租稅政策影響投資行為之動態分析

本文第一章簡介研究動機及目的。第二章將先對相關之投資理論文獻作一回顧，並針 對Hall and Jorgenson模型之三大問題予以討論；另介紹投資理論的另一支流，以To bing為代表的流量模型。又鑑於三大問題之(2) 是一般在作政策效果計量評估時最常 遭遇之問題，故須更進一步探究其理論及實證上之解決方法，此乃本文第三章之重心 ，為正確衡量投資之誘困效果，理性預期學者曾建立一個類似Tobing的結合模型，其 乃以流量模型為基礎，並考慮調整成本與Hall and Jorgenson 之租稅政策，本文第 四章將嘗試以不同方法來建立結合模型，然後以此結合模型證明Hall and Jorgenson 模型的偏失。第五章將以此結合模型來衡量租稅政策之恆之常性(permanent) 與暫性 (temporary) 變動對資本存量與投資之動態影響。另外降低平均稅率，對投資行為有 正面效果，但平均稅率變動之變異數大小也會影響投資，本文第六章將研究此租稅不 穩定性對投資行為之作用。第七章為結論與建議。
