Рынок телекоммуникаций является одним из ключевых и социально-значимых секторов сферы услуг, поэтому особенно важным является достижение и сохранение высокого кадрового потенциала на предприятиях рассматриваемой отрасли, что достигается за счет реализации эффективной кадровой политики. В работе рассматривается понятие кадровой политики, телекоммуникационного предприятия, оценка эффективности кадровой политики, основные особенности кадровой политики в сфере телекоммуникационных услуг, недостатки кадровой политики в сфере телекоммуникаций. В качестве источников использовались нормативно-правовые акты, регламенты, положения, методические указания, данные предприятий, научные статьи, справочные материалы. В магистерской диссертации была предложена методика по повышению эффективности кадровой политики на предприятиях сферы телекоммуникационных услуг, включающая комплекс последовательно реализуемых мероприятий: организация системы обучения сотрудников, привлечение и адаптация молодых специалистов, совершенствование системы нематериального стимулирования сотрудников, сплочение трудового коллектива. Особенностью методики в отличие от существующих является учет следующих факторов, характерных для предприятий сферы телекоммуникационных услуг: постоянное возникновение качественно новых специализаций и, как следствие, должностей; дефицит высококвалифицированных IT-специалистов; переплетение в работе специалистов по телекоммуникациям трудовых и экономических функций. / The telecommunications market is one of the key and socially significant sectors of the service sector, therefore it is especially important to achieve and maintain a high human resources potential at the enterprises of the industry in question, which is achieved through the implementation of an effective personnel policy. The paper discusses the concept of personnel policy, telecommunications enterprise, evaluation of the effectiveness of personnel policy, the main features of personnel policy in the field of telecommunications services, shortcomings of personnel policy in the field of telecommunications. Legal acts, regulations, regulations, guidelines, data from enterprises, scientific articles, and reference materials were used as sources. In the master's thesis, methods were proposed to improve the effectiveness of personnel policy at enterprises in the telecommunications services sector, including a set of consistently implemented measures: organization of a training system for employees, attraction and adaptation of young specialists, improvement of the system of non-material incentives for employees, uniting the workforce. A feature of the methods, in contrast to the existing ones, is the consideration of the following factors typical for enterprises in the field of telecommunications services: the constant emergence of qualitatively new specializations and, as a result, positions; shortage of highly qualified IT-specialists; interweaving of labor and economic functions in the work of specialists in telecommunications.

Radio Access Network Design for the Evolved UMTS Network

Research Doctorate - Doctor of Philosophy (PhD) / The Radio Access Network (RAN) accounts for the major proportion of the UMTS system operating cost. Transmission from radio base station sites contributes a larger part of the RAN operating costs. Selection of suitable transport technologies and proper allocation of network resources are vital from an operator cost optimisation and the Quality of Experience (QoE) points of view. This thesis extensively investigated the performance of a RAN to support multimedia traffic on a HSDPA air interface. Transport network layer of a future RAN could be based on a number of transport protocols such as ATM, IP and Ethernet. With the increasing traffic volume and diversity the efficiencies of IP and Ethernet based RAN could increases significantly due to the use of larger payloads and simpler resource allocation techniques. Also, on IP and Ethernet based links relatively fewer overhead bits are transmitted compared to an ATM based link. Both the IP and Ethernet based links appear to perform better under heavy traffic load conditions. An IP based link could perform better than an Ethernet based link when an IP header compression technique is used. An Ethernet based link is an alternative transport technique for the UTRAN transport network due to its flexibility, economy and bandwidth efficiency. The HSDPA (High Speed Downlink Packet Access) is considered to be one of the initial evolutionary steps to enhance the data rate, and QoS of downlink data and multimedia services for the evolved UMTS network. It can provide high data rate up to 28.8 Mbps on the downlink shared channel using the packet access technique. A HSDPA network can dynamically adjust a connection data rate to match radio conditions to ensure the highest possible data rate for different type of traffic. Inappropriate RAN capacity allocation could lead to low radio resource or RAN resource utilizations. In this thesis, a Markov chain based analytical model has been developed to study the interaction between the air interface and the RAN for a HSDPA network. The analytical model was used to study interactions of RAN transport protocols, flow control techniques and the air interface transmission conditions. Further a simulation model was developed to investigate the relationship between the HSDPA air interface and its RAN parameters. Another important issue in the HSDPA network design is the scheduling algorithm used at the Node-B. A scheduling algorithm plays a key role in allocating a RAN’s network resources. Impacts of scheduling algorithms are studied in this work using a simulation model. Based on the study of the HSDPA air interface and its RAN parameter interactions this work has developed an adaptive resource management algorithm, which uses the measured air interface information to allocate the corresponding connection data rate on the Iub link. The developed algorithm reduces RAN resource requirements while increasing the air interface resource utilization and QoS of connections.

Data was collected from the company s Operational Performance Division. Initial analysis of a data set, including nineteen installation teams, was performed considering input oriented methods. Subsequently, the need for restrictions on weights is analyzed using the Assurance Region method, checking for the existence of zero-valued weights. The resulting returns to scale are then verified. Further analyses using the Assurance Region Constant (AR-I-C) and Variable (AR-I-V) models verify the existence of variable, rather than constant, returns to scale. Therefore, all of the final comparisons use scores obtained through the AR-I-V model. In sequence, we verify if the system has economies of scope by analyzing the behavior of the scores in terms of individual or multiple outputs. Finally, conventional results, used by the company in study to evaluate team performance, are compared to those generated using the DEA methodology. The results presented here show that DEA is a useful methodology for assessing team performance and that it may contribute to improvements on the quality of the goal setting procedure. / Esta tese de mestrado prop?e utilizar a An?lise de Envolt?ria de Dados - DEA (Data Envelopment Analysis) na avalia??o de economias de escala e economias de escopo no desempenho de equipes de instala??o de circuitos de comunica??o de dados a partir de um estudo em uma empresa de telecomunica??es do Brasil. A partir da? analisa-se a necessidade de restri??es de pesos, pelo m?todo da Regi?o de Garantia, analisando a exist?ncia de pesos com valor igual a zero. Ap?s essa an?lise ? verificado o retorno de escala gerado pelo sistema. Atrav?s de an?lises utilizando os modelos AR-I-C e AR-I-V ? verificada a exist?ncia de retornos vari?veis de escala ao inv?s de retornos constantes, em fun??o disso todos os comparativos finais usam escores obtidos pelo modelo AR-I-V. Data was collected from the company contracted to distribute the products in the state of Cear?. Analyses of thirteen sales coverage areas were performed considering first the output-oriented constant return to scale method (CCR-O), then this method with assurance region (AR-O-C) and finally the method of variable returns to scale with assurance region (AR-O-V). The method used in the first approach is shown to be inappropriate for this study, since it inconveniently generates zero-valued weights, allowing that an area under evaluation obtain the maximal score by not producing. Using weight restrictions, through the assurance region methods AR-O-C and AR-O-V, decreasing returns to scale are identified, meaning that the improvement in performance is not proportional to the size of the areas being analyzed. Observing data generated by the analysis, a study is carried out, aiming to design improvement goals for the inefficient areas. Complementing this study, GDP data for each area was compared with scores obtained using AR-O-V analysis. The results presented in this work show that DEA is a useful methodology for assessing sales team performance and that it may contribute to improvements on the quality of the management process. / Esta tese de mestrado prop?e utilizar a An?lise de Envolt?ria de Dados - DEA (Data Envelopment Analysis) na avalia??o de desempenho das equipes de vendas a partir de um estudo de suas ?reas de atua??o. O m?todo utilizado na primeira abordagem mostra-se inapropriado para este estudo pois apresenta o inconveniente de gerar pesos com valor igual a zero, permitindo que uma ?rea avaliada obtenha escore m?ximo n?o produzindo. An assessment has been done and waiting times between production processes have been identified, along with defective products and inefficient work methods. This study proposes the design of a lean manufacturing model under the change management approach, whose methodology comprises five phases. In phase 0, awareness and training sessions are conducted (change management). Then, phase 1 reorganizes the work area (plant layout re-distribution and 5S) and phase 2 seeks better workload balances (line balance and Heijunka implementation). Later, phase 3 standardizes work methods (standardization). O segmento das comunicações, já há alguns anos, vem passando por significativas transformações exigindo a interação entre ambientes tecnológicos convergentes heterogêneos, com qualidade na continuidade de serviços, para se manter competitivo, pois é este mercado que exige, constantemente, que mais recursos tecnológicos lhe sejam colocados à disposição. O ineditismo da proposta desenvolvida neste trabalho é a elaboração de um modelo para assegurar a continuidade da qualidade de serviço percebida pelo usuário final através de handover (ou handoff) vertical, o que caracteriza-se como uma necessidade de solução global, isto é, o modelo é genérico e independente da tecnologia, o que permite sua adoção em qualquer ambiente de rede existente aproveitando a capilaridade já disponível das redes legadas. É analisada também a situação na qual um usuário final esteja acessando simultaneamente serviços gerenciados por Provedores de Serviço distintos, o que conduz a duas situações possíveis: a) o usuário está acessando serviços distintos contratados a Provedores de Serviço diferentes; b) o usuário está acessando o mesmo serviço contratado a Provedores de Serviço distintos. Nesta última situação pode surgir a necessidade de disparar um processo de handover exigindo a decisão de qual dos Provedores o executará, de acordo com o SPHDA Service Providers Handover Decision Agreement. The novelty of the proposal developed in this work is the development of a model to ensure the continued quality of service perceived by end users via vertical handover (or handoff), which characterizes itself as a need for a global solution, i.e., the model is generic and technology independent, allowing its adoption in any network environment taking advantage of the capillary already available from legacy networks. It is also analyzed the situation in which an end user is simultaneously accessing services managed by different Service Providers, which leads to two possible situations: a) the user is accessing different services contracted to different Service Providers; b) the user is accessing the same service contracted to different Service Providers. In this last situation may be necessary to trigger a handover process requiring the decision of which the Providers shall execute it in accordance with the SPHDA - Service Providers Handover Decision Agreement. The methodology adopted for the model development was the RM-ODP - Reference Model for Open Distributed Processing, as it includes all technical and commercial aspects necessary for its construction.

The theoretical part describes, analyzes and summarizes the basic concepts of information sources in the literature concerning the topic of customer satisfaction. In the analytical part the general theoretical basis and internal information of Vodafone Czech Republic are used for marketing research. On the base of obtained information are created proposals for Sales and Care deparments of B2B clients to increase customer satisfaction.

Extending the security perimeter through a web of trust: the impact of GPS technology on location-based authentication techniques

No / Security is a function of the trust that is associated with the active variables in a system. Thus, the human factor being the most critical element in security systems, the security perimeter could be defined in relation to the human trust level. Trust level could be measured via positive identification of the person/device on the other side of the interaction medium, using various authentication schemes; location-based being one of the latest. As for the location-based services, the identity of a customer remains hazy as long as his location is unknown; he virtually remains a ghost in the air, with implications on trust. This paper reviews the various location-based authentication techniques with a focus on the role that GPS could play in optimising this authentication approach. It advocates the urgent need to make all transmission devices GPS-compliant as a way forward, despite the privacy issues that might arise.
