Effects of Rainfall and Polysilicon Industrial Pretreated Effluent on Biological Nitrogen Removal

The biological treatment is one of the commonly methods of wastewater treatment plant in wastewater treatment processes. The biological treatment can meet water quality standards required by the plant in response to different sewage conditions and qualities. It can purify high pollution loading sewage through the use of microbial metabolic transformation. Through effectively protecting and using water resources, the ecological balance of ocean and river can be maintained and environmental quality can be improved in consequence. This study analyzes the operations of a wastewater treatment plant, which is part of an urban sewage system. The major sources of inflow to the plant are domestic sewage, followed by rainfall runoff and industrial wastewater. The biological treatment system adopted in the plant is "Biological Nutrient Removal (BNR)". The reason for using BNR is to prevent eutrophication of downstream water bodies due to untreated nitrogen, phosphorus and other nutrient substances in discharged sewages. The design of BNR, which is called "A2O activated sludge method", would increase the anaerobic-anaerobic mixing process for simultaneous removal of the sewage of organic carbon, nitrogen, phosphorus and BOD. The study collected the data to analyze the impacts of extreme weather event, i.e. Typhoon Morakot, and the effects of newly developed industrial, i.e. polysilicon industry. Water quality data of inflow and outflow sewages starting from January 2009 to December 2011 were compiled to perform statistical analyses. By plotting various time series figures, the study can effectively explore the variations of pollutant removal under the two designated situations in the biological treatment system. The results show the abnormal increase in conductivity of effluent which has decreased pollutant removal since August 2010. Besides, the confluence of rainwater and sewage has severely affected the efficiency and quality of the biological treatment process during a typhoon or heavy rain event. This study has identified the potential impacts on a BNR plant which can provide the administration to enhance the effectiveness of the biological treatment plant and the function of sewage purification stability control.

災難事件下新媒體資訊傳播方式分析與自動化分類設計 ─ 以八八風災為例 / Information Transmission Analysis and Automated Classification Design for New Media in a Disaster Event – Case Study of Typhoon Morakot

災難事件發生時,災難資訊的分析和傳遞需具有即時性,才能讓資訊運用達到防災與救災的目的。網路基礎設施普及後,災難資訊的提供者加入廣大的網路公眾媒體,單獨透過搜尋引擎檢索無法即時的反應災難目前狀態;而像災難應變中心這類傳統頻道的災難通報管道有限,經常無法負荷突然爆發的資訊。這些因災難爆發的瞬間巨量資料,已無法完全使用人力蒐集、過濾與處理,需要發展新的工具能夠快速的自動化分類新媒體頻道資訊,提供救災防災體系應變或政府決策時參考。 本研究收集莫拉克颱風八八水災期間五個頻道資料,經過文字處理與專家分類後,由頻率分布、分類結構組成與詞彙共現網絡,觀察不同頻道資料集之性質的異同。在未考慮詞性與文法的狀況下,使用向量空間模型訓練OAO-SVM分類器模型,評估自動化分類方式的績效。 根據分析結果我們發現災難發生後,網路上的資訊隨著時序存在著階段性的期程,能夠由各個頻道瞭解災難的進程。透過詞彙共現網絡,瞭解救難專家書寫相較於俗民書寫使用的詞彙少重複且異質性較高。使用OAO-SVM訓練分類器結果,救難專家書寫的頻道分類績效優於俗民書寫。分類器交叉比較後,對於同性質頻道的內容具有較好的分類績效。透過合併相同屬性資料集訓練,我們發現當訓練資料的品質夠好時,分類器能夠有不錯的分類績效。品質不夠時,可以經由增加訓練資料的數量來提升分類的績效。本研究的歸納,以及所發展出來的分類方式與資訊探索技術,未來可以用於開發更有效率且精確的社群感知器。 / When disaster events occur, information diffusion and transmission need to be in real-time in order to exploit the information in disaster prevention and recovery. With the establishment of network infrastructure, mass media also joins the role of information providers of disaster events on the internet. However retrieved information through search engines often cannot reflect the status of a progressing disaster. Traditional channels such as disaster reaction centers also have difficulty handling the inpour of disaster information, and which is usually beyond the ability of human processing. Thus there is a need to develop new tools to quickly automate classification of information from new media, to provide reliable information to disaster reaction centers, and assist policy decision-making. In this study, we use the data during typhoon Morakot collected from five different channels. After word processing and content classification by experts, we observe the difference between these datasets by the frequency distribution, classification structures and word co-occurrence network. We use the vector space model to train the OAO-SVM classification model without considering speech and grammar, and evaluate the performance of automated classification. From the results, we found that the chronology of internet data can identify a number of stages throughout the progression of disasters, allowing us to oversee the development of the disaster through each channel. Through word relation in word co-occurrence network, experts use fewer repeating words and high heterogeneity than amateur writing channels. The training results of classifier from the OAO-SVM model indicate that channels maintained by experts perform better than amateur writing. The cross compare classifier has better performance for channels with the same properties. When we merge the same property channel dataset to train classifier, we found that when the training data quality is good enough, the classifier can have a good performance. If the data quality is not enough, you can increase amount of training data to improve classification performance. As a contribution of this research, we believe the techniques developed and results of the analysis can be used to design more efficient and accurate social sensors in the future.

災難資訊的正當性爭奪--莫拉克風災資訊彙整平台之行動探討 / Legitimacy competition of disaster information: a study of the mobilization of information platforms in morakot typhoon

本研究以2009年8月的莫拉克風災中出現的網路災情資訊平台及其行動者為研究對象。探討資訊平台作為民間災難資訊的彙整和即時傳遞,其能夠有效的條件為何?過去災難資訊與網際網路的研究主要探討,其作為新的媒體的傳播特質,因此,本研究除了建立在對資訊平台行動者擁有的技術條件之探究外,主要從「網路動員」的集體行動角度切入,探討該行動是基於何種人際網絡樣貌,而能讓此網路動員得以發生? 透過次級資料收集和對資訊平台行動者的田野深度訪談發現,災情資訊平台有效性的問題不只是討論行動者擁有社會條件為何,更有趣的是行動者如何從中衍生有效性論述,並建構一套擬似「客觀」有效性標準,作為區隔他者資訊平台進而確立自身正當性的說法。借用Bourdieu象徵鬥爭(symbolic struggle)的分析觀點,對行動者如何進行資訊平台有效性的論述進一步分析。從行動者的有效性論述邏輯中,浮現一個爭奪資訊平台正當性的意見場域。災難情境作為一個突發性的例外狀態,不在政府例行化運作機制可以反應的程度,也因此使其原本作為救災以及災情資訊掌握的正統角色有了被挑戰的機會,而民間災情平台的集體行動則是挑戰此正當性的「異端」,透過網路開放式和平權化的特性,因而得以作到社會性的災情通報、彙整和溝通傳遞的資訊系統。 資訊平台的行動者作為一種網路動員並非僅是匿名而隨機的網友匯集,核心行動者多是屬於網路資訊圈或自由軟體的社群,其共享某些知識、價值或文化氛圍。他們熟悉網路資訊的傳遞或各種網站架構技術,再加上日常以網路資訊為共同興趣的聚會或交流形成不同的社群圈以及相對情感關係更緊密的「小圈圈」。線上、離線社交互動是跨越時、空限制的延續,彼此熟悉的程度高、信任度也高,也因此能協力完成高度動態分工的災情平台架構和維持。其他透過間接關係從網路上召募而來的資訊志工,則是受到災難感的情境影響,較平時更有機會產生對於組織或運作機制的系統信任。而災情資訊平台的有效性,除了建立在在網際網路技術物的開放和平權特性條件外,同時也在於行動者建構有效性論述,讓網路動員持續具有正當性,在災難情境中召喚更多人投入,形成另一股相對於「失靈」政府的公民動員的力量。 / This study aims at discussing the factors of information effectiveness presented in several online platforms built for Typhoon Morakot when it attacked Taiwan. Previous researches which have discussed information flows on the Internet during or after disasters focused on the media effect of the Internet. However, online information platforms built for Typhoon Morakot disaster were not only about the internet technology, but presented a social phenomenon of online mobilization. Based on this observation, this study underlines the discourse and relationship of the key actors ─ the bloggers and engineers, who constructed 4 major information platforms, and explored how these social factors make information platforms possible and effective. The methods of this research are through interview and second-hand data collection, and two results are analyzed and concluded as key factors which contribute to the effectiveness of information platforms. First, not only the actors’ technology or media background play an important role in effective problem of information platform but also their discourses about information effectiveness, which were based on their social conditions, were crucial. The key actors constructed seemingly “objective” standard in their discourse to justify their platforms’ legitimacy for distinguishing theirs from others. Borrowing Bourdieu’s theoretical lens of Symbolic Struggle, this study analyzed the context of actor’s discourses and found different logics of information effectiveness which emerged a field of opinion of discourse for legitimacy completion; at the same time, the government’s failure in dealing with the disasters as the background of the information platform’s appearing is also closely connected to legitimacy competition. The catastrophe that Typhoon Morakot brought to Taiwan was far beyond the government’s routinely mechanism can response to, and challenged government as the only orthodoxy of disaster information and rescue. Hence, civic action mobilized in delivering disaster information on several important internet platforms was the heterodoxy to challenge orthodoxy’s legitimacy. All these mobilization and competition of discourse are possible because of the open and equal-right characters of the Internet. Second, the online mobilization of information platform was not based on people’s random gathering, but based on most of the key actors belong to specific “circles”, such as those from the internet information or open-source communities. In the communities, these people are all interested in internet-related topics and are familiar with online communication technology. Moreover, they became much closer circles by regular meeting and daily communicating on social media and off-line parties for their common interest: internet and information. Their bonds and relationships are formed by intensive on-line and off-line daily practices which brought mutual understanding and trust ─ that is why they could work together and cooperate to keep the platform working.
