Marshall Plan Films and Americanization

George Marshall's speech to an audience at Harvard University in June of 1947 announced a plan that eventually made its way through the United States congress and took the form of the European Recovery Plan (ERP). The ERP distributed roughly thirteen billion dollars in aid to sixteen European countries. The ECA grew out of this program as the managerial arm of the ERP. The ECA's propaganda campaign included pamphlets, posters, radio broadcasts, traveling puppet shows, and finally 250 films created between 1949-1953. Marshall Plan Films discussed productivity, multilateral trade, and labor unions. For Marshall Planners these issues were the key to both revitalizing the European economy, and creating a self sustaining Europe. In film, Europeans could see not only the modernizing techniques, building projects, and examples of Marshall Plan, but they were treated to visions of the American lifestyle as well. This study is an attempt to explicate the meanings and messages in the Marshall Plan Filmography. The Marshall Plan launched a massive propaganda campaign in an attempt to reformat the ideals of Europeans. The Plan was ostensibly an attempt to combat Communism as well as to re-vamp the economy of Europe. However, the films presented American ideals as something to aspire to: not only in business, but also in living everyday life. By stressing consumption over conservation and massive production over craftsmanship, the films told Europeans what America thought was best for them, and what would be beneficial for their future. Marshall Planners effectively sought to make Europe into a new, more American, place to live. / Master of Arts

The diversity and politics of trade unions' responses to minority ethnic and migrant workers: the context of the UK

No / The article first argues that there is a range of approaches and models developed in relation to the question of representing ethnic minorities and migrants when it comes to trade union strategies. There is no single model. Instead, there is a variety of approaches and politics, just as there are with a `traditionally established workforce'. Second, this study finds that the understanding of ethnic minority needs varies and the politics of this must be central to any discussion, as one cannot read off assumptions about the issue from formal union strategies, traditional practices and established customs in relation to regulation. In effect, there is a politics of trade union responses and there is diversity in the way the `problem' is read and understood. Third, the article argues that the issue of minority ethnic workers raises questions of trade union identity and purpose. This points to much deeper issues related to the role of regulation and strategies of inclusion — and the extent to which they cohere. It also raises the issue of the configuration of strategies of social inclusion and on occasions how strategies ignore the broader issue of participation of those they seek to represent. To this extent the article is not exclusively about inclusion and exclusion — but about the politics and contradictory dynamics of inclusion.

Meanings and dilemmas in community unionism: trade union community initiatives and black and minority ethnic groups in the UK

No / The article shows that community initiatives take different forms and are the outcome of a broader interplay of factors between workers’ interests, representation, and the strategies of unions and broader coalitions that are mobilized in specific communities. Drawing from three case studies on black and minority ethnic (BME) workers and trade unions in the UK the article looks at how the rhetoric of community unionism has been adopted in an uneven manner by trade unions: the article suggests that: (a) community initiatives are variable, (b) they lack a structure and clear vision, (c) the question of BME engagement is rarely central in many projects, and (d) the ambivalent role of the state is a significant factor in many of these initiatives. This state role is downplayed in much of the literature, thus raising dilemmas in terms of community initiatives.

Trade union learning strategies and migrant workers: policies and practice in a new-liberal environment

No / This paper examines trade union networking and community-oriented activity through the recent development of learning strategies in relation to migrant workers. The paper locates the discussion on learning in relation to union attempts to develop a broader urban and community-based view of the union as an organisation. It assesses the innovative ways trade unions deploy their learning strategies given the challenges associated with a liberal market economy, in particular, in relation to poor levels of co-ordination amongst key social organisations and low levels of state commitment to the area of training. The paper draws on five empirical case studies of such innovative union approaches and concludes that many of these learning initiatives represent a significant intervention by unions in local urban and community-based contexts. However, it also notes that these appear to be disconnected from stable and consistent forms of local community-based organisation and, in part, remain enveloped in a marketised project-based approach which is piecemeal and in many aspects financially dependent on the state.

The Dominance Effect? Multinational Corporations in the Italian Quick-Food Service Sector

No / This paper is based on a study of the employment practices of one Italian-owned multinational corporation (MNC) and one US-owned MNC in the Italian quick-food service sector and examines such issues as work organization, unionization, employee representation and pay and conditions. The paper focuses on the concept of ‘dominance’ and the related convergence and divergence theses. The findings suggest that dominance can not only be interpreted as a mode of employment or production emanating from one country, but could also be associated with one dominant MNC in one sector. Consequently, it is argued that while the effect of host and home country influences may be significant factors in cross-border employment relations practices, more attention needs to be paid to organizational contingencies and the sectoral characteristics within which firms operate.

No / This article reports on the union recognition dispute that took place at the MacDonald's food-processing plant in Moscow. It examines this dispute in the context of McDonald's employment practices worldwide, the interventions made by international and local unions, and Russian government bodies. Despite these interventions it became impossible to either organise the workforce or establish a collective agreement. The case illustrates the difficulties facing both local unions and global union federations when confronted by intransigent multinational companies, especially in low-skilled sectors in transitional economies.

Employment Practices of Multinationals in the Spanish and German Quick-Food Sectors: Low-Road Convergence?

No / This article examines the labour relations practices of multinational corporations (MNCs) in the German and Spanish quick-food service sectors. The demand for greater profitability and lower costs is leading to a greater standardization of work methods across a widening range of food service operators, resulting in the gradual elimination of more expensive, skilled and experienced workers, and an increasingly non-union approach in employee relations practices. The outcome involves increasing standardization, union exclusion, low trust, low skills, and low pay. These sectoral characteristics appear to outweigh both country-of-origin and host-country effects. The findings therefore confirm continuing variation within national industrial relations systems and the importance of sectoral characteristics and organizational contingencies in understanding MNC cross-border behaviour.

No / This article analyses the establishment and subsequent meetings of the McDonald's European Works Council and raises a number of questions. Who is an `employee representative' for the purposes of the EU Directive? How are such representatives elected in practice and what roles do existing national sub-structures play? Can employee representatives adequately coordinate their roles in the absence of significant unionisation? The experience of the McDonald's EWC suggests that where workforces have low levels of unionisation and employers are opposed in principle to the prescribed arrangements, a non-union firm can frustrate even the limited aims of the Directive. Furthermore, legally underpinned national-level sub-structures, which are often assumed to make such European-level bodies accountable, may fail to do so in practice.

Just Vote No! Union-busting in the European Fast-food Industry: The Case of McDonald's

No / This paper examines the problem of effectively regulating the labour relations practices of multinational corporations. It focuses on the activities of the McDonald's Corporation in a number of European countries. The findings suggest that public and private codes of conduct have a very limited effect and that determined and well-resourced corporations can not only undermine regional forms of regulation - such as that provided by the European Union - but also, and to a considerable extent, national-level regulation. This is particularly evident in the area of independent trade union representation. Although its aim of avoiding collective bargaining and union recognition wherever possible is only partially successful, McDonald's appears to have developed a number of highly effective strategies for limiting the presence of trade unions at restaurant level, particularly in avoiding or undermining statutory works councils and union representation rights.

Everything and Nothing Changes: Fast-Food Employers and the Threat to Minimum Wage Regulation in Ireland

Yes / Ireland’s selective system of collective agreed minimum wages has come under significant pressure in recent years. A new fast-food employer body took a constitutional challenge against the system of Joint Labour Committees (JLCs) and this was strengthened by the discourse on the negative effects of minimum wages as Ireland’s economic crisis worsened. Taking a historical institutional approach, the article examines the critical juncture for the JLC system and the factors which led to the subsequent government decision to retain but reform the system. The article argues that the improved enforcement of minimum wages was a key factor in the employers’ push for abolition of the system but that the legacy of a collapsed social partnership system prevented the system’s abolition.
