面對治理環境複雜,如何提升公共服務的效率與效能成為政府主要課題。本文以從事家庭暴力防治業務的公部門、非營利組織、社工師事務所為研究對象,比較不同組織的社工在公共服務動機、激勵因素、人力招募重點、組織管理方式上的不同,並檢視成員的工作滿足與服務產出,來對新公共管理主張的市場模式與新公共服務提倡的協力觀點進行驗證。 研究過程中,發現社工師事務所的存在是一複合概念,是新公共管理之下代理化(agencification)觀點的體現,也是新公共服務組織人本主義的管理概念。本文並未對其明確定義,只關注於「良好組織管理」的特徵。社工師事務由於其具備彈性、目標單一的結構特質,再加上推行的授能式管理讓成員在工作上有較正面的情緒,更可凝聚成員向心力。相較於政府天生結構缺陷帶來的層級節制溝通不易,本文以為:代理化組織的鬆綁、彈性,或許不是一蹴可及,但在組織管理方式上使用Y理論授能式的激勵觀點,強調以人為本的管理技術,由內而外漸進式實施,是政府可以學習的方向。 / When the government faces governance crisis, new public management (NPM) and new public service (NPS) try to use two different ways to cure government failure. NPM emphasizes market-oriented to cure bureaucracy, while NPS prefers inter-sector cooperation. This study compares three different kinds of organizations: government agency non-profit organization and social service agency and all of them offers services of domestic violence protection. By comparing these three organization staff members, this study not only helps us to assess whether NPM or NPS is better but also gives government some advice on human resource management . The study finds that the social service agency is practicing one of NPM’s concepts: agencification, which is a flexible way to provide public service and NPS’s concept “organizational humanism” as its management skill. This study will not simply define whether the social service agency belongs to the public sector or the private sector. It just tries to suggest something helpful to employees and organization’s efficiency. The study finds out social workers in the social service agency are more positive in their work attitude and have high commitment to their organization due to its empowerment management while other organizations’ staff members have more complaints. Thus, the study concludes that joining NPM’s concepts- deregulation, flexibility and theory Y would make a win-win game between staff and organization.

Workplace Accommodation for Disabled Workers in the Canadian Federal Public Service: A Textually-Mediated Social Organization

Using Dorothy Smith’s institutional ethnographic approach to doing research, I explore through interviews with disabled workers how workplace accommodation policies, such as the New Policy on the Duty to Accommodate Employees with Disabilities in the Federal Public Service and the Department of Fearless Advice’s Workplace Accommodation policy, work. Starting from the standpoint of disabled employees, I map out what happens when a disabled federal public service employee activates one of these policies. I also show that the audit-based compliance evaluation process developed by the Canadian Human Rights Commission to safeguard government Departments/Agencies against systemic discrimination actually facilitates discrimination. These textually-mediated ruling relations situate the problems that disabled workers encounter in the workplace in their biological makeup, rather than in the Government of Canada’s unwillingness to transform their workplaces to meet the needs of all types of workers, as legislated by the Eldridge and Meiorin Supreme Court of Canada decisions. I show, further, that the on-line recruitment process used to select employees into the federal public service encodes normality, thereby discriminating against disabled workers. I also demonstrate that, although federal public service accommodation policies accomplish the legal obligation of the employer not to discriminate against disabled workers, the individualization of accommodations forces disabled workers to take it upon themselves to find ways and means in which to fit into workplaces that have not been designed to meet their needs. I conclude by proposing that in order to change this situation and to counteract the unprecedented number of human rights complaints that have been brought against the Government of Canada for discrimination on the prohibited ground of disability, disabled workers need to follow in the militant footsteps of Canadian First Nations peoples. / Doctor of Philosophy in Interdisciplinary Studies

Knowledge management practices in the public sector in Botswana

The study investigates knowledge management (KM) practices in the public sector in Botswana. The underlying premise is that good KM leads to efficiency and effectiveness. The study assesses the KM practices in the government departments by means of a questionnaire survey of senior managers. The assumption is that the corporate manager/directors will know what knowledge is there, how knowledge is created, shared and flow in the organization. The main question of this study is whether the Botswana public sector is practicing KM. The study explores the problem and questions by means of a questionnaire survey amongst 43 departmental directors of the Government of Botswana. The overall finding is that information management rather than KM is being practiced. The respondents, senior public service managers, certainly recognize the value of and the need for KM. But, they themselves identify certain weaknesses, such as lack of knowledge of KM among their staff, weak communication inside and across the departments, lack of policy and lack of good KM systems.

Konstruktionen av invandringsfrågan : En kritisk diskursanalys av invandringsfrågans konstruktion i Agendas partiledardebatt inför riksdagsvalet 2014

Denna uppsats syftar till att med hjälp av en kritisk diskursanalys studera hur invandringsfrågan konstrueras av de journalister och politiker som medverkar i partiledardebatten som sändes i Agenda i Sveriges Television inför riksdagsvalet 2014. Det undersöks också vilka andra ämnen eller teman som invandringsfrågan lyfts fram i relation till. Vidare diskuteras även hur partiledardebatten svarar mot SVT ́s public service-uppdrag.
 Studien utgår från tidigare forskning om den medierade politiken och grundas i teorier om politiska debatter i TV och teorier om rasism. Den analysnivå som rör det rent textuella utgår emellertid från analysredskap sprungna ur framförallt kritisk diskursanalys. 
 Den metod som används för att genomföra studien är kritisk diskursanalys med utgångspunkt i Norman Faircloughs tredimensionella modell, innehållandes de tre analytiska nivåerna: text, diskursiv praktik och social praktik. Denna metod är lämplig eftersom det inom den finns ett grundläggande synsätt att diskurser, såsom den om invandringen, står i dialektisk växelverkan med den större sociala kontext den är en del av och att det därmed finns en ömsesidig påverkan mellan diskurser och samhället. Detta förhållningssätt stämmer överens med studiens utgångspunkt - att invandringsfrågans konstruktion ser olika ut beroende på vilka som talar om den och när och att dess innehåll inte är fastställt utan hela tiden kan skifta. Detta har också betydelse för vilka som har makt över frågan, vilket går hand i hand med det kritisk-diskursanalytiska anspråket att avtäcka och motarbeta makthierarkier i samhället. Med utgångspunkt i detta ämnar vi undersöka hur Agenda står i förbindelse med övriga sociala praktiker och därmed fungerar som en aktör för invandringsfrågans konstruktion. 
 Resultaten visar på att debatten i Agenda tillhandahåller en konstruktion av invandringsfrågan som förknippad med problem och/eller utmaningar. Samtliga aktörer som deltar i debatten bidrar till denna konstruktion, men förhåller sig till problematiken på skilda vis. Det går således att i en bemärkelse identifiera en övergripande konstruktion av invandringsfrågan, men samtidigt skilda konstruktioner så tillvida att aktörerna i debatten har olika förslag på hur Sverige och dess medborgare bör förhålla sig till invandringen. Resultaten visar också att störst fokus riktas mot Sverigedemokraternas Jimmie Åkesson, då invandringsfrågan diskuteras. Delvis rent explicit i form av att han tar plats i frågan genom att själv prata om den och flytta fokus från andra ämnen till den, men också mer indirekt genom att SVT visar hans reaktioner då andra politiker uttrycker sig i frågan. Med anledning av detta diskuteras det huruvida SVT skulle kunna ge en mer mångsidig bild av politiken kring invandringen, genom att förändra sitt journalistiska förhållningssätt.
