Tarptautinės taršos nafta padarytos žalos kompensavimo sistema ir jos reglamentavimas / International Compensatory System on the Damage Caused by Oil Pollution and its Regulation

This master’s final thesis is purposive to analyze the International compensatory system on the damage caused by oil pollution. There are discussed the stages of the formation of the current system identifying the concrete premises, which have determined the origin of each compensatory level and its obliged regulation. There is indicated that every tanker which is responsible under this system has to face strict liability. Specific attention has been paid to each separate element of this system and uncover characteristic features for it. After research concluded in the master’s final thesis there are defined that at this moment operate particular compensatory system which ensure the reimbursement for every damage caused by oil spill. Although this system has been prevailing for 40 years but it always had to face with financial difficulties which were impacted by more and more tankers incidents in the sea. Thereby, for the lean working of this system there must be implanted prevented measures which ensure much safer navigation at sea. Also there is discussed new third compensatory element which have started to operate since 2005 years but it still hasn’t happened any major tanker’s incident to test how this element can cope with financial burden in reality. These days we all face with drinking water and not menace to human’s health water’s problem. There are the greater part of fresh water polluted in many countries of European Union (EU). Water is intensive use in energetic, in chemistry industry, in agriculture, and that’s why the flowing water of industrial establishment and agriculture mostly pollutes the rivers, lakes and the seas route of entry, unraveling natural biological cycle, natural environment of organisms, and they menace to human’s health and life. That’s why relevant and effective security of water resources protection is very important. Water protection policy has direct impact on human’s health and the quality of their life’s, thus, this sector falls among the priority fields in environmental protection policy. These days the main consideration is directed to the waist water’s treatment and to secure the quality of drinking water at the moment in Lithuania. The Republic of Lithuania has been participating in the EU waters protection policy. This is related to the important changes in water’s sector legal base, possibilities for funding the projects related to water����s pollution reduction, institutional structure and other aspects. Azotinių trąšų gamyklos technogeninės taršos paveiktų miško ekosistemų būklės pokyčiai sumažėjus taršai / Changes in the condition of forest ecosystems exposed by technogenic emissions from nitrogen fertilizer plant under reduced pollution

Disertacijoje nagrinėjama technogeninės taršos pažeistų skirtingų miško ekosistemos komponentų (medyno, dirvožemio, krūmokšnių, žolinių augalų ir samanų danga) pokyčiai sumažėjus gamyklos AB „Achema“ taršai. Naudojant 26 metų (1981–2007) ir dabartinių metų (2011–2012) tyrimų duomenis yra atlikta analizė apie skirtingus miško ekosistemos komponentų pokyčius ir įvertinta miško ekosistemų atsikūrimo galimybės. Remiantis tyrimų rezultatais nustatyta, kad praėjus 10–20 metų laikotarpiui nuo gamyklos teršimo pradžios (1979 m.) gali atskurti pažeistos miško ekosistemos. Pirmiausia atsikuria pažeisti medynai, po to – dirvožemio cheminės ir biologinės savybės, vėliausiai – krūmokšnių, žolinių augalų bei samanų danga ir dabartinė ekosistemų būklė yra artima neužterštiems žaliašiliams. Tačiau arčiausiai gamyklos krūmokšnių, žolinių augalų ir samanų dangoje vis dar randami nitrofiliniai augalai, kurie nebūdingi neužterštiems žaliašiliams. Tai rodo, kad dėl medyno struktūros negrįžtamumo prie AB „Achema“ krūmokšnių, žolinių augalų ir samanų danga išlieka pakitusi. / Doctoral dissertation presents the restoration of various components of forest ecosystem (stand, soil, the cover of brush, herbaceous vegetation and mosses) after the reduction of air pollution from the plant of fertilizers Achema. Using study data of 26 years (1981–2007) and of the current year (2011-2012), an analysis of the changes of different components of forest ecosystems has been carried out and recovery possibilities of forest ecosystems were evaluated. Based on the survey results it was found that after 10–20 years since the beginning of pollution from the factory (1979) damaged forest ecosystems are able to recover. First of all recover damaged stands, then – chemical and biological soil properties, at the latest – the cover of shrubs, herbaceous plants and mosses, and the current state of forest ecosystems is similar to control pine stands. However, ground vegetation in the nearest to the factory sites still contains nitrophilous plants which are not typical for uncontaminated pine forests. This shows that due to the irreversibility of the structure of stands near Achema, the cover of shrubs, herbaceous plants and mosses remains altered.

The problems of particulate matter air pollution were analyzed, statistical data about particulate matter pollution in the world and in Lithuania were presented, necessity of particulate matter concentration assessment in the air of Žirmūnai and Žvėrynas districts of Vilnius were described, the main aims and tasks of work were described in the final master work. The data of Lithuanian air quality stations were analyzed too, and it was assessed that Vilnius is one of the most particulate matter polluted Lithuanian cities. The biggest concentrations of this pollutant during analyzed period were fixed in the Žirmūnai and Žvėrynas air quality stations. The methodology of investigation of particulate matter concentration in the air of Žirmūnai and Žvėrynas districts was described; places of measurement points, operation of a real time monitor „Microdust pro“ were characterized and the results of recording were presented, too. The model of particulate matter carry in Žvėrynas district with the help of „Phoenics“ modelling programme was made. The data of investigation (results of recording particulate matter concentration) and calculated results were compared, conclusions and suggestions given. Nowadays much attention is paid to air pollution in the world. Effective and suitable management of atmosphere protection is very important, because climate change, human health and survival of biodiversity depends on it. For these reasons atmosphere protection management should get our special interest. The aim of this work is to analyse the structure of atmosphere protection in Lithuania and to provide proposals on how to improve it. This work also suggests how to improve the policy of atmosphere protection and ensure appropriate air quality in Lithuania. This master‘s work consists of four parts, which are designated to analyse the structure of atmosphere protection management and cooperation between institutions, to make systematic analysis of atmosphere protection laws and examine possible inaccuracies, to find inaccuracies in institutional, legal and financial systems, which are related to the management of atmosphere protection and to sugest some improvements on how to improve the structure of atmosphere protection management and the policy of atmosphere protection.
