Mobilité et accidentalité routière chez les adolescents / Mobility and road accidents among teenagers

Les recherches sociologiques portant sur l’analyse des liens entre l’appartenance socio-territoriale et le risque routier demeurent minimes. Si les travaux épidémiologiques dans ce domaine sont plus nombreux et concluent pour l’essentiel, à l’existence d’inégalités sociales et territoriales de mobilité et d’accidentalité routière, les logiques afférentes restent pourtant méconnues. Dans quelle mesure la situation sociale et territoriale d’un individu influe-t-elle sur sa mobilité et son accidentalité routière ? Pourquoi les groupes défavorisés auraient-ils plus d’accidents de la route que les plus favorisés ? Ces questionnements constituent le point de départ de notre recherche. En choisissant de nous intéresser aux cas des adolescents, notre problématique ne se réduit plus à celle des inégalités sociales et territoriales de mobilité et d’accidentalité routière. Désormais, elle tient compte également des spécificités de l’adolescence en tant que période pendant laquelle l’aspiration à l’autonomie est forte, les prises de risque récurrentes, et l’influence des pairs non négligeable. Nous avons entreprise notre recherche auprès d’adolescents issus de six collèges rhodaniens aux profils contrastés (publics/privés, en milieu urbain/ en banlieue/en milieu rural). Plus de 1000 adolescents ont participé à une enquête par questionnaire et près de 200 d’entre eux ont participé à des focus-group. En alliant méthode quantitative et méthode qualitative, nous montrons que la mobilité et l’accidentalité routière des adolescents ne sont pas réductibles à leur appartenance sociale et territoriale. La thèse que nous défendons est la suivante : « en matière de mobilité et de sécurité routière, les inégalités ou disparités sociales et territoriales peuvent être doublées, voire gommées par l’effet du groupe d’âge et par l’autonomie décisionnelle de l’adolescent ». Par-delà les inégalités de motorisation selon la situation sociale et territoriale, les comportements routiers sont moins liés à l’appartenance socio-territoriale qu’à la volonté de l’adolescent de rendre son comportement raisonnable selon les circonstances du trajet. Les milieux défavorisés renferment certes les plus fortes proportions d’adolescents ayant des comportements routiers à risque mais lorsque les adolescents sont avec leurs pairs, tous – quelle que soit leur appartenance sociale – adoptent davantage des comportements contraires aux normes officielles de sécurité routière. Chez les adolescents, l’appartenance sociale et territoriale n’influe pas sur le risque d’accident de la route : ce sont surtout l’usage du deux-roues motorisé et l’expérience de l’ivresse qui augmentent le risque d’accident. / Sociological research on the links between socio-territorial belonging and road risk remain minimal. If the epidemiological studies in this field are more numerous and essentially conclude the existence of social and territorial inequalities of mobility and road accidents, logics related remain yet unknown. To what extent the socio-territorial belonging of an individual does affect his mobility and his road accidents? Why disadvantages groups would they have more road traffic accidents than more advantages groups ? These questions were the starting point of our research. By choosing to focus on the case of teenagers, our problem cannot be restricted to social and territorial inequalities. It now also takes into account the specificities of adolescence as a period during which the aspiration for autonomy is strong, the risk taking recurrent, and the peers’ influence significant. We conducted our research with teenagers from six Rhone “colleges” with contrasting profiles (public/private, urban area/suburban/rural). More than 1000 teenagers participated in a questionnaire survey and about 200 of them participated in focus-groups.By combining quantitative method with qualitative method we show that teenagers’ mobility and road accident are not reducible to their social and territorial belonging. The thesis we defend is the following: “in terms of mobility and road safety, social and territorial inequalities and disparities can be doubled, even erased by the effect of the age group and by the decision making autonomy of the teenager”. Beyond the inequalities of motorization according to the social and territorial situation, the road behaviors are less linked to socio-territorial belonging to the will of the teenager to make its behavior reasonable under the circumstances of the journey. Underprivileged backgrounds certainly contain the highest proportions of adolescents with risky road behaviors but when teens are with their peers, everyone – regardless of their social belonging – more adopt behaviors contrary to the official road safety standards. Among teenagers, the social and territorial belonging does not influence the risk of road accident : it is primarily the use of motorized two-wheelers and the experience of drunkenness that increase the risk of accident.

It is also aimed at the living areas of those families referent to the basic protection in National Politics Welfare PNAS/2004. This thesis statements that the centrality around the indicators that conduct welfare basic protection are inflexible and airtight when facing territorial inequality and thus it restricts protective capacity strengthening of low income families. In order to approach the following essay assignment, the measurement and analysis of socio-territory inequalities and its ramifications towards the protective capacity strengthening of low income families were chosen to be the subject matter of the research. The methodological guidance leading this essay is based on quantitative and qualitative researches which involved mapping, reading and synthesizing bibliographical and documental dada. Besides that, it was given out questionnaires to 166 families caretakers who receive assistance from the governmental program Bolsa Familia. Those families are distributed among seven neighborhoods belonging to the Santa Felicidade Welfare Reference Center in the Southern region of the city of Maringá in Paraná. The analysis of interurban inequalities supported by the indicator social protection unprotected, built and tested by Welfare Research Centre - NEPSAS/PUC-SP, as part of the Families Protective Capacity Matrix made it possible the identification of a demand-driven set characterized by fragile ties of citizenship with welfare apparatus and services, health and education, it is an indicator towards the strengthen of public policies intersectorial dialog aiming at the rights acknowledgement of low income families / O presente trabalho tem como tema o estudo da capacidade protetiva de famílias beneficiárias do Programa Bolsa Família (PBF) e seus territórios de vivência, tendo como marco a proteção básica na Política Nacional de Assistência Social - PNAS/2004. Como hipótese conjectura-se que os índices da proteção básica na assistência social, bem como os indicativos do PBF, orientadores da gestão da proteção básica na assistência social, inflexíveis e estanques em face das desigualdades territoriais, limitam o fortalecimento da capacidade protetiva de famílias de baixa renda. Para abordagem do tema proposto, elegeu-se como objeto a mensuração e análise das desigualdades socioterritoriais e seus desdobramentos para a capacidade protetiva de famílias de baixa renda. Os caminhos metodológicos que norteiam a construção desta tese baseiam-se em pesquisa de natureza quantitativa e qualitativa, envolvendo levantamento, leitura e síntese de material bibliográfico e documental. E ainda aplicação de questionário a um total de 166 responsáveis pelas famílias beneficiárias do PBF, residentes em sete bairros referenciados ao Centro de Referência da Assistência Social - CRAS Santa Felicidade, localizado na região Sul da cidade de Maringá - PR. The study object of this research is the appropriation of territory from Iporá municipality that, like many other Brazilian cities, can be considered depressed due to the low economic dynamism. The objective of understanding from the municipal ownership at issue in Goiás Cerrado, list the internal elements that particularized and external elements that relates to the state of Goiás, Brazil-World. Therefore, it was necessary to realize the socio-economic dynamics and the influences of government policies in this occupation process in Goiás Cerrado. To carry out this research, we used qualitative and quantitative approach, because it is based on a literature review, finding the theories through field activities. We also used the cartographic databases to enable the spatial evolution of the municipality period. It was also made documentary research. From this research, examined the possible explanations for the little attraction that has Iporá for investments. It was noted that Iporá is not classified as depressed, however, has many weaknesses and characteristics of a municipality depressed. It is also a regional center, due to historical and specific aspects such as: the location, the process of territorial occupation, trade and service delivery. However, economically dependent on a region composed of small towns that are economically vulnerable and are also beginning to specialize even timidly. It is a municipality that is located geographically and strategic point of access to various GOs, serves as market reserve, labor, land and has been captured by the South West Region according to the agribusiness as well as in the metropolitan area for the economic sectors, especially the secondary and tertiary. When considering this information, it was believed that this work will be of great value to the development of a plan to the government, and this may reverse this realit y, and will also serve as a source of research and geographical historical record. / O município de Iporá serviu como campo de estudo nesta pesquisa, pois foi a partir dele que se buscou analisar como Iporá foi colocado no contexto da atual apropriação do Cerrado goiano. O objeto de estudo desta pesquisa consiste na apropriação do território a partir do município de Iporá que, como muitos outros municípios brasileiros, pode ser considerado deprimido em função do baixo dinamismo econômico. Objetivou-se, a partir da compreensão da apropriação do município em questão no Cerrado goiano, elencar os el ementos internos que o particulariza e os elementos externos que o relaciona ao estado de Goiás-Brasil-Mundo. Portanto, se fez necessário perceber a dinâmica socioeconômica e as influências das políticas governamentais neste processo de ocupação no Cerrado goiano. Para a realização dessa pesquisa, utilizou-se da abordagem qualitativa e quantitativa, pois a mesma está embasada em uma revisão bibliográfica, de constatação das teorias por meio de atividades de campo. Também foram utilizado das bases cartográficas para possibilitar a espacialização do período evolutivo do município. Foi feito também pesquisa documental. A partir desta pesquisa, averiguou as possíveis justificativas para a pouca atração que Iporá possui para investimentos. Contatou-se que Iporá não é classificado como deprimido, porém, apresenta muitas fragilidades e características de um município deprimido. É também um centro regional, em função de aspectos históricos e pontuais, tais como: a localização, o processo de ocupação territorial, o comércio e a prestação de serviços. Contudo, depende economicamente de uma região composta por pequenos municípios que são fragilizados economicamente e que ainda estão começando a se especializar de forma ainda tímida. É um município que se localiza geograficamente como ponto estratégico de acesso a várias GOs, serve como reserva de mercado, mão de obra, terras e tem sido capturado pela Região Sudoeste em função do agronegócio como também na região metropolitana para os setores econômicos, especialmente o secundário e terciário. Ao considerar estas informações, acreditou-se que este trabalho será de grande valor para a elaboração de um planejamento ao poder público, podendo com isso reverter esta realidade , sendo que ainda servirá como fonte de pesquisa e de registro histórico geográfico.

Le développement territorial face à la métropolisation : une application au cas de la région Midi-Pyrénées / The territorial development facing the metropolization : the case of the Midi-Pyrénées region

En France, comme dans de nombreux pays, les dernières décennies ont été fortement marquées par le dynamisme et l’étalement des métropoles, qui concentrent à la fois des fonctions décisionnelles, des fonctions productives à haute valeur ajoutée, ainsi que des populations qualifiées, et bénéficient, dès lors, d’économies d’agglomération. Si la contribution de ces métropoles à la richesse nationale est majeure, le phénomène de métropolisation tend à accentuer les inégalités territoriales. Encouragés par les récentes réformes territoriales, et notamment les lois NOTRe et MAPTAM, le renforcement du rôle des régions, leur élargissement, et l’affirmation des métropoles, posent avec encore plus d’acuité les questions du développement territorial, des territoires d’action pertinents et de la répartition des richesses au sein de l’espace régional. La région Midi-Pyrénées ne fait pas exception à ce phénomène de métropolisation tant le dynamisme, le rayonnement et la croissance urbaine de Toulouse sont notables. De plus, son hétérogénéité infrarégionale en fait un terrain d’étude favorable pour saisir les nouveaux enjeux territoriaux qu’impose ce phénomène de métropolisation : une polarisation croissante des activités, une démographie différenciée, une croissance économique freinée par la « tyrannie de la distance », une répartition spatiale inégale des qualifications et des productivités, ou encore une structure urbaine polycentrique.Aussi, aujourd’hui, réussir à combiner un dynamisme métropolitain entraînant, avec des dynamismes territoriaux différenciés, ainsi qu’une politique territoriale pertinente et coopérative, semble être le défi à relever pour tendre vers davantage d’équité territoriale. / In France, as in many countries, the last decades witnessed the dynamism and the spreading of metropolises, wich concentrate at the same time decision-making functions, productive high-added-value functions, as well as skilled populations, and benefit therefore from agglomeration economies. If the contribution of these metropolises to the national wealth is major, the phenomenon of metropolization tends to strengthen the territorial disparities. Supported by the recent territorial reforms, in particular the laws NOTRe and MAPTAM, the strenghtening of the role of regions, as well as their enlargement, and the metropolises affirmation raise keenly the issues of the territorial development, of the relevant action territories and of the wealth distribution within the regional space.The region Midi-Pyrénées doesn’t constitue an exception to this phenomenon of metropolization as the dynamism, the influence and the urban growth of Toulouse are significant. Furthermore, its subregional heterogeneousness offers a favourable field of reearch to identify the new territorial challenges involved by the metropolization : a growing polarization of activities, a differenciated demography , an economic growth restricted by the « tyranny of distance », skills and productivites are unevenly distributed, or even polycentric urban pattern.So, today, the territorial equity challenge can be met combining the strong impetus of the metropolises, with specific territorial dynamisms, and a relevant and cooperative territorial policy.

Cette thèse analyse les enjeux de la mise en œuvre de la politique de l'eau et de l'assainissement dans l'Aire métropolitaine de Buenos Aires (AMBA) au cours de la dernière décennie. Plus précisément, on étudie les scénarios de controverses et conflits qui ont conduit à l'émergence de nouveaux acteurs dans la région responsable de la gestion des ressources. La thèse est organisée en trois axes: l'institutionnelle, axée sur l'étude des modifications dans le scénario des acteurs en charge de la gestion de l'eau depuis la création de l'entreprise publique de l'eau et de l'assainissement AySA, et l'Autorité de Bassin Matanza- Riachuelo. L'environnement, consacré à analyser controverses générées par les différentes visions présentes par ces deux organismes et l'importance qui acquiert le regard de l'environnement à l'intérieur de la provision des services par rapport à la vision sanitaire traditionnelle du secteur. Et, la dimension socio-territorial qui vise à décrire l'accessibilité à l'eau et à l'assainissement dans la région, caractérisant les zones les plus touchées par le manque de service et les conflits qui émergent là, exigeant le droit à l'accès à l'eau?Pour répondre à ces dimensions on a choisi une stratégie méthodologique mixte qui permit combiner les sources et les approches qualitatives et les quantitatives. Nous avons principalement effectué des entretiens en profondeur à des fonctionnaires, des experts et des membres d'organisations sociales. Nous avons analysé la documentation technique sur les plans de œuvres, et nous avons utilisé des sources statistiques nationales pour étudier l'évolution de la couverture sur le territoire.L'hypothèse qui guide la recherche constate que, si bien que la création de ces deux organismes a produit une transformation dans la politique de l'eau et de l'assainissement à Buenos Aires, l'inertie du système de réseau centralisé et les limitations de la gestion territoriale de la part de l'autorité du bassin versant Matanza Riachuelo, limite la portée de cette transformation. / The thesis analyzes the challenges presented by the implementation of water and sanitation policy in the Metropolitan Area of Buenos Aires (AMBA) during the last decade (2006-2015). More precisely, it studies the scenarios of controversy and conflict that led to the appearance and raise of new actors in the region that became responsible for managing the resources.The thesis is organized in three dimensions: the institutional one, focused on studying the transformations in the framework of actors responsible for water management in the region, starting with the creation of the AySA drinking water and sanitation company and the Matanza Riachuelo Watershed Authority. The environmental, aimed at analyzing the controversies generated by the different visions present in the management of water through these two organisms and the weight that acquires the environmental view within the provision of the service against the traditional sanitary view of the sector. And the socio-territorial, which seeks to describe accessibility to water and sanitation in the region, characterizing the areas most affected by the lack of service and the conflicts that arise there, in claiming the right to water.To address these dimensions, we opted for a methodological strategy that complement qualitative and quantitative approaches and sources. We have conducted in-depth interviews with officials, academics and members of social organizations; We have analyzed technical documentation on the plans of works, and we have appealed to national statistical sources to study the evolution of the coverage in the territory.The hypothesis that guides the investigation indicates that although the creation of these two organisms implies a transformation in the politics of water and sanitation in Buenos Aires, the inertia of the centralized system of networks and the limitations in the territorial management of the basin authority , Crossed by the criminalization of the Riachuelo pollution, limit the scope of this transformation. / La tesis analiza los desafíos que presenta la implementación de la política del agua y saneamiento en el Área Metropolitana de Buenos Aires durante la última década. Más precisamente estudia los escenarios de controversia y conflicto que supuso la aparición de nuevos actores en la región encargados del manejo del recurso.La tesis se organiza en tres dimensiones: la institucional, centrada en estudiar las transformaciones en el entramado de actores encargados del manejo del agua a partir de la creación de la empresa de agua potable y saneamiento AySA y la Autoridad de Cuenca Matanza Riachuelo. La ambiental, destinada a analizar las controversias generadas por las distintas visiones presentes en estos dos organismos y el peso que adquiere la mirada ambiental dentro de la provisión del servicio frente a la tradicional visión sanitarista del sector. Y la socio-territorial, que busca describir la accesibilidad al agua y saneamiento en la región, caracterizando las áreas más afectadas por la falta del servicio y los conflictos que allí emergen, en reclamo del derecho al agua.Para atender a estas dimensiones optamos por una estrategia metodológica que permita complementar fuentes y enfoques cualitativos y cuantitativos. Principalmente hemos realizado entrevistas en profundidad a funcionarios, académicos y miembros de organizaciones sociales; hemos analizado documentación técnica sobre los planes de obras, y hemos apelado a fuentes estadísticas nacionales para estudiar la evolución de la cobertura en el territorio. La hipótesis que guía la investigación señala que si bien la creación de estos dos organismos supone una transformación en la política del agua y saneamiento en Buenos Aires, la inercia del propio sistema centralizado de redes y las limitaciones en la gestión territorial de la autoridad de cuenca, atravesada por la judicialización de la contaminación del Riachuelo, limitan el alcance de dicha transformación.
