Desde então, os trabalhadores passaram a conviver, com o um “novo” fenômeno: o desemprego. Esse, por sua vez, contribuiu para o aumento da pobreza e a segregação social desses sujeitos. A juventude trabalhadora, sobretudo àquela dos países periféricos, a exemplo do Brasil é a mais prejudicada com o surgimento desse fenômeno. Para a classe dominante, o desemprego de jovens trabalhadores está relacionado com a baixa escolaridade, falta de qualificação e pouca experiência profissional, fatores que justificam, inclusive, a adoção de programas e projetos de educação e formação profissional, a exemplo do Programa Projovem Trabalhador – Juventude Cidadã. O objetivo deste trabalho é identificar as concepções que orientam a qualificação profissional do referido Programa a fim de perceber seus limites e possibilidades para a inserção dos jovens no mercado de trabalho. Sob a luz do materialismo histórico-dialético, o estudo procura discutir e desnudar a suposta relação existente entre desemprego e baixa escolaridade, qualificação profissional de jovens trabalhadores no Brasil e por fim, conclui que o referido Programa, assim como muitas ações voltadas para minimizar os altos índices de desemprego entre os jovens das classes populares durante o octanato do governo Lula da Silva, além de não ter assegurado uma formação profissional de qualidade, não garantiu, também, a inserção dos cursistas no mercado formal de trabalho. Nesse sentido, a formação e a inserção no mercado formal de trabalho, ainda continuam sendo bandeiras de lutas dos trabalhadores.

Alkoholová politika ve vztahu k mladistvým / Alcohol policy in relation to youth

This diploma thesis deals with alcohol policy in relation to risk group of youth. The aim of the thesis is to identify the development and setting of this policy in the Czech Republic. Another objective is to identify strengths and deficits of alcohol policy and to suggest possible improvements based on good example of foreign practice and interviews with experts. The theoretical background is the concept of risk behaviour, the life course perspective and the concept of public health. The methods of desk research and expert survey are used to fulfil the objectives of the thesis. This was realized in the form of semi-structured interviews, which were subsequently analyzed by thematic content analysis. The thesis reveals the failures of alcohol policy at various levels. In the thesis are identified functioning and failing institutions and (based on a good example of foreign practices and experts) a new necessary institution is proposed. There are also shown the causes of alcoholism which has proven to be essential in policy-making proces for youth. In the last part of thesis, experts evaluate nine policy measures, the most suitable of them are the regulation of advertisement, availability and price of alcohol. It has as a legal framework the Youth National Policy, the Federal Constitution of 1988 and the Child and Adolescent Stature. It studies the genesis of the Youth National Policy, the views attributed to the youth in the scenario of the latest decades, as well as the condition, the situation and the youth participation in the contemporaneity. It presents a research carried out in the PJA, from SENAC Pelotas, on the repercussions of this Program in the development of the participation of people in the 18-24 age group in2010. In a specific way, it aimed at understanding the concept of participation of the current Youth National Policy dealt in the PJA; checking how the PJA, developed by SENAC, in Pelotas, in 2010, promoted the participation involving the participants; analyzing the PJA effects in the development of participation of the program members; finding the PNJ contributions and limitations in the development of participation among apprentice young people. Based on a qualitative approach, a research using documents and semi-structured interviews was used as an instrument to have the opinion from the young participants involved in the PJA/2010 collected. It was noticed, in the PNJ, the effort to create spaces for an interlocution between the Government and Youth Representation, although with no consequence in the practice developed in the PNJ programs. The analysis of interviews showed a significant lack of knowledge concerning the existence of the PNJ and the programs, projects and actions under development. The PJA evaluation points out the emphasis on encouraging the joint participation and the placement in the labor market. The activities to prepare the Young people for an efficient professional performance also present an improvement in their self-esteem, critical point of view and argumentative capacity, highlighting the possibilities within the training routes in the PNJ programs, to develop a major role of young people in public policies. Thus, it can be seen as the main contribution from PJA encouraging the participation of young people: the carrying out of educational activities to develop the skills of communication, expression and interpersonal relationships and motivation to joint participation besides the existing potential within the training routes for the PNJ programs to promote the discussion concerning the PNJ and its effectiveness among the Brazilian people in the age group studied. However, this Program, as it is being developed, tends to, contradictorily, reinforce the identification of a social policy as a responsibility of the private sector, hiding the public character of the youth policy / Este trabalho trata da Política Nacional de Juventude, enfatizando o desenvolvimento da participação juvenil no Programa Jovem Aprendiz-PJA do SENAC-Pelotas. Tem, como marco legal, a Política Nacional de Juventude, a Constituição Federal de 1988 e o Estatuto da Criança e do Adolescente-ECA. Estuda a gênese da Política Nacional de Juventude; os sentidos atribuídos à juventude no cenário das últimas décadas; a condição, a situação e a participação juvenil na contemporaneidade. Apresenta uma pesquisa realizada no PJA, do SENAC-Pelotas, no ano de 2010, sobre as repercussões deste Programa no desenvolvimento da participação dos jovens da faixa etária de 18 a 24 anos. Específicamente, buscou conhecer o conceito de participação da atual Política Nacional de Juventude traduzida no PJA; verificar como o PJA, desenvolvido pelo SENAC-Pelotas, em 2010, promoveu a participação entre os seus participantes; analisar os efeitos do PJA no desenvolvimento da participação dos integrantes do programa; descobrir as contribuições e limites da PNJ no desenvolvimento da participação entre jovens aprendizes. Como uma abordagem qualitativa, utilizou pesquisa documental e entrevistas semiestruturadas como instrumento para a escuta dos jovens envolvidos no PJA/2010. Constatou-se, na PNJ, o esforço na criação de espaços de interlocução entre Governo e Representação Juvenil, porém, sem reflexo na prática desenvolvida nos programas da PNJ. A análise das falas dos jovens entrevistados evidenciou um significativo desconhecimento da existência de uma PNJ e dos programas, projetos e ações em desenvolvimento. A avaliação do PJA aponta para a ênfase no fomento da participação solidária e na inserção no mercado de trabalho. As atividades de preparação dos jovens para um desempenho profissional eficiente também apresentam reflexos no aumento da autoestima, da criticidade e da capacidade argumentativa deles, sinalizando as possibilidades dentro dos itinerários formativos dos programas da PNJ, para desenvolver maior protagonismo dos jovens nas políticas públicas. Assim, entende-se como contribuição principal do PJA para fomentar a participação dos jovens: a realização de atividades educativas para desenvolver as habilidades de comunicação, expressão e relações interpessoais e de motivação à participação solidária, além das potencialidades existentes dentro dos itinerários formativos dos programas da PNJ para promover a discussão sobre a PNJ e a sua efetividade entre os jovens brasileiros. Porém, contraditoriamente,este Programa tende a reforçar a identificação de política social como responsabilidade do setor privado, ocultando o caráter público da política da juventude

Magistro baigiamajame darbe nagrinėjamas viešųjų programų ir projektų valdymo procesas įgyvendinant jaunimo politiką Lietuvoje. Siekiant išsiaiškinti jaunimo politikos programų ir projektų valdymo aspektus efektyvumo kontekste, analizuojama viešųjų programų ir projektų sisteminė samprata, teoriniai programinio valdymo, „naujosios viešosios vadybos“ principai ir jų taikymas jaunimo politikos formavime, nagrinėjama teisinė bazė, reglamentuojanti jaunimo politikos viešųjų programų ir projektų formavimą ir įgyvendinimą, apibūdinamos organizacinės struktūros, formuojančios ir įgyvendinančios viešąsias programas ir projektus jaunimo politikos aspektu, išsiaiškinami jaunimo politikos programų ir projektų vertinimo sistemos privalumai ir trūkumai, atskleidžiama jaunimo politikos formavimo perspektyva ES kontekste, tiriama ekspertų, dirbančių su jaunimo politikos programomis ir projektais, nuomonė. Iš dalies patvirtinta autoriaus suformuluota hipotezė, kad viešųjų programų ir projektų valdymas įgyvendinant jaunimo politiką Lietuvoje atitinka programinio valdymo ir „naujosios viešosios vadybos“ principus, nes programos yra skaidomos į projektus, sudaromi programiniai planai, bei programinis biudžetas. Tačiau pasigendama programinių tikslų aiškumo ir uždavinių konkretumo, mažai reglamentuojama atskaitomybė, funkcinės organizacijos neskatina valdymo lankstumo, vis dar finansuojamos išlaidos programoms, o ne rezultatai. / The final study of Master‘s analyses the management of public programmes and projects‘ while implementing the Youth Policy in Lithuania. On purpose to clarify the programmes and projects‘ management efficiency, this study discusses the main aspects of programmes, projects, programming management theoretical conceptions, the principles of „new public management“ and their importance in formation of the Youth Policy. Moreover, it analyses legal formation and implementation acts of public programmes and projects‘ of the Youth Policy. This study describes organizational structures, formation and implementation aspects of public programmes and projects of the Youth Policy, clarifies the advantages and disadvantages of evaluation system and developes the perspective of the Youth Policy formation in the EU context. In conclusion, the author‘s formed hypothesis is partly approved and the management of public programmes and projects‘ while implementing the Youth Policy in Lithuania satisfies programming and “new public management” principles: programmes are divided into projects, making programming plans and forming program budget. On the other hand, there aren‘t any clear and emphesised programmes‘ purposes and goals. Furthermore, there is no regulated accountability, expances but not results are financed.

Magistro baigiamajame darbe išanalizuoti teoriniai jaunimo emigraciją sąlygojantys veiksniai ir, remiantis empiriniu emigravusio jaunimo tyrimu, įvertinta veiksnių įtaka Lietuvos jaunimo emigracijos motyvacijai bei jaunimo grįžtamosios migracijos nuostatoms. Pirmojoje darbo dalyje išnagrinėtos migracijos reiškinį aiškinančios teorijos, išskirti migracijos modeliai bei pagrindiniai tarptautinę migraciją bei emigraciją lemiantys veiksniai. Antrojoje darbo dalyje, remiantis moksline literatūra, išnagrinėti ir apibendrinti jaunimo, kaip išskirtinės socialinės bei amžiaus grupės, ypatumai; remiantis statistiniais duomenimis, įvertintas jaunimo emigracijos iš Lietuvos mastas; atlikta ekonominės, politinės, socialinės, psichologinės, užimtumo, mokymosi bei kitos jaunimo situacijos Lietuvoje analizė bei įvertinta jos įtaka jaunimo emigracijai, Europos Sąjungos ir Lietuvos jaunimo ir migracijos politikos kontekste. Trečiojoje darbo dalyje pateikti atlikto emigravusio jaunimo emigracijos motyvacijos ir grįžtamosios migracijos nuostatų empirinio tyrimo rezultatai. Rezultatų analizės metu išryškinti jaunimo emigracijos motyvai ir, remiantis emigravusio jaunimo patirtimi, įvertinti teorinėje dalyje išnagrinėtų migracijos veiksnių įtaka jaunimo emigracijai iš Lietuvos bei grįžtamosios migracijos nuostatoms. / The Master’s paper provides analysis of theoretical pre-requisites of youth emigration and assessment of impact of the pre-requisites upon the reasoning of Liethuanian youth emigration and attitudes of return migration, which is performed upon the date collected during empirical research of youth emigrants. The first part of the paper examines theories that explain the phenomenon of migration, provides models of migration and basic factors causing international migration and emigration. The second part of the MA paper provides analysis and summary of characteristics of the youth (a special social and age group), which is based on scientific literature; assessment of a scope of youth migration from Lithuania, which is made on the grounds of statistical data; analysis of economic, political, social, psychological, employment, training and other youth situations in Lithuania and assessment of the said factors upon youth emigration in the context of the EU and Lithuanian youth policy. The third part of the MA paper defines the results of performed empirical research of youth emigration motivation and attitudes for return migration. The survey analysis emphasizes motives of youth emigration and, on the grounds o experience of youth-emigrants, assesses impact of the factors that are examined in the theoretical part upon youth migration from Lithuania and decisions of return migration.

The E tipu e rea – Rangatahi Development Package was particularly useful for organisations implementing the strategy with Maori youth. There have been successful Maori youth development initiatives, though these have been ad hoc. Nonetheless, the realities and experiences of Maori youth are still not being fully addressed in national policy. This has implications for the support and resourcing of Maori youth development initiatives. Maori youth are members of a range of groups including whanau, hapu, iwi and Maori communities in te ao Maori as well as the wider youth population and New Zealand society. The histories, experiences and viewpoints of each distinct group contribute to diversity in the Maori youth population which presents challenges for Maori youth development. Maori development goals do not adequately focus on Maori youth and youth development theory does not fully consider culture. The challenge is to successfully integrate Maori culture and youth culture in a relevant and meaningful manner so that Maori youth can positively contribute to Maori development and wider New Zealand society. This study examines purakau (narratives) about Maui (Polynesian ancestor) as a template for the analysis of Maori youth development. Interviews were undertaken with a group of Maori youth from the Manawatu region. The research showed tikanga and ahuatanga were relevant to the contemporary daily lives of the participants. The study found that positive development and the realisation of potential for Maori youth was affected by individual and environmental influences. This thesis concludes by making recommendations for policy, practice and further research. Finally, it offers a culturally appropriate theoretical approach for positive Maori youth development.
