Baltic military cooperative projects: case study on effective military assistance programmes

From 1994, the Baltic states (Estonia, Latvia and Lithuania) undertook a number of cooperative regional military projects with the support of numerous Western countries. In particular, the Baltic Peacekeeping Battalion (BALTBAT) was an example of efficient Western defence cooperation to generate outcomes in order to achieve military and political goals. BALTBAT became the template for other Baltic programmes: the Baltic Naval Squadron (BALTRON), the Baltic Air Surveillance Network (BALTNET) and the Baltic Defence College (BALTDEFCOL). This thesis analysed the Baltic programmes, particularly BALTBAT, as a case study for identifying the elements of a model for effective military assistance projects. The focus was on the broad political decisions agreed upon by the donor and recipient states, such as the selection of development of peacekeeping capabilities, as the basis for military assistance, which provided the foundation for these initiatives. The value of the Baltic programmes as a case study and basis for identifying the elements of a model was enhanced by the fact that they succeeded at a delicate time in a sensitive region. The Baltic states had virtually no military forces upon regaining independence. Russia objected to Baltic state membership in NATO and was sensitive about a build-up of military capabilities close to Russian borders. In spite of these obstacles, the Baltic projects achieved outcomes which supported the military and political goals of the donor and recipient states. Analysis of the Baltic projects highlighted the importance of broad political decisions between donor and recipient states for military assistance initiatives. It also indicated the major factors (subsequently called Mechanisms) resulting from those decisions which were important to the outcomes from these programmes. These Mechanisms comprise the elements of a model which could be of value to academics and practitioners working in the area of military assistance.

The research also covers the evolution of ideas and opinions on Ukraine's creation of its modern system of officer personnel training from 1992-1998. This thesis traces the process of the creation of the national system of the officer personnel training and its influence on the organization of the Armed Forces of Ukraine. It examines the roles of influential bodies of State power and military authorities in solving the conceptual questions of reforming the system of higher military education. <p> In the modern age, nationalism has profoundly impacted warfare. While nationalism has helped transform pre-modern societies into nation-states in part arguably to more efficiently wage warfare, it has also lead to a decline in the effectiveness of conventional military power. Warfare in late nineteenth century Cuba and the Philippines demonstrates many of the new features of &ldquo;nationalist warfare,&rdquo; showing increased violence is brought about not just by conventional technological developments, but also by &ldquo;social technology&rdquo; like nationalism. Nationalist ideology makes it nearly impossible for conventional military forces to occupy or control a nationalist society and suppress resistance to foreign rule. Attempts to suppress nationalist resistance can only be achieved by denying the rebellion external support and directly targeting the civilian population. The difficulty of suppressing nationalist resistance ensures increasingly protracted, bloody and destructive wars will be the norm and that within these conflicts targeting non-combatants and civilian infrastructure is virtually unavoidable.</p>

Weinberger-Powell and transformation perceptions of American power from the fall of Saigon to the fall of Baghdad

Throughout American history, policymakers have struggled with the use of American military power. The Limited War argument holds that the use of force needs to remain an option to support American diplomacy. The Never Again argument, meanwhile, holds that the use of American military power should be undertaken only in the face of threats against vital national interests. The most influential Never Again argument has been the 1984 Weinberger Doctrine, later expanded to the Weinberger-Powell Doctrine, which sought to limit the use of American military power. After the Vietnam War and the 1983 Marine barracks bombing, the Weinberger-Powell Doctrine was ascendant over Limited War arguments like Secretary of State George Schultz's case in favor of the limited use of American military force against targets of less than vital interest. Between the 1991 Gulf War and the 2002 Invasion of Iraq, however, the Weinberger-Powell Doctrine lost much of its influence with American policymakers. This thesis will establish a link between the loss of influence by the Weinberger-Powell Doctrine and the rise in the utility of force based on improvements in military technology and doctrines, leading to a broadening of policy objectives that would not have been possible during the Cold War. / US Army (USA) author.

Approved for public release; distribution is unlimited / This thesis seeks to demonstrate that such structural explanations as economic underdevelopment, ethnic fragmentation, and political corruption for the collapse of democracy in Nigeria in 1966, are insufficient. This study further demonstrates that the immediate cause of the collapse was the failure of the young democratic government to respond to the challenge posed by military opportunism through adequate civilian control strategies. The thesis argues that democratization is attainable in Nigeria if elected governments devise appropriate control strategies to check military opportunism while strengthening and legitimizing their own rule. It acknowledged that the first government of Nigeria's Fourth Republic, installed on May 29 1999, appears to have learned this lesson.
