Perspectives on the implementation of the performance management and development system in the department of social development in Eastern Cape

<p>This research report, explores the challenges contributing to a non-effective implementation of performance and development management system at the Department of Social Development in Eastern Cape. My argument is that although the system has been fully implemented throughout the province and in all the layers of the department, there are still challenges that contribute to its ineffective implementation of this system. This research report debates a range of issues such as: challenges that revolve around the lack of proper&nbsp / knowledge and training in staff, non-alignment of performance contracts with operations of the department, attitudes of officials towards the system itself and the desired&nbsp / institution&rsquo / s operation that may contribute to its performance and achieve its objective of effective service delivery meaningfully. The research report also explores the paradigm shift&nbsp / of the department from a traditional &lsquo / welfarish&rsquo / approach to a one that focuses on social development. This research especially seeks to understand how the department seeks to plan for institutional change that will promote delivery its services to communities more. The reason for this focus derives from department is practice to provide services sectoralyand not in an integrated manner. Hence the critique, in this research is of the roles and responsibilities of all different layers of the department. This, I specifically argue for re-orientation of the department, not merely institutionally, but also strategically by adopting a social development approach to service delivery.</p>

Der Data Model Canvas (DMC) unterstützt methodisch und informationstechnisch den Aufbau der für ein durchgängiges und interdisziplinäres Engineering benötigten fachlichen Datengrundlage und deren Abbildung in den betreffenden IT-Systemen. Basierend auf konkreten Analyse-Szenarien erfolgt eine Modellierung der erforderlichen Datenvernetzung, die wiederum die explizit benötigten Datenquellen umfasst. Im Mittelpunkt dieses Ansatzes steht die Entwicklung eines fachlichen Verständnisses über die zur Analyse notwendigen roduktdaten. Unterstützt wird der Ansatz durch ein Softwaretool zur Erstellung der benötigten Datenmodelle.

A risk-based decision support system for failure management in water distribution networks

The operational management of Water Distribution Systems (WDS), particularly under failure conditions when the behaviour of a WDS is not well understood, is a challenging problem. The research presented in this thesis describes the development of a methodology for risk-based diagnostics of failures in WDS and its application in a near real-time Decision Support System (DSS) for WDS’ operation. In this thesis, the use of evidential reasoning to estimate the likely location of a burst pipe within a WDS by combining outputs of several models is investigated. A novel Dempster-Shafer model is developed, which fuses evidence provided by a pipe burst prediction model, a customer contact model and a hydraulic model to increase confidence in correctly locating a burst pipe. A new impact model, based on a pressure driven hydraulic solver coupled with a Geographic Information System (GIS) to capture the adverse effects of failures from an operational perspective, is created. A set of Key Performance Indicators used to quantify impact, are aggregated according to the preferences of a Decision Maker (DM) using the Multi-Attribute Value Theory. The potential of distributed computing to deliver a near real-time performance of computationally expensive impact assessment is explored. A novel methodology to prioritise alarms (i.e., detected abnormal flow events) in a WDS is proposed. The relative significance of an alarm is expressed using a measure of an overall risk represented by a set of all potential incidents (e.g., pipe bursts), which might have caused it. The DM’s attitude towards risk is taken into account during the aggregation process. The implementation of the main constituents of the proposed risk-based pipe burst diagnostics methodology, which forms a key component of the aforementioned DSS prototype, are tested on a number of real life and semi-real case studies. The methodology has the potential to enable more informed decisions to be made in the near real-time failure management in WDS.

Governança e conformidade na gestão universitária / Governance and compliance in university management

A Universidade de São Paulo é a principal instituição de ensino e pesquisa do Brasil e está entre as principais na América Latina. A USP é responsável por cerca de 23% de toda a produção científica brasileira (USP, 2014). É a instituição brasileira com melhores colocações e uma das líderes na América Latina nos rankings internacionais de universidades. A partir de 2014, a USP passou a registrar um desequilíbrio orçamentário, dispendendo mais de 100% dos repasses do Tesouro do Estado de São Paulo apenas para o pagamento de salários de seus servidores, prejudicando os investimentos e gastos com custeio, e obrigando a Universidade a utilizar reservas financeiras. O presente trabalho tem por objetivo identificar as causas e efeitos desse desequilíbrio financeiro da USP no período de 2010 a 2014. O referencial teórico se respalda nos estudos de governança universitária, compliance e teoria de sistemas. A coleta de dados foi realizada a partir de documentos oficiais e públicos disponibilizados pela USP: atas das reuniões do Conselho Universitário (CO), Comissão de Orçamento e Patrimônio (COP) e Comissão de Legislação e Recursos (CLR); relatórios apresentados pela Coordenadoria de Administração Geral (CODAGE); informes da Reitoria e Anuário Estatístico. Além destes documentos foram visitadas fontes secundárias com ênfase no noticiário e artigos publicados em periódicos como o diário Folha de São Paulo. A análise de dados revelou que: (i) o desequilíbrio financeiro foi causado pela ampliação de gastos promovida no período de 2010 a 2013, especialmente relativos a pagamento de folha de pagamento e benefícios; (ii) foram promovidas mudanças com forte impacto financeiro plurianual e de difícil reversão - especialmente a implantação do plano de carreiras dos servidores técnico-administrativos e duas movimentações de carreira; (iii) foi ampliada a base de beneficiários do auxílio alimentação e vale refeição, além de corrigir os valores dos benefícios acima da inflação acumulada do período. Com isso, observou-se que o desequilíbrio financeiro foi causado pela implantação combinada das ampliações de gastos em curto período de tempo, sem a devida avaliação dos impactos cruzados das decisões e sem os devidos estudos dos efeitos financeiros das decisões a médio e longo prazos. O trabalho, além de registrar uma análise de um período crítico para a Universidade de São Paulo, também apresenta, a partir das conclusões da pesquisa e do referencial teórico, um conjunto de sugestões e recomendações no sentido de aperfeiçoar os processos de governança universitária. / The University of São Paulo is the leading teaching and research institution in Brazil and is among the best in Latin America. USP is responsible for about 23% of all Brazilian scientific production (USP, 2014). It is the Brazilian institution with the best positions and one of the leaders in Latin America in the international rankings of universities. From 2014, USP started to record a budget imbalance, spending more than 100% of its annual income from the São Paulo State Treasury for the payment of the salaries of its employees alone, harming investments and compelling the University to deplete its financial reserves. This study aims to identify the causes and effects of the USP\'s financial imbalance in the period from 2010 to 2014. The theoretical framework is supported in university governance, compliance and systems theory studies. Data collection was conducted from official and public documents provided by the USP: minutes of meetings of the University Council (CO), the Budget and Assets Committee (COP) and the Legislation and Rules Committee (CLR); reports submitted by the General Administration Coordination Office (CODAGE); reports from the Rector´s Office and the Statistical Yearbook. In addition to these documents, secondary sources were visited with emphasis on the news and articles published in periodicals such as the daily newspaper, Folha de São Paulo. The analysis of data revealed that: (i) the financial imbalance was caused by expenses expanded promoted in the period from 2010 to 2013, especially concerning the payroll and benefits; (ii) changes were prompted with a high multi-annual financial impact and which are difficult to reverse - especially the implementation of the technical and administrative staff career plan and two career upgrades; (iii) the base of beneficiaries of food aid and food stamps was vastly expanded, in addition to increasing the amount of the benefits above of accumulated inflation for the same period. Thus, the financial imbalance was caused by a combined implementation of increase in spending within a short period of time, without proper assessment of the cross-impact of those decisions and without risk analysis assessment of the financial effects of these decisions in the medium and long term. The present study in addition to recording an analysis of a critical period for the University of São Paulo, includes in the conclusions of the research and the theoretical framework, a set of suggestions and recommendations to improve the processes of university governance.

Nowadays there are lots of information systems for management of production such as CIM (Computer-integrated manufacturing systems), MRP (Material requirements planning systems), MRP II (Manufacturing resource planning systems), ERP (Enterprise Resource Planning systems). All these systems have huge possibilities. However the licence prices are enormous, the software requires big computer capacities. So they are more usable for organizations with big annual turnover. Small companies need programs which allow to collect data, store it, systematize, quickly get required information. Study object. Information system for management of clothes production orders. Study goal. To create information system for management of clothes production orders using up-to-date computer technologies. It was made analysis of organization (producing clothes) computerizing field, described functional and non-functional requirements for IS. Also made comparative analysis of information systems for management of production, project of information system for management of clothes production orders which architecture is client – server. Prepared documentation for users. Made testing and quality control. In future the functionality of the information system for management of clothes production orders can be expanded including calculations of material and production cost.

Profesinio ugdymo įstaigų reforma buvo skirta įstaigų struktūros optimizavimui, valdymo vystymui ir tobulinimui, mokymo turinio atnaujinimui. Įvertinus reformos rezultatus ir poveikį profesinio ugdymo įstaigoms galima teigti, jog profesinio ugdymo įstaigų valdymo sistemos reforma reikalauja daugiau pastangų; pasiekusi pirminius laukiamus rezultatus, ji užstrigo ir nebevyksta taip, kaip tikėtasi. Profesinio ugdymo įstaiga yra rinkos dalyvis, todėl jai turi būti taikomi tokie patys vadybos principai, kaip ir bet kuriai organizacijai. Lietuvoje profesinio ugdymo įstaigų ir jų vadovų požiūrio į organizacijų valdymo vystymą problema nėra moksliškai nagrinėta. Teorinėje dalyje pristatoma vadybos teorijos raida, analizuojamas ryšys tarp organizacijos valdymo ir vystymosi. Pagrindiniu organizacijos valdymo ir vystymosi elementu traktuojamas vadybininkas, valdančios grandies atstovas, turintis ar reikalingas lyderio savybių. Analizuojama sąveika tarp institucijos ir racionalaus proto, kurių integravimosi rezultatas gali buti sinerginis efektas. Situacijos analizėje pateikiami Lietuvos profesinio rengimo sektoriaus vadovų požiūrio į organizacijos ir jos valdymo vystymą tyrimo rezultatai, kurie atspindi nepakankamą valdančiosios grandies atstovų suvokimą apie mastymo veiklos reikšmę valdant organizacijas. [toliau žr. visą tekstą] / The reform of VET sector in Lithuania was aimed at developing management, updating content of training programmes and methods as well as optimizing structure of the institutions. The results of the reform show that it had greatest and most positive outcome on structure and training content, while management reform is lagging behind and needs further efforts. VET institutions are active actors not only in educational market but in market on the whole and in most ways, if we speak about management, they need to be treated as ordinary organizations. The problem of senior management attitude towards developing management in VET sector hasn’t been investigated in Lithuania so far, and this paper is striving towards this goal. The theoretical part of the paper is giving the review of development of scientific theories on organizational management with the stress on relations between management and development as well as leader’s, as the key actor’s position. The author of the paper tries to stress the impact of the leader’s cogitation and intellection process on his managerial decisions and development of the organization.
