TELEMETRY CHALLENGES FOR BALLISTIC MISSILE TESTING IN THE CENTRAL PACIFICMarkwardt, Jack, LaPoint, Steve 10 1900 (has links)
International Telemetering Conference Proceedings / October 28-31, 1996 / Town and Country Hotel and Convention Center, San Diego, California / The Ballistic Missile Defense Organization (BMDO) is developing new Theater Missile
Defense (TMD) and National Missile Defense (NMD) weapon systems to defend against
the expanding ballistic missile threat. In the arms control arena, theater ballistic missile
threats have been defined to include systems with reentry velocities up to five kilometers
per second and strategic ballistic missile threats have reentry velocities that exceed five
kilometers per second. The development and testing of TMD systems such as the Army
Theater High Altitude Area Defense (THAAD) and the Navy Area Theater Ballistic
Missile Defense (TBMD) Lower Tier, and NMD systems such as the Army
Exoatmospheric Kill Vehicle and the Army Ground-Based Radar, pose exceptional
challenges that stem from extreme acquisition range and high telemetry data transfer rates.
Potential Central Pacific range locations include U.S. Army Kwajalien Atoll/Kwajalein
Missile Range (USAKA/KMR) and the Pacific Missile Range Facility (PMRF) with target
launches from Vandenberg Air Force Base, Wake Island, Aur Atoll, Johnston Island, and,
possibly, an airborne platform. Safety considerations for remote target launches dictate
utilization of high-data-rate, on-board instrumentation; technical performance measurement
dictates transmission of focal plane array data; and operational requirements dictate
intercepts at exoatmospheric altitudes and long slant ranges. The high gain, high data rate,
telemetry acquisition requirements, coupled with loss of the upper S-band spectrum, may
require innovative approaches to minimize electronic noise, maximize telemetry system
gain, and fully utilize the limited S-band telemetry spectrum. The paper will address the
emerging requirements and will explore the telemetry design trade space.

International Telemetering Conference Proceedings / October 17-20, 1994 / Town & Country Hotel and Conference Center, San Diego, California / This paper presents the findings of the Space Tracking Systems/Options Study (STS/OS) and indicates its impact on the telemetering community. The STS/OS was commissioned by Air Force Test & Evaluation (AF/TE) to develop a long range plan (vision and roadmap) for the AF Test & Evaluation (T&E) community to ensure affordable capabilities (telemetry, tracking and commanding) for the future (2003-2008). The study was conducted by the Air Force Materiel Command (AFMC), Space & Missile Systems Center (SMC), Detachment 9, at Vandenberg AFB (VAFB), with support from the primary AFMC T&E centers, the Air Force Operational Test & Evaluation Command (AFOTEC), and the Air Force Space Command (AFSPC). Both "open air" aeronautical and astronautical test needs were considered. The study solicited requirements for existing and future programs, extrapolated existing and planned test capabilities out into the future, then compared the two to identify future shortfalls in capabilities and specific actions that are necessary to insure that the future program needs can be met. Three critical types of testing were identified that cannot be satisfied with existing or planned instrumentation. These are: large area testing (LAT), over the horizon testing (OTH), and space weapons testing (SWT). A major deficiency was also uncovered in end game scoring for air and space intercepts, where inadequate capability exists to perform the required vector miss-distance measurement. This paper is important to the telemetering community because it identifies the Global Positioning System (GPS) as the primary time space position information (TSPI) system for all future open air testing. GPS provides a passive capability that permits each vehicle to determine its own precise TSPI. Means must be provided, however, for the vehicle to relay its position to the appropriate range control center. The paper shows that the problems with down linking telemetry, aircraft buss data, digital audio, digital video, and TSPI collectively represent the need for a very capable datalink. Likewise, the need to uplink commands, synthetic targets, synthetic backgrounds, and target control information also represents the need for a very capable datalink. With its extensive expertise in RF linkages, the telemetering community is ideally suited to address this need for a robust datalink for the future of T&E.

I. Abstract The thesis deals with the concept of time and its conceptualisation in the Czech language. It is based on the theory of conceptual metaphor and the theory of linguistic worldview. Within the field of cognitive linguistics, the theory of conceptual metaphor is mainly applied in the identification of the source domains of metaphors used for language expression of the target domains. The first part of the thesis deals with the reflection of the "time" phenomenon, with its non- linguistic concept. Attention is paid to the concept of the cyclical and linear time. The second part aims to identify metaphors used in Czech for the expression of time relations and for the expression of the time phenomenon. The paper analyses the language plane in order to find such metaphors. It employs semantic and etymological analysis of words used when expressing the notion of time, i.e. nouns, adjectives, verbs, prepositions, and interjections.

NGOs, Peasants and the State: Transformation and Intervention in Rural Thailand, 1970-1990.Quinn, Rapin, rapin.quinn@dest.gov.au January 1997 (has links)
Abstract
This study examines people-centred Thai NGOs trying to help peasants empower themselves in order to compete better in conflicts over land, water, forest, and capital, during the 1970s to 1990s. The study investigates how the NGOs contested asymmetric power relations among government officials, private entrepreneurs and ordinary people while helping raise the peoples confidence in their own power to negotiate their demands with other actors.¶
The thesis argues that the NGOs are able to play an interventionist role when a number of key factors coexist. First, the NGOs are able to understand local situations, which contain asymmetric power relations between different actors, in relation to current changes in the wider context of the Thai political economy and seize the time to take action. Secondly, the NGOs are able to articulate a social meaning beyond the dominating rhetoric of the state and the capitalists which encourages the peoples participation in collective activities. Thirdly, while dealing with one problem in social relations and negotiation with local environment, the NGOs are able to recognise new problems as they arise and rapidly identify a new political space for the actors to renegotiate their conflicting interests and demands. Fourthly, the NGOs are able to recreate new meanings, new actors and reform their organisations and networks to deal with new situations. Finally, the NGOs are able to effectively use three pillars of their movement, namely individuals, organisations and networks to deal with everyday politics and collective protest.¶
The case studies in three villages in Northern Thailand reveal that the NGOs were able to play an interventionist role in specific situations through their alternative development strategies somewhat influenced by structural Marxism. The thesis recommends that the NGO interventionist role be continued so as to overcome tensions within the NGO community, for instance, between the NGOs working at the grass-roots level and the NGOs working at regional and national levels (including NGO funding agencies); local everyday conflicts; and the bipolar views of a society among the NGOs expressed in dichotomous thinking between rural and urban, community and state, conflict and order, actor and system.¶
The fragmentation of NGO social and environmental movements showed that there is no single formula or easy solution to the problems. If the NGOs want to continue their interventionist role to help empower ordinary people and help them gain access to productive resources, they must move beyond their bipolar views of a society to discover the middle ground to search for new meanings, new actors, new issues and to create again and again counter-hegemony movements. This could be done by having abstract development theories assessed and enriched by concrete development practices and vice versa. Both theorists and practitioners need to use their own imagination to invent and reinvent what and how best to continue.

This thesis presents a prism- and gap-based approach for modelling shopping destination choice in the Travel/Activity Scheduler for Household Agents (TASHA). The gap-location choice model improves upon TASHA’s existing destination choice model in 3 key ways: 1) Shifting from a zone-based to a disaggregate location choice model, 2) Categorizing shopping trips into meaningful types, and 3) Accounting for scheduling constraints in choice set generation and location choice. The model replicates gap and location choices reasonably well at an aggregate level and shows that a simple yet robust model can be developed with minimal changes to TASHA’s existing location choice model. The gap-based approach to destination choice is envisioned as a small but significant step towards a more comprehensive location choice model in a dynamic activity scheduling environment.

The diploma thesis deals with the issue of time-space mobility of university students in the town Ceske Budejovice. The research was conducted on the basis of data collection through three methods, combining various approaches to time-space mobility. The first method used was questionnaire research representing traditional way of collecting information. The modern methods category was represented by GPS loggers and smartphone devices operating through the motion capture applications. The aim was a qualitative comparison of these methods in practice and further evaluation of their potential benefits for time-space research. Furthermore, the main focus is on the overall analysis of time-space mobility of university students in urban environment of Ceske Budejovice, with emphasis on the concept of bundles. Individual results are supported by images and maps created in geographic information systems. The final chapter summarizes the acquired findings and the resulting measurements of time-space mobility of university students in Ceske Budejovice.

Previous issue date: 2011-09-06 / Coordena??o de Aperfei?oamento de Pessoal de N?vel Superior / This study shows the results of a research developed in the coastal regions of the Maxaranguape and Touros municipalities, more specific in the mobile dune fields of the Rio Grande do Norte's eastern coast. Although the coastal zones, represent a small percentage of the earth's surface it concentrates a great part of the world's population. The Rio Grande do Norte's state coastal landscape mosaic composed by the dune fields suggest a dynamic scene of changes in the spatial and temporal arranges, with significant changes in the geometry of the sedimentary cover. Following this perspective this research has the objective to map the emerged coastal zone of the Rio Grande do Norte's eastern coast under the perspective of the time-space evolution of the mobile dune fields using geoprocessing techniques, which includes remote sensing, digital images processing and geographic information system (GIS). The results imply the issue of thematic maps: Geologic map; multitemporal evolution map of the mobile dune fields; quantification of the mobile dune fields differences map; temporal evolution of the mobile dune fields surrounds map. The El Ni?o episodes have directly affected the atmospheric circulation, what have enhanced the sedimentary input in the sand dune, what can justify the relative area growth between the years of 1993 and 2001. The dynamic of the landscape transition were higher than the stability of the spatial pattern of the dune and it's surrounds, as a result the Rio Grande do Norte eastern coast dune fields, specially the mobile dunes from Touros, Zumbi and Maracajau have shown a decrease on the sedimentary cover without vegetation area from 1970 to 2007. Therefore, the data acquired and the techniques used, can be, eventually applied to the mobile dune fields monitoring in order to preserve the dune ecosystems in the Rio Grande do Norte coast / Esta disserta??o apresenta os resultados de uma pesquisa desenvolvida na regi?o costeira entre os munic?pios de Maxaranguape e Touros, especificamente nos campos de dunas m?veis do litoral oriental do Estado do Rio Grande do Norte. Zonas costeiras, ainda que ocupem uma ?rea pequena em rela??o ao total da superf?cie terrestre, concentram grande parte da popula??o no mundo. No Rio Grande do Norte, o mosaico da paisagem costeira que comp?e os campos de dunas m?veis sugere um cen?rio din?mico de mudan?as nos arranjos espaciais e temporais, com altera??es significativas na geometria da cobertura sedimentar superficial. Nesta perspectiva este projeto de pesquisa tem como objetivo, cartografar a zona costeira emersa referente ao litoral oriental do Rio Grande do Norte, sob ponto de vista da evolu??o espa?o-temporal dos campos de dunas m?veis, por meio de t?cnicas de geoprocessamento, ai inclu?dos sensoriamento remoto, processamento de imagens digitais e sistemas de informa??es geogr?ficas (SIG). Epis?dios do El Ni?o que afetam diretamente a circula??o atmosf?rica, potencializando o aporte sedimentar para as dunas de areia, podem justificar relativo aumento de ?rea entre 1993 e 2001.
