The aim of this work is to analyze the factors that contribute to increase the sexual exploitation of children and adolescents in the state of Alagoas and Maceió, both in relation to aspects of macro-structural modernization as compared to the sector modernization in the field of tourism development, giving visibility to institutional silences that block the formulation and implementation of adequate public policies to the monitoring and defense of this population segment. The investigation involves historical analysis, bibliographic search and document analysis for understanding processes related to modernization and its impact on the phenomenon of sex tourism and sexual exploitation of children and adolescents at the federal level and in the State of Alagoas. The research identified problems and gaps in the Tourism Development Program in the Northeast - Prodetur I and II and gaps in the Strategic Plan for Tourism Development in the State of Alagoas for the formulation of structural policies to contain the negative effects of modernization on vulnerable segments of the population, especially children and adolescents. The results of the documentary research presented here are restricted exclusively to the formal content of the analyzed documents. / O objetivo desta dissertação é evidenciar os fatores que concorrem para a proliferação da exploração sexual de crianças e adolescentes no Estado de Alagoas e em Maceió, tanto em relação aos aspectos ligados à modernização macroestrutural como em relação à modernização setorial no campo do desenvolvimento turístico e dar visibilidade aos silêncios institucionais que bloqueiam a formulação e execução de políticas públicas adequadas ao monitoramento e defesa desse segmento populacional. A investigação envolve análise histórica, pesquisa bibliográfica e análise documental de processos relacionados à modernização e seus impactos sobre o fenômeno do turismo sexual e da exploração sexual de crianças e adolescentes no âmbito federal e no Estado de Alagoas. A pesquisa identificou problemas e lacunas nos Programas de Desenvolvimento do Turismo no Nordeste – Prodetur I e II e lacunas no Plano Estratégico de Desenvolvimento do Turismo no Estado de Alagoas com relação à elaboração de políticas públicas estruturantes para conter os efeitos negativos da modernização sobre segmentos vulneráveis da população, em especial crianças e adolescentes. Os resultados da pesquisa documental aqui apresentados restringem-se exclusivamente ao conteúdo formal dos documentos analisados.

Supported the expansion of free time leisure for workers from the post-industrial period, marked by technological development and the improvement of services, tourism earned irreplaceable connotations for companies using the rest and renewal needs of consumers as a reference for their growth. Realizing the new dynamic that gained strength from the late nineteenth century and turned into right politically advocated for improving the lives - especially in countries of Europe - governments have entered into partnerships with the private sector for guidance, revitalization and organization of the tourism sector, in order to serve as inexhaustible financial fuel to regions. In Brazil, especially in the Northeast, the process is set based on other peculiarities and dynamics that need further scientific attention. Seeking to organize the tourism sector as an alternative to exit the economic backwardness in the face of developing regions such as South and Southeast, the Northeast became worth of emergency strategic plans to create destinations and receive tourists, with the expansion of the hotel network, repair of historic structures and symbolic construction of natural destinations, for example. It is necessarily in this sense that this work will turn, whether the use of a sociology of political and administrative activities of the State. Fundamentally, the research will focus on the state of Alagoas, in order to know the process of organization and the dynamics that involve the translation and implementation of national tourism policies, and identify the relevance of these policies in the construction of destinations. / Coordenação de Aperfeiçoamento de Pessoal de Nível Superior / Amparado na ampliação do tempo livre ao lazer para os trabalhadores a partir do período pós-industrial, marcado pelo desenvolvimento tecnológico e pelo melhoramento dos serviços, o turismo conquistou conotações de insubstituível para as sociedades, usando das necessidades de descanso e renovação dos consumidores como referencial para o seu crescimento. Percebendo a nova dinâmica que ganhou força a partir do final do século XIX e se transformou em direito politicamente defendido para melhoria da vida - sobretudo nos países da Europa - governos firmaram parcerias com o setor privado para a orientação, revitalização e organização do segmento turístico, no intuito de servir como combustível financeiro inesgotável às regiões. No Brasil, sobretudo na região Nordeste, o processo se configurou com base em outras peculiaridades e dinâmicas que carecem de maior atenção científica. Buscando organizar o setor do turismo como alternativa para sair do atraso econômico em face às regiões em desenvolvimento, como Sul e Sudeste, o Nordeste se fez valer de planos estratégicos emergenciais para criar os destinos e receber os turistas, como a ampliação da rede hoteleira, reparação de estruturas históricas e construção simbólica dos destinos naturais, por exemplo. É necessariamente nesse sentido que o presente trabalho se direcionará, no uso de uma sociologia das atividades políticas e administrativas do Estado. Fundamentalmente, a pesquisa se concentrará no Estado de Alagoas, no intuito de conhecer esse processo de organização e as dinâmicas que envolvem a tradução e aplicação das políticas públicas nacionais de turismo, além de identificar a relevância dessas políticas na construção dos destinos.

The state of Alagoas has a beautiful coastline, as well as cultural and historical points of good representation in the country's history. The evolution of the modern world, with momentum of globalization, decreased geographical distances, especially with advances in transportation and communication systems, expanding the meaning and importance of tourism. He ceased to be synonymous with leisure to take the role of social economic agent, politician and, where in many countries is fundamental for development. Thus, tourism is seen as a major opportunity for economic development. Currently only have tourism potential is not enough, you need to plan, invest, explore, energize the sector, so that it has a tourism product that satisfies the desires of tourists. This study aims to analyze the Alagoas tourism sector from the perspective of logistics, which is understood in this case as the distribution channel and sales of tourism products. In this sense, the goal is to understand the behavior of variables connected to the logistics of tourism in Alagoas, for in comparison with the states of Northeast Brazil and the terms, raising a brief diagnosis of the sector. The study found that there were significant increases across the Northeast, in the period from 2004 to 2013, driven by the phenomenon of social mobility of much of the population to consumption classes B and C. However, it was observed in Alagoas investments directed to already established tourist destinations, particularly in the state capital, driven by demand. The domestic market represents 95% of the flow of tourists in Alagoas and the state lacks a strategic plan that is able to consolidate potential tourism products, which can be integrated to existing, expanding its range of destinations, providing major tourist options, according to the segments of tourism offered. / O estado de Alagoas possui um litoral belíssimo, além de pontos culturais e históricos de boa representatividade na história do país. A evolução do mundo moderno, com impulso da globalização, diminuiu as distâncias geográficas, principalmente com avanços nos sistemas de transporte e comunicação, ampliando o significado e importância do turismo. Ele deixou de ser sinônimo de lazer para assumir o papel de agente social, político e econômico, onde em muitos países é fundamental para o desenvolvimento. Dessa forma, o turismo é visto como uma grande oportunidade de desenvolvimento econômico. Atualmente, apenas ter potencial turístico não é suficiente, é preciso planejar, investir, explorar, dinamizar o setor, de tal forma que se tenha um produto turístico que satisfaça os anseios dos turistas. O presente estudo tem por finalidade analisar o setor turístico alagoano pela ótica da logística, que é entendida nesse processo como o canal de distribuição e venda dos produtos turísticos. Nesse sentido, o objetivo é perceber o comportamento de variáveis ligadas a logística do turismo em Alagoas, para em termos comparativos com os estados do Nordeste e o Brasil, levantar um breve diagnóstico do setor. O estudo constatou que houve crescimentos significativos em todo o Nordeste, no período de 2004 a 2013, impulsionados pelo fenômeno da ascensão social de boa parte da população brasileira às classes de consumo B e C. No entanto, observou-se em Alagoas investimentos voltados aos destinos turísticos já consolidados, principalmente na capital do estado, impulsionados pela demanda. O mercado doméstico corresponde a 95% do fluxo de turistas em Alagoas e o estado carece de um planejamento estratégico que seja capaz de consolidar potenciais produtos turísticos, que possam ser integrados aos já existentes, ampliando a oferta de destinos, proporcionando aos turistas maiores opções, de acordo com os segmentos de turismo ofertados.
