management. Denna rapports syfte är att beskriva och analysera hur företag arbetar för att ta sitt miljömässiga ansvar när det kommer till val och bedömning av nya leverantörer samt uppföljning och utvärdering av befintliga leverantörer. Tanken är att rapporten ska bidra med en beskrivning av vilka kriterier som är vanligt förekommande vid leverantörsval och leverantörsutvärdering, samt vilka bedömnings- och utvärderingskriterier som kan inkluderas för att uppnå grönare leverantörsval.   För att uppfylla rapportens syfte har det genomförts en litteraturstudie samt en intervjustudie. Anledningen till att detta har genomförts grundar sig främst i att inköp och anskaffning har fått en allt viktigare roll när det kommer till företags miljöansvar. De leverantörer som företag väljer ut kan i många fall bidra starkt till försörjningskedjornas miljöpåverkan. Detta resulterar i att det för organisationer och företag blir allt viktigare att söka en balans mellan ekonomiska och miljömässiga aspekter då leverantörer ska väljas ut samt utvärderas. De vanligast förekommande kriterierna vid leverantörsval och leverantörsutvärdering utgörs av kvalitet, leveransförmåga samt pris/kostnad. Utöver dessa vanligt förekommande kriterier kan företag med fördel inkludera en mängd olika miljömässiga kriterier i syfte att uppnå grönare leverantörsval. Exempel på sådana, så kallade gröna kriterier, kan vara miljöcertifiering, utsläpp av koldioxidekvivalenter samt återvinningsgrad.   Med hjälp av den genomförda litteraturstudien samt empiriinsamlingen har likheter, skillnader och nyanser kunnat upptäckas mellan hur gröna leverantörsval teoretiskt beskrivs, samt hur de studerade företagen arbetar för att inkludera ett miljömässigt hänsynstagande vid just val och utvärdering av leverantörer. En övergripande slutsats som dragits utifrån detta arbete är att det finns en stor förbättringspotential i hur samtliga företag arbetar för att inkludera miljömässiga kriterier vid såväl leverantörsval som leverantörsutvärdering. / The purpose of this paper is to describe and analyze companies’ implementation of environmental responsibility regarding supplier selection as well as supplier evaluation. The objective of this paper is to provide a description of which criteria are most commonly used in supplier selection and evaluation, as well as which evaluation criteria companies could include to achieve green supplier selection. To fulfill the purpose of this paper we have done a literature study as well as an interview study. The motive of these studies is based on purchasing’s and procurement’s increasing responsibility regarding environmental impact. The supplier selection process has in many cases a huge impact on a supply chain’s environmental performance. This results in a necessity for companies and organizations to achieve a balance between economic and environmental aspects when it comes to supplier selection and evaluation. The most commonly used criteria in supplier selection and evaluation consists of quality, delivery performance and price/cost. In addition, there is also a lot of different environmental criteria that companies could take into consideration to achieve green supplier selection. For example, these green criteria may consist of environmental certification, carbon dioxide emissions and recycling. By analyzing the literature study as well as the empirical study similarities and differences have been discovered. The discovered similarities and differences is mainly based on how companies include environmental aspects in supplier selection and evaluation, compared to how green supplier selection theoretically is described. A general conclusion based on the analysis in this paper indicates that a great improvement is necessary regarding the implementation of environmental criteria in supplier selection and evaluation.

Strategic Supplier Evaluation - Considering environmental aspects

This study aims at presenting a strategic supplier evaluation model that can assist Cederroth in strategic supplier selection and give indications on potential areas for strategic supplier development. The evaluation model aims at assessing supplier performance also with respect to environmental aspects. The final model has been developed through five steps, five models, with starting point in a theoretical review and basic empirical data. Following the model was developed through four iterations of workshops, interviews, weighting and case studies. The final model includes 7 criteria categories and 41 criteria whereas one category including 7 criteria assesses a supplier’s environmental performance.

Electronic Industry is the leader of Taiwan manufacturing industries. Recently, the Electric Manufacture Service (EMS) of Taiwan has adopted the American professional model. In electronic products, Print Circuit Board (PCB) is a key important component with high reliability. Print Circuit Board is a customer-made product possesses unique manufacturing features, such as high quality, complicated and protracted manufacturing process, etc. The aim of this study is to evaluate whether the correct selection of the PCB supplier by the Supplier Evaluation Department is of utmost importance in assisting the establishment of a successful business among the electronic manufacturing service companies that utilizing the professional knowledge and techniques in the EMS value chain. This study integrates the management designs from ISO 9001, QS9000 and TQM to provide the evaluation system for PCB products. The related literatures were applied to the whole evaluation methodology, divided into Quality System and Processing Control. Using the Processing Control as the center, it breaks up all the product-related functional departments and processing procedures of PCB into units. According to the long-term PCB supplier evaluation experience, this study details the common mistakes and evaluation standard of each evaluation item. It also provides the related flow-charts for supplier evaluation process. The major differences of evaluation methodology between electronic and traditional industries are evaluated. Major conclusions and suggestions are obtained by simultaneously collecting a large amount of secondary information in the field, and in depth interview with the middle and high levels managers of the PCB factories. The major conclusions and suggestions are as follow: 1. Coordinate with purchasing strategy Establish an effective supplier evaluation system to select the most suitable supplier both in the quality- and cost-controls. The ordinary EMS factories will receive OEM orders of different PCB technical levels and products from different customers. This system could help finding the most suitable supplier for the job. 2. Obtain the best quality assurance for the final products According to the validation of the in-field evaluation, this study separates the analytical results into four categories. It concludes a variant table based on the levels of evaluation, manufacturing capability index and product usage. This variant table will recommend the most capable supplier in accordance with the different PCB technical levels. 3. Minimize the variation of evaluation personnel This study details the common mistakes and the evaluation standard of each evaluation item providing references to the EMS or ODM companies. After several in-field trainings, the variation of the evaluation personnel can be minimized to the least. 4. Improve the managing and manufacturing capability of PCB supplier Select the best part of the QS9000 management techniques as the references for PCB supplier to conduct the Six Sigma or Business Process Improvement (BPI). In order to improve the managing and manufacturing capability of PCB suppliers, this study suggests conducting the practical execution and prevention methods and continuous improvement activities. Through these action plans, it can decrease the unqualified rate and rejected cost, improve the management constitution, become the world-class manufacturing factories and obtain high profit.

Integration Of Supplier Processes: Supplier Segmentation, Supplier Selection And Order Allocation In A Case Company

This thesis attempts to integrate the three supplier processes- supplier segmentation, supplier selection/evaluation and order allocation- based on a case study of a white goods manufacturer. These processes are dealt with in a hierarchical manner, where the decisions at an earlier stage (supplier segmentation) may affect on the results of later stages (supplier selection/evaluation and order allocation). Based on a wide set of variables gathered from the supplier segmentation literature and from the framework developed by the case company, a factor analysis is performed. The resulting eight factors (complexity and criticality, supply market dynamism, supplier&rsquo / s economic dependence, buyer&rsquo / s supplier dependence, uncertainty, supplier capabilities, supplier&rsquo / s specialization to white goods manufacturer and possibility of harm to user) are used for clustering analysis with the K-means method. Three different clustering schemes (4-clusters, 8-clusters, and 18-clusters) are analyzed to see the effect of number of clusters on the cluster means. A supplier selection model is constructed by the PROMETHEE method as was done in a former study at the same company. Two different scenarios are considered in the supplier selection phase: First, data from the former study are kept as they are. The second scenario considers a change of criteria weights. As a result, the qualified suppliers were found to be the same in both scenarios, but the rankings and net flows, which were inputs to the order allocation model, changed. The effects of these changes were discussed at a conceptual level, due to a lack of case data for the order allocation model.

This diploma thesis deals with the selection and evaluation of suppliers in the construction industry. It is divided into a theoretical and a practical part. The theoretical part focuses on corporate purchasing, supplier selection and supplier evaluation and describes the methods that solve this problem. In the practical part, the theoretical knowledge is transferred into practice. There is a questionnaire responded to by the construction companies. Based on the results of the questionnaire, four hypotheses are compiled and tested. Three managed interviews with construction company employees are also recorded. The last part is a case study. It addresses the design of the system for the selection and evaluation of suppliers in a particular construction company.
