A Roadmap for the Titanium Metal Industry of South Africa

The South African titanium metal industry is underdeveloped and has a fragmented value chain. The aim of this study was to investigate fragmentation within the local titanium metal value chain by using industry technology roadmapping as a tool to comment on the completeness of each value chain stage. Roadmapping for the period 2021 to 2030 was applied to a novel value chain produced for the local titanium metal industry. Within the fragmented value chain, it was indicated that from the eight identified stages only four were established locally. The identified stages of the titanium metal value chain were: stage 1 - mineral reserves; stage 2 - slag; stage 3 – TiCl4; stage 4 – sponge; stage 5 – melted products; stage 6 – mill products; stage 7 – metal powder production and stage 8 – metal powder products. Stages 1, 2, 6 and 8 are already established in South Africa. The roadmapping type selected to address the fragmented South African titanium metal value chain was an industry technology roadmap. This type of roadmap focuses on forecasting the development, commercialisation and deployment of new technologies. The overall industry roadmap was designed using individual roadmaps for the value chain stages. These individual roadmaps were used as a guideline on what to include and what to exclude from the overall industry roadmap. The technology roadmap layout consisted of five layers namely market, product, technology, R&D, and resources. These roadmapping layers were applied to each stage of the titanium metal value chain resulting in the production of individual roadmaps for each stage. The roadmap model was based on the three fundamental questions in roadmapping: “Where are we now?” addressing the current state of each value chain stage, “Where do we want to go?” addressing the vision elements for each value chain stage and “How will we get there?” addressing how the vision elements would be achieved for each value chain stage. The methodology used in this study relied on data collection from two main sources. The first was primary data collected through conducting interviews and a survey. The main aim of the interviews (conducted with industry and R&D experts) was to establish a vision element for each of the titanium metal value chain stages which was validated though the survey. Secondary data was then combined with the collected expert driven data in order to follow the selected roadmapping approach and complete a roadmap for each of the value chain stages following the specified layers (top-down approach). The vision elements were then combined to obtain an overall South African titanium metal value chain vision. The consolidated vision, based on what should be included in the South African titanium metal value chain and what not, was used as driver for compiling the overall South African titanium metal industry roadmap. This was done by considering and combining the required actions needed from the value chain stage roadmaps (top-down visioning approach) to achieve the identified overall roadmap (bottom-up visioning approach). The newly developed vision for the South African titanium metal industry is: South Africa should continue to mine and upgrade titanium mineral concentrates in a sustainable and efficient manner. The country should commit to the establishment of two additional stages within the titanium metal value chain, which is TiCl4 production and titanium metal powder production. Capacity and expertise within the two already developed downstream stages (mill product and powder product production) should be expanded for both the local and the export markets. Within the mill product market, the focus should be on producing products for the medical, chemical and aerospace industries while the powder product markets should focus on medical, aerospace, leisure and automotive industries. In addition to the vision and roadmap establishment, other outcomes of this study indicated that the South African titanium metal industry is fragmented and should remain fragmented over the next decade. This thesis presents novel research on the production of a roadmap for a fragmented industry. To the best knowledge of the author, no other industry roadmap approach has first considered the production of individual roadmaps in a fragmented value chain and then combine them into a single overall industry technology roadmap. South Africa can apply the newly obtained titanium industry vision and roadmap, since there was no prior vision that addressed the development of the industry’s fragmented value chain. Management of innovation networks in technology transfer.

Network management is a critical concept in innovation and technology transfer. Linkages among network members are fundamental in the innovation process which has been heralded for its contribution to wealth creation in economies increasingly characterized by both globalization and technological connectivity. Innovation networks involve relationships among members of governments, businesses and universities that collaborate continuously to achieve shared scientific goals. This study focuses on identifying the key management factors operating in such networks and on determining the process through which these lead to successful technology transfer. This is of increasing interest for many countries seeking to foster innovation, technology transfer and, in turn, international competitiveness. The study integrates the technology transfer and network research streams in order to provide a unique contribution towards understanding key network factors that are important in technology transfer. Extant technology transfer literature predominantly provides a perspective of a focal organization or, at best, that of inter-organisational relationships while its empirical investigation from a network perspective remains limited. In order to develop a more holistic network perspective, this study draws on the network literature and in particular that of the Industrial Marketing and Purchasing (IMP) group. Although neither a comprehensive network management theory nor suitable measures at the network level of analysis currently exist, the network literature is quickly evolving and has highlighted several concepts that contribute to achieving network outcomes, albeit in a conjectural fashion. Therefore, this study applies these concepts towards contributing to network management theory development in both the network and technology transfer fields. This study adopts a multi-method research approach. Qualitative exploratory research was necessary as concepts from the technology transfer and network management literatures were combined in a novel way. It was also essential in developing appropriate scales. Quantitative research then followed in order to test these scales by applying exploratory factor analysis and reliability testing. The developed scales were then employed to advance theory development, using confirmatory factor analysis via structural equation modelling. The study predominantly investigates networks within several industries that are relevant internationally and consistent with some of Australia’s national research priorities. Consequently, a pilot study was conducted in the wine industry to purify scales followed by full field work undertaken in the information and communications technology and biotechnology/nanotechnology industries. Common patterns that emerge within different industries strengthen theory development and lead to generalizations to other related industries while differences lead to industry-specific implications. A number of patterns were uncovered. Evidence was provided for the significant impact of power distribution, trust, coordination and harmony on achieving network outcomes in the ICT and the biotechnology/nanotechnology industries. While both communication and R&D efficiencies were deemed important in achieving network effectiveness, the specific relationships among these factors varied between industries. From SMEs, For SMEs: Qualitative Insights Within the Instructional Designer-Subject Matter Expert Collaborative Relationship in the Field of Technology and Innovation Management

Recent literature on the relationship between instructional designers (IDs) and subject matter experts (SMEs) reveals how much more is known about the challenges faced by IDs and more solutions are offered in their respective role compared to their SME partners. This study uses interpretative phenomenological analysis (IPA) to investigate the ID-SME collaborative relationship from the perspective of and the utility for the SME role within the field of Technology and Innovation Management (TIM). Six SMEs within the field of TIM were interviewed to discover more on the nature of their working relationship, specifically in regard to (a) their conceptual understanding of roles and expectations, (b) the nature of the working conditions, and (c) the characteristics that present advantages and/or challenges. Results provide qualitative insights situated within the TIM field, partnership, and projects. SMEs convey expectations of openness for themselves and expectations of clarity in communications and processes for IDs; SMEs acknowledge advantages of expertise from both roles; SMEs admit their own limitations of being myopic, seclusive, overly complex, and uneducated in matters of instruction; SMEs express challenges of additional workload and deadlines; and SMEs share resources relied on or would have relied on to improve their collaborative relationship with IDs. The findings of this study suggest the value of considering the SME perspective in their unique role within the ID-SME relationship. Key implications for this study suggest overcoming barriers and providing support to the SME role in practical application.

The innovative capacity of firms fundamentally relies on the organization of strategic human capital. Highly skilled and talented employees drive knowledge creation through their expertise and creativity. As such, the organization and redeployment of knowledge workers across global subsidiaries and teams is a pivotal capability underpinning firms’ competitive edge. However, firms must operate within and adhere to the macro regulatory environments in the countries where they are located. With increasingly global interconnectedness, there is also a rise in nations’ announcing changes to their immigration policies to support national interests. These changes to immigration policies may affect firms' ability to organize human resources in a way that is most conducive for their knowledge creation and innovation objectives. Firms may then respond strategically to meet their innovation objectives while protecting their knowledge from leaking to competitors in foreign or local geographies. This dissertation examines how changes to immigration policies prompt strategic responses from firms in terms of meeting their innovation objectives by reorganizing their human capital and further proposes a three-dimensional framework for an immigration policy that supports economic growth and innovation in the destination country. The first chapter lays the groundwork for the dissertation and review conceptual foundations of each of the following essays. The second chapter examines the strategic response by multinational enterprises (MNEs) when their ability to deploy knowledge workers across national boundaries is affected by restrictive immigration policies. The third chapter examines individual- and firm-level responses to an increase in employees’ bargaining power. Findings reveal that the regulation afforded greater bargaining power to ethnic inventors, leading to greater interfirm mobility, positional changes in the intrafirm collaboration network, and a change in innovation performance. Finally, the fourth essay then argues that in addition to formal human capital, foreign knowledge workers contribute unique social capital which benefits their MNE employers in terms of innovation outcomes and puts forth a comprehensive three-dimensional immigration policy framework integrating migrants’ skillsets with their bridging potential across nations, contingent on inter-state relations. By accounting for security trade-offs and variations in bilateral collaborative intent, this multidimensional perspective allows calibrated screening of talent from allied versus adversarial origins. Synthesized together, the three studies highlight how regulations pertaining to high-skilled immigration significantly disrupt organizations’ access to strategic foreign talent, necessitating trade-offs to reconfigure innovation capabilities. This dissertation contributes to strategic management and international business literature by underlining the global organization of human capital as pivotal to understanding MNE responses to external constraints on foreign talent deployment. Further, it informs immigration policy debates through a multifaceted evaluation of skillsets, bridging ties and bilateral relations that influence productive integration of foreign talent. / Business Administration/Strategic Management

Neste trabalho o estágio pós-doutoral é visto como um item de treinamento, desenvolvimento e educação próprio da carreira acadêmica, que atua como instrumento de atualização, reciclagem docente e incremento de conhecimento, por meio da socialização e contato entre pesquisadores. A presente pesquisa é exploratória, de abrangência nacional e tem como objetivo principal analisar qual o impacto do estágio pós-doutoral no exterior sobre o desempenho de docentes e programas de pós-graduação brasileiros. Para esse intento o estudo trabalhou em duas vertentes e que produziram resultados convergentes; uma vertente se pautou no levantamento da produção docente antes e depois da realização do pós-doutorado, basicamente utilizando como fonte de dados secundários o sistema Lattes, onde a construção de um Índice de Desempenho - ID, permitiu uma pesquisa exaustiva e objetiva acerca da produção científica e da produção técnica dos participantes, e outra vertente, pautou-se na coleta de dados primários por meio da aplicação de questionário estruturado com escalas psicométricas para mensurar a percepção e o julgamento dos docentes sobre o pós-doutorado e o seu impacto. Foram convidados a participar do survey todos os 2.565 docentes egressos do Programa de Estágio Pós-doutoral no Exterior, atuantes na pós-graduação e que tiveram bolsa da Coordenação de Aperfeiçoamento de Pessoal de Nível Superior - CAPES, no período de 1996 a 2008 (1996, ano de criação do programa, a 2008 quando este foi desmembrado em dois subprogramas); a taxa de retorno dos questionários enviados foi de 38,1% e configurou uma amostra de 978 professores participantes. O presente levantamento cobre todas as regiões geográficas do país e abrange todas as grandes áreas do conhecimento. Com o método de coleta bifurcado, no panorama ex ante e ex post do desempenho acadêmico, a pesquisa encontrou como resultado um impacto moderado do pós-doutorado sobre as publicações e pesquisas e um impacto quase nulo sobre o desempenho dos docentes em atividades técnico-científicas. Em relação ao questionário aplicado, as escalas utilizadas mostraram bons índices de confiabilidade e o resultado acerca das visões e das percepções dos docentes, também não foi entusiasta, registrou-se a percepção de impacto moderado e positivo sobre o trabalho docente e prevaleceu uma tendência de registro do julgamento por parte dos participantes de que o pós-doutorado no exterior possui impacto moderado e positivo sobre as atividades de pesquisa, um impacto menor sobre atividades de ensino-pesquisa e um impacto praticamente inexistente e pouco expressivo sobre as atividades de extensão universitária. Were invited to join the survey, all the 2.565 egresses professors of the program of post-doctoral stage abroad, active in graduate studies and that have scholarship of the Brazilian Federal Agency for Support and Evaluation of Graduate Education (CAPES), in the period 1996-2008 (1996, year of program creation, to 2008 when it was divided into two subprograms); the return rate of the questionnaires sent out was 38.1% which set up a sample of 978 professors participants. This survey covers all geographical regions of Brazil and covers all areas of knowledge. With the collection method bifurcated, in the perspective of academic performance ex- ante and ex-post, the research found a result of moderate impact on the publications and researches and an impact almost null on the professor\'s performance in technical-scientific activities. In relation the questionnaire applied, the scales used presented good levels of reliability and the result about the visions and professors perceptions, also was not enthusiastic, was registered the perception of moderate and positive impact on the professor work and prevailed a tendency de register of judgment that the postdoctoral abroad has moderate and positive impact on the researches activities, an impact less on the teaching-research and an impact practically nonexistent and little expressive in university extension activities. The results nonetheless are very rich and goes beyond the here expressed an synthesized this abstract, thus invite the reader, who has familiarity with Portuguese and that interest in the theme to walk this thesis in its entirety, to access with higher amplitude the questions raised about the postdoctoral studies and its effect judged in level of the collective, as well as in special the influence postdoctoral on the professor performance regarding the increase of scientific production and the defiant scenario of ample professor productions scenario which go beyond of publications in specialized journals and scientific productions in the graduate studies system.

Proposta de intervenção fonoaudiológica em grupo de pais de crianças com risco para alteração de linguagem / Speech-language pathology intervention in parents of children at risk for language disorder or delay

A linguagem é um dos processos mais importantes do desenvolvimento humano. Na infância, é fundamental que se manifeste da forma verbal. Quando a criança não a apresenta da forma ou no período esperado pode-se suspeitar de uma alteração de linguagem. Vários fatores podem ser considerados como risco para alteração de linguagem. Objetivo: elaborar, propor e aplicar um programa inovador, com suporte tecnológico, de orientação fonoaudiológica a pais de crianças com risco de alteração de linguagem. Material e Método: Participaram do estudo 34 famílias com crianças de 1 a 4 anos organizadas em 4 grupos: G1 crianças com risco e sem atendimento fonoaudiológico, G2 crianças sem risco, G3 crianças com risco e com atendimento e G4 crianças com risco, sem atendimento e que não participaram do programa (grupo controle). As famílias tiveram acesso a uma plataforma online (espacobrincar.com) onde receberam conteúdo teórico sobre desenvolvimento e atividades diárias a serem realizadas durante um mês. Além disso, participaram de um grupo virtual de adesão. Resultados: Após seis meses da aplicação do programa as crianças do grupo pesquisa apresentaram escores maiores em protocolo pós-intervenção que seus pares do grupo controle. Conclusão: A proposta de intervenção fonoaudiológica em grupo de pais é efetiva em crianças com risco de alteração de linguagem / Language is one of the most important processes of human development. During childhood, it is fundamental that language expresses in verbal form. If the child does not present language on the expected way or time, we can suspect speech-language pathology. Many factors can be considered as risk for speech-language pathology. Purpose: to elaborate, propose and apply an innovative program of speech-language guidance, with technological support, for parents of children at risk for language disorder or delay. Material and Method: 34 families with children from 1 to 4 years old participated in the study. They were organized into 4 groups: G1 children at risk without speech-language treatment, G2 children without risk, G3 children at risk with treatment and G4 children at risk, without treatment and that did not participate in the program (control group). The families had access to an online platform (espacobrincar.com) where they received theoretical content about child development and daily activities to be completed during one month. Moreover, they joined a virtual support group. Results: After six months of the intervention, the children at the program presented higher scores in post intervention protocols in comparison to their control group pairs. Conclusion: The speech language intervention proposal in parents groups is effective in children at risk for language disorder or delay

Neste contexto, utilizou-se a abordagem teórica fornecida pelo estudo do Complexo Industrial em Saúde (GADELHA, 2003), que fornece elementos para discutir a interação entre o sistema de saúde e o sistema econômico-industrial, mostrando a dicotomia existente na relação entre ambos, que se exprime na deterioração do potencial de inovação do país e na vulnerabilidade externa da política de saúde. Para tanto, a escolha pela investigação do caso empírico de criação do Reator Multipropósito Brasileiro se deu pelo envolvimento de diferentes setores institucionais no processo e que influenciam diretamente na estruturação de um parque de alta densidade tecnológica e científica ligado à área da saúde que poderiam elevar o país a um patamar diferenciado em termos de cooperação internacional e estratégia geopolítica. Os métodos utilizados incluíram pesquisa bibliográfica sobre o tema e análise de dados secundários que circundam o processo de incorporação da tecnologia estudada / This study aims to analyze the international context in the production of strategic nuclear supplies to the health sector and how the process of increasing political interaction between countries influence in decision-making of managers of the national health systems, in view of the importance of achieving greater degrees of autonomy against the oligopolies that dominate the world production of equipment for health. In this context, the theoretical approach was provided by the study of the health Industrial complex (GADELHA, 2003), which provides elements to discuss the interaction between the health system and the economicindustrial system, showing the dichotomy that exists in the relationship between the two, which is expressed in the deterioration of the innovation potential of the country and in the external vulnerability of health policy. For both, the choice by the empirical case investigation of Brazilian Multipurpose Reactor took place by the involvement of different institutional sectors in the process and that influence directly in the structuring of a high scientific and technological density linked to healthcare that could elevate the country to a plateau in terms of international cooperation and geopolitical strategy. A inovação em saúde é caracterizada por uma forte interação com o setor de ciência e tecnologia. O crescente interesse pela internacionalização das atividades de Pesquisa e Desenvolvimento (P&D) conduz ao questionamento sobre as oportunidades em função das interações com outros países, como mecanismo para a construção de capacidades nacionais de inovação. Conforme os ensaios clínicos atravessaram as fronteiras nacionais, alcançando uma expressão global, as redes de relações entre os atores envolvidos torna-ram-se cada vez mais complexas e apresentam-se como uma possibilidade para a carac-terização da interação dos sistemas nacionais de inovação no plano global, particular-mente a partir do ponto de vista da produção de atividades de ciência, tecnologia e inovação em saúde. O objetivo deste trabalho foi estudar a expansão global de ensaios clíni-cos a fim de se mapear os possíveis padrões de conexão entre os países participantes, especificamente identificando a inserção do Brasil. Os métodos empregados incluíram pesquisa bibliográfica, análise de dados secundários, análise de redes sociais e entrevistas semiestruturadas com atores relacionados com a condução de ensaios clínicos no Brasil. Constata-se uma crescente interdependência dos sistemas nacionais de inovação, reque-rendo novas estruturas internacionais de inovação. Surgem novas oportunidades para a produção e a difusão internacional do conhecimento. Os ensaios clínicos promovem e requerem a interação entre empresas, universidades e instâncias governamentais, revelando-se como um elemento estratégico para a estruturação dos sistemas nacionais de inovação em saúde / Health innovation has been characterized by strong interaction with the science and technology sector. The growing interest in the internationalization of Research and Develop-ment (R&D) activities leads to a reflection on opportunities, in relation to connections among countries, as a mechanism for building national innovation capacities. Clinical trials have crossed national boundaries. As a result, the networks between the actors in-volved have become increasingly complex. That could be a possibility for characterizing the interaction of national innovation systems at the global level, particularly from the production of Science, Technology and Innovations activities in the health sector. The aim of this study was to assess the global expansion of clinical trials in order to map possible patterns of interaction among participating countries. The methods used included bibliographic research, secondary data analysis, social network analysis and semi-structured interviews with actors related to the conduction of clinical trials in Brazil. A growing interdependence of national innovation systems is based on new international inno-vation structures. New opportunities for the international diffusion of knowledge and production has been created. Clinical trials promote and require connections among firms, universities and government.
