Construção colaborativa de uma proposta de avaliação de professores / Collaborative construction of a motion for teacher evaluation

Esta tese apresenta uma reflexão sobre o processo de construção de uma proposta de avaliação de professores desenvolvida em uma escola de Ensino Fundamental I localizada na Asa Norte de Brasília. Para tanto, inicialmente foi realizada uma revisão da literatura, a qual indicou como elementos importantes a serem considerados: o envolvimento dos professores no processo de elaboração da proposta; a utilização de diversos instrumentos avaliativos; a atenção com a viabilidade, confiabilidade, validade e utilidade da proposta; o estabelecimento de objetivos claros e amplamente divulgados; a utilização de critérios previamente estabelecidos; e a consideração do contexto em que os professores estão inseridos. Além dessas indicações, o trabalho de campo baseou-se nos preceitos da metodologia colaborativa, em que os diversos sujeitos da pesquisa colaboram com a sua elaboração, ao passo que a pesquisa deve colaborar com o seu desenvolvimento (no caso, profissional). Assim, o trabalho buscou contribuir não apenas com a produção do conhecimento sobre o tema, como também com o aprimoramento do trabalho desenvolvido pelos participantes da pesquisa e, ainda, com a elaboração de novas propostas de avaliação de professores no sentido de indicar caminhos que possam ser percorridos por interlocutores qualificados de diferentes escolas e redes de ensino no processo de construção e aplicação de suas próprias propostas, ainda que resultando em desenhos diferentes dos apresentados nesta tese. A experiência relatada indica que é possível e necessário disputar os rumos das políticas de avaliação de professores no Brasil de modo que elas se tornem verdadeiros instrumentos em favor do desenvolvimento desses profissionais e da melhoria da qualidade da educação. / This thesis presents a reflection on the process of designing a proposal for teacher evaluation developed at a elementary school located in Asa Norte, Brasília. To begin with, a review of the literature was made. That review indicated some important elements that should taken into consideration: the involvement of teachers in the process of designing the proposal; the use of various evaluation tools; the attention to the feasibility, reliability, validity and usefulness of the proposal; the establishment of clear and widely disseminated objectives; the use of pre-established criteria; and the context in which teachers are inserted. In addition to those indications, the fieldwork was based on the precepts of collaborative methodology, in which the various participants of the research collaborate with its preparation, which should collaborate with their development (in this case, professional). Thus, the study aimed to contribute not only to the production of scientific knowledge, but also to the improvement of the work done by the research participants and also with the development of new teacher evaluation proposals - indicating ways that can be used by different qualified personnel in schools and school systems in the process of constructing and applying their own proposals, even if resulting in different designs from those presented in this thesis. The experience hereby reported indicates that it is not only possible but necessary to contest the course taken by teacher evaluation policies in Brazil in a way that allows them to become actual instruments in favor of the development of these professionals and the improvement of the quality of education.

A Comparison of Educational "Value-Added" Methodologies for Classifying Teacher Effectiveness: Value Tables vs. Covariate Regression

There is a great deal of concern regarding teacher impacts on student achievement being used as a substantial portion of a teacher’s performance evaluation. This study investigated the degree of concordance and discordance between mathematics teacher ranking using value tables and covariate regression, which have both been used as measures for teacher effectiveness. The researcher examined teacher rankings, before and after the state recommended classification, using correlational techniques, comparison matrices, and visual examination for value-added scores derived from the value table versus the covariate regression approach. Examination demonstrated strong correlations between the initial rankings (r = .77 to .98) and a high concordance (γ = .96 to 1.0) once the recommended classifications were applied to the teachers rankings. The overall implications of this project are that more complex methods may parse the impact information out with higher statistical accuracy, however, once the recommended classification is applied to the methods there may be very little difference in the classification of teachers.

Implementation of peer observation of teaching in ELT tertiary education system in Malaysia : a social-constructionism view

The present study primarily aims to explore the English language (EL) teachers’ current practices and their experiences of teacher evaluation, and how these are related to the introduction of peer observation of teaching (POT) in the Malaysian university system. Then, it aims to explore the possibilities and challenges faced by Malaysian universities in introducing peer observation. The participants of the study were determined by 2 stages of the research design. In Stage 1, from 10 different universities around Malaysia, 72 teachers completed the online questionnaire and eight semi-structured interview were conducted. In Stage 2, at the university where the study was conducted, 24 participants completed the after-workshop questionnaire and ten observations as well as eight semi-structured interview were carried out. Quantitative data were analysed using SPSS descriptive statistics while qualitative data were transcribed and then analysed using thematic content analysis. The findings on teacher evaluation revealed that there was teacher evaluation in place at every university involved in the survey. However, there seemed to be some major shortcomings that need to be addressed. Shortcomings such as teachers were not reminded of the real purposes of each evaluation undertaken, some evaluations were wasted because they were not studied, and teachers were not given ownership in setting out the suitable methods for evaluation. The findings on peer observation revealed that teachers had different understanding about it. Through the intervention study, it was discovered that the tone of the discussion between teachers were sometimes calm and celebrating, whilst some were critical and judgemental. The findings also showed that introduction of peer observation may be possible at the university under study provided the purposes were for developmental. However, teachers still had the feeling of nervousness and being judgemental about the whole process because of the common top-down approach. The findings from the study have provided several implications for the improvement of the existing EL teacher evaluation in particular, as well as evaluation of teachers of other subjects in general. In addition, the findings have also provided several implications for the introduction of peer observation especially to the university managements and the teachers in particular. The current study also contributes to knowledge by proposing: i) a model for teacher evaluation, and ii) one plan for the procedure of peer observation of teaching; which can be adjusted according to the suitability of any given context.

The Land of Disenchantment: Bias in New Mexico Teacher Evaluation Measures

abstract: Over the past 20 years in the United States (U.S.), teachers have seen a marked shift in how teacher evaluation policies govern the evaluation of their performance. Spurred by federal mandates, teachers have been increasingly held accountable for their students’ academic achievement, most notably through the use of value-added models (VAMs)—a statistically complex tool that aims to isolate and then quantify the effect of teachers on their students’ achievement. This increased focus on accountability ultimately resulted in numerous lawsuits across the U.S. where teachers protested what they felt were unfair evaluations informed by invalid, unreliable, and biased measures—most notably VAMs. While New Mexico’s teacher evaluation system was labeled as a “gold standard” due to its purported ability to objectively and accurately differentiate between effective and ineffective teachers, in 2015, teachers filed suit contesting the fairness and accuracy of their evaluations. Amrein-Beardsley and Geiger’s (revise and resubmit) initial analyses of the state’s teacher evaluation data revealed that the four individual measures comprising teachers’ overall evaluation scores showed evidence of bias, and specifically, teachers who taught in schools with different student body compositions (e.g., special education students, poorer students, gifted students) had significantly different scores than their peers. The purpose of this study was to expand upon these prior analyses by investigating whether those conclusions still held true when controlling for a variety of confounding factors at the school, class, and teacher levels, as such covariates were not included in prior analyses. Results from multiple linear regression analyses indicated that, overall, the measures used to inform New Mexico teachers’ overall evaluation scores still showed evidence of bias by school-level student demographic factors, with VAMs potentially being the most susceptible and classroom observations being the least. This study is especially unique given the juxtaposition of such a highly touted evaluation system also being one where teachers contested its constitutionality. The call for teacher improvement has recently moved into the realm of policy with the implementation of Race to the Top. RTTT challenged states to raise the bar of teacher effectiveness through the implementation of more rigorous evaluation procedures, which are tied in part to student achievement. Tennessee was one of the first states to implement this type of teacher evaluation policy. Therefore, the purpose of this study was to examine teacher perception and to explore the role of the teacher in policy implementation and the relationship to instructional decision making in the classroom. Results point to the complexity of instructional change and the pivotal role of the administrator in facilitating that change.

The Impact of a High Stakes Teacher Evaluation System: Educator Perspectives on Accountability

The use of student achievement data to evaluate an individual teacher's effectiveness has become a new focus in educational policy. This article focuses on the underresearched teacher perception of this new policy measure. Drawing on ethnographic research procedures, this article explores how first-grade teachers in one state navigated a new high-stakes teacher evaluation system. Although the results indicate that teachers have a desire for accountability, findings also show a variety of beliefs on the validity of teacher evaluation, as well as differing applications of scoring measures across school contexts.

This study examines the relation between the prerequisites of principals in compulsory schools and to what extent they hence engage in instructional leadership. Three main questions are therefore posed which seek to describe how frequently the principals say that they engage in instructional leadership, how the principals say that their prerequisites are and to what extent these prerequisites affect their ability to be instructional leaders. A hypothesis is formulated that principals with favourable prerequisites are more likely to engage in an instructional leadership. To define instructional leadership Viviane Robinsons leadership dimensions ”planning, coordinating and evaluating teaching and the curriculum” and ”promoting participating in teacher learning and developement” are used as the foundation for the operationalisation of questions in the survey. The study finds that most of all the national principal education program affects the principals ability to be instructional leaders. Also the school managerand the municipal political board are important factors for the principals engagement in instructional leadership. Furthermore this study implicates that prerequisites, such as the number of employees or the time the principals say they have to be instructional leaders, have no, or almost no, effect on how frequently the principals engage in instructional leadership.
