Leading Change in Schools: Leadership Practices for a District Supported School-Based Reform Model

The reauthorization of the Individual with Disabilities Education Act of 2004 strongly encourages the use of a response-to-intervention (RtI) model to reduce the number of students identified as learning disabled, to increase student achievement, and to close learning gaps between subgroups of students. RtI is based on the systematic assessment of students' responses to high-quality research-based instruction and interventions. The implementation of a research-based school-specific intervention model, such as RtI, may result in significant change for schools and districts. The purpose of this study was to describe perceptions of the level of change the implementation of RtI represents in a school district and perceptions of school and district leadership practices used to implement RtI. The literature on organizational change and learning, the role of principals and district leaders in school reform, and the effect of leadership behaviors on the ability to influence change form the theoretical basis for this study. This mixed-methods study is descriptive in nature. Data were gathered through the administration of a leadership-behavior assessment measure and focus-group interviews. The sample included seven elementary schools in a large school district in west-central Florida. The results of this study suggest that the implementation of RtI is perceived as a second-order change by most stakeholders. The findings point to the need for principals and district leaders responsible for implementing RtI to employ leadership practices needed for second-order change, paying particular attention to practices that have been identified in the literature as having a negative association with second-order change. It is recommended that districts consider the use of a collaborative process in order to develop nonnegotiable strategic and specific, measurable goals for the implementation of RtI. In addition, districts and schools responsible for implementing RtI should consider benchmarking their practices against practices identified in this study to identify the strategies needed to scale-up district-wide reform and promote sustainability.

Creating Markup : Exploring the concept of users defining syntax

A variety of markup languages exist for formatting text and exporting to HTML. These languages are tailored to the needs in a specific context by specialising tags, selecting tags and limiting the number of possible distinctions to a subset of what is available in HTML. However, limiting the number of possible distinctions creates problems when changes occur in the context. The real world is ever-changing, thus that which models it must be able to reflect the changes in the operational environment to remain relevant and satisfactory. Incorporating new requirements and adjusting to the changes in requirements means adapting and evolving. This thesis explores giving document authors the possibility to extend and modify the repertoire of available markup tags when new user requirements demand it. What is presented is a prototype which allows the user to tailor the markup and also adapt it to changes in the environment. The system allows users to create their own set of markup tags, annotate their documents with them, and export a generated XML document. Users create the tag and assign a meaning to it, when changes occur in the requirements they can be implemented by modifying the tags, extending the repertoire by adding tags, or changing the meaning of a defined tag.

Change detection in metal oxide gas sensor signals for open sampling systems

This thesis addresses the problem of detecting changes in the activity of a distant gas source from the response of an array of metal oxide (MOX) gas sensors deployed in an Open Sampling System (OSS). Changes can occur due to gas source activity such as a sudden alteration in concentration or due to exposure to a different compound. Applications such as gas-leak detection in mines or large-scale pollution monitoring can benefit from reliable change detection algorithms, especially where it is impractical to continuously store or transfer sensor readings, or where reliable calibration is difficult to achieve. Here, it is desirable to detect a change point indicating a significant event, e.g. presence of gas or a sudden change in concentration. The main challenges are turbulent dispersion of gas and the slow response and recovery times of MOX sensors. Due to these challenges, the gas sensor response exhibits fluctuations that interfere with the changes of interest. The contributions of this thesis are centred on developing change detection methods using MOX sensor responses. First, we apply the Generalized Likelihood Ratio algorithm (GLR), a commonly used method that does not make any a priori assumption about change events. Next, we propose TREFEX, a novel change point detection algorithm, which models the response of MOX sensors as a piecewise exponential signal and considers the junctions between consecutive exponentials as change points. We also propose the rTREFEX algorithm as an extension of TREFEX. The core idea behind rTREFEX is an attempt to improve the fitted exponentials of TREFEX by minimizing the number of exponentials even further. GLR, TREFEX and rTREFEX are evaluated for various MOX sensors and gas emission profiles. A sensor selection algorithm is then introduced and the change detection algorithms are evaluated with the selected sensor subsets. A comparison between the three proposed algorithms shows clearly superior performance of rTREFEX both in detection performance and in estimating the change time. Further, rTREFEX is evaluated in real-world experiments where data is gathered by a mobile robot. Finally, a gas dispersion simulation was developed which integrates OpenFOAM flow simulation and a filament-based gas propagation model to simulate gas dispersion for compressible flows with a realistic turbulence model.

För att studera och analysera övergången från ett befintligt system till ett nytt undersöker denna fallstudie en specifik medelstor Kommuns pågående systembyte och dess förändringsprocess. Genom att fokusera på ett utvalt systembyte strävar vi genom denna studie efter att förstå de utmaningar och framgångsfaktorer som är kopplade till processen.  Empirin har samlats in genom semistrukturerade intervjuer med personer som varit involverade i projektet och slutanvändare av det nya systemet. Systemet var nytt för alla informanter, de befann sig i olika faser i processen att implementera det nya systemet. Empirin har analyserat genom en innehållsanalys som leder till slutsatser som visar på vikten av ett noggrant kravarbete, välplanerat projekt och kontinuerlig kommunikation genom olika kanaler för att minska motstånd mot förändring. / In an age of digitalization and constant changes in technology, many public organizations face the challenge of replacing their IT systems to meet modern demands and needs. In order to study and analyze the transition from an existing system to a new one, this case study examines a specific medium-sized Municipality's ongoing system change and its change process. By focusing on a selected system change, we strive through this study to understand the challenges and success factors connected to the process.  The data has been collected through semi-structured interviews with people involved in the project and end users of the new system. The system was new to all the informants, and the informants were at different stages in the process of implementing the new system. The data has been analyzed through a content analysis that leads to conclusions that show the importance of careful requirements work, well-planned projects and continuous communication through various channels to reduce resistance to change.

IN ENGLISH The aim of my thesis is to introduce the system of monitoring of undesirable events and its relationship with the legislative regulations of the Czech Republic and outline the process of controlled change in the organization. The theoretical part of the thesis is dedicated to the general description of the system of reporting undesirable events at national and international level and is based on research from available literature. The other important part of the theoretical part of the thesis is dedicated to the quality system and basic processes of controlled change processes as described by the Czech and foreign authors. The practical part of the thesis is based on a case study from The Žatec Hospital, which represents the initial analysis of the monitoring system of the undesirable events in the organization, planning and description of the processes and individual steps in the process of controlled change with subsequent analysis of the system of adverse event monitoring after aforementioned change. Furthermore the results of the original and the current system comparison are being presented. This thesis called "ANO 2011: a business-firm party?" deals with the analysis of a Czech political movement ANO 2011 in order to determine wheter and/or to what extent political movement ANO 2011 corresponds with business-firm party model, as described by Jonathan Hopkin and Caterina Paolucci in 1999. It is based on the context of a change of party organization and on logic of developmental typology of political parties. The aim is to determine whether the political movement ANO 2011 corresponds to the characteristics of the business-firm party model. The hypothesis here is that in the beginning of the movement it matched the model, while since than there is moving away to the direction of the form of traditional political parties. In another part there is a contribution described to the revision of business-firm party model that offers a modified perspective on the subject. With this perspective the characteristics of the business-firm party model are rather understood as a marketing strategy or a party subtype than as a separate and generally applicable type of political parties.
