Household class : the state and public attitudes to welfare

Two specific shifts have occurred in the sectoral bases of welfare provision in the UK since the last war. The first involved in establishment of collective state provision whilst the second has involved a significant expansion of owner occupation. These developments have been interpreted at various times as signifying substantial changes in the nature of British society, particularly in the way that they are alleged to have attenuated class based social divisions and patterns of consciousness. In contemporary debates, owner occupation is alleged to have generated a conservative domestic oriented attitudinal disposition among manual households. Further, such households are held to be profoundly disaffected from state welfare as a result of their experiences as clients in this sector. The Plymouth study, which is reported below, was concerned with public attitudes to welfare. More specifically, its aim was to generate a data base which would enable the relative significance of sectoral patterns of welfare and household class as factors which influence the pattern of public attitudes to issues in social policy to be assessed. This aim was implemented by administering a structured questionnaire to a sample of 150 households in Plymouth. Subsequent empirical and conceptual analyses generated three conclusions. First, people are dissatisfied with the experience of state welfare but it is the distributive impact of welfare which is of the greatest significance in the calculations of the average household. Second, sectoral patterns of welfare do influence public perceptions of issues in social policy, but in a modest and specific way. Third, household class remains the most significant determinant of access to welfare, public or private, and because of this, the most significant influence on the pattern of public attitudes to welfare.

TITLE: FRAMING THE LIBERATION WAR OF BANGLADESH IN THE U.S. AND U.K. MEDIA: A CONTENT ANALYSIS OF THE NEW YORK TIMES AND THE TIMES (LONDON) MAJOR PROFESSOR: Dr. Uche Onyebadi This study examined the framing of the liberation war of Bangladesh in the New York Times and the Times (London). To comprehensively look at the framing, the tones and sources of news in the newspapers have also been studied. The results suggest that both newspapers used three frames most frequently: military-conflict frame, prognostic frame and human interest frame. The findings also show that both newspapers published news stories with more neutral tone than positive and negative tones. The New York Times and the Times (London) relied mostly on official sources as the primary sources in publishing news. The present study is not only the first research on the framing of the liberation war of Bangladesh by the international print media but also a systematic research on the area. Therefore, this study is expected to open up ways of understanding the role of the international print media, especially in the U.S. and U.K., about the war. This study is also a major contribution in the field of framing research and more broadly in understanding how newspapers frame wars in their reports.

Cultural impacts on web : an empirical comparison of interactivity in websites of South Korea and the United Kingdom

This thesis explores cultural differences on interactive design features used in websites of South Korea and the United Kingdom from the perspective of both: professional website designers and end-users. It also investigates how the use of interactive design features from different cultures change over time. Four interaction types on websites; User to Interface (U2I), User to Content (U2C), User to Provider (U2P), and User to User (U2U) interactivity, and three interaction types on blogs; Blogger to Interface (B2I), Blogger to Content (B2C) and Blogger to Blogger (B2B) interactivity have been identified. Four cultural dimensions were used for the theoretical base of this study based on which four hypotheses were proposed in relation to the interaction types identified above; (a) High versus Low Context cultures for U2I, (b) High versus Low Uncertainty Avoidance for U2C, (c) High versus Low Power Distance for U2P and (d) Individualism versus Collectivism for U2U interactivity, in order to discover the effects of national cultures on interactivity in websites. We derived our own interactivity dimensions and mapped them to the four interaction types for websites and three for blogs. Interactive design features were derived from interactivity dimensions and examined in our studies. The findings revealed that there have been some changes towards homogeneity in the use of interactive design features on charity websites between South Korea and United Kingdom although there is still evidence of some cultural differences. With regard to end-users’ perspective, the result show that the use of interactive design features of blogs may be influenced by culture but this is only within a certain context. The findings also provide a valuable indication that users interacting within the same blog service can be considered as being shared concerns rather than shared national location, thus create a particular type of community in which bloggers are affected by social influence so they adopt a shared set of value, preferences and style that would indicate almost a common social culture. As a result, the cultural differences derived from their country of origin do not have that much impact.

Canadian Campaign Finance in Comparative Perspective 2000-2011: A Failed Paradigm or Just a Cautionary Tale?

This thesis compares the public policies of campaign finance in Canada with those in the U.S. and the U.K. in the period 2000-2011. The majority of the Canadian literature on party finance demonstrates a belief in the efficacy and necessity of the enterprise. This dissertation suspends this disposition and offers a critical approach to the regulation of money in Canadian elections. This thesis situates the discussion of party finance regulation in the context of contending models of democracy. Campaign finance rule changes are conceptualized within a new institutionalist framework. Changes in campaign finance rules are seen as changes in incentives and are seen to work in configurations, that is, interacting with existing formal and informal constraints. New institutionalism provides the avenue of inquiry into the position of political parties on the boundary of the public and private spheres and how campaign finance regulation may shift that boundary. This thesis adopts a mixed-method approach, incorporating the results of 65 semi-structured interviews with academics and political practitioners with primary document research. This thesis demonstrates that campaign finance rule changes interact with other electoral rules, types of parties and the nation’s historic institutions. The need to meld Quebec’s statist and civil-code traditions with Westminster democratic traditions, the introduction of the Charter of Rights and Freedoms and the role of subsequent court decisions, and the role of Elections Canada in its political finance oversight capacity, constitute major catalysts for Canadian party finance rule changes and for understanding the impact of rule changes. Contrary to the majority of literature on campaign finance reform, this thesis demonstrates that there may be diminishing marginal returns to additional campaign finance regulations, at least in a mature democracy such as Canada. Campaign finance rules reveal preferences for different models of democracy. As such, they must be carefully monitored.

yes / Two recent detailed reports, by the U.K Northern Ireland Office (NIO) - January 2004 1 and the U.S. Council on Foreign Relations (CFR) - February 2004 2, provide further insights into current policy and technology developments in the U.K. and U.S. The NIO report is the 4th and final report of a U.K wide Steering Group set up by the Secretary of State for Northern Ireland in Summer 2000, with the objective: To establish whether a less potentially lethal alternative to baton rounds is available; and to review the public order equipment which is presently available, or could be developed, in order to expand the range of tactical options available to operational commanders. 3 In her foreword to the report Jane Kennedy, Minister of State for Northern Ireland notes that: Despite a protracted and international search for a commercially available product, we have been unable to find anything that meets the criteria of an acceptable, potentially less lethal alternative to the baton round currently in service which provides an effective capability that does not expose officers and the public to greater risk in violent public disorder.4 The NIO Report has sections looking at the Defence Science and Technology Laboratory (DSTL) programme on the development of less lethal technologies (particularly the Attenuating Energy Projectile and the Discriminating Irritant Projectile); commercial off the shelf product evaluations and update (12 Gauge Sock Round Assessment); Water Cannon; the U.K. use of less lethal technologies (with a focus on L21A1 baton rounds, CS sprays and the Taser). The report also contains a section entitled `The Management of Conflict¿ which discusses the dynamics of crowd behaviour. For a critical response to the NIO report see that from Dr. Brian Rappert.5 The CFR report provides a strong endorsement for non-lethal weapons. A key finding states: Wider integration of nonlethal weapons into the U.S. Army and Marine Corps could have reduced damage, saved lives, and helped to limit the widespread looting and sabotage that occurred after the cessation of major conflict in Iraq. Incorporating NLW capabilities into the equipment, training and doctrine of the armed services could substantially improve U.S. effectiveness in conflict, post-conflict, and homeland defense. 6 Interestingly, in describing the nonlethal capability sets (NLCS) which have been deployed in Kosovo and Iraq, and which help to provide a continuum of force between ¿don¿t shoot¿ and ¿shoot¿ 7, the CFR seems to distinguish between NLWs (rubber balls [grenades and shotgun munitions], bean bags, riot shields, Tasers, net entanglers, and caltrops), and equipment such as flash-bang grenades, laser dazzlers, and bullhorns of which it states ¿It is important to note that these are not weapons but non-lethal capabilities¿ 8 The CFR recommends expanded deployment of NLWs in the armed services, longer ranges for non-lethal payloads using precision delivery and fusing systems, and further development of millimetre-wave area-denial system (HPM weapons such as VMADS) and the advanced tactical laser (ATL). The report also argues for the need to have a bigger Joint Non-Lethal Weapons Directorate (JNLWD) or a new Non-lethal Joint Program Office (NLJPO) and for Bradford Non-Lethal Weapons Research Project (BNLWRP) ¿ Research Report 5 (May 2004) 2 closer links with the Joint Forces Command (JFCOM). In the opinion of the authors the JNLWD should also have more access into classified programmes throughout all branches of the armed services so as not to duplicate non-lethal development initiatives. To stimulate incorporation of NLWs throughout the U.S. Armed Services the CFR advocates two approaches: (1) top-down planning in the Defense department and (2) creation of demand for these [NLWs] weapons from the field as personnel gain experience with prototype equipment. 9 They argue there is a need for the top-level military and civilian leadership to be educated about NLW capabilities, not only for warfighting and peacekeeping, but also in `homeland defence in isolating a hot zone in the aftermath of a biological attack' 10. We will be referring again to both the NIO and CFR publications in other sections of this report.
