There tries to clear up the operation of choice of the place of the new metropolis, central subject in the similar mining experience put into effect in the end of the century XIX, where there is emphasizing the paper fulffiled so much by the integrants of the commission officially taken charge of the alluded mission all that for the inspector Pedro Ludovico Teixeira, whon it influenced decisively for the team of Campinas and, consequently, for the rejection of the local authority of Bonfim, contradicting so the initial appearance made by the technicians. The interpretation is renewed as to the existence of a third current of opinion, called of mudancismo condicionado, situated between the established tendecies of the mudancismo versus antimudancismo, and interests: to ease the resistance of the vilaboenses to the principal project of the revolutionary government and to protect the old city of Goiás of the imminent decadence. The vitories of the party ludoviquista in three elections carried out during the decade of 1930 in the ancient capital show the solution and demystify the proclaimed systematic opposition of the residents of the city of Goiás to the construction of Goiânia. Look to analyse the whole distance trodden by the proposal of change in two different institutional legislative spaces, be worth saying, in the State Constituent Assembly of 1935 and in the Legislative Assembly in1936, in the intention of to elucidate the prescriptive value of the constitucional device mudancista carved in the second Charter of Goiás and explaining if the law of the definite transfer really was published. There reconstitutes the formation of the political state parties that appeared between 1909 and 1934, to begin for the Democratic Party, acronym that promoted the unusual union of Leopoldo de Bulhões, Antônio Ramos Caiado e Pedro Ludovico Teixeira and dominated the scenery from Goiás up to October of 1930. / O presente trabalho tem por escopo analisar a transferência da capital goiana, ao resgatar ângulos ainda pouco explorados pelos estudos históricos. Procura-se aclarar a operação de escolha do local da nova metrópole, tema central na similar experiência mineira levada a efeito no final do século XIX, enfatizando o papel desempenhado tanto pelos integrantes da comissão oficialmente incumbida da aludida missão quanto pelo interventor Pedro Ludovico Teixeira, que influenciou decisivamente para a seleção de Campinas e, consequentemente, para a rejeição do município de Bonfim, contrariando assim o inicial parecer confeccionado pelos técnicos. Renova-se a interpretação a respeito da existência de uma terceira corrente de opinião, denominada de mudancismo condicionado, situada entre as consagradas tendências dicotômicas do mudancismo versus antimudancismo, e derivada do compromisso que intentava compatibilizar dois interesses: abrandar a resistência dos vilaboenses situacionistas ao principal projeto do governo revolucionário anhanguerino e resguardar a vetusta Cidade de Goiás da decadência iminente. As vitórias do partido ludoviquista nas três eleições realizadas durante a década de 1930 na antiga capital evidenciam a solução centrista e desmistificam a apregoada oposição sistemática dos moradores de Vila Boa à construção de Goiânia. Busca-se decompor todo o percurso trilhado pela proposta de mudança em dois distintos espaços institucionais legislativos, vale dizer, na Constituinte Estadual de 1935 e na Assembleia Legislativa em 1936, no intuito de elucidar o valor normativo do dispositivo constitucional mudancista gravado na segunda Carta Magna de Goiás e esclarecer se a lei regulamentadora da transferência definitiva realmente foi editada. Reconstitui-se a formação dos partidos políticos estaduais que surgiram entre 1909 e 1934, a começar pelo Partido Democrata, sigla que promoveu a inusitada união de Leopoldo de Bulhões, Antônio Ramos Caiado e Pedro Ludovico Teixeira e dominou o cenário goiano até outubro de 1930.

There try to analyse all the phases trodden by the proposal changing in the Assembly, detaching the set of modifications suffered in unrolling this trajectory. It is looked to demonstrate that the second Charter of Goiás went to prescriptive fountain of legitimating of the changing. There shows up a reading still not observed by the regional, attached historiograhy to the old dichotomy of the groups changing and antichanging, registering the existence of the forgotten one third current of opinion, called of Stipulated Changing, given rise of a promise when two interests were established for reconcile: to ease the resistance of the ancient metropolis and to protect it of the imminent decadence. The preparation of the dissertation used the documentary inquiry and the bibliographical production. / O presente trabalho tem por objetivo resgatar a importância da Constituinte Estadual de 1935 para a transferência da capital goiana. Procura-se decompor todas as fases trilhadas pela proposta mudancista na Assembléia, destacando o conjunto de modificações sofridas no desenrolar desta trajetória. Busca-se demonstrar que a segunda Carta Magna de Goiás foi a fonte normativa legitimadora da transladação. Apresenta-se uma leitura ainda não observada pela historiografia regional, apegada à velha dicotomia dos grupos mudancistas e antimudancistas, registrando a existência de uma esquecida terceira corrente de opinião, denominada de Mudancismo Condicionado, originada de um compromisso estabelecido para compatibilizar dois interesses: abrandar a resistência da antiga metrópole e resguardá-la da iminente decadência. A elaboração da dissertação valeu-se da pesquisa documental e da produção bibliográfica.
