Inadequately treated or neglected clubfoot has been found to be a common cause of ohysical disability globally among children and young growing adults. Many children are referred to the clinics for treatment but some parents do not comply with the treatment regimen whcih requires attending for consecutive treatment sessions. Language in education policy and literacy acquisition in multilingual Uganda: a case study of the urban district of Kampala

Philosophiae Doctor - PhD / This thesis is concerned with Language in Education Policy (LiEP) and literacy acquisition in multilingual Uganda with the urban district of Kampala as the case study. Specifically, the study investigates the implementation of a monoglot LiEP for early literacy acquisition in a multilingual situation. The thesis analyses three LiEP instruments for Uganda, namely; (i) The 1992 Government White Paper on Education, (ii) The 1995 Constitution of the Republic of Uganda and (iii) The Uganda Education Sector Strategic Plan 2004-2015. After that analysis the study presents views and perceptions of LiEP Stakeholders in Uganda; Policy makers, Curriculum developers, Literacy researchers, NGO Officials, Head teachers, Literacy teachers and Parents/Guardians. The study is mainly prompted by the LiEP which recommends English as the Medium of Instruction (MoI) but not the common language to be used throughout the Primary School cycle. The thesis trys to shed light on the following aspects; principles of a LiEP in a multilingual setting, a relevant LiEP model for multilingual situations, multilingualism as a resource for literacy acquisition, appropriateness of a bilingual LiEP in Kampala with a local language, classroom and home literacy practices and lastly, literacy acquisition. The research question is to find out the extent to which the current LiEP in Uganda provides for literacy acquisition in multilingual settings.

An investigation of land grabbing amidst resettlement in post-conflict Amuru District, Northern Uganda

Philosophiae Doctor - PhD / This dissertation investigates the processes which underpin land grabbing, the diverse land grab types, actors involved and their roles in facilitating the expropriation of community land. It also interrogates the agrarian transformations and socio-economic consequences and the mechanisms employed by the local communities in Amuru district of Northern Uganda to block and resist the expropriation of their land. To achieve these objectives, this study employed a qualitative research design and methodology. The techniques that were used to collect the data are review of secondary data, individual in-depth interviews and focus group discussions. The study revealed that liberalisation of the Ugandan economy reduced the role of the state and subsequently promoted market approaches to land and agrarian reform. Market-led approaches have facilitated the commoditisation and entry of private investment in land and agriculture in Uganda. The dissertation identifies two distinct categories of land grabs in Amuru district. The first category comprises of two cases. One, large-scale land grabbing for commercial agriculture by the Madhvani Group in Lakang village; and two, large-scale land grabbing for conservation purposes by Lake Albert Safaris Limited in Apaa village. The second category encompasses localised small-scale land grabs between and among local communities of Amuru district. I further disaggregated the localised small-scale land grabs into four broad categories which are ‘inter and intra-community’ as well as ‘inter and intra-family’ land grabs, with the former encompassing the broader members of the community, while the latter involves members of related families. The actors who are directly and indirectly involved in land grabbing are domestic and foreign investors, the Ugandan state, Uganda Wildlife Authority, local governments, military personnel, the politically connected and rich peasants in Amuru district. Whereas land grabbing in Amuru district has resulted in the accumulation of more land, power and capital for domestic and foreign investors as well as local elites, loss of agrarian livelihood systems, rights to land, cultural heritage, identity, spirituality and belonging, incarceration and loss of lives as well as destruction of property have, in turn, disempowered and marginalised the local communities. A wide range of response mechanisms, including open display of nudity by elderly women, seeking legal redress from statutory courts and traditional authorities, questioning the procedure of land acquisition, acceptance and rejection of widow inheritance have been deployed by the local communities to block and resist the expropriation of their land.

The meanings of heritage practices, spaces and sites in the Busoga kingdom, ‘Uganda’ in the twenty first century

Magister Artium - MA / This study investigates how the heritage of Busoga has been (re)presented in the local as well as in the national domain. Busoga is a territory and kingdom in east-central Uganda. It is one of the kingdoms that were found in Uganda at independence and entered a federal arrangement with the new nation-state presenting a series of challenges around the question of traditional power vis a vis political power; national versus local heritage; contemporary versus ‘traditional’ and heritage poised against the throes of social and economic change. The argument presented here is that the heritage of Busoga as presented has been invented and created during the colonial and post-colonial times. Over time Busoga as a community and with it, a form of heritage posed as tradition, took shape. After the restoration of the kingdoms in 1993, through a constitutional enactment that reversed the 1967 order that had abolished kingdoms and established a republican and unitary order, kingdoms re-appeared as having been rooted in a timeless tradition assuming ‘naturality’ which but was a re-representation of invented traditions. Spaces, sites and palaces and a narrative thread developed and the institution of Kyabazingaship(kingship) became the central point around which the kingdom revolved. I argue through this study that the post-colonial state, like its colonial counterpart has played a crucial role in the invention of this heritage.

Social capital and technology adoption on small farms : the case of banana production technology in Uganda

In recent years, development practitioners and policy makers have increasingly become interested in social capital as an additional instrument for economic development. However, within the applied economics literature on the adoption of agricultural technologies, research on the role of social capital in adoption decision-making is scant. Furthermore, there is a paucity of information regarding the determinants of social capital accumulation among rural households in developing economies. This study examines the nature of the relationship between social capital and crop management decisions of Ugandan banana farmers. This dissertation develops a model of technology adoption that incorporates social capital and offers two explicit mechanisms through which social capital may influence technology adoption. A model of the agricultural household, which considers the effects of incomplete markets in farm production decisions, provided the theoretical framework for an econometric analysis to predict the choice and demand of improved banana management technology. The core theoretical framework was extended by explicitly incorporating social capital as a component of exogenous income and information accumulation processes. Empirical analysis was based on the primary data collected in a survey of 400 banana-producing households in Uganda through face-to-face interviews with the primary production decision makers. The households were selected from the three major banana-producing regions of Uganda using multi-stage random sampling methods. A combination of econometric methods was employed. A Probit model was used to estimate the probability of using an improved banana management practice and participation in an association. The extent of use of improved banana management practices was estimated by two methods, namely, ordinary least squares (OLS) and the Heckman procedure to account for sample selection in some equations. Intensity of participation in associations was estimated with a Poisson model. A negative binomial model that allows for over dispersion in the data was employed to identify the determinants of the intensity of participation in private social networks. The results of the study indicate that different aspects of social capital shape the decision to use and the extent of use of an improved management practice, but the nature of effect is specific to the practice as well as the form of social capital. Participation in associations and the characteristics of those associations are important determinants of banana production management decisions. Participation in associations and private social networks is, in turn, influenced by household wealth, education, institutional environment, and social heterogeneity of the community. Aside from social capital, other factors that are significant in explaining variation in use of improved crop management practices among farmers have been identified. Market incentives and household factor endowments were the most important of these factors in decisions regarding use of improved banana management practices. Health literacy, HIV/AIDS, and gender : a Ugandan youth lens

Youth, the World Bank argues, need to become a constituency for reform in developing countries. This case study responds to this challenge by investigating adolescent students' understanding of the relationship between health literacy, HIV/AIDS, and gender in the context of Uganda. The four questions investigated are: (i) What kind of health literacy, HIV/AIDS, and gender-related information is accessible to Ugandan adolescent secondary school students? (ii) In the students' view, what are the factors contributing to health and HIV/AIDS related challenges faced by young people in Uganda today? (iii) According to these students, what is the impact of the debate on gender equality in the fight against health epidemics including HIV/AIDS? and (iv) What do these students consider to be the way forward for Uganda to achieve better health and improve life chances for all? The theoretical framework includes critical pedagogy and indigenous knowledge systems, as well as integrative gender frameworks. Each contributes a different but complementary understanding of adolescent students' perspectives on the issues under investigation. Data were collected in a qualitative study from January 2005 — May, 2007. The data corpus includes: student journals, reflective reports, artifacts/documents, life history interviews, questionnaires, informal ethnographic conversations, focus group discussions and critical inquiry discussions. In response to each of the research questions, the major findings were as follows: i) The students' understanding of the relationship between health literacy, HIV/AIDS, and gender were in part influenced by the media, and in part their own experiences. ii) Poverty and peer pressure impact young people's health practices. iii) Young people want gender equality debates to have a focus on marginalized males as well as females. iv) Youth suggest that education, fair trade, and better health care services are important in the attainment of the "better health for all" goal in Uganda. The study concludes that marginalized groups, especially youth, need opportunities to develop a united voice and be active participants in reform processes. The dynamics of urbanisation in Kampala, Uganda: Towards a possible alternative policy framework

Philosophiae Doctor - PhD / The purpose of the study is to investigate the dynamics explaining Kampala's urbanisation, with a view of analysing their implications for an alternative urban policy framework for this city. This study was motivated by the fact that information about these dynamics and their policy implications was scanty; yet its understanding in a comprehensive manner was necessary to develop a suitable urban policy for Kampala. Consequently, this study was set to meet four objectives, which focused on (1) analysing the informal dynamics explaining Kampala's urbanisation from 1990 to 2013 and their policy implications; (2) investigating the formal dynamics responsible for the urbanisation of Kampala City from 1990 to 2013 and their policy implications; (3) establishing residents' satisfaction dynamics defining Kampala City urban changes resulting from official dynamics undertaken from 1990 to 2013 and their policy implications; and (4) identifying the dynamics that needed to be integrated in a policy framework that can be used to effectively prevent or halt Kampala's unplanned urbanisation while promoting planned urbanisation. To achieve these objectives, the study adopted a mixed methods design. The sample constituted 24 purposively selected key informants and 720 city residents selected using multistage sampling. Data were collected using interviews, focus group discussions and questionnaires. Qualitative data were analysed using narrative and thematic techniques complimented by the descriptive method. This method was also used together with the factor analysis method to analyse quantitative data. Findings revealed that the informal dynamics that explained Kampala's unplanned urbanisation during the period 1990-2013 included unofficial administrative dynamics; unofficial political influence; political unrest caused by internal and regional civil wars; the city's attractiveness to jobseekers, job-makers and migrants from war-ravaged areas; and excessive rural poverty and underdevelopment. The formal dynamics which explained Kampala's urbanisation during the same period included official administrative dynamics, government political intervention, modernisation agenda implemented through government investment promotion programme, legal framework, and urban policy dynamics.

Walking the talk : are land evictions in Uganda in like with human rights standards?

In Uganda there has been evidence of land evictions over the past years which has left many people landless and homeless. This study sets out the national standards with the major emphasis on the some of the provisions of the 1995 Constitution that deal with land rights and the 1998 land Act. In addition to the above, it tackles some international standards found under ICESCR, ICCPR and the Basic Principles and Guidelines on Development-Based Evictions and Displacement that have to be followed either before or after land evictions. Despite the fact that Uganda is a dualist State, there is need for it to take into consideration international standards that cater for land evictions since it is a member State to both ICESCR and ICCPR. Furthermore, the study discusses only three cases among others of land evictions that have occurred in Uganda and it analyses them against the national and international human rights standards. This study is of the view that most of the land evictions that are carried out in the country are not in line with national and international human rights standards. Therefore, there is need to ensure that people’s human rights are protected through the implementation of the existing national and international human rights standards. It also examined the legal framework governing the investigation and prosecution of corruption in Uganda. The study thereafter discussed the institutional framework governing the investigation and prosecution of corruption in Uganda and its limitations. It further appraised the legal framework governing the private prosecution in Uganda. It also dealt with the possibility of using private prosecutions to fight corruption, where public institutions charged with the duty are weak or have been compromised by an undemocratic environment within which they are situated.
